resolution
confirming
the
appointment
of
Scott
Wilhoit
as
commissioner
of
the
department
of
workers
claims.
If
that
individual
will
make
his

that
individual.

known
commissioner
Wilhoit
for
a
number
of
years,
both
in
capacity
as
a
private
attorney
and
as
in
his
capacity
as
Deputy
Commissioner.
Now
a
commissioner
of
the
department
of
workers
claims
he
is
a
person
with
a
very
in-depth
knowledge
of
the
law
and
the
newest
nuances
of
the
workers.
Compensation
system
actually
met
him
in
the
context
of
of
he
previously
worked
on
the
on
the
dark
side
of
some
of
his
calling,
but
he
was
always
a
fair-minded
individual.

knows
the
law
no
help
knows
how
to
implement
it
and
knows
how
to
make
the
system
function
effectively.
I
was
very
pleased
when
I
saw
with
the
governor
I
chose
him
to
to
run
the
department
of
workers.
Claims
he's
been
a
great
partner
to
the
general
assembly,
with
his
recommendations.
He's
come
been
very
timely
and
forthright
in
his
communication
with
the
general
assembly,
and
particularly
the
Senate,
and
for
those
reasons
I
think
he
would
make
a
he
deserves
to
be
confirmed
and
will
make
that's
an
excellent
commissioner.

Wilhoit
I
have
lived
with
just
basically
my
entire
life
in
Kentucky
and
since
graduating
from
the
University
of
Kentucky
College
of
Law
1989
I've
practiced
workers
compensation
all
across
the
state
when,
when
the
senator
wheeler
mentioned
the
dark
side,
I
did
Insurance.
Offense
I
represented
employers,
but
I
also
did
some
plants
work
too,
and
the
the
best
side
about
doing
Insurance
defense
is
the
opportunity.
I,
truly
travel
across
the
state.

one
and
only
goal
is
to
make
sure
that
the
practice
of
workers
comp
and
that
what
our
solemn
promised
the
solemn
promise
to
make
sure
that
Injured
Workers
are
to
receive
the
benefits
that
they
deserve
and
to
make
sure
that
the
system
works.
So
we
continue
to
see
economic
growth.
Is
it's
a
two-sided
place?
It's
not
only
helping
Injured
Workers,
it's
making
sure
we
contain
costs
so
that
Kentucky's
economy
continues
to
grow
and
doing
those
things
to
make
sure
that
our
system
does
all.

Bill
231.
This
is
an
act
related
to
tourists
and
Convention
commissions
and
counties
containing
this
first
class
or
a
Consolidated
local
government
and
declaring
an
emergency.
The
sponsor
is
Senator
Julie,
Rocky,
Adams
Senator,
welcome
to
the
economic
development
committee,
and
you
know
the
routine,
introduce

so
Senate
Bill
231
is
a
simple
little
Bill,
as
our
colleague
Jimmy
Higdon
likes
to
say
so.
231
simply
adds
one
member
to
the
Louisville
tourism
commission,
specifically
designated
as
the
president
and
chief
executive
officer
of
the
Kentucky
state,
fair
board.
So
there's
currently
nine
members
of
the
board.
This
would
add
one.
The
May
mayor
of
Louisville
gets
six
appointments
and
the
governor
gets
three
appointments.

Since
the
1960s,
the
CEO
of
the
fair
board
has
always
had
a
seat
on
the
convention
and
tourism
Bureau
board.
Always
our
governor
has
decided
not
to
reappoint.
This
is
not
about
David
Beck.
This
is
about
the
position
of
CEO
of
the
Kentucky
Fair
board,
and
so
so
what
this
would
do
was
would
add
that
position.
If
you
think
about
it,
why
it's
so
critical
that
this
person
retain
a
seat
on
the
board.

hotel
room
beds
are
filled
by
events
held
at
the
Kentucky
Fair
and
Exposition
Center,

Louisville

attracts

large
events
and
conventions
throughout
the
year

it
is
critical
that

Kentucky

fair
board

tourism
Commission

Bill.

on
the
agenda

days

first
house
bill
that
we've
had
come
over
into
the
committee.

first
house
bill
of
this
legislative
session
in
here
in
this
committee.
So
I
will
let
you

know
we

take
a
motion
on
a
sub,
but
please

Thank

Mr
chairman
members
of
the
committee,
especially
for
the
opportunity
to
be
the
first
house
bill
coming
this
way,
I
appreciate
that
in
the
2022
session
we
passed
House
Bill
4,
which
dealt
with
unemployment,
insurance
and
re-employment.
That
bill
is
working
and
is
successful.
I
That
bill
went
to
the
U.S
department
of
labor
for
them
to
look
at
look
at
it
determine
if
it
met
many
of
the
standards
that
they
have
outlined,
and
so
we
have
before
us
today.
House
Bill
146,
which
we've
adopted
the
committee
sub
and
I,
will
explain
that
portion
in
just
a
moment,
but
this
bill
is
in
response
to
some
recommendations
that
the
U.S
Department
of
Labor
made
regarding
house
bill
4.
I
I
The
U.S
Department
of
Labor
gives
us
considerable
latitude
in
drafting
UI
legislation,
but,
as
I
said,
they
do
require
that
we
do
conform
with
what
they've
outlined
we
do
have
one.
There
is
one
substantive
change
in
the
bill.
As
you
recall,
House
Bill
4
set
a
maximum
duration
of
12
weeks
with
a
Statewide
unemployment
rate
at
four
and
a
half
percent
or
lower
this
bill.
I
The
committee
sub
makes
some
additional
changes
that
that
are
again
highly
technical,
House
Bill
4
made
changes
to
the
computation
of
employer
contribution
rates
because
we
do
not
yet
know
the
benefit
changes
in
House
Bill
4.
Then
this
bill
will
ultimately
affect
benefit
outlays
from
the
trust
fund.
We
want
to
hold
off
on
those
changes
and
instead
require
the
cabinet
to
study
them.
I
One
thing
we
also
do
in
the
committee
sub
is
we
encourage,
in
the
future
a
broader
con,
we're
going
to
have
a
broader
conversation
of
how
we
set
the
employer
contribution
rates
as
needed.
The
tax
Foundation
considers
our
UI
contribution
rate
system
to
be
one
of
the
worst
in
the
nation.
The
implementation
of
this
bill
helps
us
start
that
conversation
on.
How
can
we
can
move
forward
and
make
Kentucky
better
in
the
area
of
of
contribution
rates
and
unemployment
insurance
as
a
whole?
That's
kind
of
a
broad
overview
of
the
bill.

mothers
that

was
opposed
to
half
before
last
year.

see
that
here

this
legislation,

to
me
where
it
is
in
the
committee
substitute
that
that
change
has
been
made
from
12
to
16
weeks?
