army

enlisted

kentucky

guard

1984
served
four
years.

went

active
duty

an
officer
in
air
defense
artillery
and
spent
33
total
years
in
service
to
the
nation.

half
of
my
career.
First
half
my
career
was
spent
in
air
defense
artillery
and
the
hawk
and
patriot
missile
systems,
which
of
course,
is
getting
a
lot
of
news
right
now
with

threat
that's
going
on
in
ukraine

half
of

the
second
half
of
my
career,
I
served
in
installation
management.

manifested

bigotry,
oppression,
intimidation,
violence,
vandalism,
arson
discrimination
and
injustice.

state
of
israel,
the
only
democracy

middle
east
is
our
greatest
friend
and
a
great
ally
of
the
united
states
in
the
middle
east.

a
strong
historic
bond
of
spiritual,
cultural,
economic,

adopt

Adopting
this
resolution

taking
further
steps

out

kentucky

interest

kentucky

had

the

call
for

for

kentucky

am

honored

mine

his

retired
from
the

coast
guard
reserve
in
2019.

course

coast
guard
career,
his
tour
of
duties
have
included
assignments
in
new
york,
city,
baltimore,
new
orleans,
cleveland
norfolk,
kansas
city
and
the
pentagon.
As
a
coast
guard
reserve
jag.
He
has
been
mobilized
several
times,
including
for
the
deepwater
horizon
oil
spill
in
2010,
where
he
served
as
the
deputy
legal
advisor
to
the
federal
on-scene
coordinator
of
new
orleans.
His
personal
military
awards
include
the
armed
forces
reserve
medal.
The
accommodance
letter
of
commendation
four
awards.

He
graduated
in
2005
and
submitted
to
practice
in
kentucky
ohio,
u.s
district
court,
eastern
district
of
kentucky
u.s
district
court,
southern
district
of
ohio
courts,
marshals
of
the
united
states
under

the
supreme
court
of
the
united
states,
and
that's
where
I
got
to
meet
him
because
he
practiced
law

kenton
county.

fact,
at
one
time
he
ran
for
the
office

kenton
county
attorney,

prevailed
into
the
public
life.

like
many

us
as
an
attorney.

has
worked
in
private
practice,
both
mid-sized
law,
firm
and
solar
practice.
He
spent
most
of
his
career.
However,
as
a
judge
advocate
in
the
coast
guard
reserve
and
as
an
assistant
commonwealth
attorney
in
kenton
county
is
term
clerk
for
a
federal
district
court
judge
and
now
is
an
attorney
for
the
federal
emergency
management
agency.
So
as
an
attorney
for
fema,
he
supports
the
operational
readiness
of
fema's
entire
incident
workforce,
which
includes
federal,
coordinating
officers.
National
incident
management
assistance,
team
fema
corps
and
the
dhs
surge
capacity
force
still
resides
in
taylor
mill
kentucky.

I
want
to
welcome
my

friend

him
for
the
man
that
he

for
the
patriot
that
he
is
for
his
commitment
to
kentucky
as
a
public
servant

commitment
to

united

times

credence

protects

borders

having
graduated

the

academy
is
certainly
a
meritorious

interactions
have
been
with
coast
guard
members,
since
I'm
an
avid
voter
or
boater
up
and
down
the
rivers
and
everything
so,
but
I
know
we'd
love
to
hear
some

story
about
you
there
well.

will
first
beg
this
body's
indulgence
and
forgiveness
that
I
am
not
a
native
son
of
kentucky.
That
said,
I
am
a
transplant,
I'm
a
faithful
transplant
from
the
state
of
new
jersey.
I
moved
here
in
2002
with
my
lovely
wife,
who
was
a
louisville
native,
who
made
me
promise
when
I
was
done.
Goofing
off
on
active
duty.

I'd
come
back
to
kentucky,
and
so
I
decided
that
I
wanted
to
pursue
law
as
a
career
and,
as
you
may
know,
some
of
you
may
know
all
the
military
services
offer
advanced
education
opportunities
for
their
officers,
but
it's
very
competitive
and
I
was
not
selected
for
for
law
school.

While
I
was
in
the
coast
guard,
so
I
decided
to
pursue
it.
On
my
own
made
the
coast
guard
a
sort
of
part-time
pursuit
by
becoming
a
reserve
officer
which
is
somewhat
of
a
misnomer
because,
as
you
may
know,
representative
thomas
being
a
reservist
is
a
part-time
job.
With
full-time
responsibility,
especially
as
an
officer,
especially
as
a
senior
officer,
the
in
washington
dc,
there
is
the
right
across
the
street
from
the
national
archives.

Here's
the
navy
memorial,
which
has
pillars
and
bronze
relief,
plaques
dedicated
to
different
aspects
of
the
navy
and
there's
one
specific
to
the
naval
reserve.
But
I
think
it's,
I
think
it's
a
true
statement
that
applies
to
all
reservists
and
all
of
our
national
guard
members
across
the
country,
and
that
saying
is
twice
a
citizen.

I
think
you
would
agree
with
me
that
most
individuals
who
serve
in
either
their
own
or
some
other
state's
national
guard
or
in
some
reservist
capacity
and
branch
of
the
us
armed
forces
you
find
typically
that
they're
already
serving
their
own
communities
and
their
own
citizenry,
usually
in
other
public
safety
roles
or
other
forms
of
public
service,
so
that
that
statement
that
that
really
rings
true
for
me
and
and
of
all
the
other
reservists
national
guard
members
that
I've
ever
encountered.
So,
as
I
was
saying,
I
am
a
transplant.

My
wife
made
me
promise
to
come
back
to
kentucky,
and
so,
when
I
decided
to
go
to
law
school,
I
basically
had
three
choices
and
uk
rejected
me.
University
of
louisville
waitlisted
me
and
the
santa
p
chase
college
of
law.
North
kentucky
university
saw
fit
to
let
me
in
which
is
why
it's
the
best
damn
law
school
in
the
commonwealth.
But
of
course
that
is
a
biased
opinion
after
graduating
and
being
admitted
to
practice.

I
then
received
my
judge,
avid
designation,
where
I
worked
on
again
off
again,
as
a
judge
advocate
in
the
coast
guard
reserve,
something
that's
peculiar
about
the
coast
guard
and
coast
guard
reserve,
because
that
branch
of
the
military
is
so
small.
We
have
judge
advocates,
but
we
don't
have
a
jag
corps
and
I
believe
the
marine
corps
operates
in
a
similar
fashion.

So,
unlike
the
army,
the
air
force
or
the
navy
where
they
have
jags
and
they
can
spend
an
entire
career
just
doing
that
just
practicing
law,
because
the
coast
guard
is
so
small.
There's
an
organizational
expectation
that
its
lawyers
be
multifaceted
and
do
other
things
outside
of
practicing
law
for
the
coast
guard
or
for
the
government.

So
in
the
course
of
all
that,
I
managed
to
plant
and
maintain
my
roots
here
in
kentucky,
with
the
exception
of
two
years
from
2011
to
2013,
I
was
mobilized
to
active
duty
and
moved
to
the
washington
dc
area.
I'm
proud
to
say
that
three
of
my
four
children
are
born
here
in
this
commonwealth,
the
singular
exception.
My
last
child
was
born
in
the
next
neighboring
commonwealth
of
virginia
at
the
dewitt
army
hospital
fort
belvoir.

will
add
representative
thomas
as
a
kentuckian
as
a
citizen
as
constituent.
I
will
also
take
this
opportunity
to
voice
my
support
for
any
future
legislation
that
provides
tax
relief
to
military
retirees
because,
while
as
a
reservist,
my
retirement
is
deferred.
At
some
point
I
pray.
I
live
long
enough
to
start
collecting
on
that
and
I
pray
that
I
can
do
so
in
the
commonwealth
of
kentucky.

lot

what

not
just
your
military
service,
but
how
that's
impacting
you
as
a
citizen-

your
service

an
assistant
commonwealth
attorney
as
a
candidate
for
office
as
a
lawyer,
you've
continued
to
fight
for
those
freedoms
every
day.
