A
Here,
I'd
like
everybody
to
in
the
building
or
the
room
to
put
their
cell
phone
on
mute,
and
that
includes
me
please
remember
when
you
speak
in
the
microphone
committee
and
guests
that
make
sure
the
green
light
is
on
on
the
microphone.
We'll
take
introduce
special
guests
now
and
I
have
one
Garcia
family.
Please
stand
up.
A
This
is
Garcia
family
with
the
Cuban
American,
Association
and
they're.
Here
kind
of
shadowing
me
today
from
Louisville
and
everybody
give
them
a
big
round
of
applause.
C
A
For
anybody
here
for
house
bill
50
we
will.
We
will
not
be
hearing
that
in
this
committee
today,
so
the
first
and
only
agenda
bill
on
the
agenda
is
Senate.
Bill
62
sponsored
by
Senator
Westerfield
come
forth.
Please
and
the
floor
is
yours,
sir.
D
back
in
around
the
year
2020
in
that
neighborhood
I'm,
not
actually
sure
when
California
tried
to
do
this,
but
they
tried
to
do
the
state
of
California
trying
to
do
what
Alabama
did
in
1958
and
that
is
to
to
get
private
donor
information
to
non-profits
communicated
to
the
state.
The
AG
was
to
get
donor
information
in
California.
That
was
appealed
on
First
Amendment
grounds.
The
ninth
circuit
actually
upheld
the
law
that
required
that
disclosure
to
the
government,
but
the
Supreme
Court
in
2001
in
the
Banta
decision,
said
no.
D
That's
a
violation
of
the
First
Amendment.
The
state
can't
just
compel
you
to
turn
over
your
non-profit
donors.
This
bill
seeks
to
codify
that.
It
simply
says
outside
of
some
investigative
Provisions
that
already
exist
or
authorities
that
already
exist,
or
under
due
process
protocols
in
the
courts
and
so
forth.
The
government
can't
compel
a
non-profit
to
divulge
its
donors
and
supporters.
In
that
way,
that's
really
Senate
Bill
62.
I'm
happy
to
answer
any
questions
that
you
have.
A
We
got
a
motion
on
the
bill.
You
got
a
second
any
questions.
This
does
not
affect
campaign
financing
in
any
way.
As
far
as
political
disclosures.
D
It
covers
all
non-profits
through
any
of
the
chapters
under
KRS
that
you
can
create
a
non-profit.
It's
not
just
501c3s.
It's
it's
any
non-profit
entity,
that's
created
under
either
501c3,
which
is
the
federal
code
or
under
chapter
273,
and
maybe
275
or
272
and
275
I
forget
what
the
chapters
are
they're
in
the
bill
there,
but
it
covers
any
organization
created
under
those
statutes.
D
D
A
C
A
Yes
and
I
think
that's
a
clean
sweep,
so
Senate
Bill
62
passes
with
favorable
expression.
Thank
you.
Senator.
