agriculture

department
of
agriculture
as
our
state's
second
largest
employer.

We
take
not
just
today
but
all
week
nationwide
to
celebrate
everything
from
food,
fiber
and
fuel
that
our

000
farms
across
kentucky
continue
to
produce
above
their
weight
class
each
and
every
year,
and
so,
as
our
farmers
get
out
in
the
field
and
prepare
for
a
hectic
planting
season,
be
sure
to
say.

we
are

good
bill
and
your
committee
substitute
is
making
it
even
better.
We
feel
like
it's
vitally
important,
for
our
economic
development
board
to
have
an
agriculture
voice
on
that
board,
and
so
the
original
bill
simply
adds
a
member
taking
the
board
membership
from
13
to
14,
making
a
quorum
eight
instead
of
seven,
but
your
good
committee
sub
comes
at
the
end
of
section
one
line:
thirteen
there
should
be
a
new
paragraph.

cabinet
shall
give
prompt
notice
to
the
commissioner
of
agriculture
when
the
cabinet
receives
information
about
an
agriculture
related
economic
development
opportunity,
including,
but
not
limited
to
production,
agriculture,
food
or
beverage
processing
or
any
activity
that
would
use
agricultural
products
as
inputs.
It's
a
very
simple
basic
bill,
but
we
are
prepared
to
answer

This
bill
has
basically
two
issues.
The
first
issue
is
going
to
cover
the
100
district
and
it's
updating
some
of
the
laws
that
have
been
in
place
for
decades.
In
the
situation
in
boyd,
county
and
ashland
has
changed.
We
need
to
do
to
make
some
adjustments
and
with
that
all
got
the
mayor
of
ashland
here
I'll.
Let
him
talk,
and
we
also
have
the
city
attorney
jim
moore,
who's
on
zoom.

want
to
say
briefly.
I
know
you've
got
stake,
waiting
that
our
city
is
moving
forward
and
economic
development
is
obviously
an
issue
for
every
city
in
the
state.

one
thing

count

from
this
legislature
is:
you
are
willing
to
cut
the
red
tape,
make
it
easier
on
businesses
to
do
business
in
this
state,
and
this
bill
will
specifically
help
us
do
that.

licenses.
Caterers
have
the
ability
to
operate
in
any
moist
city
or
county
any
wet
city
or
county

wet
precincts
that
exist.
However,
they

left
out
of
the
moist
precincts
to
be
able
to
operate
in
those,
and
we
just
correct
that
in
this
provision
in
section
two
of
the
bill.

the
creation

division

park
operations
and
categorical
distinction
between
east
west
and
central
regions.
Each
region,
respectively
will
have
established
boundaries
that
assign
a
particular
park
to
a
specific
region
and
regional
supervisor,
which
will
be
a
merit
position.

This
bill
will
clear
up
language
in
krs
148.022,
which
is
kentucky
regional
kentucky
mountain
regional
recreation
authority,
which
was
created
in
17.
The
altars
office
brought
this
language
to
me
to
allow
the
trail
authority
to
not
only
have
the
option
of
the
auditor's
office,
but
also
a
local
cpa,
to
do
the
audits
every
year
when
it's
required.

actually
and
then
senator

the
requirement
is
not
being
removed
altogether.
It's
removing
the
requirement
that
the
auditor
public
accounts
be
mandated
annually
to
conduct

audit

instead
they
would
follow
the
rules
that
apply
to
every
special
purpose
governmental
entity.
So
the
audit
requirement
would
apply
to
them
based
on
the
level
of
revenues
or
expenditures
that
they
have,
and
it
could
be
done
not
just
by
the
auditor
public
accounts,
but,
alternatively,
also
by
a
private
cpa
firm,
so
they
would
still
have
the
an
audit
requirement.
