appreciate
it

simply
put

hopes
to
get
answers
to
some
some
basic
and
fundamental
questions
about
where
the
money
collected
by
the
team,
Kentucky
relief
funds
for
both
West
Kentucky
and
the
tornado
damaged
areas
in
Eastern,
Kentucky
flood
damaged
areas
where
that
money
is
gone.
This
wasn't
something
that
I
thought
we
would
need
to
ask.

had
never
sustained
or
applied
for
any
damage
and
didn't
get
a
very
helpful
response
from
the
public
protection
cabinet.
But
regardless
of
that,
I
think
it's
fair
for
us
to
just
ask
questions
about
where
the
money
has
gone,
where
they
are,
how
they
made
decisions
about
how
to
distribute
money.
He
got
a
check
for
a
thousand
dollars
who
made
the
decision
to
make
a
thousand
dollars

amount
was
it
not
needs
based?
How
did
they
prioritize
the
distribution
of
these
funds?

funds

intended

they
were
useful
as

Constitution
requires
that
we
appropriate
the
money,

state's
hands
and
that
money
has
operated
entirely
outside
of
that

the
question
whether
or
not
or
on
what
basis.
These
funds
exist
constitutionally.

a

to

or

Constitution

which
simply
says
if
the
legislature
didn't
appropriate
it.

know
where
the
money
is
right
now

they
don't
know
how
it's
been
dispersed,
and
so

think
that
this
is
the
general
assembly
extending
a
little
bit
of
Grace
to
them
to
try
to
clean
up
their
accounting

East
Kentucky
West
Kentucky
funds,
where
we
get
a
monthly
report,
we
kind
of
had
some
framework
in
place.

to
be
a
a
mass
of

epic
proportions,
and
so
we're
trying
to
give
them
a
little
time
to
work
through
that

believe
is
kind
of
the
intent
with
it.

governor
decides,

wants
to
raise
funds
into
a

assistance
account
for
school
vouchers.
He
wants
to
accept
donations
from
across
the
United
States
for
school
vouchers
in
Kentucky

just
one
example:
that's
a
partisan,
hot
button
issue,
I
shouldn't,
say
partisan,
that's
a
that's
an
issue
on
which
there
is
substantial
divide.

precedent
is
okay,
today,
probably
okay
in
a
couple
of
years
and
then
a
couple
years
from
that,
it
could
be
something
even
different-
that
we
disagree
on
so

like
what
you're
doing
by
probing.
This
question
and
I
think
that
that's
why
that
appropriation
actions
belong
in
the
hands
of
the
general
assembly,
so
I'm
intrigued
to
see
how
this
reply
comes
back.

Last
session,
It's,
a
situation,
that's
unique
to
Kenton
County,
we
have
a
Consolidated
tax
filing
form
in
Kenton
County
and
all
the
cities
and
the
county
are
contained
on
one
form,
but
when
it
comes
time
to
audit,
if
a
city
chooses
to
perform
an
audit,
they
can
only
see
the
data
contained
on
their
unique
line,
which
basically
renders
the
ability
to
conduct
an
audit
very,
very
limited
and,
frankly,
nearly
unusable.

We
view
this
as
it
is
pretty
uniformly
supported
amongst
the
county
and
the
cities
as
well
at
home,
and
we
view
it
as
a
very
taxpayer
friendly
measure
because
it
keeps
everyone
on
a
Consolidated
form
just
makes
it
easier
for
those
of
us
who
run
operations
in
Kenton
County
with
Senator
Gibbons.
