findings
for
the
benefits,
Cliff
task
force
that
we
have
done
throughout
the
interim.
We
will
Dive
Right

that.
I
will
start
with
the
findings
and
each
member
has
a
copy
of
the
findings
and
they
will
be
available
to
the
public
as
soon
as
we
adjourn
this
meeting
and
they
can
be
uploaded
to
the
lrc
site,
I
will
read
through
those
Chris.

staffer
will
also

We
will
alternate
back
and
forth
on
the
findings
and
then,
once
those
are
complete,
we
will
need
a
motion
and
a
second,
oh
now,
Voice
vote
to
approve
all
of
the
findings
as
one
so
with
that
I

start
off
finding
number
one
from
the
benefits.
Cleft
task
force,
the
term
benefits
cleft
and
the
Clift
effect
referred
to
the
sudden
decrease
in
public
benefits
as
a
result
of
an
increase
in
earnings.

Cabinet
for
Health
and
Family
Services
is
collaborating
with
the
Kentucky
Center
improvements
to
an
existing
benefits,
cliff
calculator
and
to
fully
integrate
the
calculator
into
online
connect
portal
by
July
of
2024..
The
cabinet
of
Health
and
Family
Services
is
also
working
with
the
education
and
labor
cabinet
to
make
an
automatic
job
mat
matching
search
engine
available
to
the
public
assistance
recipients
through
the
connect
portal.

Finding
number
six
tiering,
Public
Assistance
benefits
or
phasing
out
benefits
as
the
recipient's
income
increases,
as
opposed
to
the
terminating
of
benefits
following
a
marginal
increase
in
income,
offers
an
opportunity
to
smooth
the
benefits
Cliff.
However,
the
ability
of
states
to
tier
benefits
and
address
the
benefits
Cliff
is
significantly
limited
by
federal
regulations
which
govern
most
Public
Assistance
programs.

Number
seven,
the
Utah
Department
for
Workforce
Services
serves
as
in
a
model
of
efficiency
and
Effectiveness
when
delivering
or
excuse
me
in
the
delivery
of
employment
and
Job
Training
Services.
Unfortunately,
federal
law
prevents
other
states
from
integrating
employment
and
Job
Training
Services
into
a
One-Stop
agency
like
Utah
Department
of
Workforce.
Services
has
done.

Finding
number
eight,
the
Cabinet
for
Health
and
Family
Services
has
utilized
pandemic
era
federal
funds
to
make
improvements
to
the
child
care
assistance
program
which
could
help
to
alleviate
the
child
care
Cliff's
benefit
faced
by
Working
Families,
but
federal
funds
used
to
finance.
These
changes
will
run
out
in
2024.

that
concludes
our
findings.
Those
are
the
high
points
of
the
findings
in
the
literature
that
it
will

out
and
be
available
to
the
public.
There
is
a

each
one
of
those
lines

individually

each
finding
that
we
found

how
we
came
up
with
that.

one
adopt
a
joint
resolution
directing
the
Cabinet
for
Health
and
Family
Services
to
conduct
a
thorough
review
of
all
public
assistance
programs
administered

the
cabinet
to
identify
all
flexibilities
permitted
under
federal
law,
including,
but
not
limited
to
the
ability
to
tier
benefits
which
may
afford
the
state
the
opportunity
to
address
the
benefits
Clift
without
the
needed,
without
the
need
for
federal
action
and
require
the
cabinet
to
permit
a
submit
a
report
containing
its
findings
and
recommendation
to
the
interim
joint
committee
on
Health
and
Welfare
and
Family
Services
no
later
than
November
1st
of
2023.

statutes
and
regulations
to
Grant
States
the
flexibility
necessary
to
mitigate
or
eliminate
the
benefits
Cliff,
including,
but
not
limited,
to
amending
funding
and
organizational
Provisions
in
the
workforce.
Investment
and
Opportunity
Act
that
may
prevent
States
from
administer
administratively
integrating
all
federally
funded
employment
and
job
training
programs
under
a
single
administrative
unit
in
state
government.

on
to
recommendation
number
seven
identify
opportunities
to
an
actual
legislation
that
leverages
public-private
Partnerships
by
creating
a
new
partnership
program
to
help
reduce
the
impacts
of
benefits
clipped
in
certain
circumstances

that,

there
are
any
questions,
I
have
a
motion.

recommendation.

we
will

recommendations

the
public

believe
that
all

stakeholders

of
the

assembly

come

issue

work
together
very
tirelessly
during

interim
to
flush
out
all
the
details
of
everything
that
we
needed
to
know
on
the
benefits
Clift
and
to
find
out
that
it
is
real
in
Kentucky
and
that
it
is
an
issue
that
we
can
address
and
we're
moving
forward
can
work
together
and
address
it.
As
such.

do
appreciate
all
the
conversations
that
have
come
up
over
the
course
of
the
interim
and
I
feel
that
we
have.
We
have
achieved
a
goal
that
I
had
set
forth
in
the
beginning,
and
that
was
to
start
the
conversation
on
this
issue
and
continue
to
move
forward
as
a
state
to
help
as
many
people
move
forward
in
their
lives
as
we
can
as
possible.
So
with

there
