A
A
Oh
there
we
go,
we've
got
Philip,
all
variety
I
think
we
just
picked
up
our
fifth
fifth
member
there,
so
I
think
we
can
go
ahead
and
get
started
and
hopefully
we'll
have
some
more
join
in
in
just
a
few
minutes.
So
at
this
time
we
will
call
to
order
and
I
do
want
to
remind
everybody
all
members,
please
everybody
keep
your
phone
on
mute
unless
you're
speaking
or
if
you
need
to
kind
of
even
sort
of
interrupt
the
speaker,
because
you
have
a
question
or
so
just
unmuted
and
kind
of
answer.
A
A
B
A
B
B
A
A
A
So
we
do
have
five,
so
we
do
have
a
quorum.
We
will
go
ahead
and
get
started.
Most
of
you
all
have
your
minutes.
They
probably
were
sent
electronically.
So
if
you
don't
want
to
look
at
the
minutes
for
May
19th
meeting
and
if
there's
no
questions
or
changes
or
anything
I'll
entertain
a
motion
to
approve
move
approval.
A
B
A
A
All
right.
We'll
move
on
to
item
number
four
on
your
agenda
and
that's
the
report
from
University
of
Kentucky
and
Miss
Elizabeth
Baker.
She
is
honest,
so
she
got
on
early.
So
if
you
would
please
the
report
on
the
first
project
and
there
will
not
it's
more
for
informational
only
on
the
first
compliance,
yes.
E
Thank
you.
The
first
item
is
for
our
Center
for
Applied
Energy
Research.
We
have
received
a
1.5
million
dollar
grant
from
the
Department
of
Defense
to
expand
about
2,000
square
feet.
Our
mineral
process,
building
the
this
expansion
will
be
for
some
special
climate-controlled
space,
where
the
raw
materials
were
going
to
need
we're
going
to
be
developing
a
high
performing
concrete
for
military
applications
with
the
Department
of
Defense
and
the
US
Army
Corps
of
Engineers.
E
Yes,

are
going
to
construct
a
5,000
square-foot
facility
will
serve
as
a
pilot
scale
process
plant
for
conversion
of
coal
to
high-value
carbon
products.
These
high-value
carbon
products
will
be
used
in
aerospace
and
automotive
applications
to
replace
more
traditional
metals.
This
will
be
the
largest
scale
high-value
carbon
fiber
facility
in
the
United
States.
Oh.
A
E
Are
we
would
like
to
spend
two
million
dollars
in
federal
funds
to
purchase
287
point
five,
four
acres
in
cob
well,
County,
which
is
adjacent
to
our
Princeton
research
and
education
center?
We
have
been
leasing
these
this
acreage
since
2016
and
we've
gotten
to
a
port
where
it
would
be
better
for
us
to
just
go
ahead
and
purchase
it.
E
A
A
B
A
E
A
A
E
The
last
lease

B
A
A
We
appreciate
both
y'all
being
on
here
and
we
we
will
hopefully
see
you
in
the
future.
All
right
we're
gonna
go
on
in
move
to
the
next
item.
Katie
Smith
will
be
on
deck
here
we
have
two
items
under
our
economic
development
fund
grants.
So
if
so,
I'd
love
to
have
a
motion
to
roll
both
of
them
together
for
the
Henderson
project.
F
C
Located
the
city
has
committed
75
thousand
dollars
to
the
project
and
in
the
Henderson
Economic
Development
has
also
committed
a
hundred
thousand
dollars
to
match
the
fund.
The
funding
for
the
grant
this
project
is
one
of
eight
potential
infrastructure
projects
that
were
identified
by
an
independent
site
selection
consultant
that
was
contracted
by
the
Kentucky
Association
for
economic
development
as
having
the
potential
for
future
investment
locations
of
an
economic
development
project
disbursement
of
the
grant
funds
will
occur
on
a
reimbursement
basis
after
the
required
supporting
documentation
is
provided
for
the
second
tranche
we're
requesting
one
hundred.
C
Ninety
eight
thousand
one
hundred
eighty
nine
dollars
to
the
county
of
Marion
on
behalf
of
the
Marion
County
industrial
foundation,
incorporated
the
county
is
partnered
again
with
the
industrial
foundation
to
build
an
access
road
to
catalyze.
The
balance
of
the
250
acre
business
and
industrial
park
located
in
Lebanon
Kentucky.
The
Industrial
Foundation
has
committed
funding
equal
to
the
grant
request
as
a
match
for
the
grant.
This
project
is
also
another
infrastructure
project
identified
by
the
independent
site,
selection,
consultant
and
disbursement
of
the
proceeds
will
occur
on
a
reimbursable
basis.
After
supporting
documentation
is
received.
C
Both
projects
were
recommended
by
the
secretary
Hayes
and
concurred
by
the
finance
secretary
secretary
Johnson,
as
well
as
they
received
approval
by
katfoe
at
its
May
meeting
and
state
property
and
buildings
Commission,
and
it's
June
12th
meeting.
We
respectfully
request
approval
of
these
projects
today,.
B
A
Alright,
thank
you
so
much.
We
appreciate
you
being
here.
I
know
it's
a
new
world
out
here
with
this
digital
thing,
so
we
appreciate
you
all
pushing
through
this.
So
the
next
item
on
our
agenda
is
item
C
and
it's
deputy
executive
director,
Sandi
Williams,
and
this
is
for
information
only
on
this
item.
B
B
Transaction,
which
is
Series
C
from
the
state
property
and
buildings,
Commission
revenue
bonds,
project
to
number
122.
This
issue
price
on
October,
8
2019,
with
a
forward
delivery
or
closing
date
of
May
4th
2020.
The
proceeds
were
used
to
refund,
on
a
current
basis,
all
outstanding
maturities
of
state
property
and
buildings
Commission
project
to
number
98.
The
forward
delivery
structure
was
used
because
it
generated
additional
savings
over
a
taxable
revenue
refunding
and
provided
just
over
one
point:
seven
million
dollars
in
net
present
value
savings
and
I'd
be
happy
to
answer
any
questions.
A
B
You
today
for
your
approval,
the
school
facilities.
Construction
commission
has
one
new
money
issued
transaction
for
Breckinridge
County
in
the
amount
of
six
point:
seven
three
million
dollars
for
renovations
at
the
high
school.
This
bond
issue
does
not
require
a
tax
increase
and
I
would
be
happy
to
answer
any
questions.
B
A
A
A
Director
Williams,
we
appreciate
your.
That
was
brief,
but
that's
good
because
looks
like
we're
gonna,
we'll
find
out
before
one
o'clock
when
they
have
to
redo
this
blue
deans
issue
here
and
do
another
meeting.
So
we
appreciate
everyone
being
on.
Please
make
note
of
the
remaining
meetings.
We
pushed
them
a
little
later
off
than
the
days,
so
we
don't
have
to
do
those
real
early
starts.
The
next
one
will
be
July
22nd.
A
B
Apologize,
this
is
merely
a
statement
that
I
wanted
to
reflect
on
the
record
and
I
apologize
for
being
delinquent
and
getting
on
with
the
struggles
I
had,
but
on
the
loan
to
the
Moorhead
plant
utility
board.
I
thought
it
noteworthy
that
they
had
a
28%
increase
in
administrative
expenses
in
the
last
24
months,
and
you
know,
as
they
raised
their
rates,
40
percent
@fy,
19
I
know.
A
lot
of
folks
are
having
struggles.
