presenting
six
projects
today.
The
first
action
item
is
a
restricted
fund
appropriation
increase
in
the
amount
of
six
hundred
thousand
dollars
for
the
Kentucky
Community
and
Technical
College
Fire
Commission
construct
Fire
Commission,
National,
responder
preparedness,
Center,
classroom
building
project
located
in
Greenville
Kentucky.

This
project
was
originally
authorized
for
5.2
million
in
the
2022
Appropriations
act
after
construction
bids
came
in
higher
than
budgeted.
An
additional
1.8
million
was
added
to
the
project
authorization
in
the
2224
Appropriations
act.
This
600
000
brings
the
new
Total
project
appropriation
to
7.6
million,
funded
with
restricted
funds.

Board
of
Regents
approved
this
project
budget
increase
that
is
December,
2nd
2022
meeting
The
Authority
for
this
project
is
pursuant
to
krs-45.760,
subsection
6
and
I
respectfully

Secretary
of
Finance
has
approved
an
emergency
repair
maintenance
replacement,
Capital
project
for
the
Kentucky
Department
of
Education
Kentucky
School
for
the
Blind
Evans
Hall
emergency
water
damage
restoration
project
in
the
amount
of
1
million
654
000,
located
at
the
Kentucky
School
for
the
Blind
campus
in
Louisville.
The
project
will
be
funded
with
insurance
proceeds
due
to
cold
temperatures.
The
fire
suppression
lines
burst
in
the
seedling
space
of
the
second
floor
of
the
Evans
Hall
dormitory,
causing
flood
damage
to
both
the
first
and
second
floors.

projects
in

pool
projects
in

Three
are
for
the
tourism,
Arts

Heritage
cabinet
department
of
parks
to
which
all
are
funded
from
Bond
funded
wastewater
treatment
and
infrastructure
upgrades
full
authorized
in
House
Bill
268
of
the
2019
regular
session.
The
last
project
is
the
Kentucky
state,
fair
board.
The
authorization
for
all
these
projects
is
percent
part.

Two
section
four
of
house
bill,
one
of
the
22
regular
session
I,
will
go
through
each
of
the
pool
projects.
Now
the
first
Department
of
parks
pool
project
is
the
Kingdom
Come
water
infrastructure
upgrades
project
and
the
amount
of
two
million
378
400.
The
city
of
Cumberland,
will
provide
water
service
to
the
kingdom.
Come
State
Park
via
an
MOA
with
the
Department
of
parks.

The
city
will
contract
out
the
design
and
construction
for
new
water
service
to
the
park,
eliminating
the
need
for
the
old
water
treatment
facility
currently
operated
by
the
Kingdom
Come
State
Park
staff
under
permit
from
the
division
of
water.
The
department
will
decommission
the
existing
water
treatment
service
once
a
new
connection
to
the
City
utility
is
in
place.
The
infrastructure
project
will
improve
the
quality
of
drinking
water
at
the
park.

Next
is
the
lake
Barkley
water
infrastructure
upgrade
project
in
the
amount
of
three
million
one
hundred
eighty
two
thousand
two
hundred
dollars.
This
project
includes
installing
a
new
PVC
water,
main
buried
valves,
hydrants
and
reconnecting
existing
Services
throughout
the
lake
Barkley
State
Resort
Park.
The
park
has
experienced
water
line
breaks
so
to
minimize
this
problem,
the
system
must
be
operated
at
a
lower
pressure,
resulting
in
some
low
pressure
concerns.
Historically,
the
park
experiences
significant
water
loss
due
to
water
line
breaks.
Completion
of
the
project
will
Rectify
all
these
issues.

The
third
Department
of
Parts
project
is
the
lake
Barkley
sewer
infrastructure
upgrade
in
the
amount
of
2
million
497
700.
This
project
includes
installing
a
new
PVC
four
main
buried
valves,
air
release
valve
four
duplex
grinder
pump
stations
and
180
gallon
per
minute
Municipal
Pump
Station.
The
project
also
includes
Rehabilitation
of
the
existing
sanitary
sewer,
included,
cured
and
place
pipe
installation
open,
excavation,
Rehabilitation
and
manholed
repairs.

This
existing
Wastewater
system
was
originally
constructed
around
1972
And
rehabbed
in
the
mid
90s
and
it's
over
50
years
old.
The
Kentucky
Department
of
Water
has
documented
several
past
cold
violations
with
the
system,
and
the
system
is
currently
in
violation
with
exasperates
the
need
for
the
upgrade
and
finally,
the
last
full
project
in
excess.

This
project
will
enhance
the
life
safety
of
the
patrons
exhibitors
and
allowing
control
of
theft,
vandalism
and
monitoring
the
crowd,
size,
locations
and
movement,
and
with
that
chair,
lady.

Agriculture
in
Franklin
County.
This
lease
is
being
modified
to
convert
storage
space
to
office
space
for
six
additional
staff
and
Associated
support
areas
in
the
building
located
at
107
Corporate
Drive,
and
extend
the
lease
for
an
additional
six
years.
The
office
will
increase
by
2559
square
feet
and
two
estimates
were
obtained
for
the
renovation
cost
in
the
amount
of

from
Warnick
construction
and

from
purpose.

will

fund

loan
is
in
the
amount
of
four
million
three
hundred
seventy
seven
thousand
six
hundred
fifty
dollars
for
their
Phase
23
water
treatment
plants
and
improvements
project.
The
project
will
install
plate
settlers
to
increase
treatment,
capacity
of
existing
basins,
improve
effluent
quality
and
reduce
Associated
operations.

Costs
the
disinfection
system
will
be
converted
from
chlorine,
gas
to
sodium
hypochlorite,
five
tanks
will
be
rehabilitated
and
a
water
main
extension
will
be
installed
to
connect
to
an
unserved
area.
This
will
be
a
20-year
loan
with
a
1.25
interest
rate
and
was
also
approved
at
ka's
February,
2nd
board
meeting
of
the
four
cleaner
water
program,
Grant
funded
projects-
they
are
all
for
reallocations
from
previously
approved
projects
from
the
round
one
County
allocation
pool.

the
projects
in
Madison
County,
but

today
we
don't
have
Madison
County
projects,
but

is
Kentucky
higher
education.
Student
loan
transaction
I.
Do
want
to
point
out
this
in
the
packet
is
a
the
estimate
on
the
transaction,
but
the
resolution
passed
by
state
prop
as
well
as
the
corporation
was
for
284
million
and
the
packet
is
is
roughly
142.5,
which
is
actually
what's
contemplated
as
of
today,
but
is
subject
to
change.
These
will
produce
funding
for
the
advantage
loans,
so
these
are
educational
and
and
basically
parent
loans,
they're,
not
the
felp
loans.
These
are
additional
supplemental
borrowings.

Traditionally,
it's
estimated
for
Price,
May,
16th
and
closing
for
the
end.
As
I
said
it
is
subject
to
change
with
the
estimated
interest
rate
of
5.4
percent.
This
does
supersede
the
prior
authorization,
and
so
it
will
only
the
prior
is
superseded
with
this
this
resolution
and
it
does
not
affect
the
370
million
that
was
authorized
by
Phelps,
so
they
do
have
that
authorization.

specific

Advantage
today
happy

take
