this
is
the
first
report:
that's
provided
to
read
a
press
board
of
management
with
information
for
the
year
2020.
This
report
contains
data
from
January
through
to
the
end
of
April.
Rita
crest
home
has
maintained
an
overall
occupancy
rate
of
ninety
seven
point:
two
eight
percent
for
this
time
period,
which
is
lower
than
usual
related
to
kovat
19
directives
such
as
a
hold
on
admissions
reader,
crest
home,
had
ten
incidents
reported
to
the
Ministry
of
Health
and
long-term
care
from
January
through
April.

As
noted
in
the
last
report,
the
ministry
was
in
the
home
on
December
17th
to
the
20th,
December,
20,
third
and
then
January
second
and
third,
during
the
course
of
this
inspection.
The
compliance
officer
reviewed
one
critical
incident
report
as
well
as
one
complaint
by
a
resident
as
a
result
of
the
home
was
issued
five
written
notifications
to
which
there
were
four
voluntary
plans
of
Correction.
As
of
April
of
this
year,
there
were
464
people
on
the
wait
list
for
the
home.

261
of
those
are
actively
seeking
admission
to
long
term
care,
50
of
which
are
in
crisis
awaiting
placement.
As
of
the
end
of
April,
Rita
crest
home
had
spent
twenty
seven
point,
five
percent
of
its
municipal
contributions,
which
is
three
hundred
and
thirty
six
thousand
dollars
under
budget,
much
of
which
is
timing.
Differences
related
to
payroll
costs
as
the
rest
of
the
province
has
been
dealing
with,
and
everyone
has
been
dealing
with.
The
Battle
of
COBIT
19.
We
at
Rita
crests,
have
been
doing
the
same
over
the
last
few
months.

Rita
crest
has
worked
very
closely
with
the
Minister
of
Health,
our
local
health
integration
network
and
our
local
Public
Health
Unit
over
the
last
few
months
to
ensure
the
safety
and
security
of
our
residents
and
our
staff
on
March,
9th
all
Ontario
long
term
care
homes
were
directed
by
the
Ministry
to
begin
active
screening
of
all
visitors,
resident
admissions
and
readmissions.
On
the
13th.
We
were
then
directed
to
restrict
all
entrance
to
the
home
to
only
staff
and
essential
visitors.

The
home
continues
to
swab
and
isolate
all
residents
and
staff
that
show
any
signs
and
symptoms
of
cope
at
19
on
May
11th,
the
home,
completed,
Cobin,
19,
swabs
of
all
residents
and
staff,
as
directed
by
the
ministry
of
health
and
public
health.
In
an
effort
to
detect
asymptomatic
cases
of
the
virus.
All
testing
results
to
the
end
of
April
have
been
negative,
resulting
in
no
cases.

the
home.

The
home
continues
to
work
with
our
suppliers
to
ensure
that
we
have
sufficient
protective
equipment
for
all
of
our
staff
to
ensure
the
safety
of
those
residents
that
were
caring
for,
and
we
continue
to
work
with
city
staff
and
our
vendors
on
preparations
and
plans.
In
the
event,
we
do
need
to
declare
an
outbreak
and
I'm
happy
to
take
any

number
of
suppliers
to
try
and
obtain
masks.
Specifically,
we
are
currently
using
a
vendor
that
supplies
dental
labs
with
procedure
masks.
They
were
the
ones

find

Ontario
that

ship
to
us
much
quicker
than
our
normal
vendors
could
a
lot
of
the
vendors
that
supply
long-term
care
homes
in
the
area
we're
sufficiently
backordered
on
masks
on
gowns
and
on
protective
eyewear.

most
difficult
periods
for
Rideau
crest.
The

announcement

but
because
there
will

interest

the
province
has
now
begun
to
enable
family
members
visitors
to
to
come
to
the
home
or
to
visit
outdoors,
have
the
policies
and
procedures
are
they
ready?

we
have
any
any
timelines
or
any
idea
on
how
renal
crest
can
can
adapt
to
that
current
change.

May

this

going

be
the
next

be
outside
visits,

we've
been
in
consultation
with
the
local
public
health
unit
and

long-term
care
homes

this
issue
and
how
we
can
facilitate
visitations
with
residents
and
families
outside.
So
we
have
been
working
on
this
last
couple
of
weeks
and
then
preparing
to
implement
this
visitation
starting
next
week.

the

just

the
fact
that

know
that
we
are
recruiting
at
the
moment.

there

difficulties

recruiting

thoughts

staffing

been
rather
difficult
in
long-term
care.
We've
the
province
declared
what
they
consider
to
be
a
PSW
critical
shortage.
Just
in
2019,
we
at
Rideau
crest
currently
have
actually
been
quite
successful
in
recruitment,
especially
through
2020.
We
have
very
few
vacancies
at
this
time.
We've
been
working
with
the
local
education
institutions
and
our
recruitment
officers
here
within
the
city
and
have
really
been
quite
successful
and
hopeful
that
this
will
be
sustained
moving
forward.

actually,
following
up
to
the
question
of
the
bear
recruitment
I'm
wondering
about,
is
spending
on
on
staff.
It
mentioned
in
the
report
that
there's
been
overspending,
which
is
understandable
in
this
time,
especially,
but
it
also
mentioned
that
the
province
has
an
additional
fund
for
paying
staff.
So
I'm
wondering
if
you
could
just
talk
about
the
relationship
between
where
the
budget
side
and
those
additional
funds
from
the
province.

we
have
seen
this
implemented.
We
have
not
seen
the
funds
yet
from
the
province.
We
anticipate
that
some
of
that
money
will
be
coming
in
June
and
the
rest
will
be
claims
based
closer
to
the
end
of
the
year.
As
for
kovat
related
funds,
we
have
seen
thus
far
seventy-five
thousand
dollars
in
emergency
kovat
funding
from
the
province.
That's
been
three
separate
funds
that
have
come
one
in
March
when
a
preliminary
in
May.
We
do
anticipate
a
fourth
lump
sum
coming
in
the
month
of
June.

time
frame,
we
have
been
covering
much
of
those
times
at
overtime
costs,
so
we're
we're
hopeful
that
some
of
the
funds
that
we're
getting
from
the
province
is
offsetting
that,
as
well
as
some
of

PPE
costs

we've
seen,
which
have
been
drastically
increased
over
the
last
couple
of
months.

next
item
of
business
is
looking
at
two
different
bylaws
Civic
addressing
and
road
naming
bylaw
and
the
fees
and
charges
bylaw,
and
there
are
three
recommend
eight
recommendations
before
us-
that
our
committee
recommends
the
council
to
change
them
and
that
we
do
all
of
the
readings
I
counseled
to
amend
those
bylaws
at
once.
So
we'll
move
to
committee
for
questions
on
that.

There
are
also
changes
being
proposed
with
respect
to
buildings
that
are
located
on
multiple
Road
frontages,
so,
for
example,
a
corridor
building.
So
there
have
been
some
instances
where
we
have
received
requests
for
more
than
one
civic
address
being
provided
to
these
types
of
buildings.
So
we
are
amending
the
bylaw
to
allow
those
types
of
changes,
of
course,
in
consultation
with
emergency
services.

Civic,
addressing
for
second
residential
units
that
are
located
in
detached
buildings,
as
this
was
not
previously
contemplated
in
the
civic,
addressing
bylaw.
There
are
also
some
updates
being
made
to
temporary
signage
requirements.
So
what
this
is

that
when
a
building
is
in
construction,
they
can
post
a
temporary
civic
address
come
on
the
property.

there
was
no
timeframe
provided
in
the
bylaw,
which
indicated
how
like
when,
when
the
temporary
signage
needs
to
be
replaced
with
permanent
civic
addressing
signage,
so
there
are
some
amendments
being
made
to
the
dialog
with
respect
to
that,
and
then
there
are
also
some
updates
related
to
signage
requirements
for
properties
that
are
located
within
the
urban
rural
fringe
area.
So
that's

basically

properties
located
just
right
next
to
where
the
urban
boundary
is
located
within
the
city.

slight
amendment
to
the
fees
and
charges
below
the
road
naming
belong
included
of
fees
for

city
charges

naming
request
is
initiated
by
an
applicant
so
for
consistency,
we
are
removing
that
fee

the

the
Civic
addressing
bylaw
and
moving
it
to
the
fees
and
charges
below,
because
that's
the
bylaw,
where
we
have
fees
associated
with
various
services
that
the
city
provides.
So
that's
just
a
small
amendment
just
for
consistency
and.

part
of
the
subdivision
approval
process
initially,
what
does
Civic
addressing
by
law
requires
is
that
the
applicant
should
initially
be
proposing
streets
at
street,
a
screed

later
on,

we
are
finalizing
the
subdivision.
At
that
time,
street
names
are
proposed.
There
are
certain
requirements
in
the
bylaw
which
speak
to
you
like,
for
example,
there
could
be
a
theme
with

the
subdivision
street
names
and
also
the
fact
that
screen
names
should
be
clear
and.

there
are
certain
rule
code
naming
conventions
of
the
bylaw.
They
can
absolutely
an
applicant
for
a
subdivision.
Approval
can
propose
street
names,
which
we
would
then
run
by
emergency
services
to
make
sure
that
they
would
be
okay.
Also,
we
want
to
make
sure
that
we
are
not
using
street
names
that
are
used
in
other
parts
of
the
city,
so,
for
example,
Union
Street
versus
Union
Road.
Those
types
of
similar
sounding
street
names
are
not
recommended
at
all
and
if
you
said
you
wants
to
add
anything

there
are
road
naming
conventions
within
the
Civic
addressing
by
law
as
well
as
security
has
mentioned.
There
are
certain
provisions.
Proponents
of
any
subdivision,
chemist's,
submits
their
votes
for
us
to
reuse
review
as
well.
They
want
to
make
sure
that
the
roads
that
do
not
duplicate
any
existing
roads
within
the
city
that
they're
clear
and
they
are
not
confusing
when
read
to
emergency
services
dispatchers,
so
Road
names
are
critical
in
ensuring
the
effective
delivery
of
services,
emergency
services
and
municipal
services
for
property
owners
within
the
city.

is:
will
the
changes
be
retroactive?
In
other
words,
someone
has
a
secondary
suite
now
address
doesn't
match
what
this
is
posing
for
the
future.

they
have
to
go
back

change
it,

actually
provide
more
confusion
for
say
the
emergency
dispatcher
that
we
just
heard
of
I'm,
not
sure

wants
to
answer
that.

recognized

bylaw,
the
bylaw
is
updated
every
five
years
to
look
at
any
administrative
amendments
that
may
be
needed.
We
recognized
that
emergency
service
requirements
could
change
either
with
fire

rescue
the
paramedics
and
the
police.
These
are
partners
that
we
often
consult
with
with
regards
to
road
renaming
as
Incivek
addressing.

if
there

the
main
change
right
now
with
respect
to
the
second
residential
units
that

being
made

power
law

detached

residential
units

not
previously
contemplated
in
our
zoning
bylaws.

the

zoning
bylaws
were
just
amended
last
year,
and
now
we
have
started
seeing
some
applications
for
second
residential
units
located
in
detached
buildings.

consultation
with
emergency
services,
those
types
of
units
are
already
already
being
assigned.
Civic
addresses,
as
per
these
amendments,
that
we
are
now
undertaking.

thing
is
that
the
bylaw
was
silent
on
those

to
have
to
proceed
with
assigning
those
types
of
units
with
civic
numbers,
so
those
would
comply
with
the
changes
that
are
being
made
because,

we
couldn't
just
let
them
go
without
having
any
Civic
numbers
