felix
lee

the
new
executive
director
of
the
kingston
arts
council.

all

know
him

his
past
work
as
grant's
coordinator
for
the
arts
council,
but
it's
really
wonderful
to
have
the
two
of
you
here

us

aac

forward
and
brienne
you're
doing
a
great
job

far

this
is
all
in
the
report

you

many
of
you

returning
members

arts
advisory
committee.

this

be
familiar
to
you
and
I
know
brienne
and
felix
specifically
have
had
involvement

arts
advisory,

just
to
recap
the
mandate
of
this
incredibly
important
committee.

arts
advisory
arts
advisory
committee
also
does
include
reporting
regularly
to
the
arts,
recreation
and
community
policies
committee
next
slide.

So
this
is
a
bit
of
a
snapshot
of
the
purpose
of
the
arts
advisory
committee
in
terms
of
how
it
supports
some
of
which
I've
sort
of
addressed
already,
but
the
first
one
being
is
really
the
ensuring
ensuring
the
continuing
implementation
of
the
recommendations
contained
in
the
kingston
culture
plan.
So
this
culture
plan
was
established
back
in
2010.

It
has
since
expired,
so
it
was
a
10-year
culture
plan
for
kingston.
It's
first
and
work
is
going
to
be
underway
in
the
coming
years
to
renew
the
culture
plan
for
kingston
likely
on
a
more
on
a
shorter
term
basis.
So
looking
at
a
five-year
culture
plan
to
really
guide
the
direction
of
the
arts
and
culture
services
department
at
the
city
of
kingston,
the
arts
advisory
committee
also
provides
input
into
the
development
of
arts
policies
and
strategies
that
I've
mentioned.

We'll
talk
about
this
a
little
bit
later
in
terms
of
the
work
plan,
but
that
includes
strategies,
public
master
plan
and
various
programs.
Arts
based
programs
that
we
deliver.

The
role
is
also
to
make
staff
and
council
aware
of
changing
conditions
and
opportunities
within
the
arts.
This
is,
you
know,
done
through
the
you
know,
the
expertise
of
everyone
around
this
table.
Another
way
in
which
this
is
possible
is
through
delegations.
So
we
are.
The
committee
is
able
to
invite
members
of
the
public
to
provide
delegations
to
this
committee,
and
that
is
an
avenue
where
changing
conditions,
situations
and
issues
in
the
community
can
be
brought
forward
to
the
arts
advisory.

Another
purpose
is
to
advise
staff
and
council
as
to
the
impact
of
broader
policies,
programs
and
regulations
on
the
kingston
arts
sector.
This
is
going
to
be
a
little
bit
front
and
center
in
2022,
based
on
some
strategic
work
that
our
department
is
pursuing,
specifically
in
relation
to
the
music
sector
here
in
kingston
and
then
finally
maintain
linkages
with
heritage
kingston
and
its
working
groups
to
ensure
coordination
of
initiatives
related
to
the
implementation
of
the
kingston
culture
plan
for
some
context
for
the
committee.

Most
of
you
are
probably
aware
of
this,
but
cultural
services
is
the
department
that
once
existed,
that
included
arts
and
heritage,
and
that
was
the
department
that
created
the
kingston
culture
plan.
We
recently
have
split
and
arts
has
become
its
own
department.
Now
called
arts
and
culture,
services
and
heritage
services
is
now
its
own
department,
and
so
this,
this
linkage
and
sort
of
collaboration
with
the
heritage
side
of
culture
is
going
to
continue
to
be
important
for
this
committee
to
consider
next
slide.

snapshot
of
them
is

so
I
spoke
with
the
kingston
culture
plan,
the
public
art
master
plan
and
policy,
the
kingston
commemoration
strategy
and,
more
recently,
the
kingston
integrated
economic
development
strategy
and
the
creative
industry
strategy,
which
this
committee
was
able
to
review
and
provide
input
on
back
in
2021.

This
has
happened
in
the
past
for
programs
like
the
ygk
music
project,
which
we're
also
talking
about
today,
the
mayor's
arts
awards
and
other
arts
programs
that
the
city
now
supports
next
slide.

So
this
is
the
more
in
the
most
interesting
part,
so
these
are
sort
of
essential
to
the
priority
projects
for
the
committee
this
year,
we've
split
them
into
three
sections
this
year:
strategic
work,
investment
and
ongoing
programs.

This
is
very
broad
in
terms
of
the
support,
and
certainly
there
will
be
opportunity
to
have
sort
of
focus
around
this
specific
product
based
on
work
of
our
department
and
the
work
of
the
arts
advisory
committee.
But
it
is
a
you
know,
a
continual
concern
for
us
to
be
ensuring
that
we
are
staying
on
top
of
opportunities
and
ways
to
support
the
community.

Additional
strategic
work
on
the
agenda
for
this
year
is
supporting
the
implementation
of
the
creative
industry
strategy
and
continuing
to
help
build
broader
awareness
of
the
arts
and
cultural
sectors
and
how
they
contribute
to
cultural
vitality.
So
again,
this
creative
industry
strategy
was
approved
last
year.

There
is
work
underway
to
map
out
the
implementation
plan
and
there
will
be
subsequent
strategies
and
programming
coming
forward
that
support
the
growth
of
creative
industries
in
kingston
and
I've
spoken
about
this
other
piece,
but
continuing
to
support
alignment
with
heritage
kingston,
but
also
with
the
newly
formed
equity,
diversity
and
inclusion
advisory
committee,
as
it
relates
to
arts
and
culture
and
various
opportunities
where
there's
opportunities
for
the
arts
to
be
connected
to
priority
work
in
terms
of
reconciliation
and
integrated
event
planning
at
the
city
from
an
investment
perspective.

This
is
really
around
the
city
of
kingston
arts
fund
and
there
are
two
main
work
priorities
for
2022
for
this
committee,
the
first
being
the
support
for
the
annual
review
and
endorsement
of
the
ccaf
plan
for
admin
that
provides
operational
and
project
support
to
local
artists.
Local
organizations
collectives
this
year,
individual
artists,
this
program,
as
everybody
in
this
room
knows-
is
administered
by
the
kac,
the
kingston
arts
council
and
is
a
process
that
this
committee
has
supported
every
year
since
it
was
first
established.

new
bit
of
work
that
is
is
likely.
A
welcoming
update
for
for
many
many
people
is
that
this
committee
will
be
participating
in
a
city-led
review
of
the
ccaf
program
in
2022.

This
is
a
been
an
ongoing
agenda.
Item
for
us
to.
You
know,
really
look
at
the
city
of
kingston
arts
fund
program,
since
it
was
first
established
in
2007
and
look
at
the
changing
needs
of
the
arts
community
and
ensure
that
the
fund
itself
supports
those
evolving
needs,
and
so
our
our
department
is
working
with
felix
and
his
team
at
the
arts
council
around
getting
an
rfp
out
to
hire
a
consultant
to
help
us
lead
this
process.
But
the
arts
advisory
committee
will
be
an
essential
player
and
stakeholder
in
this
process.

And
then,
finally,
is
the
ongoing
programs,
which
many
of
this
many
of
the
committee
members
are
aware
of.
It
also
primarily
is
around
working
group
support,
which
one
of
which
we
are
looking
for
arts
advisory
committee
members
to
to
join
today.

The
third
is
supporting
the
mayor's
arts
awards
program
that
every
year
celebrates
and
celebrates
high
artistic
achievement
in
the
arts.
This
will
also
include
participation
in
a
nominations
working
group
to
select
five
recipients
for
the
2022
awards
and
then
finally,
the
poet
laureate
program.
So
this
is
something
that
is
appointed
a
position
appointed
every
four
years,
and
this
is
the
year
in
which
we
are
to
select
a
new
poet
laureate
for
the
city
of
kingston
to
be
appointed
in
early
2023,
and
so
a
working
group
will
be
formed.

finally,
this
is
the
last
slide,
so
just
based
on
this,
the
priority
projects
that
we've
outlined
here
today.
The
next
step
would
be
for
the
arts
advisory
committee
to
confirm
their
work
plan
in
consultation
with
with
the
arts

culture
services
department.

then
this
is
just
a
reminder
about
that.
Advisory
committees
are
required
to
submit
an
annual
report
to
council
on
or
before
may
31st
of
each
year.

really
highlights
the
work
that
has
been
completed
over
the
course
of
the
year.

is
an
annual
call
to
the
community
to
feature
musicians
on
city
playlists
that
live
on
the
city
website,

visit
kingston
website
and
the
city
of
kingston
call
waiting
system.

wonderful
program.
It's
you

We
often
get
around
90
to
sort
of

submissions
from
local
musicians.

It's
always
a
very
you

interesting,
but
challenging
job
for
the
local
music
working
group
committee,
members

really
go
through
the
submissions
and
just
to
hear
the
breadth
of
talent
in
kingston,
but
it's
a
wonderful
program
to
promote
and
feature
musicians,
and
so
we
are
looking
today
yet
for
the
nominations
and
people
to
come
forward
for
the
working
group,
so
that
once
the
call
closes
next
friday,
we're
able
to
shift
into
the
review
process
for
this
and
have
the
playlist
sort
of
out
there
for
publicity
and
promotion
by
sort
of.

ytpmusic
playlist

agreed
to
sit
forward

participate
in
this
working

recently
been
working
with
us
through
the
residency
program
at
the
grand
theater,
specifically
with
annie
and
the
gertrudes
for
their
their
local
arts
residency
program,
and
then
jay
cliffon
is

final
member
of

committee.

musician
in
kingston,
has
participated
and
been
selected
for
the
ygk
music
list
and
has
agreed

of

ygt

have
had
the
support
in
the
past
and

sort

it's
really
just
about
trying

sort

sift

the
submissions

wonderful

participating

also
gain
the
exposure
just
to
learn
more
about
the

breadth

talent

in
the
music

on
the
last
art
public
basis,
working
group
and
again,
this
working
group
supports
the
implementation
of
the
city's
public
art
master
plan.

really
just
here
for

committee's

happy

the
various
projects
and
opportunities
that
have
been
included
in
here.
But
this
is
just
for
the
committee's
review
and
to
sort
of
track.
The
progress
of
this
working
group.

a
standing
committee,
standing
right
through
the

public
art
policy.
We
did
update
the
terms
of
reference
to
this
working
group
back

believe

approved

evolving
nature
of
the
public
art
program
in
kingston.

we
have
committee
members
that
are
been
approved
for
this

group,
but
it
is
a
standing
committee
that
basically
supports

work

arts
and
culture
services
department
to
implement
the
public
art
program.

how
city
internal
processes
can

explored
and
expanded

better
suit

we
are

growing
desire

a
very
streamlined
process
for

type
of
public
art

private

development
and

force
the
developer
to
spend
that

choice

fund

city
uses
it
to
develop
public
art,
which
I
think
is
brilliant.

there's
in
toronto
there's
some
of
that
trade-off
stuff
going
on
too
for
yeah.

there

what

call
the
city-state
of
toronto
act,
which
gives
them
a
little
bit
more
power
in
certain
things
than
we
have,

look

that
that'd
be
a
good
legacy
motion
for
me

take

is
the
percent

public
art

common

many
municipalities-

that's

not
embedded

public
art

plan

it

that
plan

think
it
is
another
way
to
embed
public
public
art
dollars
as
part
of
new
developments.

meeting
is

we
are
working
on
our
first
section.

planning
act
community
benefit
public
art
project,
so
different
from
what
council
o'neil

referring
to
in
terms
of
a
percent
a
one
percent
of
a
development
budget
being
allocated
for
public
art.

is
a
part
of
the
planning
act
that
allows
for
increases
to
higher
density
of
a
new
development
in
exchange
for
a
community
benefit,
and
this
project
is
at
168
division
street,
and
so
it's
it's
built
and
finishing
up.
But
essentially
what
happened
was
that
they
received
a
community
benefit
from
the
city
to
allow
for
an
increase
in
in
height
or
density
to
their
build.

resulted
in
us
being
allowed
to
commission
a
new
mural
on
the
exterior
of
their
building,
so
it
is
another
example
of
ways
in
which
private
development
and
public
art
can
can
sort
of
co-exist.

community
benefit
is
supposed

engage
the
immediate
community
so,
but
having
that
as
an
option
for
them
to
agree
with
would
be
good.
Unfortunately,
the
ford
government
has
put
some
limitations
on
community
benefit,
so
we're
not

we're

able
to
use
it
broadly.
As
broadly
as
we
used
to.

and
then
just
to
what
annie

talking
about,
I
mean,
I
think,
the
other
piece
of
this
that's
very
much.

Private
development
focused
and
the
work
that
we've
been
sort
of
trying
to
move
ahead
with

greg

other
folks
in

community
is
really
about
public
art,
on
city,
on
public
property,
but
public
art
that
is
not
initiated
by

city
ourselves,
but
actually
by
artists
and
community
organizations,
so
sort
of
two
different
streams,
both
critical
but
both
sort
of
needing
review
of
current
processes
and
policies
to
really
help
these
opportunities
come
out
more
often
