for
the
first
time
most
of
you

arts

sector
development,
who's
joining
me
this
evening
and
she's.

primary
contact
who
works
between
the
city
of
Kingston
and
the
Kingston
Arts
Council
and
I'm
very
pleased
to
be
able
to
introduce
Felix,
Lee
and
violet
Tang,
who
are
our
colleagues
from
the
Kingston
Arts
Council
and
just
before.

Do
that,
though?
I
just
had
one
slide
that
I
wanted
to
share
with
the
committee
to
turn
in
terms
of
helping
with
some
orientation
for
new
counselors.

The
city
of
Kingston
Arts
fund,
as
referred
to
in
the
report,
is
a
program
that's
been
in
place
since
2007,
and
it
has
been
administered
on
behalf
of
the
city
of
Kingston
since
that
time
by
the
Kingston
Arts
Council,
who
helped
to
develop
the
program
from
the
get-go
and
actually
through
any
given
calendar
year.
There's
actually

touch
points
for
counsel.

The
second
touch
point
is
in
the
spring
and
approximately
March,
when
we
have
an
opportunity
to
come
back
to
council,
to
consider
the
renewal
of
a
service
level
agreement
with
the
Kingston
Arts
Council,
which
is
as
I
say,
the
body
that
does
administer
this
program
on
our
behalf.
They
do
do
a
number
of
services
on
behalf
of
the
city,
but
the
administration
of
the
city
of
Kingston
Arts
fund
is
one
of
their
primary
services
that
they
deliver.
The
third
touch
point
is
in
May
as
part
of
the
annual
administration
of
this
program.

I
thought
it
would
be
helpful
to
provide
that
bit
of
context
in
terms
of
where
we're
at
in
that
process
and
having
done
so
I'm
happy
to
hand
this
over
as
a
briefing
to
Felix
Lee
who's.
The
executive
director
of

Kingston
Arts
Council,
as
well
as
her
colleague,
Violet
Tang,
who's,
the
grants
administrator.

director

Kingston,
Arts,
Council
and
violet

grants
and
programs
coordinator
has
also
joined
us
tonight
and
thank
you
Colin
for
that
really
comprehensive
introduction
about
the
way
that
this
program
functions
and
the
way
that
Council
gets
to
interact
with
it
and
also
I
would
like
to
thank
City
staff
for
all
their
excellent
work
on
the
program.
They
truly
do
support
us
in
administering
this
as
well.

So
a
little
background
before
we
get
into
the
changes
for
the
plan
this
year,
the
Kingston,
Arts
Council
or
the
kacs
were
commonly
known,
is
a
registered
charity
that
provides
strategic
leadership
for
arts
in
Kingston
as
a
funder
leader,
Advocate
resource
and
as
a
facilitator
of
opportunities.
When
we
serve
the
community
Through
Communications
through
developing
professional
development
programming
and
also
through
funding
and
as
Colin
mentioned,
we've
administered,
the
city
of
Kingston
Arts
fund
continuously
since
2007.

This
document
is
the
foundation
of
the
city
of
Kingston,
Arts
fund
or
ccaf,
as
it's
more
affectionately
known
as
per
our
service
level
agreement,
as
Colin
alluded
to
every
year,
we
as
the
KAC
meet
with
sea
cap
jurors,
with
representatives
from
local
Arts
organizations
and
collectives
with
community
members,
artists
and
city
of
Kingston
staff,
and
we
collect
feedback,
and
we
consider
potential
revisions
to
the
plan
for
admin.
Based
on
that
annual
review
and
on
our
own
insights
as
administrators.

We
then
draft
the
plan,
which
is
approved
by
our
board
of
directors
by
the
Arts
advisory
committee
by
this
committee,
Arts
recreation,
community
policies
and
then
finally,
by
Kingston,
City
Council.
The
version
that
was
submitted
to
you
has
already
been
reviewed
and
approved,
as
you
would
have
noted,
by
the
KC
board
of
directors
on
the
20th
of
October
and
the
Arts
advisory
committee
on
the
10th
of
November,
since
its
Inception
CCAP
has
invested
millions
of
dollars
into
our
community
and
it
has
supported
the
growth
of
our
arts
and
culture
sector
for
the
last
15
years.

It
aims
to
Foster
cultural
Vitality
to
increase
the
capacity
of
the
Arts
Community
to
create
and
produce
artistic
work.
It
engages
residents,
enhances
our
City's
cultural
economy
and
it
supports
Financial
stability
and
sustainability
in
the
sector.
Currently,
the
program
is
structured
with
two
streams
operating
which
provides
stable
annual
funding
to
non-profit
Arts
organizations
and
projects
which
funds
Arts
projects
in
the
community,
carried
out
by
non-profits
collectives
and
individual
artists
in
accordance
with
best
practices.

I
would
like
to
note
some
background
on
the
program,
because
the
last
three
years
have
been
unusual
for
us,
as
they
have
been
for
everyone.
We've
continued
to
support
Grant
recipients
through
the
affected
2020-2021
and
2022
Cycles,
allowing
them
to
successfully
deliver
Arts
programming
to
Kingston
residents.

So
in
this
year
2022,
the
KC
has
now
completed
its
annual
review
process
to
prepare
for
ccaf
2023.
We
considered
the
continuing
impacts
of
the
pandemic
and
we
also
considered
the
new
needs
of
the
Arts
Community.
We
sought
the
opinions
of
the
KC
board
of
directors,
the
Arts
advisory
committee,
the
2022
C
captures
at
a
grants
committee
meeting
and
we
compiled
feedback
from
applicants
and
recipients
throughout
the
2022
cycle.

It's
important
to
note
that,
as
stated
in
the
report
you
received,
CCAP
is
scheduled
to
undergo
a
structural
review
with
a
consultant
chosen
by
the
city
of
Kingston
in
2023,
and
that
review
will
involve
Community
consultation
and
it
will
make
recommendations
for
the
future
of
the
program
in
this
year
for
2023.
Once
the
plan
for
admin
is
approved,
the
KC
will
move
forward,
developing
the
guidelines
and
the
application
forms
that
are
approved
and
used
by
Grant
recipients
and
applicants,
as
well
as
the
Outreach
material.

Every
year
we
take
steps
to
improve
the
accessibility
of
this
process
with
the
best
practices
from
other
funding
programs
in
2023.
What
that
means
is
that
we'll
be
creating
new
support
and
guidance
material
on
our
website,
in
addition
to
the
annual
information
session,
which
is
mentioned
in
the
plan
for
admin
to
help
new
applicants
better
navigate,
the
program
ccaf
is
scheduled
to
launch
in
February
2023,
with
a
deadline
in
April
and
the
funds
are
then
distributed
in
July,
as
Colin
mentioned
following
the
city
of
Kingston's
ratification
of
the
adjudication
report.

Through

Mr
chair,
two
questions:
I
noticed
in
the
document
that
any
first-time
applicants
are
required
to
sit
down
with
Kingston
Art
Council
staff.
Can
you
explain
why
first
first-time
applicants
have
to
do
that?
Please.
F
Yes,
I
can
that
requirement
is
specifically
for
operating
applicants,
so
it's
only
applicable
to
the
operating
stream
not
to
product,
and
the
reason
for
that
is
that,
because
operating
is
designed
to
be
long-term,
stable
funding,
it
has
a
number
of
requirements
that
are
different
from
the
project
stream
and
also
different
from
other
comparable
Arts
funding
programs.
That
applicants
might
have
encountered
in
the
past,
and
so
we
want
to
ensure
that
they're
fully
prepared
and
understand
the
requirements
and
have
received
the
necessary
guidance
from
us
to
put
forward
a
successful
application.

So
that
meeting
generally
consists
of
us
reviewing
the
eligibility
criteria.
Things
like
the
length
of
incorporation,
their
status
if
they
are
an
incorporated,
non-profit
or
registered
charity,
their
activities
and
mandate,
and
also
any
requirements
they
may
not
have
been
subjected
to
before
things
it's
like
providing
their
financial
history
to
us.
We
want
to
ensure
that
they
have
sufficient
time
to
prepare
that
material
ahead
of
the
deadline.
So
that's
the
reason
for
that
deadline.
In
the
plan.

It
was
noted
in
the
report
to
council
that
there
were
a
number
of
applicants
that
came
forward
but
didn't
meet
the
the
timeline
to
get
their
application
in.
Is
there
flexibility
there
to
work
with
the
date
of
applicants
or
the
date
in
general,
and
the
reason
I
ask
is
I
is
I'm
a
big
supporter
of
the
Arts
and
I
hate
to
see
thirty
three
thousand
dollars
left
on
the
table
that
could
go
towards
one
or
two
more
projects.
If
the
timeline
was
a
little
more
flexible.
F
So
it's
not,
it
was
not
a
single
brand
and
those
were
impacted
by
different
factors.
One
of
them
was
related
to
the
constraints
of
time.
We
were
quite
flexible
during
the
pandemic.
We
did
create
a
postponement
system
because,
obviously
it's
starting
in
March
2020,
a
lot
of
events
had
to
be
pushed
back.

Many
people
chose
them
to
push
back
to
2021
and
then
in
2021,
as
we
all
remember,
we
continued
to
feel
the
facts
of
the
pandemic
in
a
way
that
we
had
not
necessarily
anticipated,
and
so
there
became
situations
with
some
grants
that
were
pushed
more
than
a
calendar
year
passed
that
deadline,
and
so
we
did
work
with
applicants
quite
extensively,
and
we
also
worked
with
recipients
to
create
plans
that
were
feasible
that
we're
still
in
line
with
the
purpose
of
the
grant
they
had
applied
for
because
they
do
have
a
duty
to
fulfill
what
the
jury
has
endorsed,
and
we
tried
to
do
that
in
a
way
that
was
really
effective
in
considering
the
challenges
that
happened
from
2020
through
to
2022.,
and
it
was
largely
successful.

One
of
those
grants
did
two
of
them:
did
voluntarily
choose
to
withdraw
so
sometimes
applicants
say
it's
not
feasible
for
us
at
this
time
because
of
the
challenges
that
are
happening
and
that's
a
situation
that
I
would
say
was
fairly
unique
because
of
what
happened
in
the
community
during
those
two
years.
It's
not
something
that
happens
in
a
regular
year.
If
we
can
still
talk
about
regular
years
in
the
history
of
the
program,
it's
not
common.

Usually
those
unallocated
funding
amounts
are
in
the
range
of
one
grand
that
was
withdrawn
or
sometimes
there's
an
unallocated
amount
year
to
year.
That's
you
know
something
like
500
that
33
000
was
quite
unusual
and
was
essentially
all
three
grants
that
were
withdrawn
where
they're
affected
by
covet
19..
So
that
would
if
that
is
a
sufficient
answer
for
counselor
Amos.

through
you
just
to
add
to
what
Felix
Lee
has
already
explained,
having
participated
in
the
jury
process,
a
number
of
times,
it's
quite
rigorous
itself
and
yes,
there's
always
over
subscription
for
the
amount
of
resources
available
and
the
effort
is
to
fund
as
many
programs
or
projects
as
possible,
but
through
the
scoring
process
to
sort
of
simplify
it.
Applications
are
are
assessed
as
either
meeting
expectations.

Exceeding
expectations
are
falling
below
expectations,
because
sometimes
there
are
applications
where
there's
very
real
concerns
about
an
applicant's
ability
to
deliver
on
a
project,
and
so,
as
Felix
has
has
outlined.
This
was
a
fairly
exceptional
circumstance,
largely
due
to
the
pandemic.
You
know,
and
it's
better,
that
people
identify
that
they're
not
going
to
be
able
to
pursue
a
project.

That's
been
funded,
but
at
that
point
it's
not
always
possible,
or
it's
not
been
possible
to
go
back
and
fund
other
projects
that
maybe
didn't
get
funded
and
largely
because
they
were
falling
below
a
threshold
in
terms
of
the
assessment,
because
as
much
as
possible,
the
jury
does
try
to
spread
the
money
to
support
as
many
of
the
viable
projects.

breakdown

the
difference
between
direct
and
indirect
conflict
of
interest
for
jury
members.
That
would
be
greatly
appreciated.

most
straightforward
way
to
think
about
it
is
that
typically,
the
most
obvious
direct
conflict
is
a
financial
one.
So
someone
who
would
directly
financially
benefit
from
the
funding
decision
would
be
in
direct
conflict,
and
that
would
include,
obviously,
someone
who
is
applying
would
be
in
direct
conflict,
but
also
someone
who
is
employed
by
an
organization
that
is
applying
and
we
also
consider
to
an
extent
personal
relationship
in
terms
of
direct
conflict
as
well.

So
if
someone
is
married
to
an
applicant
or
shares
a
financial
household
with
an
applicant,
that
also
would
constitute
a
direct
conflict
when
we
consider
the
line
between
direct
and
indirect,
usually
an
indirect
conflict
falls
short
of
a
financial
benefit
to
the
juror,
but
could
cause
them
to
be
biased
in
their
decision
making
anyway,
either
emotionally
or
professionally.
It
exerts
pressure
on
their
decision,
and
so
indirect
is
a
little
more.
It's
a
little
harder
to
Define.

For
that
reason,
but
an
example
might
include
if
they
had
previously
worked
for
an
organization
that
is
applying
and
they
had
recently
left-
that's
something
where
they
still
have
that
professional
relationship
in
history.
They
might
even
be
involved
in
some
of
the
things
that
are
discussed
in
the
application,
even
though
they
no
longer
have
any
kind
of
financial
relationship.
