property
has
physical
or
design
value
as
a
complex
of
stone
buildings
that
demonstrate
a
traditional
rural
and
village
setting,
there's
also
historical
and
associative
value
for
its
connection
to
William
Beamish,
to
Christchurch
and
to
William,
Coverdale
and
contextual.
It
has
value
for
its
location
of
what
was
historic
community
of
cataract
when
you
think
most
people
degree.
There's
not
much
left
right
now
present
time
to
kind
of
remind
you
of
that
former
village
center.
So
it's
quite
significant
and
listed
as
one
of
the
heritage
attributes
specifically
because
this
is
a
newer
designation
by
law.

So
staff
visited
this
visited
the
site
and
early
february
to
meet
with
the
applicant
and
to
observe
and
record
the
existing
conditions
of
the
stone
barn.
It
was
at
this
time
that
the
applicant
explained
that
the
sort
of
core
objective
of
repairing
and
rehabilitating
a
stone
barn
is
it
is
to
adaptively
reuse
the
space
as
a
commercial
training
school.
So
just
as
background
subsequently,
staff
looked
at
the
zoning
and
there
are
some
planning
applications
that
will
be
required
to
enable
them
to
reuse
that
barn
in
the
way
they
choose
to
do
so.

So
when
staff
visited
a
site,
we
did
observe
that
on
both
the
north
and
west
walls
that
you're
looking
at
on
the
screen,
they
are
visibly
bowing,
and
it
was
quite
evident
that
there's
somewhat
some
extensive
need
of
repointing
to
be
done
in
the
building.
So
in
this
application,
they're
proposing
to
rebuild
the
north
and
west
walls
staying
away
from
which
are
the
two
you're
looking
at
on
the
screen
right
now.

We
were
hoping
to
see
this
morning
but
I'm
looking
around
and
not
seeing
him
from
upper
Upper,
Canada,
stone,
house,
limited
they'll,
be
undertaking
this
work
and,
having
looked
at
their
sort
of
scope
of
work,
it
seems
very
reasonable
and
certainly
complies
with
the
standards
for
preservation
and
restoration
through
the
guidelines
in
first
dark
places
in
Canada.
They
take
you
to
the
next
legislation,
so
the
East
and
South
elevations
are
just
proposed
to
be
repointed.
There's
no
need
to
dismantle
and
rebuild
these
two
walls.

They
seem
to
be
in
better
condition,
but
they
will
undergo
quite
a
bit
of
repointing,
and
essentially,
this
work
is
all
with
the
intention
of
providing
weather
proofing
to
the
building
and
stabilizing
the
structure.
So
as
part
of
this
application,
they
are
proposing
to
replace
the
roof,
which
is
currently
a
metal.
Roof
was
sort
of
very
simple
corrugated
sheets,
as
you
would
imagine
to
be
in
a
barn
I,
don't
believe
they
are
original,
they're,
probably
quite
old,
but
they're
resting
pretty
extensively
it's
hard
to
see
under
the
snow.

Perhaps
the
next
slide
will
help.
You
see
a
little
bit
of
condition,
but
so
at
some
of
the
ends,
there's
actually
holes.
There's
sort
of
patches
much
of
the
existing
wood
in
Yves
and
freeze
board
is
coming
off.
So
they
really
want
to
bring
the
barn
back
the
external
appearance
that
it
does
stay,
so
they
actually
want
to
replace
the
roof
with
its
as
far
as
close
to
possible
sort
of
corrugated
metal.
Look
to
it.

They
want
to
replace
all
of
the
eaves
like
for,
like
with
wood,
which
is
which
is
really
heartening,
when
the
only
sort
of
new
alteration
really
is
the
installation
of
down
pipes
and
eavestroughs,
which
the
building
doesn't
currently
have
and
does
does
require
so
as
part
of
the
planning
applications
I'll
be
coming
forward,
they'll
have
to
do
site,
drainage
plans,
and
so
right
now
we
don't
know
the
exact
location
of
the
downspouts.
But
obviously
we
have
conditioned
that
so
we'll
staff
will
have
an
opportunity
to
comment
on
that
once
they
get
to
that
point.

It's
going
to
so
I
just
wanted
to
mention
that
so
in
conclusion,
really
the
proposal
achieves
many
of
the
standards
from
Parks
Canada
standards
and
guidelines,
specifically
with
regard
to
preservation
and
restoration,
and
ultimately
the
proposal
before
you
will
enable
the
building
to
be
conserved
over
the
long
term.
What
will,
but
it
will
be
outstanding
following
the
repair
of
the
stonework
and
the
roof
and
making
it
whether
Titan
is
the
replacement
of
the
windows
and
I
know.

The
applicant
is
keen
to
comply
with
the
policy
on
windows
and
guidelines
and
they
would
like
to
get
some
additional
light
into
the
building,
but
obviously
this
is
all
going
to
be
worked
within
the
original
opening.
That
would
be
a
forthcoming
application,
they're
still
sort
of
grappling
with
what
kind
of
style
they
want,
because
there's
obviously
a
balance
to
strike
with
preserving
the
character
of
the
building,
which
is
a
rural
out
building,
but
obviously
we
want
them
to
have
light
and
usable
windows
for
what
is
going
to
be
a
commercial
training
school.

So,
in
conclusion,
the
alterations
proposed
will
conserve
the
cultural
heritage,
value
and
attributes,
specifically
the
stone
barn
of
two
to
six
three
princess
Street,
notably
the
stone
garden
with
its
gabled
roof
and
original
openings.
So
I'm
just
going
to
put
forward
our
recommendation,
which
is
to
approve
the
works
with
several
conditions,
which
include
a
building,
permit
several
planning
act,
approvals
and
obviously
details
of
the
metal
roof
and
the
paint
color
scheme
for
the
new
eaves
and
obviously
the
details
pertain
to
the
color
and
location
of
the
east
troughs
once
they
get
to
that
point.

they'll
have
to
document
it
as
it
comes
down,
so
they
put
the
stones
back
in.
They
want
to
keep
the
core
seen
as
to
be
maintained
as
far
as
possible,
so
the
only
there
is
potential
and
we've
included
it
for
some
new
stones.
If,
in
that
process,
they
lose
some
stones,
they
will
have
to
match
some
new
stones
to
put
in
place,
but
yeah.
The
intention
is
to
largely
basically
put
it
back.
Exactly
as
it
is,
is.

number
two
of
the
of
the
alterations
somewhat
addresses
that
I
think
which
is
the
repoint
to
repair
and
selective
replacement
where
needed.
So
inherently
we're
saying
you
should
be
you're
using
the
stones
and
where
needed,
you'll

put
replacements,

don't
know
if
that
I
mean
I'm
I'm,
satisfied
by
that,
and
we
also
have
a
condition
that
they'll
comply
with
the
masonry
policy,
but
certainly,
if
other
members
field-
and
it
needs
to
be
more
explicit-
we
can.
This
is
a
part
four.
So
we
can
certainly
look
to
amend.

the
development
on
the

designated
property

commonly
we'll
ask

heritage

plan
in
order
to
minimize
heritage
impact
of
this,
of
this
stone
landmark
building.
So
certainly
it
plays
into
the
design
configuration
materiality
colors,
even
up
there
of
their
hotel
building.

we're
not

that
the

intent

building

school,

to
the
building,
which
means

some
holes
will
likely
need
to

punched

we'll

application

East?
The
application
before
you
is
to
request
approval
to
install
a
new
signage
on
the
building,
as
well
as
to
modify
the
most
westerly
ground
floor
window
on
the
North
elevation,
which
is
Brok
Street.
If
you
get
yourself
turned
around
in
order
to
allow
for
the
installation
and
accessible
entrance
to
the
building,
so
the
property
is
located
on
the
southwest
corner
of
the
interest
of
the
section
of
King
Street
East
in
Rock
Street.

So
the
property
is
included
as
part
of
the
Market
Square
Heritage
Conservation
District
under
part
5
of
the
Act.
It's
got
design
physical
value
is
a
fine
example
of
a
neoclassical
Revival
building
or
architecture
and
Kingston
from
the
early
20th
century.
It's
also
got
historical
associated
value
as
an
example
of
the
work
of
the
Toronto
architecture,
firm,
Darlene
and
Pearson,
which
you
may
have
heard
of
before,
as
well
as
associated
value
for
its
association
with
the
Canadian
Bank
of
Commerce
contextually.

It
contributes
Lou
to
the
evolved
character
of
Market
Square
and
that
it's
an
early
20th
century
building
and
just
included
the
list
of
heritage
attributes.
Because
again
this
was
HCD
plan
was
updated,
I
believe
as
2013
and
all
the
buildings
in
the
district
at
the
time
were
given
statements
of
cultural
heritage
value,
which
is
very
obviously
helpful
when
we're
assessing
these
applications.

So,
just
to
point
out
some
of
the
key
ones
are
the
symmetrically
organized
ashlar,
stone
facades
that
you
have
divided
into
bays
on
three
honking
street
forum'
Brock
Street,
there's
the
central
main
entrance
that
faces
the
square.
You've
got
the
window
openings
that
are
essentially
placed
between
the
plasters.
The
building
is
a
very
vertical
emphasis
because,
as
it's
divided
by
the
spandrel
panels
that
go
between
the
second
floor
and
third
floor
and
I
think
that's
all
I
wanted
to
point
out
there
in
terms
of
the
attributes
for
now
so
in
terms
of
the
proposed
alterations.

I
want
to
just
start
really
by
stop
talking
speaking
to
section
five,
which
are
the
design
guidelines
in
the
HC
D
plan
and
in
terms
of
this
application,
the
relevant
sections
are
signs
awnings
and,
lastly,
the
windows
and
doors
when
we
get
to
the
modification
for
the
accessible
entrance.
So
in
terms
of
the
signage,
which
is
the
main
piece
of
the
alteration
in
this
application,
the
design
has
benefitted
from
early
communication,
so
aim
W
approach,
staff
informally
a
couple
months
ago.

Now,
to
start
the
conversation
and
I
won't
bring
up
all
the
previous
iterations,
but
there
had
there
has
been
a
lot
of
back
and
forth
and
a
lot
of
comments
from
the
get-go
in
terms
of
trying
to
make
sure
that
we
implement
the
plan
as
as
it's
written
and
then
the
intent
of
the
plan
and
the
policies
in
the
plan.
So
the
first
real
and
really
important
guideline
is
that
signage
shall
be
proportioned
to
fit
easily
between
the
openings
and
the
facade.

So
this
is
particularly
challenging
on
this
building
I'm,
given
that
this
was
a
bank
building
and
it
wasn't
really
designed
to
accommodate
retail
restaurant
signage.
So,
for
example,
there's
not
sort
of
an
obvious
single,
continuous
opening
over
the
door,
which
you
would
maybe
normally
expect,
and
also
because
it's
got
the
neoclassical
Revival
style.
It's
got
this
really
strong
vertical
emphasis,
so
in
trying
to
place
signage,
we're
trying
to
preserve
that
vertical
feeling
and
character
and
also
not
overwhelm
any
of
the
architectural
detailing
of
which
there
is
a
lot
on
this
building
as
well.

So
the
I
guess
primary
signs
are
the
aim:
W
logos
that
are
3d
one
heritage.
Can't
we
didn't
get
a
lot
of
comments
on
this
application,
which
we're
very
helpful.
One
member
did
note
that
the
depths
of
these
logos
so
specifically
how
deep
they
run
should
be
in
keeping
with
other
Market
Square
buildings
in
the
area
and
they
reference
the
credit
union
building.
Studio
22
staff
certainly
agreed
with
this
comment,
so
there
are
a
lot
of
conditions
you'll
see
at
the
end
relating
to
this
application.

One
of
them
is
that
we
are
provided
the
specific
dimensions
exactly
of
the
depth
of
the
signs,
not
just
the
width
and
height,
so
they
have
been
they've
been
modified.
Originally,
they
were
not
quite
fitting
within
those
spandrel
panels,
so
they
now
do
fit
within
those
spandrel
panels
between
the
plasters
and
the
windows
below
and
above
so
that
they
won't
be
obscuring
any
of
the
Heritage
attributes
currently
on
the
building.
So
there's
one
on
the
front
elevation
which
faces
Market,
Square,
the
salivation
I'm,
one
between
the
2nd
and
3rd
plaster
facing
Brock
Street.

So
there's
two
of
these
logos,
the
other
consideration,
isn't
certainly
the
material.
So
they
are
a
metal
structural
structure
with
a
vinyl
exterior,
and
we
did
have
a
member
comment
that
would
it
would
be
more
compatible
if
they
were
constructed
of
wood
and
painted
which
certainly
I
don't
disagree.
Don't
disagree
with
the
design
guidelines.
Don't
specifically
address
the
materiality
of
signs
and
the
in
the
CD
plan,
but
rather
that
they
should
be
designed
to
be
compatible
to
Heritage
attributes
the
building
and
the
districts
as
a
whole.

Essentially,
the
proposed
material.
We
don't
anticipate
to
have
an
negative
impact
on
the
attributes
of
the
building
or
the
district,
simply
given
their
size
and
relation
to
the
entire
building
facade
we're
looking
at
there
quite
a
small
component
of
what
is
a
large
building
they're,
not
concerning
attributes
and
in
terms
of
the
lighting,
which
was
also
very
carefully
considered.
There
were
two
options
put
forward
by
the
applicant:
they
spoke
to
gooseneck
lighting,
which
is
included
in
the
plan,
as
well
as
it's
sort
of
the
LED
strip
lighting.
So
it
will
be
external.

They
looked
at
the
gooseneck
lighting
and
we,
in
speaking
with
staff,
we
concurred
that
the
gooseneck
Laney
had
the
potential
to
actually
obscure
heritage
attributes
because
we're
they're
gonna
be
place
they've
kind
of
come
up
over
some
of
the
cornices
in
the
windows,
so
they
were
open
to
that
option.
But
we
agreed
that
a
more
discreet
strip
lighting
would
potentially
be
better
at
not
obscuring
hair
boots
and
drawing
attention
away
from
sort
of
adding
more
detail
to
the
building.

So
the
last
component
of
signage
are
the
proposed
flags
which
I
might
go
forward,
they're
a
little
easier
to
see
on
the
renderings.
So
there's
currently
two
or
sorry,
three
existing
flagpole
I
guess
fixtures
that
are
brackets
that
are
mounted
one
on
each
side
of
the
front
door
and
one
on
mid-block
on
Brock
Street.

So
in
terms
of
how
staff
looked
at
these
flags,
the
only
guideline
that
sort
of
speaks
to
them
is
the
idea
that
we
don't
want
an
excessive
number
of
signs
or
clustering
of
multiple
signs
on
the
building.
So
in
terms
of
looking
at
it,
we
were
looking
at
the
whole
picture.
The
flags,
the
3d
logos
and
the
awnings
and
saying
you
know
in
relation
to
the
whole
building.
Is
this
excessive?

So
the
next
piece
of
the
signage
which
I
know
there
was
a
lot
of
commenting
on
are
the
awnings,
and
so
the
installation
includes
I
think
this
sign
this.
This
image,
pretty
much
tells
you,
but
just
to
see
there
we
go
so
there
are
proposing
ground-floor
window
awnings
on
every
single
ground-floor
window.

is
a
specific
section
of
the
HDD
playing
guide
lines
that
speaks
to
awnings
and
talks
about
them
being
of
a
they
shall
be
of
a
color
and
design
that
is
compatible
at
the
Heritage
attributes,
the
property
and
they
shall
not
conceal
or
cover
so
in
looking
at
how
these
awnings
sit
on
the
building
staff
acknowledge
that
inherently
awnings
do
obstruct
a
part
of
a
window.
When
you
look
at
them,
however,
they
certainly
do
not
conceal
the
window
or
diminish
the
appreciate
the
rhythm
of
the
windows
because
they
sit
within
the
window
openings.

So
the
main
consideration
here
was
sort
of
the
type
of
material
and
the
color
of
the
awning.
Now
in
speak
in
speaking
with
them,
so
they
first
proposed
the
orange,
which
I
think
you
saw
I.
Also
staff
also
circulated
the
option.
This
is
brown,
I
know
it's,
it's
not
very
reflective
in
those
images,
but
if
we
bring
up
the
red
during.

Staff
certainly
felt
that
the
chocolate
brown,
which
is
another
NW
corporate
color,
was
certainly
a
little
more
subtle
and
hopefully
allayed
some
of
the
fears
of
the
bright
orange
we've
included
a
condition
specifically
to
have
samples
of
the
fabric
in
colors,
so
that,
as
one
member
put
note,
you
know
this
fact.
We
don't
with
this
fabric
to
be
shinier
the
sort
of
Sheen
we
want
it
to
be
as
matte
as
possible
to
me,
they're
saying
that
the
material
is
actually
very
matte,
but
we
will
we
will
make
sure
that
we
see
a
sample.

what
I
did
want
to
offer
up
today
was
they
came
back
recently
and
said.
We
all
feel
that
we
preferred
the
orange
burgers
to
be
white
now,
I'm,
not
sure
if
anyone
feels
strongly
gonna
bring
up
the
other
image
just

compare.
But
this
is
something
we've
left
the
condition
open
to
allow
either
option
based
on
the
samples
provided
and
I
would
be
more
than
happy
to
have
your
feedback
if
you
feel
that
one
is
more
or
less
compatible.

the
second
component

this
application,
which
is
the
modification
of
the
window,
so
you
can
see
that
the
awning
to
the
far
right
so
that
currently
the
most
westerly
window
along
Brock
Street,
is
a
window
that
matches
the
existing
ground-floor
windows.
Now
these
ground-floor
windows
are
have
been
modified,
the
openings
are
original,
but
the
actual
windows
themselves
have
been
modified
within
them.

So
currently
there,
the
building
is
connected
to
a
budding
buildings
on
both
sides,
so
it
alone
currently
actually
has
one
single
egress
entrance,
which
is
off
of
King
Street
facing
the
square.
There
is
not
a
requirement
at
this
point
in
time,
given
the
change
of
use
as
the
building
services
to
change
abuse
from
pharmacy
to
restaurant.
It
doesn't
necessitate
another
accessible
entrance
and
I
want
to
be
clear
about
that.

However,
in
terms
of
trying
to
balance
here,
just
conservation
and
accessibility,
heritage,
buildings
and
the
safety
within
the
users
of
this
building
right
now,
if
they
were
in
the
basement
at
one
end,
they
would
actually
have
to
zigzag
the
way
back
out,
so
it
we.
You
know
where
we
can
improve
accessibility
and
we
can
do
so
in
such
a
way
that
does
not
negatively
impact
the
heritage
attribute.

So
I
look
to
Parks
Canada
for
a
little
bit
of
guidance
in
this
matter,
so
the
standards
and
guidelines
basically
speak
to
the
idea
that,
when
you're
looking
at
a
solution
that
best
balances
accessibility
with
heritage
value,
we're
looking
for
we're.
Looking
for
the
least
impactful
way
of
doing
that,
so
originally
they
looked
at
putting
a
ramp
in
how
how
to
ramp
work
on
King
Street
and
which
we
fairly
quickly
steered
them
away
from
unfortunate.

That
would
be
the
front
entrance,
and
that
would
be
the
preference
but
in
terms
of
the
impact
of
the
building
and
Market
Square
was
a
much
larger
impact.
So
they've
they
came
back
and
proposed
to
have
a
secondary
access
of
this
door.
That
will
be
this
window
that
they
proposed
to
model
actually
provide
an
accessible
entrance.
Once
you
enter
the
building,
it
will
ramp
inside.
So
we
there
will
be
no
ramp
on
the
exterior
of
the
building.
That'll,
be
accommodated
inside
the
guidelines
for
Market
Square
talk
about
new
window
and
door.

Openings
being
located
on
the
side
of
the
building
not
visible
for
Market
Square,
which
this
certainly
accomplishes
its
I
mean
this
building
is
visible
in
all
sides,
but
certainly
it's
facing
away
from
the
square
and
in
terms
of

alteration
of
existing
windows
and
their
opening
shall
be
done
in
accordance
with
the
city's
policy
on
window
renovations,
which
we
all
know
that
policy.

they
propose
to
use
a
aluminum
door
that
will
match.
Essentially
the
doors
on
the
front
should
be
noted
that
we
had
comments
about
the
burger
handle
logos.

have
been
removed
so
so
believe
it

This

signage
has
come
a
long
way.
There
was
much
more
signage
before
believe
it

not.
It's
hard
to
imagine
this
is
a
very,
very
light.

appreciate
better.

In
conclusion,
we

had
to
look
to
the

from

that

whether
or
not
they'll
allow
that
variance
from
the
sign
bylaw.
They
need
an
encroachment
permit
and
then,
in
terms
of
signage,
we're
asking
for
details
of
the
illumination
detailed
drawings
of
the
3d
logos
and
details
pertain
to
color
in
the
fabric
of
the
awnings,
so
I'll

there

recommendation
that

Springer's

the
heritage
recommendation,
was
overturned
and
what
resulted
was
a
much
bigger

challenging
project

I'm
very
impressed

the
work
that
staff
has

the

hope

they

feel
welcome

Market
Square

serious
concerns
about
the

appearance
of
the
building

Market
Square
represents.

a
number
of
important
heritage,
buildings
and

say
first

all

think
Berger
signs
on
awnings
are
not
acceptable.

awnings,

be
a
to
denote.

color
in
the

colors,
mostly
chocolate,
brown
I
think
would
be
better,
but
a
strip
of
orange
would
be
okay,
but,
as
I
said,
I
can't
support
burgers
images
on
the
facade.

small
joints,
but

think
we
accept
that
there
has
to
be
some

penetration

any
sort

illumination

attach
the

marketing
standpoint

dealing

a
lot

brand
standard
