heritage
act,

go

the
next

will

to
locate

So
you
know
this
is
a
rural
somewhat
of
a
rural
context.
We
are
out
just
as
I
mentioned
past
past
westbrook,
slightly
east
of
clark
road.
If
that
helps

just
situate
you
and
if
we
go
to
the
next
slide.

So
the
property
contains
the
the
one
room
schoolhouse,
which
is
referred
to
as
the
red
rock
school.
It
was
constructed
as
circa
1850.

It
also
contains
a
wood
frame
garage
shed
of
sorts
that
you
can
see
there
to
the
left
or
east
of
the
schoolhouse
set
back
from
the
front
facade,
and
if
we
go
to
the
next
slide,
so
the
one
room
school
house
was
constructed
in
circa
1850.
It
was
designated
in
2017
through
bylaw
numbered
2017-145.

It's
described
as
being
a
good
example
of
a
one-room
rectangular,
limestone
schoolhouse.
The
school
was
in
operation
for
over
100
years,
and
so
it's
location,
just
west
of
westbrook
and
its
historic
roles
of
public
school,
certainly
makes
it
an
important
landmark
in
the
community.
It's
also
set
fairly
close
to
princess
street.
The
cultural
heritage
attributes
include
its
rectangular
stone
this,
while
the
stone
school
has
itself
which
includes
a
low-pitched
front,
cable
roof.

It's
limestone
construction,
stained
glass
transfer
window
over
the
main
entrance
and
symmetrical
three
bay,
east
and
west
elevations
featuring
segmentally
arched
window
openings
with
stone,
blue
squares,
so
you'll
notice
that
the
existing
frame
garage
is
not
listed
in
in
this
in
this
section
as
a
heritage
attribute
or
is
it,
nor
is
it
mentioned
in
the
description
of
its
values
under
regulation
906.
So,
given
that
this
is
a
fairly
recent
bylaw
from
2017,
we
have
some
clarity
that
that
that
shed
wasn't
wasn't
assessed
as
being
of
heritage
value
as
part
of
this
designation.

So
I
just
wanted
to
orient
you
towards
the
garage,
so
you
can
see
it
just
to
the
south
east
there
of
the
stone
schoolhouse
and
on
the
right
is
a
more
of
an
up
close
image.
So
it's
it's
a
very
simple.
I
mean
it's
got
its
charm,
but
it's
certainly
in
a
state
of
active
decay
and
deterioration,
and
the
owner
does
wish
to
demolish
it
and
to
replace
it
with
a
new
garage.

So
if
we
move
to
the
next
slide,
please
so
staff
reviewed
the
proposed
location
size,
heightened
design
of
the
new
garage
in
relation
to
the
schoolhouse
to
assess
any
potential
impacts
on
cultural
heritage,
value
and
attributes
that
were
listed
above.
The
primary
goal
here
here
is
to
maintain
the
visual
prominence
of
the
schoolhouse
and
its
attributes,
so
parks.
D
Canada's
standards
and
guidelines
provide
some
helpful
and
relevant
guidelines,
particularly
section
4.3,
which
is
the
guidelines
for
buildings,
specifically
4.3.1,
which
deals
with
exterior
form
provides
direction
for
when
a
building's
exterior
is
identified
as
a
character
to
find
an
element
of
historically.
So,
in
this
case,
that's
the
exterior
of
the
of
the
limestone
schoolhouse.
D
So
the
proposed
garage
would
be
cited
in
the
same
location
as
the
existing
garage
with
the
same
setback
from
the
front
facade,
which
is
approximately
10
meters,
but
with
an
increased
side,
yard
setback
or
setback
from
the
east
wall
of
the
schoolhouse.
So
approximately
now
eight
1.8
meters.
This
additional
setback
will
improve
the
visual
relationship
between
the
garage
and
the
schoolhouse
and
overall,
this
propos.
This
location
follows
guidelines,
13,
which
recommends
selecting
the
location
for
a
new
addition
that
ensures
the
heritage
value
of
the
place
is
maintained.

Now
the
size
of
the
proposed
garage
is
larger
than
the
existing
width,
so
moving
from
five
meters
to
six
meters
or
16.5
feet
to
20
feet,
whichever
you
prefer
metric
or
imperial
and
in
length.
It
is
extending
from
3.8
meters
to
7.3
meters
or
12
and
a
half
feet
to
24
feet.
So
the
additional
length
or
depth
of
the
new
garage
is
significant
in
proportion
to
existing
garage
and
building.
Yet
the
location
of
the
garage
towards
the
rear
of
the
schoolhouse
means
that
views
from
princess
street
will
not
be
negatively
impacted.

The
proposed
orientation
north
south
minimizes
visibility
of
the
building
from
the
public
realm,
as
does
the
proposed
reduction
in
height
from
4.2
meters
to
3.6
meters,
so
the
proposed
height
will
maintain
the
physical
prominence
of
the
schoolhouse
and
reinforce
the
visual
relationship
of
a
primary
building
being
the
schoolhouse
to
the
secondary
building
or
the
outbuilding
of
the
garage.
The
additional
width
of
the
proposed
garage
is
negligible
in
terms
of
the
perceived
size
overall
next
slide,
please
so.

The
proposed
design
includes
a
low-pitched,
gable,
roof
and
rectangular
plan
form,
along
with
the
use
of
traditional
construction
materials.
This
will
reinforce
its
arch
architectural
character
as
an
outbuilding
proposed
materials
for
the
external
elevations
include
wood
board
and
batten.
Cladding
left
untreated
to
age,
naturally,
as
well
as
brown
metal
roofing.
What
is
a
traditional
material
and
board
and
fountain
isn't
certainly
an
acceptable
siding
treatment
for
an
outbuilding
on
a
property
with
a
rural
context
or
character
again.

Metal
roofing
is
also
a
traditional
choice
for
rural
outbuilding,
the
contrasting
wall
and
roof
materials
of
wood
and
metal
in
the
outbuilding,
with
the
limestone
and
wood
shingles
on
the
schoolhouse
will
ensure
a
visual
distinction
between
the
new
outbuilding
and
historic
schoolhouse.
Again.
This
follows
guideline
14,
which
recommends
designing
a
new
addition
in
a
manner
that
draws
a
clear
distinction
between
what
is
historic
and
what
is
new
on
the
facade
of
the
north
elevation.

A
traditional
overhead
garage
door
in
painted
steel
is
proposed,
as
well
as
a
pair
of
vertically
hung
barn
style
door,
wood
doors,
a
painted
steel
person
door
is
proposed
on
the
west
elevation,
which
will
be
facing
the
schoolhouse.
Three
windows
are
proposed
on
the
south
elevation
and
two
windows
on
east
elevation.

The
owner
applicant
is
proposing
vertically
sliding
sash
windows
with
four
over
four
glazing
pattern,
and
the
idea
is
that
they
will
reference
the
style
and
patterning
of
the
windows
in
the
schoolhouse,
so
staff
have
advised,
given
that
we
don't
the
details
of
those
windows
precisely
that
staff
have
advised
the
applicant
that
the
glazing
and
mounting
bars
should
be
externally
applied
that
the
window
should
have
a
vertical
emphasis
in
their
proportions
as
seen
on
the
schoolhouse,
and
that,
if
white
is
the
preferred
color,
a
soft
white
or
cream
would
complement
the
heritage
character
of
the
property.

The
owners
have
not
yet
finalized
the
garage
door,
design,
person,
door
or
window
designs
and,
as
such,
we've
included
a
condition
requiring
that
finalized
design
details
be
submitted
for
final
review
to
ensure
that
they
complement
the
heritage,
character
and
attributes
of
the
property
and,
of
course,
comply
with
the
city's
policy
on
window
renovations
and
heritage
buildings.

This
observation,
noting
that
the
styles
of
doors
is
unusual,
but
that
making
the
barnstablers
at
a
board
in
baton
will
help
to
visually
integrate
them
with
the
siding
and
make
the
difference
less
difference
less
noticeable.

Additionally,
one
of
the
members
commented
that
we'll
need
details
of
the
windows
and
doors
and
that
true
munchings
on
the
windows
should
be
applied
additionally,
that
a
simple
flat
panel,
vertical
style,
steel
garage
door
that
gives
the
appearance
of
a
more
vertical
than
horizontal
door
would
be
more
most
compatible
to
the
side
of
the
garage
staff
have
advised
the
applicant
of
the
need
for
these
for
externally
applied
mountain
bars,
as
well
as
pass
along
the
information
regarding
the
verticality
of
the
garage
door,
which
staff
agree
with
so
conditions
have
been,
have
been
included
to
this
effect.

I
will
now
go
to
the
next
slide,
which
includes
staff's
recommendation
that
demolition
on
the
property
be
approved
in
accordance
with
the
details
submitted
as
well
as
that's
that
heritage.
King
recommends
that
erection,
including
the
construction
of
attached
garage,
be
approved,
and
if
you
move
to
the
next
slide,
there's
a
number
of
conditions
largely
relating
to
the
details
of
the
garage
door,
the
person
during
the
window
designs
as
well
as
the
metal
roofing.

thing
that
struck
me
in
the
design
is
the
choice
of
side
people
rather
than
front
people,
and
I
don't
know
whether
the
applicant
made
that
was
a
specific
preference,
but
usually
it's
normal
for
the
roof
ridge
to
be
along
the
to
be
parallel
to
the
longest
dimension
of
the
property
and
that
that's
really
more
convenient
because
it
means
the
roof.
Rafters
are
shorter
and
easier
to
satisfy
building
code
and
also
a
front
cable
arrangement
would
be
similar
to
the
schoolhouse,
and
I
think
it
would
look
quite
compatible.

mr

the
owner
applicant,
mr
ron
butler,
is,
I
believe,
on
the

cable

the

nowadays

lot
of
people
are
using
brown
pressure,
treated
lumber,
which
ages
very
nicely
the
same
way.
It
doesn't
have
the
horrible
green
look
for
the
first
few
years
and
it
should
last
longer.
So
that's
a
suggestion.

say
all
these
suggestions
are
up
to
the
applicant
and
the
staff,
I'm
quite
satisfied
with
the
staff
comments
and
I'm
happy
to
leave
the
final
details
to
discussions
between
staff
and
advocates.
So
the
third
item
was
that
it
seems
a
pity
to
be
using
vinyl
windows.

point:
the
last
point
is
the
garage
door,
as
you
has
been
said,
it'd
be
good
if
it's
rather
plain
and
designed,
so
it
doesn't
look
too
modern.
In
fact,
I
don't
think
it
really
needs
windows,
because
there
are
windows
along
both
sides
of
the
garage,
so
it
could
be
just
a
plain
garage
door,
and
I
again
I
think
white
would
be
true
to
striking
a
color
in
the
context
from
the
from
the
street,
and
I
would
suggest
something
you
know
a
beige
or
a
brown
or
a
gray.

some
new
heritage
properties
to
the
committee
for
consideration
today.
We're
looking
at
six
properties.
Arguably,
four
resources,
as
one
of
them
is
a
is
a
terrorist
and
I've.

We
put
together
the
report
to
outline
these
four
resources
and
and
their
heritage
value
and
give
you
a
bit
of
a
taste
of
the
changes
that
have
come
through
the
recent
bill,
108,
which
will
now
have
a
an
impact
on
on
how
we
move
forward
with
these
type
of
processes
so
I'll
skip
to
the
next
slide.
Please

I'm

you're

It's
the
process
map
that
the
province
has
put
together
for
new
designations
and
just
to
step
back
quickly.

It
was
a
90-page
bill
known
as
bill
108,
and
it
made
changes
to
13
separate
acts,
including
the
ontario
heritage
act.
The
amendments
to
the
heritage
act,
including
the
introduction
of
a
new
general
regulations,
385-21,
came
into
effect
on
canada
day
this
year
so
july,
1st
2021,
with
respect
to
the
proposed
designations
that
we're
looking
at
today.
The
pertinent
changes
enacted
through
that
bill
are
the
prescribed
information.

That's
now
required
in
the
notice
of
intention
and
the
designation
bylaws
and
the
changes
to
the
appeal
rights,
the
new,
the
new
appeal
rights,
the
most
for
the
most
part,
the
required
content
for
both
the
notice
and
the
bylaw
is
essentially
a
reaffirmation
of
the
content
that
staff
currently
put
into
designation,
bylaws
and
notices.

This
was
actually
confirmed
by
a
question
that
was
raised
at
one
of
our
training
sessions.
I
believe
mr
chair
was
was
in
attendance
at
the
member
actually
by
the
member
of
the
province.
The
ministry
actually
noted
that
a
well-written
bylaw
before
the
passing
of
bill
108
will
continue
to
be
an
acceptable,
well-written
bylaw
after
so
so
we
were
encouraged
by
that.

have
included
a
little
additional
detail
for
the
description
of
the
property
and
a
little
more
explicit
references
to
criteria
that
for
determining
the
cultural
heritage,
value
and
in
interest
of
the
property
which
is
overrate
906,
which
hasn't
changed
so
you'll
notice
that,
in
in
the
appendices
that
have
the
draft
designations
on
them,
they're
a
little
more
explicit
but
for
the
most
part,
they're
very
similar
to
what
we
typically
do.

in
terms
of
the
appeal
process,
I
did
speak
this
a
little
bit.
I
think
it
was
january
that
we
brought
the
report,
but.

To
reiterate,
and
in
case
you
don't
feel
like
following
this
spreadsheet,
this
flowchart,
it's
a
two-tier
peer
process,
appeal
process.
Now
the.

any
notice
of
attention.

timing

the
notice
of
intent
to
designate
remains
unchanged,
so
the
process
is
to
consult
with
heritage
kingston.
Once
your
motion
is
passed
to
council
council
can
choose
to
serve
the
notice
of
intention
to
designate
on
the
property
under
section
29
of
the
act
on
the
property
owner
and
the
trust,
and
we
publish
it
in
the
in
the
newspaper
so,
and
that
gives
a
30-day
objection
period
to
anyone
who
wishes
to
object
there
to
provide
a
notice
objection
to
the
city
clerk.

So
that's
that's
the
current
process
now
the
with
the
new
bill
108.
The
process
is
altered
from
that
point
on.
So
those
type
of
objections
that
are
served
on
the
clerk
are
then
now
required
to
be
considered
by
council
before
the
bylaw
is
passed.
So
council
has
90
days
to
decide
if
it
wishes
to
proceed
with
the
designation
or
not
and
it's
decision.
If
there's
an
objection,
the
decision
is
required
to
be
served
on
the
owner
and
published
again
in
the
newspaper
in
the
form
of
either
a
notice
of
passing.

If
they're
proceeding
or
a
notice
of
withdrawal
they
decide
to
to
hold
off
the
public
is
after
that
is
served.
The
public
is
then
afforded
a
second
opportunity
to
appeal,
and
this
appeal
will
is
is
to
be
served,
is
to
go
to
the
what
is
called
the
ontario
land
tribunal.

It's
a
consolidated
body,
including
the
former
local
planning
appeal
tribunal
in
the
conservation
review
board,
which
has
now
been
amalgamated
into
this
new
body
called
the
imperial
and
tribunal.

So
within
30
days
of
the
notice
of
passing,
anyone
can
object
issue
an
appeal,
and
that
is
then
turned
over
to
this
tribunal,
who
will
review
the
appeal,
pull
the
hearing
and
render
a
binding
decision
on
the
fate
and
content
of
the
designation.

So
that's
that's
new
and
we
have
drafted
the
bylaw
and
the
notice
to
to
meet
the
requirements.
So
getting
the
next
slide,
please
so
getting
into
the
properties
that
we're
looking
at
today.
These
have
all
originated
from
what
was
called
the
cultural
heritage,
property
evaluation
and
conservation
project
of
2015-2016.

The
report,
the
background
was
researched
by
the
archaeological
research
associates,
a
consulting
firm
that
we
retained
and
the
properties
were
evaluated
against
ontario
regulation,
906,
which
looks
at
the
physical
design
and
historical
associated
value
and
protection
value
of
the
resource
to
determine
if
they
have
heritage
value.
So
the
first
one
is
being
called
the
lower
coburn
street

house

a

a

important
to
maintaining
the

integrity

streetscape

house

associated
with

gardner

20th

and

own

in
maintaining
the
historic
character
of
the

royal
village

a
transition

the

rural

heritage
value,

property
owners
have

provided
with
letters,
including
the
draft
bylaws
and
the
background
reports,
the
property
owners,
while
they're
not
required
to
support
the
designation.

each
owner
of
the
above
properties
have
provided
feedback,
which
we
have
considered
in
the
drafting
of
the
attached
bylaws
and
are
supportive
of
the
proposed
designation
texts
submission
to
the
next
slide.

the
next
three
slides

recommendation.
