the

their

entrusted

the
sincere
condolences
of
Kingston
city
council
will
be
extended
to
the
family,
friends
and
co-workers
of
Darren
Smith
supervisor
of
recreation
facilities
who
passed
away
suddenly
on
September
21st
2018
at
the
age
of
46
Darren's
career
spanned
over
29
years,
with
the
City
of
Kingston
working
in
marinas
and
later
as
a
leader
in
arenas,
he
made
a
positive
contribution
to
the
department
and
was
well
respected
for
his
dedication
to
his
job
and
commitment
to
serving
the
community.
Darren
was
deeply
admired
by
staff
across
the
city
of
Kingston
for
his
generosity
and
character.

that
carries
we
do
have
one
deferred
motion
from
our
previous
meeting.
However,
with
the
consent
of
counsel,
what
I
would
recommend
we
do
is
move
clause,
one
a
report
number
81
up
and
deal
with
that.
First,
because
if
that
passes,
then
it
will
render
the
deferred
motion
moot
if
that's
acceptable.
So
what
we
will
do
is
we
will
first
deal
then
with
clause
1,
there's
a
supplementary
report
heritage
permit
application,
286,
Johnson,
Street
counselor
surrounding.

we
defer
this
last
time
which,
after
some
rough
patch
at
the
Heritage
Committee,
where
the
proposed
work
there
was
not
agreement
that
it
was
compatible
with

district
plan
guidelines,
but
to
be
sure
we
deferred

expert
in
heritage
and-
and
the
report
is
now
here
and
they
they
make
a
detailed
recommendation
to
change
some
of
the
wording.

one
proposal
received

often
a
concern
that
we
didn't
get
enough
quotes.

wondering
if

the
Department
investigate

possibility

cost
of
taking
this
work
in-house.

other
reason
than
to
test
the
competitive
level
of
the
single
submitted
proposal,
miss.

certainly
wouldn't
enable
us
to
do
anything
for
the
upcoming
winter
season.
We
would
not
have
the
staff
and
we
would
not
have

equipment

able

expand
our
current
service.

would
add
that
this
this
particular
provider
has
been
the
provider
on
record
for
the
last
few
years
and
even
though
we
only
had
one
bid
on
it,
the
price
has
remained
steady
over
the
last
three
contracts
with
them.

can
appreciate.
Winter
is
almost
upon
us.
It
felt
like
it
this
morning
and
and
but
I
appreciate
the
sentiment
that
councillor
Hutchison,
expressed
also
in
recognition
that
we
are
in
that
wonderful
lame-duck
position
for
spending
or
proposing
budget
items
that
aren't
already
pre-existing
I
and
if
and
I,
won't
do
it
in
November.
I
But
if
I'm
back
on
council
or
whoever's
back
on
council
I
would
support
the
idea
of
asking
that
both
Public,
Works
and
Kewpie
be
asked
to
kind
of
consider
whether
some
of
our
contracted
out
Public
Works
services
couldn't
be
contracted
in
as
cost
efficiently,
and
that's
something
that
I
think
we
could
probably
consider
for
in
the
new
year
a
study
going
forward
for
next
year.
Perhaps.

the
public
horse
will
be
presenting
a
report
to
the
EIT
committee,
the
first
meeting
of
the
year
in
February
speaking
about
minimum
maintenance
standards
and
the
changes
that
were
that
were
adopted
into
legislation
in
May
of
this
year.
And
so
that
would
be
an
opportunity
because
we
have
to
enhance
some
of
our
service
levels
to
to
achieve
those
standards
anyway.
So
that
would
be
a
good
opportunity
to
have
a
discussion
about
contracted
services
for
winter
control.
That.

It
could
be
problematic
in
the
future
if
there's
only
a
single
proponent,
and
it
would
be
the
first
time
that
a
contractor
swapped,
the
idea
of
okay,
you
don't
bid
on
this
and
I
won't
bid
on
that,
and
you
end
up
with
higher
costs.
So
I
would
appreciate
that
being
reflected
in
a
in
a
report
of
consideration
for
guarding
against
those
things.

is
the

things

remember
is
is
the
one
that's

change
the
look
dramatically

intersection.

pedestrian
activated
signal
at
Beverly
in
King,
which
is
one
block
from
the
entrance,
now
fenced
off
to
court
down
a
pier.

going
to
be
installed
and
I,
assume
and

correct
me
if
I'm
wrong,
the
fencing
will
will
be
taken
down

time

next
Park
season.

there
an
idea
it
doesn't
coincide
with
the
completion
of
the
signal
or
how
does
that
work.

regarding
the
details
in
the
report
about
the
no-stopping
zone,
which
is
required
for
when
you
have
a
signal-
and
it
says
35
meters
easterly-
from
Beverly
and
30
yeah
on
the
north
side,
and
then
it
requires,
in
the
same
in
the
same
item
altering
the
parking
bylaw,
because
there's
a
few
parking
spots
affected
there.
So
that
effectively
means
that
there's
an
area
on
the
north
side
of
King
Street,
which
will
be
met
now
no
parking.
The
area
within
35
meters
of
the
new
signal.

into
the
details
now,
but
the

obviously
a
heavier
demand
down
the
neighbourhood.

with
the
on
street
parking
for
the
pure
users
in
the
summer,
and

your
department
has
received
email,
emails

complaints
about
this
type
of
thing
by
the
people
that
reside
on
Beverly
street
and
others
nearby
streets,
I,
guess
I'll.
Just
maybe
quick
ask
do
you
feel
that
the
current
parking
restrictions
for
the
two
to
one
hour
restrictions
preventing
all-day
parking
as
it
is
in
the
district?

yes,
we
have
received
a
number
of
concerns
that
have
been
brought
up
by
the
neighborhood
and
there's
a
process
that
we're
looking
at
right
now.
But
what
what
regulations
exist
on
those
side
streets?
So
the
intent
is
that
we
would
have
any
changes
recommended
changes
for
those
side
streets,
including
how
we
can
provide
some
on
street
accessible
parking
spaces
and
better
protect
some
of
the
neighborhood
sort
of
concerns
that
we
would
bring
prior
to
prior.

specific

hear
that

department
is
aware
of
these
concerns.

for

influx
of
cars.

our
back
street
when

the
Isabel
in
the
Tet
were
opened?

the
sort
of
the
most
common
complaint
is
that
people
visiting
don't
have
on-street
parking
anymore
because
of
how
many
people
are
parking
for
the
pier
it's,
it's
sort
of
a
good
question.
It's
a
good
problem
to
have
to
have
a
park,
be
so
popular,
but
it
does
come
with
its
challenges.
I'm
happy
that
you're
addressing
and
I'm
happy
that
these
changes
are
being
made
with
the
signal.

yes,
the
the
effect
of
our
construction
on
the
main
runway,
zero
one,
one
nine
has
diverted
most
of
our
traffic
to
the
east-west
runway
weather,
permitting
so
to
accommodate
the
construction
and
expedite
it.
I
have
been
closing
zero
one,
one,
nine
on
a
daily
basis,
weather
permitting,
and
we
unfortunately
have
quite
a
bit
of
traffic
related
to
training
and
those
aircraft
are
now
in
the
circuit
and
over
flying
Aden
Park,
which
is
creating
some
unusual
traffic
for
them
and
inconvenience
and
sense
of
some
noise.

this

back

we
were
really
pleased
to
see
it
come
to
heritage
and
to
see
the
plans
that
the
raw
architects
have
for
the
property.
It
looks
like
something
that
will
make
a
huge
difference
in

neighborhood,
certainly
restore
the
building
to
its
former
beauty,
and
we
were
all
really
pleased
on
the
committee
to
vote
in
favor
of
this.

feeling
very
positive
of
this
recommendation.
I
know
this
was
something
that
relative
to
the
opinion
of
heritage
Kingston
generally,
they
were
not
supportive
of
I.
Think
staffs.
Recommendation
from
this
drew
from
the
policies,
but
they
also
looked
at
the
Paul,
are
the
existing
property,
the
way
that
it
is
and
and
did
some
identification
on
the
site
to
determine
that
where
the
shutters
are
being
proposed,
there
were
actually
shutters
there
on
the
property
original
to
the
property.

came,
one
of
the
complaints
from
the
committee
was
that
there
wasn't
actually
a
picture
of
what
the
shutters
would
look
like,
and
this
house
isn't
quite
symmetrical,
there's
one
window

left

windows
to
the
right
and
the
feeling
was
from
the
committee
that
when
the
shutters
were
reinstalled,
they
would
look
a
little
odd
and
I
voted
in
favor
of
the
application.

a
shudder
there,
it
would
probably
take
up
most
of
like
almost
right
to
the
edge
of
the
house
and
also,
if
you
had
shelters
in
between
the
two,
the
windows,
those
shutters
might
touch
each
other,

small

spaces
are
that's
sort
of
where
the
discussion
that
the
committee
was
well.
How
that
would
look
if
you
put
others
back
on
and
what
I
actually
I'm
guessing
has
sort
of
happened.

no
reason

this
can't
be
done.
The

problem
is
once
you
ask
a
bunch
of
heritage,
advocates
their
opinion,
you

get
their
opinion

we

allowed.
The
opinion
of
the
committee
was
that
we
shouldn't
allow
someone
to
make
a
mistake
that
they
might
later
regret.
That's
to
get
the
question
we
have
to
decide
today.

don't
really
have
a
strong
feeling,
one
way
or
the
other,
but
I
am
reporting
what
happened
at
the
committee?

I
know,
we
get
the
odd
year
where
you
have
t-shirt
weather
at
March,
break
and

Remember
a
few
years
ago,
when
we
had
a
very,
very
mild,
March

believe
it
was

Queen's

asked
me
whether
it
would
be
possible
to
open
the
patio
a
couple
weeks
early
and
since
this
is
additional
revenue
to
the
city,
I
I'm
curious.
If
that
was
a
consideration
at
the
for
not
just
extending
it
to
November,
but
also
giving
the
possibility
of
beginning
the
season
a
little
bit
earlier
as
well.

was
extensive
consultation
that
was
done
on
this
report,
both
with
stakeholders,
business
owners
and
internally,
with
the
various
departments
that
have
a
piece
of
the
patio
application
itself
and
maintenance
around
it.
So
there
was
consideration
and
what
there
was
discussion
for
opening
earlier
in
March
and
but
there's
serious
concerns
with
the
with
the
weather
in
March
and
the
time
it
takes
for
a
business
to
actually
get
their
patio
opened
and
the
weather
can
change
very
quickly
and
suddenly
become
winter
again.

it's
really
about
the
fact
that
we
do
have
a
winter
control
season,
that's
defined
from
the
beginning
of
December
until
the
end
of
March
and
the
weather
is
just
too
unpredictable.
If,

could
make
that
statement,

allow

the
week
the
last
week
of
March
and
then
leading
into

business
wanted
to
set
their
patio
up
