friend

Kingston
and
a
strong
voice
for
Eastern.

balance

the
clauses

this
corporate
purchasing
card
services,

revised
terms
of
reference
for
the
program
poet
laureate
for
the
city

kingston
clause

final
tax
levy

tax
rates,
clause,
5
capital
project
status
report;
first
quarter,
2018
and
clause
7
budget
amendment
for
the
fleet
maintenance
facility
and
related
approvals
for
the
municipal
greenhouse
gas
Challenge
Fund
agreement.
We

You
I
had
the
opportunity
to
have
a
good
conversation
with
mr.
mcclain
principal
staff,
member
and
involved
in
this
report
and
item
a
couple
weeks
ago,
and
there
were
some
concerns
that
were
addressed
and
I
see,
most
of
which
have
been
addressed
and
satisfactory,
and
there
in
the
report,
I
just
wanted
to
highlight
a
couple
with
the
help
of
mr.
mcclain.
So,
first
of
all
the
time
of
the
exemption
that's
being
requested,
it
says
here
between
1
and
9
p.m.
E
F
Muth
through
you,
you
were
the
times
1
to
9
p.m.
and
it
encompasses
three
levels
of
football
games.
So
the
first
game
is
scheduled
for
1
p.m.
second
game
for
4
p.m.
and
the
third
game
for
7
p.m.
so
it's
like
a
junior
intermediate
and
senior
levels
of
that
minor
football
program
and
that
will
occur
on
each
of
the
occasions
in
May
and
June.

Ok-
and
it
says
in
the
report-
but
just
could
you
point
out
the
reason
for
the
exemption
so
already
permitted
until
10:30
p.m.
the
PA
and
the
national
anthem,
using
the
PA
for
that
for
announcements
and
the
national
anthem,
but
not
for
all
of
the
uses
that
are
being
requested.
So
could
you
just
sort
of
just
quickly
remind
us
why
the
exemption
is
necessary
because
the
it's
not
for
the
times,
it's
for
another
reason.

Counsel
will
recall
last
year
that
the
noise
bylaw
was
reviewed
and,
and
it
resulted
in
times
for
noise
generated
by
sporting
activities
at
sports
fields
to
to
be
permitted
between
8
a.m.
and
10:30
p.m.
and
those
include
whistles
and
amplified
sound
for
the
purpose
of
playing
the
national
anthem,
pa
announcements
and
crowd
noise.
Yelling
shouting
of
that
nature,
it
did
not
include
amplified
music
or
amplified
sound
for
entertainment
purposes
at
sporting
events,
so
that
still
continues
to
require
an
exemption.

In
each
case
by
consideration
of
counsel,
the
Richardson
stadium
is
located
in
a
residential
area,
as
per
the
map
associated
with
the
noise
bylaw
and
in
a
residential
area
amplified
sound
is
prohibited
at
any
time
if
it
is
audible
to
a
person
in
a
residence
or
a
premise,
and
it's
considered
unwanted
sound
and
they
called
a
complaint
about
it.
So
in
that
circumstance
it
would
be
considered
a
violation.

Basically,
the
reason
that
it's
the
grant
that
the
Grenadiers
is
Football
Club
has
to
make
the
request,
because
this
is
Richardson
Stadium
is
owned
by
Queens
University.
They
already
have
a
noise
exemption
for
up
to
15
occurrences.
That's
in
the
report,
and
so
the
question
was
as
a
councillor
was,
is
the
frequency
of
the
exemption,
like
the
number
of
occurrences
of
the
exemption
going
to
be
excessive
so
case?
You
just
give
us
a
total
number,
if
approved,
of
how
many
dates
would
include
a
noise
exemption
and
therefore
possibly
generate
complaints
in
the
neighborhood.

The
as
the
councillor
mentioned
the
number
of
exemptions
that
Queens
has
now
for
Richardson
stadium
for
their
own
varsity
sporting
events,
fifteen
in
the
calendar.
Sorry
in
a
year,
beginning
July,
1st,
through
June
30th,
so
the
Grenadiers
noise
exemption
would
be
in
addition
to
those
15
each
event.
Each
game
is
considered
an
event
and
based
on
that,
their.

What
is
before
you
tonight
in
terms
of
an
exemption
request,
is
a
minimum
of
12
events,
12
football
games
and
the
possibility
of
a
maximum
of
16.
If,
as
I
mentioned
earlier,
all
three
levels
end
up
playing
in
playoffs,
so
so
that
approximates
the
same
number
of
events
that
noise
exemptions
have
been
granted
for
Queens
in
this
in
the
in
the
12
month
period,
and
that
obviously,
is
was
expressed
as
a
concern
by
some
members
of
the
community
they're
concerned
about
a
cap
on.
Is
there
a
cap
on
the
number
of
events
we're
amplified?

Okay,
it
is
a
significant,
if
you
add
the
two
together-
fifteen
exemptions.
Of
course
not
all
that
may
be
necessarily
used
by
Queens,
but
the
fifteen
occurrences
that
they've
got
an
exemption
for
which
we've
seen
there
they're
doing
an
annual
basis
at
the
current
time.
So
that's
already
a
burden
on
their
neighborhood
and
then
you've
got
the
twelve
up
to
sixteen
occurrences
now
granted.
This
is
over
four
to
six
dates.

Not
so
it's
not
12
to
16
days,
it's
1216
games,
of
which
three
three
games
could
happen
in
the
same
day,
so
the
disruption
would
be
for
the
period
of
the
game.
You
know
three
times
in
on
the
dates
listed
so
on
on
balance.
I
did
have
the
some
of
these
concerns
and
a
raised
and
witness
or
plane,
and
he
did
he
did
address
them
in
the
report.

So
I'm
satisfied
that
all
the
concerns
that
I
could
anticipate
might
be
coming
from
the
neighborhood,
and
we
all
know
that
we've
had
concerns
from
this
area
before
with
the
neighbor,
both
in
Portsmouth
and
and
in
Sydenham,
and
we
may
still
continue
to
receive
some
feedback
as
a
result
of
this.
But
I'm
actually
prepared
to
support
the
recommendation
as
it
is
in
the
package
and
I
think
mr.
McCain
for
and
staff
for
all
the
work
they
did
to
get
us
to
this
point.

Just
falling
along
that
into
a
number
of
occurrences,
you
can
understand
what
people
also
might
be
concerned
because
previously
granted
ears
Queens
was
had
their
events
in
eight
before
April
and
starting
again
in
August,
May,
June,
July,
relatively
or
empty,
and
so
now
they've
got
the
experience
of
having
amplified
music
events
during
those.
What
we're
all
a
day
before
so,
but
just
so
far
long.
That
sort
of
thing
there's
in
one
of
the
letters
of
objection
on
uncertain
grounds.
It
indicates
that
grand
ears
are
only
one
of
a
group
asking
for
this
exemption.

We've
got
other
questions
which
are
sort
of
quasi
objections.
The
way
I
read
them
the,
but
in
one
of
the
letters,
the
correspondence
it
indicates,
the
Grenadiers
czar,
not
the
only
group
interested
in
these
kind
of
events
without
music
and
I'm
just
wondering
if
the
city
knows
what
those
groups
were,
how
many
of
there
are
who
they
are
and
how
many
there
are.
So
we
have
some
sense
of
what
the
future
may
hold
in
terms
of
how
this
might
go.

So
you
worship
we're
not
aware
of
any
other
organizations
that
would
be
requesting
the
usage.
There
was
an
event
that
made
some
inquiries
last
year
and
it
was
I,
wouldn't
characterize
it
as
a
sporting
event.
It
was
with
motorcycles
and
stunts,
and
so
it
was
more
entertainment.
Queens
decided
that
it
was
not
an
appropriate.
F
Event
to
host
at
Richardson
Stadium
at
that
time
it
they
were.
They
approached
us
as
for
a
noise
exemption,
but
said
Queens
obviously
manages
the
usage
of
that
field
and,
as
they've
indicated
in
their
response
to
the
recent
those
exemptions,
they're
very
cognizant
of
the
frequency
of
use,
the
the
nature
of
events
at
Richardson
Stadium,
certainly
in
terms
of
the
types
of
noise
that
might
be
generated.
So
to
date
it
has
simply
been
sports
events
for
which
there
have
been
noise
exemptions
requested.

It
doesn't
preclude
Queens
from
leasing
to
a
group
that
may
want
to
host
something
other
than
that.
But
Queens
policy
is
that
they
always
ask
the
party
to
come
to
Council
and
seek
their
own
noise
exemption,
at
least
under
the
existing
conditions.
So
council
always
have
the
opportunity
and
the
final
say,
obviously,
and
in
managing
the
the
nature
of
the
events
for
which
noise
exemptions
are
requested.

Thank

I
just
say
you
know
it's.
It
appears
to
be
accurate
that
we're
getting
we've
had
at
least
one
objection
from
a
thousand
meters
away.
So
there's
something
you
know
this
is
a
serious
issue
for
those
neighborhoods
around
there
and
we've
dealt
with
this
before
when
we
dealt
with
Queens.
Remember
about
the
lighting
issue
that
was
a
year
and
a
half
and
appeals,
and
then
the
noise
issue
around
facility,
as
well
so
I
kind
of
tend
to
take
these
concerns
seriously.

through
you
to
staff
during
the
preparation
of
your
report.
Did
we
happen
to
hear
from
those
local
residents
who
actually
support
the
exemption
and
the
fact
that
the
youth
of
our
community
are
participating
in
a
sport
rather
than
out
on
the
street,
keeping
our
police
forces
busy
and
have
no
issue
with
the
noise
levels
that
may
be
created
for
that
very
short
period
of
time,
because
we
always
seem
to
hear
from
the
naysayers
I'm
just
wondering
if
there
was
anything
said
from
the
other
side
of
the
group.

Mr.
mcclain
threw
you
worship,
no,
the
the
way
the
no
public
notice
is
worded
it
states.
If
anyone
wishes
to
object
to
the
noise
exemption
request,
they
would
can
they're
given
ten
days
to
do
so
that
that
said
on
previous
occasions
there
have
we
have
received
comments
of
support,
and
certainly
some
of
the
questions
that
were
asked.
The
clarifying
questions
from
residents
in
the
neighborhood
were
necessarily
objections.
They
were
just
seeking
more
information,
so
I
can't
speak
to
what
their
ultimate
position
was
on
it.

Well,
like
the
previous
view,
support
the
recommendation.
I
just
wish
that
the
public
out
there
would
take
the
opportunity
to
respond
in
positive
circumstances
as
well,
because
it
just
seems
we're
always
hearing
from
the
naysayers
and
it's
you
know
it's
a
real
downer
for
some
people
and
it'd
be
nice
if
the
support
of
people
would
get
on
board
now
and
again,
thank.

the

we
have
one

report,
tender

subject
to
the
established
criteria

delegation

authority
for
the
month
of
March
2018,
no

some
members

council

have
one
new
motion

so
I'll
turn
it

deputy
mayor.

always
encourage
anybody
around
this
table.
That's
ever
interested
in
doing
work
at
a
provincial
level
working
with
colleagues
from
other
municipalities
to
engage
in
that
work,
and
certainly
I
want
to
commend
councillor
George
for
the
work
that
he's
done
for
am
over
the
last
few
years.

Neill
had
come
to
me
that
he
was
interested
in
joining
this
task
force
and
so
I'm
happy
to
move
this
potion,
it's
more
or
less
the
standard
protocol
that
this
motion
is
required
for
them
to
consider
you,
but
certainly,
if
there's
anybody
else
around
the
table,
it's
interested
in
serving
in
that
capacity
just
come
and
see
me,
and
we
do
the
same
thing.
