A
A
Good
evening,
ladies
and
gentlemen,
say:
go
I,
nee,
Buju
watch,
aaaahh
quake
way
as
the
mayor's
a
city

Kingston
I
offer
these
words
in
the
spirit
of
dis
Katherine.
Let
us
bring
our
good
minds
and
hearts
together
as
one
to
honor
and
celebrate
these
traditional
lands
as
a
gathering
place
of
the
original
peoples
and
their
ancestors
who
are
entrusted
to
care
for
mother
earth.
Since
time
immemorial,
it
is
with
deep
humility
that
we
acknowledge
and
offer
our
gratitude
for
their
contributions
to
this
community.
A
Having
respect
for
all,
as
we
share
this
space
now
and
walk
side-by-side
into
the
future,
we
were
just
meeting
in
committee
of
the
whole
closed
meeting.
We
discussed
a
couple
of
different
items,
including
an
added
item
for
218
Green,
Bay
Road
and
Cataraqui
West
open
space
lands.
So
with
that
I
will
ask
for
a
motion
to
waive
the
rules
and
have
the
clerk
report.
Please.

limited

sales
license

and
staff

We
do
call
the
vote.
A
D
Very
quickly,
I'm
just
curious,
because
I'm
used
to
seeing
some
kind
of
upset
limit
number
when
a
report
comes
before
us
and
I
know,
there's
mention
this
is
as
I
understand
it
and
correct
me
if
I'm
wrong,
this
is
a
consulting
company
that
we
hired
they've
gone.
They
for
whatever
necessity,
have
gone
beyond
their
period
that
so
there's
additional
cost
and
we're
being
asked
to
approve
3,300
dollars
per
week
plus
applicable
taxes
is.
D
G
G
The
reason
that
we're
asking
that
the
consultant
be
retained
for
an
additional
ten
weeks
is
that
the
construction
has
taken
ten
weeks
longer
than
anticipated
in
terms
of
mobilization
in
terms
of
pouring
concrete
shoring
and
at
this
point
in
time,
I
think
that
it
could
be
upwards
of
ten
weeks
at
3,300
and
we
could
put
that
in
there,
but
it
might
be
less
than
that
as
well,
but
we're
anticipating
that
it
would
take.
All
of
that.
G
G
Your
worship
I'd
rather
not,
and
that's
why
I'd
rather
stay
within
the
budget
provisions,
because,
in
terms
of
the
contract
of
concrete
pours,
get
tested
for
strength,
we're
going
to
be
working
on
the
hanson
garage
from
May
1st
18th.
It
will
be
closed
to
do
some
pavement
repairs
and
to
do
some
concrete
work
at
the
entrance.
So,
in
the
event
that
kind
of
intrusive
work
takes
a
little
bit
longer.
I'd,
rather
not
come
back
to
council,
so
we'll
work
within
the
budget.
I
was
previously
approved
by
council
I.
D
C
Well,
there's
an
obvious
further
to
councillor
Neal's
suggestion.
There's
an
obvious
way
to
to
have
a
kind
of
win-win
I
guess
would
be
to
just
approve
33,000
as
a
total
amount
and
and
and
then
you
would
come
back
to
us
if
it
went
above
that
the
advantage
to
that,
in
my
mind,
we'll
see
what
my
colleagues
think
here
advantage
to,
that
is
that
the
consultant
or
the
Golder
is
to
the
people
that
doing
the
work.
C
They
then
know
what
their
envelope
is
and
they
may
be
motivated
to
finish
the
work
in
that
time,
if
possible,
I
know
am
I
dealing
with
contractors
over
the
years
that
sometimes
it's
preferable
to
have
a
total
contact
amount,
mind,
and
so
that
might
be
there
physically
prudent
thing
to
do.
That
would
require
an
amendment
which
I
haven't
written
out
yet,
but
I
would
suggest
that
maybe
if
someone
else
thought
that
was
a
good
idea,
the
answer
wouldn't
pass
for
the
majority
anyways.
C
A
A
A
I
I
I
So
I
have
to
say
I,
don't
see
any
reason
for
the
amendment
and
no
no
offence,
my
colleagues
but
I
think
they
may
be
offended,
but
I
would
have
sent
myself
away
to
the
amendment.
I
think
we
just
need
two
passes.
It's
it's.
It
sounds
like
the
staff
is
pretty
confident
they
can
bring
it
in
under
budget,
and
if
it
isn't,
it
will
be
very
small
amount
again.
I'll
ask
is
that
we're.
I
C
The
advantage
to
that
is
the
same
as
it
would
be
if
you're
hiring
any
contractor
to
do
a
job
in
the
private
sector,
you
have
a
total
amount
and
you
are
agreed
on
it
and
the
contractor
make
sure
they
finish
for,
for
that
amount,
that's
how
most
contractors
work
they
do
a
total,
a
total.
Well,
not
a
not
a
per
diem,
so,
like
council
nail
not
comfortable
with
what
sort
of
a
approving
a
weekly
amount
that
can
then
just
go
up.
C
Every
week
and
week
week
after
week
after
week
on
the
on
the
very
small
chance
that
it
doesn't
happen
to
drag
on,
it's
possible
that
not
everything
was
done
to
finish
on
time.
So
I
think
that
this
is
keeping
the
taxpayer
in
mind
and
you
know
capping
the
amount
of
32,000
reasonable.
If
circumstances
change
excess
will
come
back
to
us
after
ten
weeks
and
tell
us
what's
changed
and
then
we
can
discuss
for
the
monies,
so
I
will
be
supporting
an
amendment.
Thank
you.
Thank.
A
You
I
just
have
a
question
to
staff,
so
we've
heard
there
may
be
the
potential
that,
without
this
amendment,
that
the
contractor
will
not
be
sufficiently
motivated
to
get
the
work
done
on
time.
I'm
just
wondering
staff
can
comment
on
that.
If
we
do
not
pass
this
amendment
our
staff,
confident
that
we
can
still
get
that
work
done
and
under
budget.
G
Three-Year
worship-
just
for
clarity's
sake,
this
is
a
consulting
engineer
that
is
reviewing
overseeing
the
project
and
in
terms
of
making
sure
that
the
contractor
is
building
to
specification
and
design
and
concrete
strength.
This
is
not
the
contractor,
so
they
don't
have
any
control
over
the
contract.
The
contractor
has
control
over
the
contract.
We
oversee
make
sure
that
they
build
a
specs.
We
inspect
the
concrete
pours
for
strength.
We
ensure
that
we
make
available
the
structure
form,
so
they
can
mobilize
Shore
and
we
keep
the
structure
operational,
except
for
the
May
1st
May
18th.
G
When
we'll
have
to
close
the
structure
for
the
entrance
work,
they
can
only
do
a
bit
of
work
at
a
time,
so
we've
set
all
that
out
in
the
RFP
and
the
specifications
in
terms
of
other
approach
work
and
what
they
do
and
they
had
to
when
they
made
their
submission.
In
the
first
place,
the
contract
was
not
going
to
be,
as
our
consulting
engineers
thought
it
was
going
to
be
four
weeks
longer.
G
Then,
when
they
got
into
winter
fall
and
winter
work,
they
had
to
split
some
of
the
work
to
the
spring
because
of
the
concrete
curing
and
the
weather
availability.
So
it's
quite.
This
has
happened
before
the
past.
The
thing
is
with
contract
work,
we
have
change
order
mechanisms
to
work
within
budget
to
allow
for
that
work
to
be
phased.
In
with
this
consultancy,
we
approve
the
consultancy
contract
before
we,
we
went
to
construction
tender
and
it
was
for
a
specified
price.
That's
why
we're
before
council
this
evening?
A
A
A
A
D
Very
quickly,
when
I
read
the
report,
I
see
that
the
consultant
is
agreeing
to
35
percent
of
and
I'm
assuming
it
it
is
it
gross
or
net
savings
that
that
the
city
may
achieve,
and
do
we
have
I
know
that
the
scenario
that
was
suggested
was
a
hundred
thousand
dollars
would
cost
us
$35,000.
But,
in
my
question,
is:
is
that
a
reasonable
expectation
for
the
amount
that
we
might
be
able
to
to
achieve
in
savings
twice
a.
J
D
D
I
guess
my
comment
is
many
of
us
who
didn't
have
inside
scrutineers
had
no
idea
until
in
some
cases,
11
o'clock
and
the
result
is
we
kept
the
media
up
well
past
their
bedtimes
on
election
night
and
I'm
just
curious
whether
our
use
of
the
tabulators?
Have
we
learned
a
lesson?
Are
we
able
to
kind
of
ensure
that
those
results
will
be
more
come
in
in
a
more
timely
fashion
than
they
did
in
2014?
D
K
Worship,
well,
we
can't
guarantee
everything
in
life
like
what
I
can
see.
Is
that
we'll
be
using
more
of
a
remote
upload,
which
means
that,
rather
than
having
the
equipment
delivered
here,
so
that
we
can
then
process
information,
it
will
be
uploaded
from
the
site,
so
we
don't
anticipate
having
the
11
o'clock
window
at
that
point,
thank.
D
You
my
other
question,
because
people
have
questioned
me
about
online
voting
and
I
know.
We've
heard
horror
stories
and
other
constituencies
about
about
voter
fraud
and
the
use
of,
and
can
you
give
us
some
assurance
because
I
definitely
support
the
idea
of
internet
voting?
Can
you
give
us
some
assurance
that
it's
a
secure
system
that
we'll
be
using.
K
Here,
worship,
we
can
give
you
that
assurance
in
the
sense
that
we
will
be
doing
a
lot
of
testing
to
make
sure
that
we
don't
have
any
of
the
fraud.
We
use
a
two-part
system
where
you
have
to
register
to
be
able
to
get
a
PIN
number
to
be
able
to
vote
so,
unlike
other
jurisdictions
where
they
use
a
one
step
approach.
We
use
a
two
step
approach
and
that
reduces
or
in
mind
my
mind,
elements
that
risk.
K
L
You
worship,
scuse
me
enter
you
just
a
question
regarding
the
voters
who
opted
for
the
telephone
voting
in
2014.
There
weren't
many
of
them,
but
I'm
just
wondering
what
do
we
know
about
them
and
whether
or
not
they
would
be
accessing
a
different
form
of
voting.
If,
for
example,
they
are
not
able
to
get
out
to
the
polls
parks.
K
She
worshiped
the
they
will
have
to
use
a
different
form
of
bullying.
The
reality
is
using
the
telephone
voting.
You
had
to
be
able
to
get
on
the
Internet
to
get
of
kin
so
that,
in
my
mind,
it
didn't
make
it
very
feasible,
very
limited
the
uptake
as
well.
So
in
terms
of
cost-effectiveness,
we
won't
be
pursuing
that
going
forward.
B
A
There
are
two
items:
would
anyone
like
them
separated
seeing
none
we'll
vote
on
them
as
a
whole
item?
One
is
approval
of
an
application
for
zoning
bylaw
amendment
70
Montreal
Street
item
number:
two
is
approval
of
an
application
for
zoning.
Bylaw
amendment
to
71
to
73
rural
streets
will
call
the
vote.
A
A
Ok,
so
we
will.
We
will
separate
item
team
two
momentarily.
Would
anyone
like
either
one
or
three
dealt
with
separately,
seeing
them
we'll
vote
on
item
1
and
3
first
and
then
we'll
do
a
separate
vote?
A
number
two
so
number
one
is
the
Rideau
trail
and
side
trail
loop
on
the
urban
KMP
trail
item
3?
Is
the
rito
heights
regeneration,
phase,
2
implementation
planning.
D
I
just
I
know
that
there's
been
questions
within
the
community
about
this
decision
and
I
just
wanted
to
kind
of
clarify
some
things
publicly:
the
overflow
the
costs
for
the
overflow
shelters
as
I
understand
it
are
have
been
over
$200
per
placement
in
this
past
year,
because
we've
reduced
the
number
of
of
overflow,
but
in
fact
so
the
cost
per
overflow
bed
has
actually
increased.
Is
that
accurate.
C
A
M
Your
worship,
that
is
correct,
the
ten-year
housing
and
homelessness
plan
does
reference
the
use
of
Motel
vouchers
at
this
time,
the
service
manager
we
have
not
put
that
into
into
into
place,
but
we
have
committed
to
the
housing
and
homelessness
committee
that
for
their
next
meeting
in
June,
we
will
have
a
policy
brought
forward
to
address.
Not
the
entire
overflow
shelter
program
and
one
of
the
options
that
certainly
will
be
considered
is
greater
usage
of
motel
vouchers.
But
we
are
concerned
that
we
don't
want
misuse
of
that.
D
D
They
cannot
associate
with
and
them
having
to
make
the
choice
of
either
going
back
out
into
the
cold
or
to
breach
their
probation
or
parole,
and
so
I
would
really
like
some
assurance
that
there
will
be
an
option
for
that
person
that
isn't
going
to
put
them
back
on
the
street
and
I
understood
when
we
approved
the
whole
notion
of
vouchers
that
they
would
be
used
in
a
very
limited
controlled
way,
but
only
out
of
those
kinds
of
moments
of
necessity.
Could
you
comment
on
that?
M
Certainly
I
don't
believe
under
any
scenario,
or
we
would
be
able
to
come
up
with
a
policy
that
is
able
to
address
every
circumstance
that
someone
may
may
present
themselves
at
a
shelter
and
not
be
able
to
get
access
to
it.
I
think
the
best
that
we've
been
able
to
come
up
with
is
that
we
are
committed
to
working
with
of
the
remaining
shelters
to
come
up
with
a
comprehensive
policy
so
that
they
can
address
as
many
of
those
issues
as
possible.
M
Certainly
the
first
opportunity
we
have
is
the
next
housing
and
homelessness
committee
to
have
that
policy
brought
in
front
of
the
committee
for
consideration.
Prior
to
that,
we
certainly
will
be
working
with
the
existing
shelters
to
provide
as
many
options
as
they
may
have
at
their
disposal,
one
of
which
is
Motel
vouchers
at
the
present.
But
we
haven't
had
the
need
to
use
that,
because
we've
had
the
overflow
shelter
available
to
us.
Now
that
we
don't,
we
certainly
will
be
empowering
the
shelter's
to
be
able
to
consider
that
as
one
option.
M
D
Women
have
thanks
to
some
amendments
that
the
city
made
that
council
made
that
women
have
another
site
that
they
can
stay
at,
so
they
they
can
go
to
the
single
intake
or
they
can
go
to
Elizabeth
Fry,
but
currently
as
correct
me.
If
I'm
wrong,
there's
only
one
one
shelter
and
it's
mixed,
it's
go
ahead,
but
there's
only
one
shelter
for
people
to
go
to
currently.
M
Your
worship
that
is
correct
for
adult
males
the
result
there
will
only
be
one
shelter
alternative
available.
However,
part
of
the
benefit
of
having
a
shelter
system
in
place
now
is
that
the
shelters
are
working
together,
ensure
that,
if,
for
instance,
if
there's
females
stay
late,
staying
in
from
the
cold
they're
able
to
move
those
to
the
other
shelters
to
make
room
for
additional
males,
and
they
also
have
internal
setup
in
place
so
that
they
are
able
to
close
off
a
portion
of
their
facility.
A
D
M
Your
worship,
that
is
correct,
they
do
have
two
properties,
one
of
which
is
used
as
a
transitional
unit
units.
They
have
announced
as
part
of
their
closure
process
that
they
intend
to
keep
that
transitional
house
operating
in
the
meantime,
while
they
undergo
a
process
by
which
they
decide
what
the
future
use
of
their
main
facility
on
Elm
Street
is.
I
If
I
remember,
the
report
correctly,
I
just
want
to
get
an
explanation
about
this,
the
as
you
as
mr.
Layton
knows
all
too
well
the
it's
very
difficult
with
the
shelter's
to
predict
what
their
usage
is
going
to
be,
especially
over
time.
Like
remember
one
point,
a
few
years
ago,
we're
in
from
the
cold
was
going
to
close
and
then
two
months
later
they
had
more
people
than
they
knew
what
to
do
it.
They
were
turning
them
away,
and
this
is
not.
I
This
is
well
known
right
that
this
happens,
so
I
believe
that
the
work
that
staff,
the
research
and
staff
did
to
come
up
with
this
recommendation
was
based
on
two
years
of
assessment,
and
so
I
guess.
My
question
is:
if
not
my
main
concern
is
this.
My
question
is
that
do
we,
we
must
think
that
it's
sufficient
and
what
I
want
to
know
was
why?
I
What
about
the
system?
Now?
What
about
the
research
done
makes
us
so
confident
that
this
will
stick,
because
my
main
concern
is
this:
we
closed
right
now,
which
was
a
family
shelter
for
the
most
part,
and
next
thing
you
know
we
have
people
on
the
street
because
that
had
happened
in
the
past
and
not
saying
we're
not
running
it
better
now,
I
just
say
if
it
had
to
happen
so
I'm
looking
for
you
to
both
of
my
confidence
that
closing
this
facility
will
not
put
us
in
that
situation.
I
M
Through
you,
your
worship,
certainly,
we
have
had
two
years
worth
of
data
now
during
through
this
new
Pro,
this
new
homeless
of
service
system,
particularly
in
the
last
six
months.
The
trend
has
been
significantly
reduced
for
shelter
usage.
But,
as
you
correctly
point
out,
shelter
usage
does
go
up
and
down
significantly
and
it's
not
always
hard
to
you're,
not
always
able
to
predict
the
trend.
M
But
they
have
come
to
the
conclusion
as
well
that
it's
not
a
good
use
of
their
facility
and
the
amount
of
money
is
not
useful
that
certainly
that
amount
of
money
can
be
used
for
the
shelter
system
in
different
ways
or
the
homeless
system
and
housing
system
in
different
ways
that
can
be
better
used
and
they've
come
to
that
rec.
That
recognition
themselves.
I
Thank
you
very
much.
I
I
did
think
that
you
would
reference
the
housing
first
programming
that
it
was
being
effective
and
more
effectively
that
I
realized
at
this
point
in
time.
I
think
for
me,
the
final
aspect
of
this
that
makes
me
think
well
that
all
brings
me
to
voting
for
this
is
that
Ryan
Dale
themselves
have
recognized
there
might
be
they
might
be
doing
a
better
public
by
closing
their
doors.
At
this
point
in
time
and
that's
considered
on
the
inside
and
staff
seem
to
mean
miss
lane
is
completely
right.
I
A
And
that
carries
you
have
nothing
from
Committee
of
the
whole
information
reports.
If
you
have
a
question,
just
raise
your
hand,
number
one
tender
and
contract
awards,
subject
to
the
established
criteria
for
delegation
of
authority
for
the
month
of
February
2017
number
to
report
on
agreements
executed
under
delegated
authority
in
signing
Authority,
January
1st
2017
to
March
31st
2017.
A
We
have
no
information
for
members
of
council
miscellaneous
business.
We
do
have
several
motions
number
one
that
the
following
members
of
council
be
appointed
to
serve
as
deputy
mayor
and
two
month
increments
as
follows:
May
June,
2017
councillor
Stroud,
July
and
August
2017
councillor
Holland
September
and
October
2017
councillor
Turner,
November
and
December
2017
councillor
Neill
can
I
have
a
mover
and
seconder.
Please
move
by
councillor
George
seconded
by
councillor
Hutchison.
A
A
A
Soldiers
fought
in
that
battle
and
deserve
a
permanent
recognition
by
the
City
of
Kingston.
Therefore,
be
it
resolved
that
city
staff
be
requested
to
explore
the
feasibility
of
purchasing
at
least
100
bucks
to
be
planted
at
suitable
sites
in
the
city,
with
some
being
donated
to
our
MC
Queens
CFP
Kingston,
Kingston,
Legion
halls,
City,
Park,
Victoria,
Park
and
other
suitable
municipal
sites,
and
that
staff
bring
a
report
back
to
Council
with
total
cost
and
plan
in
time
for
a
full
2017
planting
deputy
mayor
Neil.
Thank.
D
You
very
much
I
I
came
up
with
the
idea
of
this
motion.
Having
read
a
really
powerful
story
in
the
Toronto
Star
that
gave
the
background
to
this
information
and
I
learned
a
lot
along
with
the
mayor.
I
went
to
the
centennial
celebration
at
City
Park
and
learned
a
lot
more
about
the
history
and
the
connections
between
the
city
and
and
the
Battle
of
Vimy,
Ridge
and
I
have
to
say.
Since
this
was
reported,
there
have
been
I've
received.
Several
phone
calls
several
people
being
very
supportive
of
this
initiative.
D
There
are
questions,
legitimate
questions
about
cost
and
that's
why
the
primary
direction
to
staff
is
that
they're
requested
to
explore
the
feasibility
of
this.
They
meant
they
may
come
back
with,
given
the
cost.
This
a
hundred
may
be
overly
ambitious,
maybe
40,
maybe
50
whatever,
but
this
asks
staff
to
seek
that
now.
I
spent
three
or
four
days
trying
to
locate
the
the
actual
nursery
and
there
was
an
intrepid,
Whig
reporter
that
tracked
them
down.
D
You
can
write
a
check
for
the
city
and
get
a
tax
receipt,
and
you
can
earmark
for
a
particular
project
once
it's
approved
by
by
the
city
and
by
council,
and
I,
indeed,
will
be
making
a
donation
for
this
cause.
If,
if
we
can
go
forward,
if
once
the
report
comes
back,
the
only
reason
I
made
some
kind
of
time.
D
C
Thank
you,
your
worship,
yes
I,
Vimeo,
so
I
think
it's
a
great
idea.
Thank
You
counsel,
Neil
I,
really
like
this
one
I'm
going
to
support
it.
There's
a
couple
things
to
save
with
Vimy
oats.
The
first
part
is
about
the
Oaks,
so
this
species
of
oak
English
oak,
it's
actually
the
species
they
used
to
make
masks
for
their
wooden
warships
when
they
were
the
rulers
of
seas.
That's
the
English
I'm
talking
about
and
they
actually
pretty
much
deforested
the
island
of
where
they
live.
C
They
get
very,
very
big
eventually,
but
slowly
so
so
that
the
species
happens
to
be
very
fitting
and
the
symbolism
of
having
a
very
traditional
and
well-loved
tree
that
that
ties.
The
connection,
they've
synergy,
the
connection
between
Canada
and
bimmy
and
then
the
physical
connection
of
having
the
actual
trees
growing
in
our
city
I.
Think
it's
such
a
great
opportunity.
C
The
the
Vimy
part
I
can
speak
to
because
I've
marriage
as
a
student
but
29
years
ago,
I
think
and
I
was
visiting
a
friend
that
I'd
met
at
University
and
he
was
French
and
I
visited
him
over
in
France.
He
happen
to
be
in
from
northern
France,
and
if
you
haven't
been
to
northern
France
as
Canadian,
you
ought
to
do
that.
They
love
us
over
there,
the
print
the
French
and
the
Dutch
and
Belgian.
They
just
love
us
because
of
what
we
did
in
the
First
World
War
and
it's
a
hundred
years
later.
C
C
So
they
took
me
there
and
I
found
one
of
my
relatives
on
the
wall
and
they
showed
me
discards
in
the
land
and
that,
with
all
the
tensions
were
there
still
there
had
years
later
and
and
just
standing
on
top
of
the
ridge
and
looking
around
I
honestly
was
the
most
moving
place
that
I'd
ever
visited,
because
I
felt
something
there
from
the
Canadians
that
had
died
there.
It
was
really
hard
to
explain
again.
