about
the
partnership
agreement
with
with
the
city.

know
it's
quite
appropriate
that
I'm
here
today
today
was
the
first
day
of
classes,
and
we
welcomed
thousands
of
students
across
all
three
of
our
campuses
across
the
across
the
eastern
region
and
the
reason
I
say
appropriate
is
because
these
students
will
soon
be
graduates
and
these
graduates
are
going
to
be
the
future
leaders
of
our
of
our
college
and
of
our
community.

know
if
there's
one
thing
that
I'd
like
you
to
take
away
from
our
vision
statement.
It's
those
first
four
words
rooted
in
our
communities,
because
everything
we
do
at
st.
Lawrence
is
about
being
rooted
in
our
communities.
We
started
off
very
humble
in
the
basement
of
LC
VI
about
86
students
50
years
ago
today,
we're
10,000
students
strong
and
we're
training,
students
and
educating
students
across
the
globe.

key
performance
indicator
is
very
proud
to
say:
we've
been
in
the
top
one
top
three
colleges
in
the
province
for
about
the
last
17
years
and
why
this
is
important
for
Kingston.

that
you
should
know

a
hundred
percent

2017,

hundred
percent
of
our
employers
of
our
grads,
we're
satisfied,
satisfied
with
their
performance

close

90
percent
of
our
students,
are
getting
jobs
within

first
six
months.

Lawrence
College

and
over
the

50

we've
graduated
over

thousand
students,

the
impact

Kingston

a
little
bit
about
hello
future,
because
hello
future
is
about
training,
it's
about
educating
our
future
leaders,
it's
our
single
largest
project
and
the
history,
the
largest
project
we've
ever
had
in

history
of
st.
Lawrence
College
about
42
million
dollars.
It
will
be
LEED
Gold
and
it
will
be
by
this
time
next
year
will
be,
will
be
hopefully
be
in
the
building.
But
you
know
it's
not
just
about
the
building.

Yes,
it's
going
to
be
an
amazing
place,
but
really
it's
about
providing
our
students
with
the
state-of-the-art
equipment,
the
technology
that
they
need
to
be
future
leaders
in
this
community
and
that's
why
we're
so
excited
about
having
the
opportunity
to
enter
into
a
partnership
agreement
with
the
city.
You
know
the
college
has
always
been
a
huge
contributor
to
the
labor
force.

We've
participated
in
the
committee's
we're
a
big
part
of
of
Kingston
and
making
sure
that
the
talent
that
we
have
stays
and
the
talent
that
we're
that
that
we
have
in
this
community
is
trained
properly
and
that
talent,
development
retention
is
really
a
joint
effort
that
we'd
like
to
take
on
with
the
city
of
with
the
city
of
Kingston.
So
we're
really
pleased
to
be
considered
for
this
part

this
partnership,
and
you
should
know
that
in
Kingston
we
have
about
6,000
students
studying
right
now
they
are
our
future
leaders
of
this
community.

mayor

members

the
public
I'm
very
excited
and
pleased
to
present
highlights
of
the
work
that
has
been
undertaken
thus
far
since
the
passage
of
the
youth
employment
strategy
just
about
a
year
ago.
Today.
So
in
the
council
package,
there
is
an
information
report,
an
accompanying
attachment,
but
I
do
want
to
just
give
an
overview
of
the
the
youth
employment
strategy,
as
well
as
some
of
the
city
and
community
initiatives
that
have
taken
place
over
the
past
year.

So
20
1450
is
the
median
total
income
before
tax
of
those
aged
15
to
34,
the
lowest
of
any
age
group
of
the
2014
tax,
filer
information,
and
while
this
strategy
was
focused
on
15
to
24
year-olds,
this
gives
us
a
sense
of
where
they
may
be
at
as
well.
Eighty-Seven
percent
of
these
filers
under
the
age
of
thirty
four
reported
employment
income,
but
this
suggests
that
most
are
working
in
low-paying
jobs
or
not
working
full-time
hours.

So
this
kind
of
gives
the
the
impetus
for
the
youth
employment
strategy.
So
16.3%
of
youth
who
were
seeking
work
in
Kingston
were
unemployed
and
youth
are
also
three
times
more
likely
to
be
about
three
times
more
likely
to
be
unemployed
than
older
jobseekers.
So
there's
lots
of
work
to
be
done
very
briefly,
I'm
going
to
give
a
lifecycle
of
the
strategy.
So
far,
so
back
in
March
of
2015,
there
were
focus
groups
that
were
brought
together
to
gather
perspectives
on
barriers
facing
youth
in
May.

2015
I
was
identified
as
a
strategic
priority
and
the
2015
28
strategic
plan
going
from
that
council
gave
direction
to
staff
to
partner
with
United
Way
back
in
June
2015
to
develop
the
strategy.
20
businesses
and
organizations
then
met
to
further
develop
this
strategy,
and
a
council
then
endorsed
the
strategy
back
in
August
of
2016
and
over
the
past
year
the
strategic
steering
committee
has
been
meeting
and
taking
action
as
necessary.

So,
first,
the
city
has
an
opportunity
to
access
existing
programming
through
partnerships
with
local
post-secondary
institutions
and
when
we
say
institutional
programs,
we
mean
paid
internships
that
are
structured
under
established
programs,
and
these
are
with
term
lengths
ranging
anywhere
from
8
to
to
16
months
and
as
a
starting
point.
The
city
is
partnered
with
Queens
the
Queen's
undergraduate
internship
program,
which
is
beginning
with
the
launch
of
3
City
internships
this
month
and
further
opportunities
are
being
explored
in
partnership
with
Queens
and
st.
Lawrence
and
other
educational
institutions
down
the
road.

So,
thirdly,
a
special
project,
so
these
will
provide
experiential
learning
as
part
of
a
co-op
or
degree
program
at
a
recognized,
post-secondary
or
secondary
school
and
they'll,
be
short
terms
or
one
to
four
months,
unpaid.
So
long
as
award
is
given
academically
for
any
successful
completed,
work
term
so
165.
This
is
a
number
that
we
don't
see
or
or
talk
about,
probably
enough.
So
the
city
employs
about
165
youth
each
summer.

It's
it's
one
thing
for
the
city
to
be
able
to
make
these
changes
and
have
an
impact,
but
if
these
changes
can
spread
to
other
organizations
where
they're
changing
their
their
structure
or
they're
introducing
a
framework,
that's
where
the
real
change
can
occur,
and
this
would
be
something
that
they
were
focused
on
in
the
coming
months.
So
the
second
major
initiative
that
the
city
focused
on
was
barriers
to
entry.

So
in
terms
of
program,
development
resolve
credit
and
financial
counseling
services
created
the
Smart
Start
youth
financial
literacy
program,
and
this
is
to
help
youth
gain
skills
and
information
about
budgeting
saving
and
investing
money.
And
to
date
the
program
has
been
delivered
to
youth
all
across
the
city.

Terms
of
additional
resources,
so
employment
and
career
services
at
st.
Lawrence
has
invested
in
a
new
business
development
advisor
position,
so
they
work
with
employers
to
uncover
hidden
job
markets
for
youth
and
coordinate
job
fairs
and
educate
employers
on
the
programs
and
services
available
to
help
and
hire
sorry
to
hire
and
train
youth
as
well.
Kees
is
invested
in
a
full
time,
employer
liaison
that
focuses
on
increasing
access
and
knowledge
of
programs
available
to
assist
employers
also
with
hiring
and
training
youth.
And.

Lastly,
a
couple
events
to
highlight
at
Keys
hosted
the
Kingston
job
fair
in
March
of
2017.
They
had
over
1500
attendees
and
50-plus
employers
or
exhibitors
on-site
and
as
well.
A
forum
was
held
in
April
2017
for
educators
from
the
limestone
District
School
Board
and
Algonquin
lakeshore
Catholic
District
School
Boards,
which
provided
an
update
about
resources
available
to
youth
at
risk.
So,
based
on
these
suggestions,
United
Way
has
since
developed
a
resource
that
provides
information
for
these
programs
all
in
one
place
online.

and
through
you,
so
we
looked
at
actually
some
of
the
programs
that
are
existing
in
other
communities,
I
think
specifically
in
Toronto
and
what
they
had
established
in
terms
of
internships.
So
we
modeled
this
particular
internship
based
on
some
of
the
best
practices,
but
we
also
obviously
looked
at
the
funding
that
was
available
and
what
we
tried
to
do
is
ensure
that,
with
the
funding
that
we
had,
which
is
all
provincial
funding,
that
we
could
maximize
the
number
of
youth
that
could
actually
participate
in
those
types
of
internships
they
have
been.

excellent
work,
the
I
guess
two
questions.
One
might
be
more
directed
towards
commissioner
hurdle
as
well,
because
has
to
do
with
ministry
funding.
So
I'll
begin
with
that.
So
the
the
programs,
like
many
of
the
organizations
that
are
listed
in
the
strategy
as
partners
are
funded
provincially,
as
mentioned
by
Ministry
of
training,
colleges
and
universities,
which
I
know
has
a
new
name
and
I,
don't
know
what
it
is,
but
is
there
also
a
ministry
funding
from
the
Ministry
of
Children
and
Youth
Services?
I
Mr.
mayor,
so
each
organization
is
coming
to
the
table
and
an
offering
to
be
part
of
an
initiative
or
project
so
depending
on
their
sources
of
funding.
That's
where
it
would
apply
so
I'm,
not
quite
sure
how
all
of
their
each
of
their
own
sources
of
funding
actually
work
in
terms
of
every
single
agency.
In
our
situation
in
terms
of
the
city
itself,
it's
a
combination
of
both
provincial
funding
and
also
city
funding.

then,
leveraging
existing
funds
that
flow
through
the
Ontario
work.

The
next
question
has
to
do
with
partnering
with
school
boards
and
I
guess
the
potential.
When
we
look
at
the
youth
demographic
it,
it's
we're
looking
at
age
15
as
young
as
15
so
part
from
summer
job
opportunities
where
students,
as
they
progress
in
their
academic
pursuits
and
career
pursuits,
have
opportunities
for
those
types
of
placements.

there?

So
those
are
flexible
where,
if
staff
have
a
project
that
comes
up,
they
would
let
HR
know
that
was
appropriate
for
for
a
student
to
work
on,
and
it's
not,
we've
been
focusing
mostly
on
post-secondary
institutions,
but
we
do
in
the
coming
year
want
to
expand
that
as
well
to
secondary
schools
and
and
reach
out
to
the
school
boards
to
see
where
we
can
partner
on
that
front.
So
in
terms
of
getting
co-op
placements
in
here.

Mr.
I
have
a
question
for
you,
so
you'd
mentioned
in
your
presentation
that
the
city
has
offered
a
number
of
co-op
opportunities,
a
number
of
internships,
and
that
now
the
next
step
is
for
this
to
catch
on
with
the
community
at
large
to
have
other
organizations
and
institutions
play
that
part.
So
I'm
interested
to
know
what's
involved
in
taking
that
next
step,
I
was
thinking.

is:
is
there
a
way
to
get
feedback
on
the
experience
that
the
city
has
had
to
be
able
to
show
that
it's
been
a
very
positive
experience,
certainly,
and
from
my
observation,
and
to
be
able
to
help
to
share
that

encourage
those
institutions?

the
benefits
that
we've
experienced
as
a
city.

development

migration
strategy
with
Council
just
approved
a
couple
of
weeks

also
tie
nicely
into
the
youth
employment
strategy,

launch
of
the
implementation
of
that
particular
plan.

district
concerning

recent
events
in

local
news
and
the
national
news.

it

examine

before
declaring
Kingston
as
a
sanctuary
city,
but
each
asylum
seeker
go
through
the
federal
government
immigration
process,
the
cost
to
taxpayers
in
Kingston
in
such
areas
as
social
services,
housing
and
available
employment
opportunities
and
further
what
impact
on
local
schools
and
health
care
services
further.

controversial
element

exemption.

explain
sort
of
the
chronology
there
and

start

rationale
was
to
ask
for
the
overnight?

was
the
pressing
need

the
overnight
work
in
the
first

at
whether

not

alternatives

some
other
mitigation.

one

those
considerations
was
to
evaluate
how
much
work
they

able
to
accomplish
within
the
first
24
hour
period.
If
sufficient
work
was
completed,
there
wouldn't
be

need

work

second
evening,
so
that
is
what's
being
proposed
on
the
Saturday
evening.

piece

infrastructure
replacement
that
needs

take
place

order

fix

needs

be

work

recommendation

address

our
knowledge

the

plan

parking
spaces
have

there

decades

that
we
caught
it
when
we

curious

dollar
annual
fee
to
correct

it
works
out
to
be
about
7
cents
a
day
per
parking
spot.

discussions
in
terms
of
trying

analyze

fee

license
agreement.

report

speak
to
the
fact
that
there
was
not
some
form

case

could
use

a
comparator,
but
we
had
worked
with
the
real
estate
division
to
try
to
come
up
with
some
fair
market
value,
for
what
that
licensing
fee
would
be

think
the
report
also
notes
that
we
can.
We
can
offer
an
opportunity
to
address
that
in
the
future.

we
have

we

value

terms

bringing

more
focused
approach
to
working

municipalities

the
past
on
various
programs,

facilities

terms

funding,

they

community
type
structures

built.

at
this
point
in
time,
it's

we
use
these
words,
particularly
so
that,
as
we
work
through
some
of
the
elements,
we
have
the
ability
to
discuss
them
in
accordance
with
disagreement.

for
a
zoning
amendment
to
correct

then
went
years
without
properly

now,
almost
eight
years
later,
they've
come
forward
with

a
request
I
believe
because
they
may
be
contemplating
selling
the
property
and
they
can't,
without
it
being
in
compliance.

I,
know
and
I
appreciate
that
our
planning
department
is
trying
to
address
this
kind
of
concern
where
a
developer
can
go
years
continue
to
rent
for
profit,
part
of
his
property
that
isn't
in
compliance
with
with
the
existing
zoning.
Because
of
that
principle,
I
voted
against
this
at
Planning,
Committee
and
I'll
vote
against
it
again
tonight.

I'm,
not
lobbying
anybody
to
vote
against
it
as
well,
because
clearly
it
has
to
be
remedied.
I
appreciate
that
planning
is
now
addressing
this
issue
as
they're
addressing
site
plans
that
go
beyond
the
approved
date
and
I
look
forward
to
that
becoming
the
protocol
that
we
follow
in
future.
