over
the
list

panelists
that
we
have
this
evening
so,

I
said,
we

quorum

all
committee
members

with

exception
of
rachel

jim
mahoney,
kristen,
wozniak,
john
donahee,
nathan,
splinter
and
tasman

the

I'm
here
tonight
with
respect
to
the
2021-2022
donation
campaign
for
the
kingston
community
climate
action
fund.
As
you
recall,
council,
approved
the
program.
Last
year
we
ran
the
program
successfully
with
two
applications
that
had
come
before
you
this
year.
We
ran
the
campaign.
In
august
to
september,
we
received
three
applications
that
are
before
you
from
cycle
kingston,
I'm
looking
for
funding
for
the
bicycle
valley
at
fifteen
thousand
two
hundred,
so
the
public
donation
would
run
again
from
december.

First
to
march
thirty,
first
extended
family
kingston,
the
hydroponic
greenhouse
they're,
looking
for
donations
of
36
000
and
sustainable
kingston,
the
raid
garden
project
20
000,
where
they
would
install
four
rain
gardens
on
public
housing
on
four
different
properties.

Staff
have
reviewed
them
to
ensure
eligibility
and
that
they
meet
the
criteria
the
fund
approved
by
council
and
we're
recommending
that
all
three
do.
We,
however,
have
the
evaluation
guide
and
the
the
full
applications
within
your
package
today
for
keith
to
review
and
to
ensure
that
you
support
that
or
if
you
support
other
ones,
that's
fine.
With
respect
to
last
year's
campaign,
we
had
martha's
table
who
we
fundraised
for
an
electric
vehicle
and
habitat
for
humanity
where
they
installed
air
source
heat
pumps
in
their
homes.

I'm
just
looking
to
see
so
the
the
funding
that
we
through
public
donations,
that
ran.
As
I
said
december
1st
to
march
31st
of
the
past
year,
we
raised
43
000,
which
included
15
000.
That
council
supports
the
program
with,
and
the
kingston
community
credit
union
that
we
have
partnered
with
they
have
matched
5
000.

So
it
was
a
total
of
forty
three
thousand
six
hundred
and
eleven
I'm
happy
to
inform
that
both
martha's
type
table
and
habitat
had
additional
funding,
so
they
both
were
able
to
proceed
with
their
the
purchase
of
the
ev
and
for
habitat,
the
installation
of
air
source
heat
pumps.
So
they
had
the
other
sources.
So
that
was
exciting
news
as
well.
Even
though
we
didn't
reach
those
targets,
we
felt
it
was
a
very
successful
campaign
considering
it
was
the
first
year
and
it
was
a
pandemic.

we
were
very
happy
with
what
we
have
done
over
the
last
year.
We've
revamped,
what
we're
going
to
be
doing
is
what
for
the
application
process,
which
we're
really
happy
with
the
applications
that
came
in
this
year.
Certainly
like
out
of
the
box
are
not
you
know
the
typical
ones
you're
thinking
of,
but
certainly
some
really
unique
ones
that
we
have
received.

held
a
couple
seminars
information
sessions
in
the
spring,
with
the
non-profits
to
to
assist
them
in
this
many
applications
and
our
fundraising
campaign
we're
looking
at
some
different
actions
and
items
that
we
can
maybe
help
to
bring
some
additional
donations
in
over
those
months.

like
three
great
projects.

curious

possible
for
us

use
communications
and
our
social
media
to
send
out
information
that
people
can
donate
to
this
really
worthy
cause
and
actually

tax

something
that
we've
done
in
the
past

can
do
in

to
raise
money
for
it

least
provide

for
the

getting
those
approvals

so
I've
worked
with
I've
been
working
with
extended
family
kingston,
so
they
do
own
the
property,
so
they
will
need
a
permit,
but
it
would
be
conditional.
So
we
have
agreements
that
we
would
enter
into
with
the
individual
of
each
of
the
organizations
and
it
lays
out
what
is
required
of
them.

particularly

food

I've
been
in
a
lot
of
meetings
recently
and
more
and
more
people
are
needing
to
use
food
service
providers
and
it's
quite
daunting,

it's
had.

good

about

I
have
written
that
down
because
I'm
working
with
my
team
tomorrow
to
come
up
with
some
additional
ideas.

last
year
everyone
that
donated
they

email
from
me
personally
thanking
them
for
their
donation
either,
because
we
have
the
donation
platform,
canada
helps
that
they
donate
through
and
when
they
donate
through
there.
I
believe
you
get
an
email
like
a
generated
email,
but
I
emailed
them
separately
to
thank
them
for
their
donation.

then
email
and
then
the
people
that
go
into
the
credit
union
if
they
provide
their
email
address,
I
emailed
them
as
well
plus
when
they
were
in
there.
We
had
postcards
that
thanked
them
when
they
left
after
the
campaign
ended.
I
sent
them
everybody
that
had
donated
an
update
to
you
know
it
was
successful
and
we
were
planning
ahead
and
this
year.

One
of
the
events
that
we
are
going
to
are
looking
at
doing
if
we
can
be
in
person,
is
to
host
a
little
get-together
and
invite
the
people
that
donated
last
year,
because
that's
exactly
what
we
want
to
to
keep
those
people
in
touch
and
show
them
that
their
their
money
worked
and
that
we're
going
to
continue.
So
there
are
some
events
that
we're
playing
but
the
sticker.

really
like
that
idea,
and
I've
made
a
note
of
that.

they

required
to
report
to
the
city
within
two
years
of
their

campaign,
so
they
have
received
partial
commitment
of
the
dollars

they've
raised

funds.

in
the
agreement
as
well,
because
we
wanted,

mean

bit

a
broken

but
I
agree
with
all
my
other
members
of
the
committee.
That's
three
great
projects.
I
My
question,
I
guess,
follows
up
on
councillor
doherty's
question
about
measuring
the
greenhouse
gas
reductions
specifically
on
the
bike
valet
project,
because
I
read
here
that
it
says
they're
going
to
count
the
number
of
bikes
they're
used
and
basically
estimate
the
amount
of
kilometers
that
would
have
been
driven
equivalently
by
those
people
to
see
the
ghg
reductions.
Does
that
take
into
account
how
many
of
those
people
would
have?
Maybe
rode
public,
transit
or
biked
anyway,
and
not
necessarily
driven
in
the
car
by
themselves?
Perhaps
they're
like
family
units.

working

cycle
kingston

when
they
do
run
these
valleys,
that
they
confirm
with
the
individuals
that
are
using

valley
service

got

They
don't
know
they
lease
the
building
from
the
city
and
they
put

application

charger,

we
have
worked
with
them
to
install
the
ev
charger
so
that
their
application
was
withdrawn.

hard

it

collect
the
funds
like?
Is
there

that
uptake
on

Through
the
donations
so
last
year
and
thank
you
and
through
you,

chair,
we
saw
like
some
spikes.
So
when
we
first
launched
in
december,
there
was
a
bit
a
big
uptake
and
then
it
sort
of
lulled
out,
and
then
you
know
we
we
did
push
again
before
the
holidays
and
we
had
some
update
january
was
absolutely
really
good.

we
are
actually
we're
looking
at
that
now,
with
our
events,
staff
and
community
education
staff
to
see
what
we
can
do
and
that's
why
we
thought
there'd,
be
you
know
in
the
winter
there
might
be
some
other
events
or
something
we
can
tie
to
we
tied
to
to
family
day
and
that
brought
in
a
lot
of
donations
as
well.
So
because
we
knew
people
were
at
home
through
the
pandemic.

sort
of
tied
that
together
we
tied
it
to
earth
hour
in
march,
so
we're
looking
at
it
seemed
like
whenever
we
we
tied
it
to
something.

you
just
looking
at
the
water
garden,
sorry,
the
rain
garden
project,
that's
something
that
the
conservation
authority's
been
interested
in
either
partnering
on
or
leading
on
our
own.
In
the
past,
we've
always
promoted
kind
of
green
infrastructure.

don't
see
in
the
preliminary
expense
sheet
that
they've
included
interpretive
signage
or
anything
like
that,
just
something
that
we're
just
looking
for
it
again,
just
something
that
we
would
recommend-
and
I
don't
know
if
that's
something
the
city
can
contribute
to
or
the
conservation
authority
can
partner
with
them
or
they
can
build
into
their
budget.
But
you
know
we
really
want
people
to
learn
about
alternative
stormwater
management
and
and
low
impact
development
and
four
or
five
different
locations
across
the
city
would
really
provide
a
good
opportunity
there.

exciting
project
when

saw

projects

awareness
through
the

that
particularly
under

utilities
kingston

active

promoting

kind
of
of
program,
so
you

reach
out
to
utilities
to
get
them

the

of
donors
and

there
donors

outside
of
the

Perhaps

a
little
bit
of
sort

synopsis

the
donors
and

where
were
they
from
and
what
I
mean,
I
think
donors
had
a
choice
to
either
direct
their
funding
to
one
or
the
other
project.

to
be
the
same
as
this
year.

choice

donate,

either

and
which
they
did,

agreement
as
well

there's

enough
money
raised
for
your

This
is
a
requirement
of
cra
because
you're
getting
a
tax
receipt.
If
there's
not
enough
money
raised
for
your
project,
and
you
can't
proceed
with
your
project,
that
money
will
be
distributed
between
the
other
other
projects
as
well.
So
people
did
have
that
choice.

is
about
the
greenhouses
as
well
as
mr
elliott's.

I
noticed
that
they
were
going
to
measure
the
ghg's
for
the
water
and
the
utilities
used
to
produce
the
vegetables
as
opposed
to
other
farming
methods,
where
I
did
what
I
didn't
notice
was
by
providing
those
vegetables
over
the
winter
in
a
greenhouse
scenario,
those
same
vegetables
would
have
been
produced
in
california
or
mexico,
or
something,
and
so
the
trucking,
the
shipping,
the
production
of
that
those
ghgs
would
also
be
reduced,
and
so
I
think
they've
got
an
opportunity
to
get
more
ghgs
in
that
scenario
as
well,
that
that
might
have
been
missed,
and
might
it
could
be
part
of
the
the
the
data
that
I
just
I
didn't
notice,
but
I
just
thought
about
that
as
well.

a

one

the
proposals.
It's
just
kind
of
a
question
about
the
fund
in
general
is
that
I
noticed
here
that,
although
we
have
one
more
proposal
this
year,
the
total
amount
of
funds
being
requested
is
almost
exactly
the
same.
It's
only
off
by
like
250.

that
is
a
coincidence.

saw
that
as
well
when
I
brought
them
in
and
started
adding
up
what
they
were
looking
for
and
went.
Oh
wow,
that's
pretty
close
to
what
we
were
looking

year.

absolute
coincidence
when
we
did
meet
when
we
had
the
information
sessions
and
the
string
with
the
non-profit
in
the
spring,
with
the
non-profits
and
the
organizations
we
spoke
to
them
because
you
know
some
of
them.

mind
right
now,

it
was
a
very
large
project,
so
we
did
relay
to
them
like
it
should
be
reasonable
and
fundable
through
public
donations.

we

tried
to
keep
them
at
a
reasonable
amount.

we

very
exciting

so
council,
through
their
strategic
priorities,
had
direct
staff
to
develop
a
green
standard,
community
improvement
plan
for
new
construction
and
last
night
it
went
to
council
for
consideration
and
it
was
approved.
So
the
program
is
for
large,
multi,
multi
residential
as
well
as
commercial
and
if
they
build
above
and
beyond
the
interior
building
code
to
net
zero,
depending
which
level
they
built
to
there
will
be
incentivized
to
build
to
that
level.
So,
right
now
we
have
done.

I
won't
go
into
the
huge
detail
because
it's
a
huge
report,
but
we
did
a
lot
of
research
over
the
last
year
and
a
half
with
respect
to
green
standards
and
other
municipalities
have
approved
them.
But
there
is
no
uptake
by
developers,
because
the
incremental
capital
cost
of
constructing
above
the
ontario
building
code
becomes
very
expensive
for
developers
and
they're,
not
doing
it
without
being
incentivized.

So,
council,
our
council
approved
last
night,
two
incentive
programs,
one
is
the
cash
rebate
and
it's
we
anticipate
through
our
research
that'll,
be
for
small
commercial
buildings
that
are
not
maintained
or
retained
by
the
owner
after
they're
built
and
then
the
incremental
capital
tax
rebate
program
that
will
incentivize
and
pay
back
on
the
incremental
capital
cost,
depending
on
what
level
from
you
know,
75
down
to
50
over
a
10-year
period.

So
it's
a
very
exciting
time.
So
now
we
will
look
to
to
prepare
to
to
launch
that
program.
We
anticipate
that
or
we
hope
that
we
will
have
approximately
maybe
two
applications
a
year
that
will
take
advantage
of
this
program
and
the
interior
building
code
by
2030
should
be
at
net
zero.
So
the
program
will
filter
out
as
the
level
in
the
ontario
building
code
becomes
more
stringent
and
we
are
looking
forward
to
launching
the
program.

mention
something
that

is
something
that
might
it's
sort
of
a
not
quite
a
notice
of

Nothing
formal

But
there
there's

There
has
been
some
discussion
with
the.

was
hoping
john
donahue
who's

committee

be

but
he

forwarded

me
at
a
time
when
he
thought

chair

bring

keefe
as
a
proposal
to
have
kingston
become
one
of
these.

bird-friendly
community
and
it
has
to
do
with
a
lot
of
the
stuff.
Obviously
he
thought
keith
was.
It
was
illogical
for
that.
The
kingston
field,
naturalist,
he's
on
the
board
of
the
kingston
field,
naturalists
and
they're,
prepared.
I
I
think,
prepared
to
do
some
of
the
work
for
this,
but
he
was
looking
to
find
a
connection
with
with
city
council
or
or
keith
through
keith
and
and
I'm
just
wondering
how
we
would
go
about
making
those
connections.

That's
just
a
general
question
I
had
because
I
I
I
know
paul
mcclatchy's
group
is
pretty
busy,
but
I
I
don't
know
if,
if
we
should
consider
as
keef
getting
involved
in
sort
of
helping
helping,
that
thing
happen
because
it
doesn't
strike
me
as
a
very
onerous
task.
I've
I've
looked
through
the
literature
a
little
bit
on
what's
involved,
but
it
would
require
a
connection
between
the
knowledgeable
bird
people,
which
would
be
the
kingston
field
naturals
and
and
someone
on
city
staff.

think
that,

the
clerk
can
correct
me
if
I'm
wrong,
but
I
think
that
falls
under
the
criteria
of
of
our
terms
of
reference
and
right.

also
remember
that
there's
a
precedent
for
this

whole

first
became
involved
in
with
keith
the
whole
tree
issue
and
what
trees
should
be
encouraged
for
the
city
to
plant
came
out
of
a
keef
recommendation
and
today
the
reason
why
we
have
all
those
healthy
native
species
of
trees
is
because
of
keith's
recommendation
almost
a
decade
ago.
So
so
I
think
this.

up

interested
in
it.
