kingston.
Within
the
transportation
and
public
works
group,
I
will
be
providing
a
briefing
and
presentation
of
some
of
the
activities
that
have
been
completed
in
transportation
and
public
works
over
the
last
12
months,
which
are
highlighted
in
the
report
on
the
agenda
following
the
briefing
today.

with
the
introductory
slide,
we
have
the
transportation
and
public
works
heading
with
a
picture
showing
the
revitalization
and
renovation
of
shannon
park
and
the
macaulay
street
road
extension
next
slide,
please
within
the
transportation
and
public
works
group.
We
have
also
shown
here,
as
six
departments,
however,
have
recently
been
consolidated
into
five,
so
we
have
transportation,
services,
transit
services,
transportation,
services,
solid
waste
services,
public
works
services,
corporate
asset
management
and
fleet
and
engineering
services.

the
presentation,
I
will
show
some
enhancements
to
equipment
and
facilities
across
the
city
of
kingston,
and
the
first
is
a
public
works
sidewalk
plan,
and
this
is
a
picture
of
a
new
piece
of
fleet
equipment
that
can
be
used
to
help
clear,
sidewalks
and
pathways
across
the
city.
It
also
has
the
ability
to
add
sand
and
salt
next
slide.

loader
tractor.
This
is
a
picture
of
a
articulating
loader,
that's
smaller
in
size
than
our
traditional
loader
that
we
would
find,
and
it's
used
to
help
with
accessing
hard-to-reach
areas

winter
control
and
removing
snow
in
areas
mostly
in
our
downtown
core
area.

long

lights
community
center

open

the
raid

lights
community

near

implementation

those
projects
and

audible,
pedestrian
signals

pedestrian
crossings
across
the
city
and
sidewalk
replacements
and
new
sidewalks

have
the
opportunity,
as
a
mac
member
representative,
to
go
through
center
parkway
development
with
laurie
parkwood,
and
I
was
just
really
really
impressed
and
I
just
couldn't

enough
good
things
about
it.
I
think
it's
going
to
be
a
real
game-changer
for
the
area
and
I
just
yeah.
I
think
it's
one
of
the
one
of
the
certainly
one
of
the
better
projects
I've
seen
and
good.

concerned
at
the
very
beginning
because
there
was
going
to
be
a
lot
of
cross-department
coordination
and
sometimes
that
works
well
and
other
times
it's
a
bit
of
a
challenge,
and
this
time
it
seemed
to
really
work

really
impressed.

want
to
thank

ridership
on
transit

whether

it's

up

a
result
of

pandemic,

as
part
of
the
september
and
students
returning
to
kingston,
we
did
see
a
slight
increase,
certainly
on
on
what
it
was
before,
but
it
it's
certainly
not
anywhere
near
where
it
was
prior
to
the
start
of
the
pandemic
at
numbers.
At
the
end
of
2019.,
we
were.

great
direction,
but
certainly
we've
got
some
time
that
we'll
need
to
catch
up
before
we
get
back
to
those
three
pandemic
levels.

hopefully,
with
the
acquisitions
and
accessible
features,
it
will
come
more
quickly
and
one
last
thing
it's
more
of
an
update
for
me.

it
sounds
to
me
as
though
the
waterfront
shoreline
is
complete.

avenue

majority
of
the
works

completed

sidewalk
plow,
it's
in
addition
to
the
existing
inventory

the
city
continues
to
assume
additional
sidewalks
across

network,

that's

equipment.

it
is
standard
in
the
sense
of
the
other
pieces
of
fleet
within
public
works,
and
that's
on
the
sidewalk
cloud.
The
first
image
that
I
showed
the
second
image
was
of
the
smaller
utility
loader.

is
a
newer
new
piece
of
equipment
that
was
has
been
utilized
in
the
downtown
core
to
assist
with
winter
removal,
winter
control
removals
over
the
last
year,
businesses
patio
operators
have
been
permitted
to
extend
their
patios
in

winter
as
it
relates
to
the
pandemic,
and
so
that
piece
of
equipment
helps
the
public
works
team
to
get
into
some
of
those
tighter
places
and
remove
some
of
the
snow
that
has
been
pushed
from
the
roadway
through
winter
control
operations
and
just
for
traffic
as
it
goes
by.

it
sit

other

know

kingston

streets
that
have
audio
crossings
and
how
it
collates
with
other
cities
and
where
we
stand
on
that

the
same
kind
of
thing
with
accessible
washrooms?

you

go
across

corporation
in
terms
of
improvements
to
existing
buildings,

park
building
or
a
city
facility.

we

additional
work
in
our
parks,

including
building
upgrades
at
the
same
time
an
example
of
that
would
be
richardson
beach.
Where
we're
doing
shoreline
improvements
and
we'll
we

richardson
beach
bath
house.
Following
that
that
shoreline
works.

It's
a
coordination
challenge
at
the
at
the
moment
as
they're
doing
the
shoreline
work,
but
the
building
improvements
will
follow
and
I
can
find
out.

and
find

provide
whatever
information

available
at
how
we
compare
to
other
municipalities,
but
what
percentage
of
existing
buildings
are
accessible.

city,

really
trying
hard

we're

meeting

kinds

challenges

doing

sometimes
it's
a
really
big
push
to
know
those
percentages
and
it's

things
improve

it's
even
a
cause
for
pride.

where
you

where

walk
all

time

lake
ontario
park
and
I
really
really
enjoy
the
improvements

walking
a
whole
lot
easier

someone

able
to
walk
still
but
impaired
with
walking,
it's
very
handy
to
have
those
nice
smooth
paths,
so
I
can
then
get
to
where
I
want
to
go,
and
that
leads
to
my
other
question
that
I
I
raise.

gonna
sound
like
a
broken
record
here,
but
my
question
is
always
about
benches
because-
and
I
was
looking
at
the
shannon
park
development
and
I
was
trying
to
spot
where
the
benches
were
there,
even
at
lake
ontario
park
that
fantastic
playground
with
the
splash
pads.
There
are
some
benches
there,
but
it's
also
quite
hard
to
get
in
there.
If
you
were,
I
had
a
friend
with
me
was
in
a
wheelchair
and
to
get
in
there
and
get
close
there
needed
to
be
more
rest
stops,
so
not
so
much
there
but
elsewhere.

There
seem
to
be
long
spaces
between
the
benches
and
I'm
wondering
if
you
have
done
research
around
that
about
what
the
optimal
spacing
is.
I
know
when
I
was
in
halifax.
They
had
some
sort
of
parameter
that
they
used
to
provide
benches
at
certain
spaces,
and
I
know
for
the
for
the
public.

not
speaking
very
clearly

for

public
interaction
about
transit
along
centennial
and
things
there
were
places
where
if
someone
was
walking
who
is
minimally
impaired
or
is
walking

canes,
it's
too
long
away

wondering
if
that
has
entered
into
your
planning
at
all,
that
the
length
of
space
that
people
can
actually
walk
if
they
are
somewhat
impaired,
because
there
are
a
lot

people

transitory,
not
in
a
wheelchair
not
able
to
walk
so
well.

something
that
we
consult
on

a
regular
basis,
whether
it's
a
pathway
or
a
park
or
a
facility
in
resting
areas,
I
believe,
can
be
defined
as
a
number
of

number
of
ways
that
it
may
be
a
flat
area
in
the
pathway,
so
one
one
area
of
resting.
Although
I
I
recognize
that
that
doesn't
answer
your
question
entirely
and
that
benches
are
spaced
at
a
certain
interval.

believe
the
resting
areas
are
about
50
meters,
so
that
that
level
area.
At
some
point,
I
I'm
not
aware
of
the
spacing
requirement
for
benches,
but

added
benches,
but
also
flat
rocks

hot
spot

kingstonians,

one
of
the
things
I
was
wondering-
and
I
haven't
seen
this
yet-
but
has
there
been
any
improved
pathways
or
linkages
to
some
of
the
paths
that
providence
care
hospital
has
in
the
area?

do
note
that
you
have
to
take
quite
the
route
to
get
around
if
you
don't
want
to
walk
on
the
grass
or
in
the
winter.
It's
it's
not
quite
easy
to
trek
across
so
wondering
if
there's
been
any
improvements
to
the
interconnectedness
of
the
path
that
way
and
then,
in
addition,
I
noticed
that
there's
those
new
bus
stops
and
obviously
the
side
piece
and
that's
been
added
in
terms
of
the
concrete
to
make
a
flat
surface
area
for
those
bus
stops
and
very
similar
to
penny.

benches

think
it
was
penny
that

brought
that
up,

looking

add

seating

individuals

waiting

shelters

out

have
an
area
for
standing.

Certainly
we
tried
to
interconnect
with
the
existing
pathways
that

provided
on
the
west
side

the
providence
care
property
where
it

joins
lake

park

bit
of
backtracking,
that's
required
in
order
to
get
down
the
accessible
route
there.
There
aren't
any
additional
at
this
time,
anyways
any
additional
pathways
that
are
identified
from
the
providence
care
facility
to
the
waterfront
pathway.

That's
recently
been
constructed,
so
something
that
maybe
could
be
considered
in
the
future.
If
additional
developments
happen
on
the
providence
care
site,
we're
always
interested
in
working
with
our
partners
and
if
providence
care
is
interested
in
providing
additional
pathway
across
their
lands.
Those
are
providence
care
lands
where
the
ball
diamond,
and
essentially
the
lake
ontario
park
property
line
is
so
we're
happy
to
work
with
them
and
we
do
have
an
easement
over
the
pathway.
That's
been
recently
constructed,
so
there
are
always
opportunities
to
improve
regarding
the
transit
yeah,
it
is
my
understanding.

is
that
structures
and
shelters
would
will
be
placed
at
at
a
number
of
those
locations
going
forward,

I'll
just
need

confirm
which
ones
and
what
type
of
amenity
are
to
be
added,

sidewalk
improvements

you
mentioned
in
terms

creating
smoother
pathways

does
the
city
determine
what
areas
are
addressed?

live
in
the
downtown
area
in
the
mcburney
park
area
and
the
sidewalks
around
me
are
terrible
right.
They're
broken
they're,
dangerous
and
I
I
don't
know
about
other
parts
of
the
city,
but
I've
wondered
often
sort
of
how
are
things
prioritized
in
terms
of
deciding
who
gets
sort
of
the
better
accessibility,
sidewalks
versus
those
who
don't.

the
sidewalks.
We
have
a
similar
process
for
sidewalk
rehabilitation
and
prioritization,
as
we
do
for
our
roads
in
that
sidewalks
are
inspected
on
an
annual
basis.
They
need
to
meet
a
minimum
maintenance
standard
in
terms
of
their
condition
and
lips
and
gaps,
and
so
on
and
so
forth,
and
as
a
result
of
those
annual
inspections,
the
list
of
prioritized
locations
are
identified
and
the
work
is
completed
now.

That
being
said,
there
has
been
a
delay
in
in
last
year's
sorry
earlier.
C
In
terms
of
the
sidewalk
inspection,
but
that
is
happening
in
prioritized
for
next
year
and
they're,
categorized
from
very
poor
to
excellence
on
a
scale
of
one
to
a
hundred,
and
we
will
we
will
look
at
those
and
if
they
are
a
safety
concern
or
a
risk
and
need
immediate
prioritization
that
would
percolate
to
the
top.
But
in
some
cases
we
do
some
sidewalk
work.
When
we
do
the
adjacent
roadway
as
well,
there
are
cost
efficiencies
in
doing
that.
But
not
always
is
that
the
case.

area

queen
street
and
ontario
street
planned
for
next
year,
but
by
no
means
does
that
address
the
entire
network.
It's
a
it's
a
very
large
network
and
we
will
continue
to
address
some
of
those
those
gaps
in

the
condition

forward.

has

customer
service
process

is
called

familiar

in

first
question
is,

it's
just
a
curious
question:
the

a

electricity

in

electrification

fleet,

certainly

electric
vehicles
are
available
for

of
the
large
vehicle
fleet

just
give

brief
overview
of
the
report.

It's
noted
in
the
report
that
transit
inquiries
increased
from
the
second
quarter
to
the
third
quarter,
and
this
is
attributed
to
increasing
calls
regarding
items
left
on
the
bus,
secondary
and
post-secondary
transit
passes,
as
well
as
complementary
feedback
toward
the
new
electric
buses
that
luke
had
mentioned
earlier
in
his
presentation,
there
was
also
an
increase
in
parking
inquiries
and
that
was
related
to
requests
for
ticket
reviews,
so
it
has
to
do
I
believe,
when
people
receive
tickets
for
parking
in
accessible
spaces
illegally,
so
moving
to
other
aspects
of
the
report,
the
work
plan
for
2021.

A
few
members
have
chosen
not
to
return,
and
there
are
some
who
I've
spoken
to
who
are
currently
on
the
committee
who
need
to
reapply
so
that
has
been
handled
and
we'll
be
having
some
new
members
for
the
that
first
meeting
in
january.
The
deadline
to
apply
to
serve
on
the
committee
as
well
as
a
host
of
other
city
committees,
is
this
friday.

There's
a
mention
in
the
report
as
well
about
disabilities
mentoring
day,
which
took
place
on
october
27th.
So
last
week
the
city
was
successful
in
finding
three
mentors
to
partner
with
persons
with
disabilities,
who
are
job
ready
and
we're
keen
on
learning
about
more
of
the
the
job
force
and
the
roles
with
the
city.
The
city
has
done
this
for
several
years
now,
and
it's
always
been
quite
successful.

believe
again
this
year
it
was
done
in
a
virtual
format
due
to
covid
and
we're
hopeful
that
next
year
it
can
get
back
into
a
one-on-one
format,
because
it's
always
a
great
learning
opportunity
not
only
for
the
people
who
are
receiving
the
mentorship,
but
also
for
the
city
staff
to
learn
a
lot
as
well.
So
we
look
forward
to
that
continuing
next
year
and,
lastly,
the
celebrating
accessibility
awards.

cover
a
bit
more
of
this

the
working
group
reports,
but
the
selection
team
met
yesterday.

municipal
accessibility,
feedback
statistics

one

I

puzzled
about
was
on
the
second
page
of
those
where
there
was
the
increase
of
comments

assistive
devices.

general
category
at
3u,

that
general
category
has
to
do,
I
believe,
with
the
use
of
assisted
devices
or
villa
availability
of
them
in
city
facilities.
So
I
think
you
may
have
seen
an
increase
there
because
of
the
reopening
of
city
facilities
such
as
recreation
facilities
and
city
hall
to
the
public.
So
I
can
get
some
more
details
on
that
and
do
a
bit
of
a
deeper
dive.
But
that
would
be
my
guess
as
it
covers
that
category,
especially
with
recreation
programs.
I
know
restarting
as
well.

proactive

curious

other

things
that
perhaps
aren't
city
related
if
it's
possible
to
kind
of
do
an
inventory
sometime
to
find
out
what
theaters
and
what
what's
offered
at
other
locations.

a
annual
requirement
of
the
city
under
the
accessibility
for
ontarians
with
disabilities
act.
It
provides
an
update
on
the
progress
the
city
made
in
2020
with
respect
to
the
city's
multi-year
accessibility
plan.

We've
also
added
to
the
report
this
year,
the
operational
enhancements
that
happen,
because
the
city
has
progressed
as
we've
discussed
quite
a
lot
in
the
last
decade
in
terms
of
accessibility
and
a
lot
of
things
that
are
done
are
now
part
of
standard
operational
procedures.
So
it's
hard
to
say
that
it's
hard
to
find
more
content
each
year,
but
when
things
become
ingrained,
it's
not
as
noteworthy
as
it
might
lead
to
in
an
annual
report.

So
we've
included
a
section
on
that
and
because
it
was
the
year
2020,
there
was
a
need
to
include
a
a
lens
of
how
accessibility
was
impacted
by
the
pandemic,
which
in
many
cases
again.
If
you
had
a
chance
to
review
the
report
led
to
some
increases
in
accessibility.
That
may
not
have
happened
if
it
were
not
for
a
move
to
more
things
virtually
or
having
to
offer
things
in
a
different
manner
due
to
the
public
health
restrictions
brought
by
the
pandemic.

in
sort
of
conclusion,
staff
are
recommending
that
the
committee
recommend
the
report
to
council
for
its
approval
and
acceptance
once
it
is
approved
by
council.
It
will
be
posted
to
the
city's
website

our
accessibility
page

note

the
coming
year,
2022
is
the
final
year
of
the
city's
multi-year
accessibility
plan,
which
will
result
in
the
city
having
to
begin
next
year

the
committee
as

of

next
multi-year
plan,

I
believe

are
typically
four
years.

so

consulting
and

to

the

help
share

your

but
the
the
ask.

expert
program
basically
allows
small
businesses
in
kingston
to
access
expert
advice
at
no
cost,
so
they
reach
out
to
staff
at
kencos
small
business
center
with
the
issues
they're
having
they're
then
connected
with
one
of
these
experts,
which
includes
two
canes
consulting
and
they
receive
up
to
an
hour
free
consultation
services
on
the
topic,
so
the
the
committee
and
through
the
clerks
department,
we
are
covering
the
cost
of
those
consultations.

it's
an
opportunity
for
us
to
again
provide
increased
education
to
the
business
community
on
the
importance
of
accessibility,
and
I
think
it
recognizes
that
businesses
do
want
to
provide
their
services
and
their
their
goods
in
an
accessible
way.

times
it's
just
needing
a
little
bit
of
knowledge
to
help
them
reach
that.

with
