wonderful,
so
I've
already
introduced
myself
and
the
agent
for
these
applications.
I
was
retained
by
the
owner
to
pursue
the
Fisher
plan,
Amendment,
rezoning
and
site
playing
control
applications
for
proposed
new
car
wash.
We
began
the
process
in
2019.

So
here's
the
site-
it's
located
on
Canberra,
15
or
Highway
15.
I've,
seen
them
used
interchangeably,
also
Kingston
Road
15..
The
official
plan
designation
is
currently
our
c-1-7.
It's
a
site-specific
designation.
It's
currently
within
The,
General
commercial,
Zone,
site-specific
C5
to
the
north
of
the
site
is
an
open
space
known
as
100
foot
Park
to
the
South
is
a
neighborhood
commercial
use
known
as
berryfield
car
wash
to
the
East
and
institutional
use.
They're
labeled,
as
LaSalle
Secondary
School
and
to
the
West,
is
a
medium
density.
Residential
development.
There
are
a
series
of
town
homes.

The
plan
or
the
site
plan
So,
currently
the
site
features
a
multi-unit
Plaza
with
a
gas
station.
The
gas
bar,
if
you
will,
is
a
detached
structure
located
in
the
northeast
corner
of
the
site.
We've
rotated
the
plan
so
bear
with
me
and
I-
will
assist
in
answering
any
questions
on
that.
So,
as
we
have
rotated,
the
plan
so
North
is
to
the
left.
East
is
to
the
or
at
the
top.
South
is
to
the
right
and
West
is
at
the
bottom,
just
to
orient
to
everybody.

We
do
have
a
North
Arrow
there
on
the
slide
to
provide
further
assistance.
Currently,
there
are
13
uses
on
the
site
that
does
include
the
existing
gas
station.
The
main
items
that
currently
do
not
conform
to
the
zoning
bylaw
is
there's
a
medley.
Court
entrance
is
quite
wide.
It
takes
up
nearly
the
entire
Frontage
of
that
lot
line
and
that
there
is
no
Landscaping
strip
in
a
couple
of
locations,
specifically
the
West.

Just
to
back
up
a
second,
the
plaza
has
existed
for
decades.
I
do
most
important
to
note
on
to
the
plan,
though
the
proposed
changes.
Again,
we
are
proposing
a
new
car
wash
automatic
automatic
car
wash
with
that.
It's
instigated
a
new
parking
plan
for
the
site,
we'll
be
providing
new
planting
strips
simple
leverage,
plantings
there'll
be
new,
dedicated
loading
areas.

We
have
also
provided
a
road
widening
and
site
triangle
that
will
be
conveyed
to
the
city
of
Kingston,
we'll
be
improving,
The
Pedestrian
safety
to
the
site.
By
proposing
a
new
Crossing,
it
will
be
a
painted
Crossing
to
connect
the
walkway
in
front
of
the
plaza
to
the
transit
stop,
which
is
located
along
at
the
north
entrance
off
Highway
15.

With
with
the
new
plan,
the
new
parking
and
Landscape
plan
will
be
improving
the
frontage
along
a
medley
Court
by
reducing
the
entrance
fifth
with
a
landscaped
Island.

We
are
also
proposing
a
new
exit,
only
access
at
a
portion
of
the
medley,
Court
Frontage
and,
as
I
said
before
again,
there'll
be
some
new
crosswalks
and
walkways
next
slide.

As
I
said,
I
commenced
work
on
this
project.
In
2019
there
was
a
an
older
concept
that
had
started
the
project
before
my
involvement,
but
since
we
conducted
a
site
visit
redid
the
site
plan
with
their
topographic
survey,
we
then
came
to
the
city
of
Kingston
to
pre-consult
and
new
pre-consultation
or
pre-application
report
was
issued
in
February
2021
from
there
we
prepared
a
number
of
studies
and
plans.

Commercial
market
assessment
was
completed
in
February
2022,
the
landscape
plan,
March
2022
noise
feasibility
in
May,
2022
storm
water
and
serviceability
Report
was
completed
in
June
and
finally
planning
justification
report
in
August
and
the
site
plan
was
finalized
in
September.
When
the
official
plan
Amendment
rezoning
and
site
plan
applications
were
filed,
the
applications
routine
completes
October,
5th
2022.

issuance
of
the
complete
application
posting
signs
on
the
property,
a
number
of
comments
have
been
received,
so
I
did
want
to
take
a
moment.
There's
quite
a
few
comments
and
so
I
thought
I
would
dedicate
a
good
portion
of
the
presentation
to
addressing
those.

We
did
separate
them
as
best
we
could.
There
were.
There
was
some
repetitions,
so
I
I
I,
hope
that
things
will
flow
nicely,
so
there's
fuel
tanks
to
be
removed.
No
the
fuel
tanks
are
to
remain.
The
car
wash
will
be
adjacent
to
those
there's.
A
question
about
this
planting
strip:
size
reduction,
as
I
said
before,
there's
currently
no
landscape
strips
on
the
property,
the
zoning
bylaw
does
require
them.

And
basically,
the
car
wash
will
exit
to
the
north
and
there'll
be
no
change
to
the
gas
pump
vehicle
circulation.

There's
also
a
question
about
the
changes
to
the
fencing
to
the
north
and
east
edges
of
the
property.
The
fencing
will
be
replaced
with
an
acoustic
barrier
on
the
west
property
line.
Only
the
north
and
east
property
lines
are
medley
court
and
Highway
15,
where
no
fencing
is
proposed.
So
I
guess
maybe
that's
just
more
clarity.

At
number
five
that
there's
a
recognition.
We
did
have
a
lot
of
questions
about
pedestrian
safety
and
the
sidewalk
Network
that
currently
exists,
so
that
that's
basically,
four
five
and
six
on
this
slide.

The
city-owned
sidewalk
is
to
remain
and
the
response.
At
the
moment
we
have
not
received
technical
review
comments
yet,
but
we
are
would
direct
or
take
direction
from
staff
to
confirm
any
off-site
works
as
part
of
these
applications.

There's
a
question
about
the
access
to
the
existing
washroom
at
the
North
End
of
the
building.
There
will
be
interior
renovations
to
the
convenience
store
to
allow
access
to
the
to
the
washroom
from
the
inside
of
the
store,
and
just
to
finish,
this
slide
there's
a
question.
If
parking
spaces
will
be
lost,
the
answer
is
essentially
no.

We
have
a
redistribution
of
parking
spaces
through
the
site,
specifically
the
gas
station
and
the
drive-through
and
the
site
meets
the
existing
minimum
standard
of
90
spaces
in
the
Pittsburgh
Township
official
plan
or
sorry
zoning
bylaw.
So
we
have
met
that
threshold
and
there
is
a
new
zoning
bylaw
which
we'll
touch
on
in
a
moment.

But
we
do.
We
did
redo
the
plan
to
meet
the
the
previous
or
current.
If
you
will
standards
of
the
township
of
Pittsburgh
official
zoning
by
law
next
slide.

There's
there's
a
question
of
the
sound
barrier,
as
I
said
before,
a
fence
retaining
law
mature
vegetation
actually
currently
exists.
I'll
show
you
a
photo
in
just
a
moment
of
how
that
looks
at
the
moment,
and
so
these
all
currently
exist
as
the
response
along
the
west
property
line.

There's
a
comment
about
the
car
wash
and
affecting
the
streetscape
or
the
visual
clutter
of
medley
Court.
The
car
wash
will
include
glazing
and
will
also
involve
activity
that
will
animate
medley
Court.
The
car
wash
is
seen
as
a
catalyst
for
the
rehabilitation
of
that
streetscape,
which
I'll
also
review
later
in
the
presentation
with
the
landscape
plan.

A
new
direct
pedestrian
connection
from
the
existing
Transit
stop
is
proposed
and
I've
already
mentioned
about
class
existing
for
decades
adjacent
to
the
school
and
park
with
no
reported
issues,
number
12,
there's
a
concern
or
question
about
the
volume
of
traffic
to
and
from
medley
Court
traffic
review
is
not
required
for
as
deeming
the
application
is
complete,
as
I
mentioned
before.

To
reiterate,
the
entrance
width
will
be
reduced
with
part
of
the
traffic
we'll
to
the
road
will
become
exit
only
and
that
the
it's
it's
understood
through
the
markets
assessment
that
was
done,
that
the
car
wash
will
contribute
to
the
existing
cross
shopping
and
combined
visit
function
and
dynamic
that
currently
exists
to
the
site.

There
was
a
question
about
the
I'll:
just
read
it.
The
proposal
seems
to
be
the
consultant.
Submission
is
not
a
detailed
designed
by
a
licensed
professional
engineer.

This
is
the
last
slide
for
the
public
comments
that
have
been
received
to
date,
so
tree
plantings
along
the
west
will
call
shadowing
to
the
properties.
In
effect,
the
fence.
The
landscape
plan
was
prepared
by
an
Ola
or
Ontario
landscape,
architect
and
the
plan
condition.
Planting
conditions
were
carefully
considered
during
the
design
process
is
important
to
note,
which
I'll
show
you
in
just
a
moment
that
existing
mature
hedging
exists
on
the
residential
side
of
the
West
property
line.

There's
a
comment
about
there's
already
a
car
wash
nearby.
That
is
correct.
We
did
it,
we
did
do
a
commercial
market
assessment
and
it
was
determined
within
what's
called
a
trade
area
that
essentially,
the
Eastern
portion
of
the
city
is
under
serviced
by
car
washes,
and
it
was
also
confirmed
by
the
commercial
market
assessment
that
clustering
is
is
very
common
or
typical
of
similar
uses.

Moving
along
there's
a
lot
of
questions
actually
about
deliveries
and
circulation
within
the
site,
so
the
large
vehicle
delivery
route
will
continue
from
medley
court
and
exit
out
to
the
South
Highway
15
entrance.
That's
the
current
route
for
large
Vehicles
today,
and
that
will
continue
garbage
and
other
delivery
trucks.
Essentially
smaller
vehicles
are,
will
be
encouraged
to
utilize
the
dedicated
loading
area
that
has
been
provided
at
the
southwest
corner
of
the
property
to
the
rear
and
will
circulate
and
exit
to
the
exit,
only
access
traffic
movements
and
turns
from
Highway
15..
B
We
understand
there's
no
reported
issues
that
the
Curves
in
the
Turning
radio
are
sufficient.
The
entrances
are
are
wide
at
approximately
13.7
meters
from
Highway
15,
which
is
and
again
the
field
trucks
do
exit
from
at
the
courts
at
the
North
travel
underneath
the
canopy
currently
and
exit
through
the
South
entrance.

Typically,
fuel
deliveries
occur
at
night,
and
but
this
will
be
managed
with
the
car
wash
through
management
of
the
property
and,
finally,
there's
a
concern
or
a
comment
about
garbage
access.

The
garbage
access
has
been
rotated,
90
degrees
and
currently
the
garbage
we
understand
the
truck
would
enter
the
site
from
the
north,
from
medley
Court
travel
South
to
the
garbage,
receptacle
and
exits
onto
Highway
15..
So
the
proposal
will
in
fact,
actually
reverse
that
flow,
so
that
it
will.
The
garbage
truck
will
then
need
to
come
in
from
Highway
15
and
then
exit
onto
medley
Court
out
to
the
lighted
intersection
next
slide.

so
I
do
want
to
quickly
review.

We
have
done
technical
studies
to
support
the
submissions
first
off
and
probably
most
importantly,
the
noise
feasibility
study,
the
consultant
HCC
engineering
conducted
site
visits
in
October
2021,
their
methods
and
sound
level
criteria
are
from
the
ministry
of
environment,
conservation
and
parks,
and
they
do
follow
the
npc-300
guideline
for
stationary
Transportation
sources.
The
analysis
was
based
upon
following
which
is
they
predicted
the
worst
case
hour
of
operation.

They
confirmed
that
there'll
be
one
car
at
a
time
through
the
car
wash
the
entrance
door
will
be
open
only
for
20
seconds.
On
average,
the
exit
will
be
open
for,
on
average,
a
minute
for
the
dryer
operations
and
that
they
confirmed
that
the
car
wash
noise
will
be
within
the
mecp
recommended
guidelines
with
mitigation
measures.

barrier
along
the
west
property
line

you
see,
is
was
taken
on
site
of
the
West
property
line.

You
can
see,
there's
an
existing
retaining
wall
that
an
existing
wooden
six
foot
fence
sits
upon
and
that
there
is
a
tall,
mature
trees
and
vegetation
that
Traverse
the
most
of
the
western
property
line.
The
other
image

the
sound

Assessment
that
was
done
and
that
all
the
uses
that
were
affected
were
were
assessed.
So
that's
that

The
report
did
confirm
the
the
there
is
adequate
hydraulic,
Downstream
sanitary
capacities
and
regarding
such
drainage.
The
proposed
development
there'll
be
no
change
to
the
existing
runoff
Direction
and
that,
in
fact,
there
will
be
an
increase
in
grass
in
landscape
area
which
will
reduce
the
current
runoff
from
the
site.
Next
slide,
please,
as
I
mentioned
previously,
there's
been
a
commercial
market
assessment
that
was
done
for
the
site.

So
there's
three
gas
stations
currently
there
they
are
located
on
this
figure,
there's
an
another.
So
there's
a
shell
and
and
the
current
existing
gas
station
on
the
site.
There's
one
Independent
Car
Wash
as
I
mentioned
before
it,
but
so
there
are
no
other
gas
station
or
Car
Wash
proposals
at
this
time
that
we
were
at
the
writing
of
the
report.
At
the
very
least
that
exists
within
the
the
trade
area.

It
was
confirmed
through
the
commercial
market
assessment
that
the
trade
area
is
currently
under
serviced.
There's
approximately
11
900
persons
per
car,
wash
that
are
the
the
one
existing
car
wash
in
the
trade
area
that
a
bus
to
the
South,
which
is
approximately
double
the
average
for
the
rest
of
the
city,
which
averages
about
6
900
persons
per
car,
wash
of
the
32
operating
gas
stations
over
the
city.

Overall
37
and
a
half
percent
have
a
car
wash,
and
there
was
some
growth
projections
from
2021
to
2034.
B
and
that
it
was
concluded
that
the
year
there's
current
capacity
again,
the
area
is
already
under
serviced
and
could
an
addition
of
one
car
wash
would
alleviate
the
current
pressure
and
and
that
the
growth
projections
will
further
support
that
going
forward
into
the
future
next
slide.

Briefly,
with
respect
to
the
official
plan,
I
came
into
effect
in
2010,
as
I
mentioned
previously.
There's
a
site-specific
policy,
the
rc-1-7
now
that
currently
applies
to
the
property.
The
Amendments
that
has
been
requested
is
consistent
with
PPS
policies
or
prevention
policies
regarding
the
efficient
compact
development
within
an
urban
service
area
and
that
there's
an
appropriate
mix
of
uses.
The
proposal
is
also
consistent
with
the
PPS
land
use
compatibility
policies.

The
amendment
generally
conforms
the
economic
developments,
neighborhood
commercial
Rideau,
Community,
secondary
plan,
commercial
and
Urban
Design
policies
of
the
city
of
Kingston
official
plan
and,
as
I
mentioned
before,
there's
a
series
of
technical
studies
that
have
been
prepared
in
support
of
the
applications
that
have
been
prepared
by
qualified
Engineers,
Professional,
Engineers,
professional
and
Professional,
Land
economists
and
and,
of
course,
professional
registered
planner
next
slide.

So
there
is
a
new,
comprehensive
bylaw
that
did
come
into
effect
in
the
spring.
The
site
is
originally
assessed
under
the
Township
of
Pittsburgh.
Zoning
bylaw
is
requested
to
bring
the
site
into
Conformity
with
the
new
zoning
bylaw,
which
requires
to
add
a
new
car
wash
used
to
the
property.
It's
important
to
note
that
the
requested
neighborhood
commercial
Zone
does
permit
a
convenience
store
and
gas
station
amongst
a
number
of
other
retail
restaurants
and
other
those
types
of
uses.

We
discovered
that
the
only
use
we
did
need
to
add
was
was
the
car
wash
use?
Otherwise,
all
the
other
uses
that
currently
exist
on
the
property
are
permitted
within
the
neighborhood
commercial
Zone,
which
is
this
base
Zone
that
we
are
looking
to
to
amend
ment
for
site-specific
exception.

We
wish
to
carry
forward
a
couple
of
items
such
as
the
maximum
visible
area,
minimum
parking
requirements
and
to
allow
a
new
exterior
side
yard.

As
I
mentioned
before,
it's
essentially
understood
that
the
addition
of
the
car
wash
will
act
as
a
catalyst
for
new
parking
and
Landscape
plants
next
slide.
Please,
so
you
may
not
be
able
to
read
this
too
well,
but
I.
Just
we
did
prepare
a
detailed
chart
doing
a
detailed
assessment
of
not
only
the
CN,
Provisions
and
you'll
see
on
the
next
slide
as
well,
but
we
also
did
look
at
the
gas
station
Provisions
as
well
in
the
new
zoning
by
law.

So
the
requested
amendments
are
bolded
and
highlighted
in
the
light
gray
color,
so
there's
a
a
maximum
per
per
growth
floor
area
per
use.
So
due
to
the
nature
of
a
plaza,
you
know
that
can
shift
over
time.
So
we
wanted
to
make
sure
that
the
site
could
remain
Dynamic
and
accommodate
future
changes
in
in
market
conditions
and
and
tenants
to
the
property.

So
we
we
are
having
a
special
provision
for
that
recognize
the
not
only
the
existing
leasable
area,
but
the
addition
of
the
car
wash
next
slide.

So
here's
the
remainder
there's
a
series
of
parking
Provisions
that
are
requested.
It
is
important
to
note
that
the
plan
was
prepared
and
submitted
under
the
the
townships
with
Pittsburgh
zoning
bylaw.
So
the
provisions
we're
requesting
are
from
the
township
of
Pittsburgh
zoning
bylaw,
with
a
couple
of
minor
exceptions
such
as
the
30
degree
parking
angle,
which
doesn't
exist
in
the
new
zoning
bylaw.
So
we
were
bringing
that
forward
again
about
the
maximum
parking
spaces.

I
wanted
to
bring
that
forward,
even
though
there
does
not
appear
to
be
minimum
parking
requirements
so
again,
the
bulk
of
that
her
side,
specific
conversions,
are
related
to
parking.

We
wanted
to
recognize
the
existing
driveway
widths
again,
the
13.7,
that's
the
existing
driveway
width
that
currently
exists.
So
we
designed
the
plan
to
go
no
bigger
than
that
and
again
I
mentioned
earlier
about
the
exterior
side
yards
and
there's
a
scientific
request
for
the
planting
strip.
We
did
note
in
there's
quite
a
few
there's
little
asterisks
for
existing
conditions,
there's
quite
a
few
existing
conditions,
so
those
have
been
noted
as
well.

slide,

Finally,
the
landscape
plan,
so
the
key
considerations
we
wanted
to
make
sure
that
we
satisfied
is
enhancing
the
streetscape
character,
enhancing
the
accessibility
standards
to
the
site,
which
again
has
been
developed
for
decades
and
increase
and
have
pedestrian
linkages
to
the
public
sidewalk
Network.

We
wanted
to
bring
forward
some
visual
screening
and
definitely
make
sure
that
we
exceeded
the
minimum
10
percent
landscape,
Open
Cities
requirement.
So
there's
a
lot
of
new
Shrubbery
and
tree
plantings
proposed
new
planting
strips
along
the
highway
15
medley
court
and
West
property
line,
and
we
have
a
new
focal
focal
point
Garden
at
the
corner.

Current
it's
it's
within
the
road,
whitening
and
site
triangle
area,
which
is
not
generally
permitted,
so
we're
making
sure
it's
fully
on
the
private
property
and
the
corner
will
be
re-landscaped
to
just
have
grass
and
I
wish
to
confirm
that
we
were
able
to
provide
or
are
able
to
provide
a

landscape
to
open
space,
which
is
more
than
double
the
minimum
requirement.

So,
just
to
sum
up
some
of
the
Salient
planning
points.
Numerous
studies
were
have
been
required
and
have
been
prepared
by
qualified
professionals.
It
was
confirmed
that
the
area
is
currently
under
service
by
car
washes
and
that
demand
for
a
new
car
wash
is
reinforced
by
the
population
growth
projections
to
2034.

We
have
a
new
parking
and
Landscape
plan,
as
I
mentioned
just
mentioned,
there's
over
two
times
the
minimum
landscape
open
space
beyond
the
requirement,
a
new
acoustic
barrier
is
to
be
provided,
we've
confirmed
adequate
Downstream
sanitary
capacity,
we
filed
efficient
plan,
Amendment
zoning,
violent
Amendment
site
line
control
applications
and,
finally,
the
request
approvals
are
consistent
with
the
provincial
policies
and
generally
conform
to
the
city's
fish
plant
I'm
here
to
assist
in
answering
any
questions
the
committee
may
have.

talking

this
proposal.
Now
I
live

Rideau
Village.
It's
a
group
of
40
homes
just
to
the
west
of
the
proposed
development
medley
court
is
the
only
route
in
and
out
of
the
village.
My
principal
concern
is
pedestrian
safety.

There's
three
things
involved
here:
I
think
the
lack
of
sidewalks,
the
volume
of
pedestrian
traffic
and
the
multiple
directions
of
vehicle
movement.
It's
a
complicated
site
and
I'll
try
to
describe
it
as
best
I
can,
but
I
would
encourage
you
if
you're
not
familiar
with
the
issues
on
the
ground,
to
visit
the
site
in
person
to
see
what
it
looks
like,
especially
during
school
lunches
or
School
opening
and
closing
times.

First,
the
lack
of
sidewalks
there's
no
sidewalk
along
most
of
medley
court
at
all.
There's
about
40
feet
on
the
South
side
at
the
end
short
from
the
entrance
of
the
gas
pump,
so
Highway
15
and
there's
no
pedestrian
passage
on
the
North
either.
The
100
foot
Park
fences
too
close
to
permit
pedestrians
to
walk
along
that
side
of
the
street.

Second,
is
the
volume
of
foot
traffic
many
residents
walk
to
and
from
the
village
along
the
street
for
exercise
dog,
walking,
shopping
and
Banking,
and
so
on
or
visiting
the
park
which
has
just
been
refurbished.

access

mall

the

Thirdly,
the
vehicle
traffic
is
quite
complicated,
no
matter

matter

side

bed

walking

neither
side
has
much
if
any
protection
from
Vehicles
pedestrians
walking
along
the
north
side
of
Bentley
Court
have
to
walk
in
the
street.
There's
no
choice:
pedestrians
on
the
South
Side
must
walk
in
the
street.
First
then
cross
the
entrance
of
the
strip
mall
and
gas
pumps
and
the
back
alley
of
the
strip
mall
until
they
get
to
the
small
sidewalk
just
before
highway
15.

the
south
side
of
Bentley
Court
cars

delivery
trucks
already
enter
or
wrecks
the
gas
pump
strip
bowling
back
alley
at
different
points.
Vehicles
exiting
this
side
are
usually
turning
right
on
the
medley
Court
in
order
to
go
north
or
south
on
highway
15..
This
proposal
makes
the
situation
for
walkers
on
the
south
side
of
medichord
even
worse.

a
driver
wouldn't
see
a
pedestrian
until
the
vehicle's
already
entered
the
street
we've
seen
that
many
drivers
don't
seem
to
recognize
that
there
could
be
to
a
one
or
two-way
traffic
on

street

Rito
Village,
given
the
distractions
of
two-way
traffic
on
the
street
and
the
additional
obstructed
view
of
traffic
on
the
right
because
of
the
car
wash
and
Landscaping.
This
is
a
perilous
situation
for
pedestrians.
At
this
point,
the
second
problem,
the
position
of
the
car
wash
and
Landscaping,
will
force
pedestrians
to
walk
virtually
on
the
street
itself.

There's
no
protection
curb
or
other
barrier
to
separate
vehicles
from
pedestrians
and,
frankly,
a
painted
crosswalk
won't
cut
it
third
problem
is
walkers
from
the
village,
then
have
to
cross
the
exit
path
from

car
wash
given
the
orientation
of
the
path.

you
could
see,
from
the
site
plan
you
just
saw.
The
cars
are
pointed
out
on
medley
Court
to
get
to
highway
15..
The
driver's
view
of
pedestrians
coming
from
their
left
is
totally
obscure.
The
angle
is
wrong.

Many
drivers
don't
seem
to
recognize
battery
Court
as
a
two-way
street.
It's
no
better
for
pedestrians,
who
want
to
avoid
all
this
traffic
and
decide
to
walk
on
the
North
side.
Southbound
traffic
on
Highway
15
wishing
to
use
the
gas
bar
has
to
make
a
very
sharp
right
turn
at
medley
court
and
it's
quite
narrow
there,
as
you
can
see.
If
you
look
closely
at
the
site
plan,
given
the
number
of
driver
distractions
at
this
intersection,
it's
very
dangerous
for
pedestrians.

So
in
conclusion,
then,
as
already
noted
that
sometimes
today,
pedestrian
traffic
at
the
intersection
of
medley
court
and
Highway

15
is
intense
traffic
on
15,
often
so
to
speak,
runs
the
yellow
and
we
have
observed
quite
often
runs
the
red.
This
is
a
recipe
for
disaster
traffic
flow
in
and
out
of
the
gas
pumps
it
shut.
While
it's
complex
and
we
become
more
so
with
the
addition
of
a
car
wash
walking,
is
good
for
the
environment
and
good
for
health.

already

contrasted
area

times

LaSalle
High
School

right
across
the
street
and
it's
become
even

greater
problem
in
the
morning
at
lunch
hour
and
at
the
end
of
the
school
day.
The
other
thing
is
that,
because
the
LaSalle
High
School
driveway
is
so
congested
with
cars
and
buses,
family
members
often
use
the
area
on
medley
Court
outside
the
gas
pumps
to
pick
up
family
members
and
drive
them
home
or
to
a
school
there.

Secondly,
there
is
already
a
very
busy
gas
station
at
that
location
and,
as
the
population
of
Kingston
East,
it
increases,
it
will
become
even
busier.
The
entrance
and
the
Actis
exit
from
this
gas
station
is
already
a
problem,
as
many
motorists
use
the
pump
area
to
enter
and
exit
the
mall
businesses.

becomes
even
more
problematic
when
there
is
a
very
large
tandem
fuel
delivery,
truck
pumping
gas
into
the
tanks,
and
can
you
just
imagine
what
it'll
be
like
with
a
car
wash
Lane
that
goes
over
the
ports

fill
those

traffic
flow
design
in
a
very
constrictive
space
in
front
of
and
behind
the
wall

a
network

nightmare.

this
proposal
is

approved,
all
it
will
take

car

truck

following

be
gridlock
in
the
front
parking
lot

around

parking
