Hello,
mr

hello,
you're
free
to
start
at
6

B
B
B
Just
in
case
people
get
nervous,
this
is
my
annual
fall
cold
cold.
That's
all
it
is
so
so
I'll
call
the
meeting
to
order.
We
have
no
public
meetings
tonight.
B
I
I'll
entertain
a
mover
and
a
seconder
for
approval
of
the
agenda
moved
by
councillor
hill
seconded
by
councillor
hutcheson,
all
those
in
favor
carried
confirmation
of
minutes.
From
our
october
first
planning
meeting,
I
believe
councillor
sanik
was
about
to
raise
her
hand.
Thank
you
and
and
councillor
hill
will.
Second,
and
all
those
in
favor
carried
disclosure
of
cunary
interest,
seeing
none.
We
have
no
delegations,
we
have
no
briefings.
B
B
The
decision,
our
one
and
only
business
item
tonight
is
regarding
nine
north
street
and
I
believe
we
have
the
report
and
the
recommendation
in
front
of
us.
Is
there
a
planner
who
would
like
to
speak
to
this.
D
Thank
you,
and
through
you,
mr
chairman,
my
name
is
james
barr,
I've
been
the
planner
working
on
the
file
to
date
and
we
have
a
short
presentation
for
you
tonight
and
then
afterwards,
I'd
be
happy
to
answer
any
questions
you
have.
Thank
you.
So
the
application
before
you
tonight
know
municipally
as
file.

next

Please.
D
The
proposal
would
convert
the
existing
former
industrial
building
to
accommodate
eight
new
residential
units
with
parking
and
amenity
areas
provided
a
grade
next
slide.
Please,
the
lands
are
located
at
the
eastern
end
of
north
street
between
rideau
crest
house
and
douglas
r
fuller
park
next
slide.
Please,
the
lands
were
historically
used
by
the
queen
city
oil
company.
It
is
one
of
the
last
remaining
industrial
buildings
in
the
area
and
is
designated
under
part
four
of
the
ontario
heritage
act.
It
has
remained
vacant
for
a
number
of
years.
D
C
D
Please,
as
per
the
proposed
plans,
vehicular
access
and
parking
for
the
site
is
being
provided
via
north
street
and
an
access
driveway
from
the
end
of
wellington
street.
The
applicants
have
an
agreement
with
the
city
to
use
the
driveway
to
provide
access
to
the
east
side
of
the
building
and
the
accessible
parking
space.
On
the
north
side.
D
D
Staff
receive
written
public
comments
after
the
may
7th
2020
public
meeting.
These
comments
are
included
in
the
staff
report,
along
with
the
responses
provided
to
those
who
submitted
comments,
questions
centered
around
the
drive,
aisle
off
wellington
street,
the
design
of
the
space
between
the
building
and
the
dry,
vial
and
other
site
design
and
functional
elements.
D
Next
slide,
please,
as
part
of
technical
review,
the
applicant
superimposed,
the
site
plan
over
an
aerial
image
of
the
property
to
demonstrate
that
the
driveway
off
wellington
street
does
not
encroach
into
the
park
space
and
only
makes
use
of
the
existing
dry
vial.
This
drawing
is
attached
to
the
staff
report,
as
exhibit
h
next
slide,
please.
D
Additionally,
the
treatment
of
the
ground
between
the
dry
vial
and
the
building
has
been
reimagined
to
provide
increased
green
space
with
defined
pedestrian
pathways
to
connect
the
first
floor
units
along
the
east
side
of
the
building
to
the
parking
areas
and
the
multi-use
trail
next
slide.
Please,
as
expressed
in
the
staff
report,
the
application
for
official
plan
amendment
and
zoning
bylaw
amendment
meets
all
provincial
and
local
policy.
B
Thank
you
just
quickly
have
you
we
received
any
phone
calls
or
any
correspondence
regarding
this.
D
For
you,
mr
chair,
since
we
advertised
for
this
public
meeting,
we
have
not
received
any
additional
phone
calls,
emails
or
walk-ins
or
any
other
correspondence
for
this
site.
B
B
You
you're
still
on
mute
there.
You.
C
Go
I
was
waiting
for
the
little
pop-up
the
can
we
show
the.
I
really.
Let
me
just
be
clear.
I
don't
have
any
real
concerns
with
this.
It
seems
to
be
worked
out
quite
well,
but
I
just
as
a
question:
can
we
go
back
to
the
panel
or
the
slide
that
shows
the
drive.
D
E
D
C
Right
and
it
said
in
the
write-up
that
it
was
two
meters
from
the
building
facade.
D
Through
you,
mr
chair,
there
are,
there
are
quite
a
number
of
lines
on
this
drawing
yeah
and
if
we
look
at
the
building
itself,
where
we're
looking
at
the,
I
will
call
it
the
south
wall
just
for
orientation
here.
So
the
wall
closes
to
the
bottom
of
the
image.
Just
south
of
there
is
a
solid
dashed
line,
so
it's
longer
than
the
rest,
that's
about
where
the
property
line
is
okay,
and
after
that
is
municipal
land.
C
So
that
that
is
the
drive
aisle
on
the
east
side
or
south
side
of
the
dash
line.
D
Right
after
the
dashed
line
is
going
to
be
pedestrian
walking
spaces
so
at
the
sidewalk
in
order
to
connect
those
two
doors
on
the
south
side
of
the
building
to
the
parking
into
the
multi-use
trail,
after
which
there's
an
additional
piece
of
landscaping
and
then
the
dry
vial
for
clerks
purposes.
Could
we
please
go
to
the
next
slide?
Actually
this
might
be
easier
to
describe.
C
D
D
C
Right
and
the
reason
the
dry
vial
has
been
exceeded
to
an
agreement
is
because
that's
where
the
old
glowing
street
extension
was.
Is
that
correct.
D
Or
west
opposed
through
you,
mr
chair,
I
don't
believe
it
has
anything
to
do
with
the
wellington
street
extension.
It's
an
existing
drive
vial!
That's
there
today
and
in
order
for
access
to
be
provided
to
that
side
of
the
building
for
vehicular
access,
so
people
dropping
off
persons
or
picking
up
persons
from
that
side
of
the
building
that
accessible
parking
space
and
for
fire
access
that
drive
vial
will
continue
to
be
used
and
owned
by
the
municipality.
But
the
applicants
also
have
the
right
to
cross
it
as
part
of
their
development.
C
I'm
gonna
ask
a
question,
I
think
others
would
ask,
and
that
is
why
would
we
not
make
the
drive
aisle
closer
to
the
building
and
eliminate
the
green
space,
since
it's
not
likely
to
be
used.
D
A
B
You
thank
you
councilors.
D
Three,
mr
chair,
access
to
the
site
is
provided
from
the
end
of
wellington
street,
which
you
can
access
from
bay
street.
So
you,
if
you're
coming
down
rideau,
you
can
make
a
left
or
right
onto
bay
street
and
then
go
down
to
wellington
street
at
the
end
of
north
street,
where
there
is
a
receiving
and
parking
area
for
radio
crest
house
they're,
also
accessing
it
off
that
driveway.
E
Okay-
and
they
can't
like
no
cars,
can
get
to
it
from
cataract
way
street
is
that
right.
D
Up
like
conor
rockwell
street,
maybe
I'm
not
I'm
unsure
of
this
piece
of
infrastructure,
but
there's
no
changes
proposed
off-site
or
in
the
park
for
this
development.
D
For
you,
mr
chair,
that's
correct.
We
have
reviewed
the
lighting
plan
as
part
of
site
plan
control,
as
they've
been
both
reviewed
concurrently
and
they
have
proposed
an
appropriate
lighting
plan
that
there
are
going
to
be
wall
mounted
scums
or
sconces
on
the
east
side
of
the
building
facing
the
park.
But
the
light
drops
off
before
the
dry
vial.
So
there
won't
be
an
excessive
amount
of
light
projecting
into
the
park
space.
B
A
There
is
one
member
of
the
public
with
us
tonight,
mr
chair
I'll.
Just
ask
the
user
race
hand
tool
within
zoom
if
they
wish
to
speak
to
this
matter.
To
do
so,
please
click
on
the
participants
icon
in
the
lower
menu
and
that
will
load
a
menu
on
the
right
hand
of
your
screen
and
at
the
bottom
of
that
area
there
is
a
button
that
says
raise
hand.
So
if
you
wish
to
speak,
please
hit
that
button.
B
B
Okay,
move
in
second
play
the
public
portion
of
this
meeting
very
quickly
over
and
I'll
turn
to
the
to
the
committee
for
a
mover
and
a
seconder
for
the
recommendation
moved
by
councillor
hill
seconded
by
councillor
sanik
any
further
questions
or
comments.
B
Yes,
councillor
hutchinson
on
unmute
yourself,
sorry.
C
There
you
go,
the
pop-up
was
the
this
comprehensive
report
right.
So
I
just
want
to
say
that
I'm
quite
happy
to
see
this
development
going
forward.
It
was
a
heritage
concern
for
years.
People
tried
to
figure
out
what
to
do
with
this
property.
For
oh,
I
don't
know
25
years
ago.
So
I
want
to
thank
the
developer
for
what
they're
doing
it's,
not
the
easiest
site
to
deal
with,
and
I
think,
between
themselves
and
staff.
C
They've
worked
out
a
system
that
everybody
you
know
can
think
that
we
got
a
good
balance
of
heritage
and
development,
intensification
issues
reflected
in
so
I
just
thought
that
we
should
applaud
that.
Thank
you.
Thank.
B
You
very
much
seeing
no
further
hands
I'll
call
the
question
all
those
in
favor
carry
unanimously,
so
I
don't
believe
we
have
any
motions.
We
have
no
notices
of
motion
other
business,
seeing
none
correspondence.
B
I
don't
believe
we've
received
any
on
this
file
and
the
date
and
time
of
our
next
planning
committee
meeting
is
thursday
november
5th
at
6
30..
I
will
entertain
a
motion
to
adjourn
councillor
hill
councillor
hutchison,
all
those
in
favor
carrie.
I
think
we
did
make
a
record.
Thank
you
very
much.
Talk
to
you
later.
Take.
