"Koha uses the system setting LocalHoldsPriority to ensure that requests from a patron will be filled at their home branch, as long as there is an available copy. Adding an secondary option that would then allow Koha to fill with in a local holds group, set in Library groups would allow for a patron to then get their hold filled next by an available copy from another branch in the hold group, if the home branch has no available copies. When the home branch, and then the hold group have no available copies, the request would be filled by other available copies in the remainder of the consortia."
