few
issues,
I'd
just
like
to
introduce
attention
to
if
I
may
and,
firstly,
the
content
of
the
report
relating
to
the
code
of
conduct.

We
have
got
some
amendments
that
were
summarized
in
appendix
one,
which
is
the
monitoring
officers
report
and
paragraph
three
to
six
on
page
15,
summarize
the
the
changes
that
took
place
at
the
the
annual
meeting,
which
were
approved
at
the
annual
meeting
following
further
consideration
by
general
purposes.

Committee
I'd
also
like
to
highlight
on
page
16,
which
is
paragraphs
12
to
14,
and
the
registers
of
Interest,
just
to
confirm
to
the
committee
and
give
assurance
that
all
members
that
were
elected
and
re-elected
did
meet
their
obligations
to
record
their
interests
within
28
days
of
election
I'd,
like
also
to
just
highlight
to
members
of
the
ORNL
Parish.
Elections
that
are
taking
place
in
May
this
year,
will
be
a
fairly
significant
undertaking
for
officers
to
ensure
that
all
of
those
Parish
members
have
their
registers
updated.

This
report
brings
to
members
a
summary
of
complaints
made
against
Leed,
City,
Council,
Members
and
also
parish
and
Town
Council
Members
this
year
there
have
been
seven
complaints
that
have
been
assessed
by
officers
compared
with
12
in
the
whole
of
the
municipal
year
last
year,
they're
summarized
in
the
table
at
page
19
and
there
have
been
three
Paragon
Town
Council
complaints
compared
with
seven
at
this
time
last
year.
All
of
those
complaints
that
were
received
have
not
evidence
to
failure
to
comply
with
a
member's
obligations
under
the
code.

In
terms
of
the
complaints
procedure,
the
monitoring
officer
is
recommending
some
minor
de
minimis
changes
to
the
procedure.
These
are
set
out
at
Annex
one
starting
at
page
25
of
your
pack
and
later
I'll
invite
Nicole
to
summarize
these
in
a
little
bit
more
detail
just
moving
swiftly
to
the
conclusion
of
the
report.
The
independent
person,
as
you
mentioned
earlier,
we've
gone
through
the
process.
We
mentioned
it
in
the
minutes
last
year
of
recruiting
an
additional
independent
person.

Full
Council
formally
made
the
appointed
claim
at
Manus
as
an
independent
person
to
this
committee
and
she'll
be
formally
taking
on
her
role
on
the
1st
of
April
and
then
the
last
couple
of
things.
Just
to
note,
one
is
the
LGA
peer
review
for
the
feedback
that
page
23,
which
is
very
positive
in
respect
to
the
council's
arrangements,
and
the
last
thing
I'd
like
to
mention
I
should
have
mentioned
it
right
to
the
top
of
my
introduction.

is
the
report
of
the
monetary
officer.
Unfortunately,
Catherine
whittam
is
is
not
well
at
the

so
she

has
been
reviewed
and
we
are
recommending
some
non-substandard
changes
to
it
and
it's
really
just
to
make
it
the
layout
of
it
clearer
and
also
the
to
make
sure
that

language
throughout
is
consistent.

one

your
papers

I
think
that's
page
25
of
your
agenda
and
you
can
see
we've
set
those
out
for
you
as
a
red
track
changes,

so
you
can

where
the
changes

Some
of
it
is
just
reordering.

where
there's
there's
new
paragraphs
are
what
looks
like
new
paragraphs,
they
have
actually
just
been
moved
to
a
more
appropriate
part
of
the
procedure,
but
if
I
can
just
draw
a
members
attention
to
paragraph
six,
there
are
all
the
reasons
why
we
would
look
when
we
assess
a
complaint
as
to
we
need
to.
Let
complainants
know
that
where
there
wouldn't
be
classed
as
valid
complaints,
because
they
don't
actually
those
things
don't
actually
fall
within
the
remit
of
the
code.

we're
just
making
that
clearer
by
saying
these
things
from
a
to
J
are
not
valid
complaints
and
therefore
no
further
action
will
be
taken
and
then
we've
separated
out
from
J
from
K
to
M
to
say
that
these
matters
could
be
valid.
Provided

know
you
might
be
a
complainant
might
want
to
complain
about
something
to
do
with
this.

if
those
things
apply,
then
there
will
be
held
as
the
will
not
be
upheld
as
a
complaint,
because
perhaps
if
you
take

there's
not
sufficient
evidence
to
substantiate
what
a
complainant
a

alleging.

that
change,

we
propose
that
we
do
make
that
change,
because
we
do
have
a
lot
of
the
complaints
that
we
receive.

reflects
really
well
on
the
council

terms

way

standards
are
embedded
across
the
council

the
relationship
between
members

Council
officers

well.

that
extracts
or
speaks
volumes
really
about
the
approach
that
we
take
in
Leeds
cross-party,
so
I'd
just
like
to
just
from
me.

a
number
of
years
ago,
the
committee
on
standards
in
public
life
did
a
review
of
the
ethical
framework
within
local
government,
made

whole
series
of
recommendations
both
to
government
and
to
local
authorities
in
terms
of
adopting
best
practice.

It
took
some
time,
obviously
due
to
covid
and
other
issues
for
the
government
to
produce
a
response
to
the
committee
on
standard
and
public
life's
recommendations
so
Annex
to
provide
you
with
the
government's
response,
along
with
a
commentary
from
officers
about
Lead
City
council's
position,
so
at
the
top
of
page
37.

That's
the
position
in
in
Leeds.
Members,
of
course,
could
make
other
recommendations
for
amending
the
councilor
code
of
conduct
that
has
been
adopted
by
The
Authority.
Should
that
be
something
that
the
committee
wished
to
progress,

could

some
suggestions
to
that
effect.

could
be
then
considered
by
general
purposes,

in

work

with

places

back
two
or

years
at
a

that
