highlights
from
within

report

the
committee,

firstly
just
to
highlight
on
page
4,
paragraph

yorkshire
police.
This
states
that
police
sergeant
al
crook
will
be
continuing
in
outer
west
and
will
be
taking
over
responsibility
for
fondly
and
wertly
until
the
new
year,
at
least
and
he's
recently
been
covering
for
pudsey
since
march
and
following
the
move
of
p.s,
alan
cullen
to
cid
he's
been
secured
for
farley
and
workley
for
the
next
few
months,
which
is
really
good
news
for
the
area.

next
thing
I
just
wanted
to
highlight
was
a
small
section
from
the
lengthiest
submission
by
public
health,
which
is
included
just
in
light
of
the
recent
social
restrictions
and
the
return
to
lockdown
status,
and
so
paragraph
37,
which

page
seven,
and
this
again
refers
to
some
useful
covered
19
support
and
guidance.
That's
been

highlight

update
report
relates
again
to
the
social

september's
social

report
showed
that

last
six
months
for
march,

hours

west
committee
page,
has
seen
a
healthy
increase
in
followers
during
the
pandemic
period.

this
point

I
want

highlight
is,

this
increased
online
audience.

We've
got
a
good
opportunity
to
look
at
incorporating
more
relevant
and
varied
content
and
to
help
engage
with
the
outwest
followers.
So,
for
example,
for
the
last
two
months
september
and
october,
we've
blended
a
key
theme
to
the
post
that
appear
on
the
pages
today.
So
the
theme
for
this
period
has
been
any
information
relating
to
youth
online
activities,
youth
engagement
and
also
youth
education.

aim
here
has
been
to
help
respond
to
some
of
the
social
difficulties
facing
young
people
in
outer
west,
as
social
restrictions
currently
go
on
to
name
a
few
examples.
We've
signed
posted
to
things
like
leeds
libraries,
weekly
online
activities,
online
workshops
and
literary
based
learning.

highlighted
free
taster
sessions
for
education
through
jumpstart
at
the
university
of
leeds
we've
highlighted
black
history
month's
online
program
of
activities
so
trying
to
encourage
culture,
history
and
learning
online,
and
things
like
the
just
the
leeds
owl
trail
just
to
encourage
an
active
lifestyle
and
past
times
in
a
safe,
socially
distant
environment.

very
quiet,
I've
just
got
one
question
really
and
it's
relating
to
gullies
in
the
pro
in
the
past,
we
have
had
some
problems
with
blocked,
gullies
and
even
more
problems.
When
we've
had
the
flooding
do
we
have
any
idea
how
many
blocked
gullies
there
are
throughout
the
area
that
that
can't
be
fixed
that
need
need,
building
or
some
further
excavation.

can
I
just
add,
as
well
leaf
clearing
as
well
that's
causing
a
lot
of
issues
with
block
gullies
and
the
amount
of
silt
that's
going
down.
These
drones.
I've
seen
a
number
of
block
gullies
across

whole

city,

I
don't
think
the
council
is
doing
enough
to
clear
leaves
when
they
do
drop,
because
potentially
that
cause
localized
flooding.

with
the
rain
we've
had.

the
minute,
I
don't
have
the
figures

how
many
are
blocked
in
the
area
that
can't
be
fixed,
currently
chair.
But

will

cleansing
and
get
that

them

regards
to
to
leave
clearing
I'll

in
touch
with
buzz,
cleaner
neighborhoods
and

find
out

agenda

don't
want
it

cause
further
damage

gullies
or
just
just
be
a
hazard

have
told

problem.

don't
believe

collapsed
gullies,
because

them

over

they're
not
easy
to
fix,

probably
why
they
don't
want

still
going
to
have
flooding
issues
and
it's
no
good
putting
our
heads
in
the
sand

saying:

don't

clearly
there

increasing
flooding.

know

anybody
else,
but
we've
had
some
issues
with
yorkshire
waters
capability
to
take
the
water,
that's
actually
going
through

drains
at
the
moment-
and
I
know
for
a
start:
they've
pulled
out
a
bike
at
dawson's
corner
and
a
plank
of
wood
and
numerous
bits
of
building
blocks.

Now
I
don't
know
how
big
these
channels
are,
but
I
suspect
they
are
quite
big.
I
think
we
need
to
talk
to
our
drainage
department
and
ask
them
to
coordinate
with
yorkshire
water
to
find
out
exactly
what
the
position
is,
because
if
we
are
at
the
stage
where
yorkshire
waters
drains
can't
take
any
more,
then
we
need
to
know
about
it.
And
you
know
why
are
they
not
coming
up
at
planning
and
saying
look?

is
an
issue
here
because
they
always
nod
it
all
through
there's
an
issue
here
and
we
don't
have
enough
capability.
So
I
think
we
need
to
flag
that
up.

also
like
to
just

police

emergency
services

work
they've
done
throughout

bonfire
period,

bonfire
period
is
no
longer
mischief
night

bonfire
night

goes

our

we've
not
had
as
many
call
outs
as
in
other
areas.
However,
that's
not
to
say
that
we
haven't
had
some

it's
not
really
related
to
bonfire
and
fireworks.

really
anti-social
behavior
in
some
parts
of
the
city,
taxis
and
emergency
survey.

Vehicles
have
been
targeted
and
have
stones
thrown
at,
and
I
know
that
they're
looking
at
to
see
what
kind
of
work
they
can
do
to
try
to
to
stop
this
kind
of
behavior,
but
we
do
get
patches
of
it
throughout
our
worlds.

in
the
outer
west
and
our
police
have
to
work
extremely
hard
and
the
neighborhood
policing
team
been
involved
in
that
and
I'd
like
to
say
a
big
thank

them
in.

they

planning

services.

we're
going

a
review.
That's
effectively,
aiming
to

look
at
modernizing
our
government,
our
section
and
services,
to
look
at
the
how
we
configured
to
look
at
the
systems
and
the
processes
that
we
use
and
and
the
services
that
we
provide.

We
are
looking
to
have
a
conversation
with
members
to
to
look
at
what
information
we
can
provide
going
forward
and
what
what
information
will
be
useful
for
for
members.

We've
got
a
taste
of
that
on
the
agenda
today
in
the
area
update
report
at
page
15,
where
neil's
team
has
provided
some
information
around
the
the
cameras
that
are
in
the
area
and
and
some
information
about
some
of
the
incidents
that
we've
captured
in
relation
to
those
cameras.

One
of
the
ongoing
issues
that
we
have
in
relation
to
cctv
is
the
deterrent
factor
and
how
we
measure.
That
is
a
real
challenge
for
us,
because
how
do
you
measure
something
that
you've
stopped,
that
that
someone
has
thought
twice,
because
the
cctv
in
the
area
about
committing
an
offence
or
contributing
to
anti-social,
behavior
and
those
kinds
of
issues?
That's
an
ongoing
challenge
for
us
and
and
one
that
we
are
looking
at
how
we
can
measure
the
impact
and
effectiveness
of
those
cameras.

We
are
looking
at
our
aiming
to
look
at
providing
some
information
on
a
regular
basis.
We
would
prefer
that
through
the
through
the
committees,
but
that
conversation
will
will
help
steer
that
and
and
what
that
might
look
like,
and
one
of
the
thoughts
are
around
a
regular
ongoing
report,
similar
to
the
one
that
that
we've
presented
today
to
members
and
and
attending,
as
we
have
today
to
answer
any
questions
that
members
may
have
on
an
ongoing
basis
on
a
regular
basis.

We
are
also
looking
at
how
we
engage
with
members
and
on
an
ongoing
basis
for
so,
for
example,
looking
at
introducing
a
process
where
we
can
capture
any
concerns
that
members
and
their
communities
have
in
relation
to
concerns
where
we
have
cctv
and
how
we
can
then
feed
that
into
the
service
so
that
we
we
can
contribute
to
tackling
those
issues
in
a
more
focused
way.

We
do
contribute
quite
heavily
to
investigations
that
the
police
do,
and
these
are
captured
after
the
events
they're
not
captured
and
contained
within
the
live
incidents
that
are
contained
within
the
report
that
neil's
team
has
produced.

But
it
is
a
a
significant
piece
of
ongoing
work
that
we
do
with
the
police,
where,
when
incidents
are
reported
to
the
police
from
members
of
the
public
from
your
cells
and
there's,
a
cctv
camera
in
the
vicinity.
You'll
receive
a
report
from
the
police
to
to
check
for
footage
within
a
period
of
time,
to
see
whether
we've
captured
that
evidence
and
we
contribute
to
those
investigations
through
through
those
means
in
terms
of
the
services
that
we
provide.
We
we
are
a
service
where
there's
lots
of
things
that
are
probably
hidden
away.

So
the
obvious
one
in
terms
of
the
services
that
we
provide
is
cctv.
So
we've
got
about
300
public
space
cameras
that
we
manage.
We
also
manage
on
behalf
of
housing,
about
700,
tower
block
cameras
and
that
numbers
continues
to
increase.
As
the
cctv
program
that's
been
delivered
in
housing
continues.
H
We
also
manage
on
behalf
of
west
yorkshire,
combined
authority
cctv,
all
the
bus
stations
and,
and
we
I
meet
with
west
yorkshire,
combined
authority
on
a
monthly
basis
to
to
look
at
all
of
those
kinds
of
incidents.
H
We've
also
got
a
outside
service,
a
patrol
service
response
officers
that
will
lock
cemeteries
and
parks
that
will
provide
proactive
patrols
that
will
respond
to
alarms
at
council
buildings,
and
we
also
keyhold
for
a
number
of
premises
across
the
city.
H
We
also
provide
the
patrols
at
tower
blocks
and
again,
that's
directed
through
housing,
and
we
manage
the
out
of
hours,
noise
service
and
that's
made
up
of
four
officers
that
will
attend.
Noise
calls,
so
we
receive
nice
calls
as
well.
H
We
also
take
out
of
hours,
noise
and
out
of
hours,
repair
and
noise
calls
for
for
the
city,
and
we
also
manage
the
the
lifts
so
when
someone's
stuck
in
the
lift
in
a
multi-story
block
that
comes
through
to
us
and
we
manage
that
and
then
finally,
we
also
manage
the
sevas
controlled
entry
system
into
the
city
center
and
and
we
work
with
city
center
management
around
that
and
and
protecting
the
city
center.

So
we
raise
the
bollards
and
and
lower
the
bollards,
as
as
visitors
arrive
in
the
city
centre
protecting
it.
So
all
of
those
services
are
with
with
in
the
scope
of
the
review
and-
and
we
are
at
the
start
of
the
process
in
relation
to
that,
with
the
review
aiming
to
be
implemented
in
and
around
the
end
of
march,
beginning
of
april
into
the
new
financial
year.

So
within
that
scope
we
are
looking
at,
as
I
said,
modernizing
the
service
so
give
you
an
example
in
relation
to
that.
Our
response
officers
are
very
much
pen
and
paper
orientated
in
terms
of
their
patrol
plans
and
the
work
that
they
do
and
we're
looking
to
modernize
that
and
provide
them
with
tablets,
for
example,
that
has
gps
and
all
the
work
on
the
tablet.
So
that
will
reduce
the
the
need
for
that
paperwork
we've.

Also
at
the
moment,
we've
got
five
teams
that
deliver
our
service
five
shift
teams
and
that
is
delivered
across
the
24
7
period
period,
time
frame
at
any
given
time,
we've
got
two
of
those
teams
off,
so
we
are
looking
at
all
of
that
within
the
scope
of
of
the
review
and
all
of
the
services
that
I
mentioned,
as
well
as
how
we
communicate
with
the
variety
of
partners,
including
the
committee
and
members,
I'm
not
sure
if
neil's
got
anything
further
to
add

relation
to
his
report,
but
I'll
I'll
provide
me
with
the

in
relation
to
that

to

cameras
were,
and
actually
it
was
quite
an
eye
opener.
I
think
if
I'm
right
saying
you,
you
were
moving
from
middleton.

know
if
you

moved

middleton,

you
were
moving

but
I
would
suggest
to
any
member
wherever
wherever
you
might
be
sighted,
now
that
it
is
an
experience
you
want
to

have
a
look
at.

we
can't

it
at
the
moment
because
because
it
could
on
a
virus,

when
things
go
back
to
normal,
if
they
ever
do

I'll
strongly
advise
that
the
other
thing

evidence

whether
cameras

working,

quite
clearly,
if
you've
got
cameras,
there
is
it
and
in
the
areas
where
we've
got
them,
where
we
used
to
get
lots
of
trouble,
we
don't
get
as
much
trouble,
but
that
doesn't
mean
without
the
the
perpetrator,
as
our
god's
in
trouble
somewhere
and
he's
out
of
the
sight
of
the
cameras,
and
I
think,
cameras
on
their
own
are
not
the
answer.

got
to
do
is
you've
got
to
have
everything
tied
up
together
and
I
think
sometimes
we
don't
tie
everything
up
together.
I
mean,
for
instance,
I've
cut.
We
have
the
cameras
at
butterball
shops,
there's
still

hot
spot
round,
the
back
of
those
shops
where
the
flats
are
and
around
the
back
of
some
wildfires
church.
Where
you
can't
see
you
can't
see
anything
from
the
cameras.

every
intention

resuming
visits
to
the

the
control
room
once
we
are,

are
able
to
at
the
moment
we're

any
visitors
and
keeping
our
internal
visitors

minimum

relation

colleagues
from
that
coming
to
repair
various
items
in
the
control
room.

So
it
is
a
challenge
at
the
moment,
but
as
soon
as
we're
out
of
these
current
difficult
times,
then
absolutely
we'll
be
inviting
members
to
come
back
in
and
have
a
look
at
what
we
do
and
how
we
do
it
and
and
feel
free
to
to
ask
any
questions,
etc.

that
time,
at
any
given
time
council
we
have,
we
do
a
daily
operational
meeting
in
the
service
where
we
look
at
certain
kind
of
key
pieces
of
of
performance,
and
one
of
them
is
the
repair
of
our
cameras
and,
at

moment,
we're
operating
around
about
98
and
97
98
percent
operational
capacity,
so
that
at
any
given
time,
there's
only
a
few
cameras
that
are
not
working.
That
might
be
waiting
for
repairs
for
for
parts
etc.

But
we
do
keep
a
daily
eye
on
that
and
make
sure
that
we
we
address
any
cameras
that
are
not
working.

obviously,

a
recent
terrorism
threat,
that's
increased
has,

seen
your
workload
increased.

had
any
extra
resource
put
in

monitor
these

and

eye-opening
to
see

more
extra
resources
putting

support

additional
resources,
but
I

will
say
that
the
resources
that
we
have
are
quite
capable
to
the

the
job
that
we've
been
tasked
with.

haven't
seen
any
increase
in
relation
to
the
the
threat
level
being
raised,
but
obviously,
during
the
last
week
or
so
with
mischief
night
bonfire
night,
we
have
had
a
very
very
busy
period.
We've
been
in
regular
contact
with
west
yorkshire
police.

had
a
bonfire
plan
that
was
put
into
place,

so
we've
resourced
that
and
and
and
addressed
any
of
the
issues
that
that
we
need
to
in
any
of
the
incidents
that
have
come
out.
We've
got
a
number
of
requests
that

come
through
from
west
sharkship
police
that
we're
currently
tackling
and
and
dealing
with.

and
things
like

that's
only

small
proportion

are

at
our
processes

training

officers

help
us
look
at
how
our
structure
is
configured.

aim

the
review
is
to
make
sure
that
we
fit
for
purpose

that
we
modernize,
where
we
need
to
around
that
there's
technology
around
that
will
help
us
do
that
in
relation
to
cctv.

example,
we're
currently
trialling
a
a

do
have

those

on
days

parking
in
every
park
and
the
whole
idea
behind
having
site-based
staff
was
to
encourage
better
community
engagement
and
obviously
pick
up
on
an
awful
lot
of
stuff
that
we
wouldn't
do
if
there
weren't
stuff
on
site
so
year
on
year,
you've
supported
us
this
year
has
been
rather
unique.
As
we
all
know,
we
unfortunately
are
not
in
it.

Well,
I
say
we're
not
in
a
position
if,
if
the,

the,

the
community
committee
out
of
a
mind
to
actually
release
these
funds,
I'm
pretty
sure
we
could
make
use
of
them.
The
fact
of
the
matter
is,
we

struggling
with
our
resource
infrastructure,

areas

to
forty
percent
staff
down
on
the
front
line
and

terms
of
supervisionary
staff.

bins
