yards
away

property
we're

major
issue

having

moment
is
I'm
trying
to
convince
people
that,
although
I'm
applying
for
a
license
seven
days
a
week
from
quite
early
on
to
quite
late,
it's
not
the
reasoning
that
I
want
to
use
the
bar
every
day.
It's
purely
for
a
function,
room
in
addition
to
my
existing
bar.

trying
to
achieve

more

a
community
premise
that
people
can
use

variety
of
options
which
I've

stipulated
on
some

documents

it
being
like
psychic
evenings
comedy
night
and

it's

gonna
include
alcohol
at
some
point,
but
I
would
envisage
that
the
room
was
probably
used.

of
them
would

alcohol.

would

the

license

charge

for
the

expecting

make
the
money

on
my

having

charge

room

the

I
suppose
the
issue

it's

outside

we've

an
outside

at

bar

obviously

another
company
up
as
well,

it
puts
them
on

local,

I'm
literally

yards
away
from
both

premises.

think
it'll

negative
impact

on

area.

anything,
there's
more
properties
being
built
down
the
road
near
the
springs,
and
I
think
there's
over
600
houses
getting
built
locally.

abilities

background
is
social
services,
and
we've
recently
had
new
branches,
three
weeks
old
and
so
practically
we
we
can
run
that
as
a
bar,
even
if
that
was
our
intention,
that's
not
what
we
want
to
do.

work
with
people
with
mental
health,
autism,
physical
disabilities,
and
it's
all
about
opening
that
up
to
all
these
different
age
groups
and
abilities
and
making
it
accessible
and
that's
what
we
do.

she's,
a
massive
part
of
the
deaf
community,
we've
seen
so
many
different
people
now
be
able
to
come
into
the
bar,
and
it's
it's
more
towards
than
just
out
out
it's
more
to
the
people
that
actually
go
into

bathroom
just
somewhere
to
drink
is
a
community.
I
think,
given
the
fact,
of
course,

everything
that's
going
on
in
the
past
few
months,
people
really
need
somewhere
now
to
sort

reconnect

like
chris
said,
the
sole
purpose
of
it,
feasibly
for
us
with
a
new
bone.

manage

we
wanted
to

limitations

of
people
with
access
limitations
that
we
can
have

property.

point
of

moment

background

by
the
time
we
get

that
will
be

way

access

be

the
parties
ourselves,

we
know

time

the
booking.

the

our
place

establishments

front
of

you
don't
get
hundreds
of
people
leaving
premises
at
the
same
time
aiming
for

get
out

area,
value
being
taxes
or
buses.

bus
route
that
was
on
all
stop
road

a
very,
very
well
connected
area
to
different
areas
of

buses

come
through
that

an
hour.

the
access
routes

getting
out

approached
about
the

the

spectrum
as

people

band

available

them

reason
we're
asking

I'd
like
to
discuss
the
planning
situation.
The
present
time.
I
know
licensing
and
planning
are
two
different
regimes,
but
I'd
like
to
explain
why
we've
submitted
an
objection
to
this
application.
We
objected
to
the
application
on
the
27th
of
may
this
year.
2020.

At
the
time
of
the
objection,
we
were
currently
considering
a
planning
application
from
from
the
same
applicant
for
the
change
of
view.
So
what
was
the
former
gym,
with
d2
in
the
planning
system
to
a
multi-function
room
with
a
bar,
a4
and
associated
works?
H
Now
as
part
of
that
planning
application,
we
obviously
consulted
various
different
departments
and
colleagues
in
environmental
health
raised
major
concerns
about
this
planning,
application
and
noise
and
disturbance
to
local
residents
and
various
other
issues.
So,
as
part
of
this
application,
we
received
an
objection
from
environmental
health.

The
applicant
submitted
a
noise
report
which
was
looked
at
by
colleagues
in
environmental
health,
and
still
they
have
raised
objections
to
the
use
of
this
that
these
premises
for
this
for
this
use.
Now
it
is
of
concern
that
obviously,
there's
been
no
environmental
health
objection
to
this
license
application,
but
we
do
have
a
full
report
from
colleagues
in
environmental
health
stipulating
why
they
consider
that
this
this
this
application
raises
issues
for
noise
and
disturbance
to
local
residents
of
various
other
noise
issues.

So,
on
that
basis
chair,
we
have
refused
the
planning
application
on
the
7th
of
august
this
year.
This
is
obviously,
after
our
our
objection
to
the
license
application,
but
that
there
were
two
reasons
for
this
of
this.
This
refusal
and
the
main
one,
is
the
actual
issue
to
do
with
noise
and
disturbance
to
local
residents
within
the
area.

So
there
is
a
second
objection.
Second
reason
for
refusal
on
this
application,
which
the
applicant
has
just
outlined,
about
access
to
the
premises
being
an
issue,
but
the
main
reason
for
concern
is
the
noise
and
disturbance
to
local
residents
and
this
in
relation
to
public,
preventing
public
nuisance,
and
this
is
why
we
have
objected
to
this.

The
the
applicant
does
have
the
right
of
appeal
against
the
application,
but
obviously
they
could
not
operate.
Were
you
to
provide
a
license
today,
give
a
license.
They
still
not
could
operate
without
the
necessary
planning
permission.
So
this
is
obviously
of
concern
to
the
planning
department
and
the
reason
for
the
objection
to
this
application.

a
shop
on
either
side
of
the
building
retail
shops
and
we
also
have
a
three-bedroom
masonette.
The
masonette
at
the
present
time
is
unoccupied.
One
of
the
reasons
for
why
it
isn't
occupied
is
because
of
some
of
the
things
I've
put
into
my
objection,
mainly
we,
since
this
amusement
arcade
open.
I
I
We
have
a
problem
getting
tenants
in
this
property
because
mainly
of
the
use
in
the
evenings
of
which
this
amusement
arcade
does
attract
them
on
a
more
general.
So
I'm
objecting
mainly
on
the
noise,
which
is
a
a
big
problem,
and
if,
if
when
it
was
granted-
and
this
has
a
licensed
premises,
it
would
generate
a
lot
of
glass,
bottles,
etc,
etc.
I
Storage
is
extremely
limited
on
this
building.
They
only
have
something
like
10
foot
of
area
at
the
rear
of
the
building,
the
two
storage
bins
and,
and
they
belong
to
the
amusement
arcade
not
to
this
venue
upstairs
now
within
their
they.
They
have
mentioned
that
they've
actually
raised
this
subject
or
addressed
the
subject
of
noise
from
refuge
before
it's
coming,
emptying
rubbish,
particularly
glass
bottles,
at
particular
times
and
they're,
saying
that
they
will
contain
this
till
after
8
30
in
the
morning.
It's
my
belief.
I
They
cannot
contain
this
after
8
30
in
the
morning.
We
have
many
other
premises
around
these
bars
etc
within
our
group
and
the
the
norm
is
for
these
refuge
collections
to
to
come
very
early
in
the
morning,
so
it
doesn't
disturb.
But
you
know
businesses
and
I
can't
see,
there's
going
to
be
any
difference
here.
I
can't
see
how
the
mr
redding
can
can.
You
know,
instruct
a
refuge
company
to
come
at
particular
time.
I
So
I'm
objecting
mainly
on
public
nuisance
on
it
attracts
the
wrong
kinds
of
people,
young
people
in
particular,
which
we
already
have
an
ongoing
problem
that
had
it
for
several
years
on
a
more
general
basis,
cross
gates,
as
I've
put
in
my
objections
in
the
last
probably
two
years
has
had
a
well,
don't
you
see,
we
reckon
there's
13
bars.
Restaurants
pubs
are
not
licensed.
I
So
within
a
quarter
of
a
mile
of
these
premises,
the
applicant
has
got
a
bar
just
within
a
few
yards,
so
we
believe
it's
at
saturation
point
already.
Our
shops,
our
retail
shops,
have
been
badly
affected,
not
just
by
corona
virus,
but
they
don't
decline.

the
pictures
all
together,
so
so
we
we
believe
that
we're
at
saturation
point
already
on

with
bars.
Restaurants,
we're
going
to
finish
up
with
just
an
evening
trade
there,
which
is
going
to
affect
all

general
shopping
in
the
daytime
which
they
are
there
is
already
suffering
from
it,
and
all
our
retailers
are
so
just
on
that
point
alone.
For
for
the
general
public,
we're
losing
all
our
retail
shops,
and
this.

bars,
restaurants,
particularly
bars.
We
have
a
bar,
that's
it
our
premises
on
the
other
side
of
the
road
which
creates
a
tremendous
amount
of
noise
when
it
when
it's
not
open
at

moment

when
it
was
open,
there's
up
to
20,
30
people
outside
on
the
pavements,
all
drinking,
etc,
etc.
We
never
used
to
have
this
in
cross
gates,
so
with
the
best
blue
in
the
world.

really

heard
what

says
about

he
wants
to
operate
this,
but
I
honestly
believe
it's
a
sham.
