East

the
east

the
city.

aim
of
the
panel
is
to

the
information
from
applicants-
members

public
and
Council
offices
to
help
members
of
the
panel

their

Essentially,
the
proposals
are
are
actually
submitted
by
Taylor
wimpy.
It's
a
single
scheme,
it's
just
land
ownership
issues,
which
is
why
there's
two
separate
applications,
but
it's
been
designed
as
one
and
you'll
see
that
access
has
already
been
agreed
as
part
of
the
outline.
So
the
matters
that
are
for
consideration
are
appearance,
Landscaping,
layout
and
scale,
and
the
report
goes
into
those
items
in
in
more
detail
and
just
to
cite
for
members
benefit
in
terms
of
appendix
one
and
it's
the
lower
half
of
the
morick
green
quadrant
on
page
18.

working
now,
so
this
is
the
the
combined
Redline
boundary
and
this
is
a
more
up-to-date
aerial
photo
than
the
one
in
the
papers.
It
obviously
shows
the
the
link
road
to
the
east
on
the
western
boundary,
which

squiggly
lined
that's
following
the
top
back
and
you'll
be
able
to
pick
out
the
former
Railway
line.

terms
of
progress
on
this
application,
it
was
presented
as
a
position
statement
in
June
and
there
were
a
series
of
questions
they're
covered
in
the
report,
but
just
pick
up
on
the
question,
six
I
think
it
was.
Both.
Matters
might
have
been
raised
by
councilor
Anderson
in
terms
of
additional
planting
opportunities
for
e-law
you'll
see.

We
have
explored
that
there
are
some
difficulties
in
terms
of
the
physical
features
of
e-law
in
that
particular
stretch,
in
particular
the
acoustic
boundary
and
bond
that
it
sits
on,
but
essentially
there
will
be
potentially
some
opportunities
for
additional
planting
beyond
the
red
line
boundary
and
that
the
council
can
can
look
to
undertake,
as
and
when
funding
Etc
becomes
available
and
you'll
see
from
the
report.
The
Taylor
wimpy
scheme
also
has
quite
a
decent
amount
of
landscape
offer
along
that
boundary
in
any
event,
which
will
dovetail
into
to
anything
that
does
come
forward.

this
stage,
no
no
mention
about
fixed
cameras.
They
seem
to
be
just
relying
on
the
mobile
one
at
the
moment,
so
I'll
take
you
through
the
slides
I,
don't
intend
to
sort
of
repeat
the
content

just
talk
primarily
to
the
slides.

So
this
is
the
layout
that
members
saw
it
in
June.
It
was
I
think
it's
fair
to
say
it
was
reasonably
well
received
and
there
were
a
couple
of
issues
and
which
officers
have
have
seen
some
improvements
on.
In
particular.
This
area
around
here
is
more
generous
landscape
buffer
now,
and
that
was
one
of
the
things
we
flagged
last
time,
but,
to
all
intents
and
purposes
it's
it's.
Essentially
what
members
saw
her
in
June.

So
this
is
the
contemporary
Village
area
and
essentially,
you've
just
got
a
slightly
different
approach
to
the
the
house
types
there
and
that's
to
give
you
an
idea
of
what
that
particular
area
would
look
like
and
then
moving
on
to
the
traditional.
You
can
see
that
it's,
it
is
by
its
its
name.
Far
more
traditional
you've
got
use
of
sort
of
more
sympathetic,
well,
traditional
features
such
as
the
the
porches
Etc
window,
heads
and
seal
seals.

Etc
and
again,
that's
just
an
image
to
give
you
a
better
understanding
of
what
that
area
might
look
like
foreign
in
terms
of
the
hierarchy
of
Roads.
The
blue
line
is
the
spine
Road,
the
red
line
are
the
secondary
roads
and
then
the
lighter
color
is
the
tertiary
road.
So
you
can
essentially
the
spine
Road
and
it's
a
very
narrow
site,
so
it
does
have.

But
the
thing
to
pick
up
here
is
tree-lined:
three
meter
wide
verges.
You've
got
you
combine.
You've
got
your
cycle
route
here
as
well.
That's
off
the
highway,
and
this
is
the
secondary
route.
They've
got
shared
surfaces
but
tend
to
have
a
pavement.
Then
you've
got
your
private
drives,
which
is
just
a
shared
surface.

You'll
see
from
the
report
there's
a
number
of
Green
Space
areas
throughout
the
site
and
seven
in
total
that
have
play
facilities
and
the
main
the
main
play
facility
is
there
and
the
final
details
regarding
the
content
of
those
would
be
secured
under
the
Landscaping
condition
on
the
outline.
But
that's
just
to
give
you
an
idea
of
some
of
the
the
equipment
that's
likely
to
feature
in
those
spaces.

Essentially
the
this
area
is
the
permanent
water
level
and
so
that
they
will
have
water
sitting
in
them
at
all
times
of
the
year,
unless
it's
particularly
dry
and
but
obviously
they're
built
out
to
take
additional
capacity
but
I
think
the
main
message
is,
you
know:
they're
quite
extensive
features,
but
they're
gently,
sloping
sides
Etc,
so
I
know
historically,
there's
been
some
concerns
about
safety,
but
these
are
fairly
commonplace
now
in
in
residential
schemes,
and
they
obviously
come
with
significant
biodiversity
benefits.

This
was
one
of
the
questions
that
members
were
particularly
interested
in
a
position
statement,
making
sure
that
they
were
pepper
potted
around
the
site.
I
think
that
plan
demonstrates
that
they
are
and
I'd
refer
you
to
the
table.

The
paragraph
67
on
page
15
of
the
papers
and
you'll
see
within
that
there's
been
quite
significant
movement
in
terms
of
the
housing
mix
for
the
affordables,
and
you
heard
from
the
Ward
member
Angela
Graham
last
me
last
time
and
she
she
considered
the
that
there
needed
to
be
larger
units
and
hopefully
you'll
see
from
that
table.
There's
been
significant
move
towards
the
larger
units
they
now
make
up
nearly
60
in
terms
of
the
three
and
the
four
bedrooms
and
you'll
see
from
the
report.

In
terms
of
the
flat
blocks,
this
is
the
the
top
ones,
the
tradition,
the
Contemporary
version
and
the
bottom
ones.
The
the
traditional
I
think
the
thing
to
note,
though,
really
is
that
previously
we
were
a
bit
concerned
about
them
only
having
a
single
entrance,
and
that
was
to
the
rear
which
to
be
is
fair
enough
in
some
respects,
because
that's
where
the
parking
is,
but
we
also
felt
it
should
have
an
entrance
to
the
spine
Road
for
visitors,
for
the
postman
etc
for
people
that
aren't
traveling
by
car.

So
that's
that's
been
introduced
in
the
now
dual
entrance
and
just
really
to
flag
up
there's
a
combination
of
immunity
space
through
what
are
quite
generous
balcony
areas
and
the
ground
floor
units
will
have
access
to
their
own
sort
of
comparable
space
in
terms
of
size
and
then
there's
some
communal
amenity
areas
that
go
with
each
block.
So
between
those
two
different
measures,
we
think
that
the
sort
of
immunity
provision
for
the
flat
occupies
is
is
actually
quite
good.

I've
now
I've
included
a
sample
of
house
types.
Really
then
you'll
see
from
the
report.
There's
17
different
versions
and
there's
at
least
two
versions
of
each
of
the
17
and
often
there's
more
so
I
haven't
included
them
all,
but
really
just
to
to
flag
up.
These
These
are
the
floor
plans
for
the
so
the
flats
so
there's
floor.

all
we're
we're
happy
with

house
types.

this
is
a
mock-up
of
the
suds
feature
towards

front
of
the
site:
access
from
Leeds
Road.
This
is
the
two
blocks
of
flats,
and
so
it's
quite
a
generous
space.

that's
moving
into
the
traditional
Zone
back
in
the
foreground.

So
I
think
that's
that's
enough
in
terms
of
the
presentation,
in
terms
of
updates
for
the
report,
there's
been
no
further
representations
prior
to
the
position
statement.

There
was
a
flurry
of
activity
about
Swifts
and
what
you'll
see
from
the
report
that
we
think
that
can
be
dealt
with
quite
easily
and
as
for
the
conditions,
it
is
recommended
that
we
add
two
additional
conditions:
ones
to
do
with
bin
storage,
because
having
double
checked
the
outline
and
that's
not
actually
secured
in
terms
of
the
detail,
we
do
have
most
of
the
details
and
but
I
think
there's
a
few
units
where
we
haven't
got
those
details.

So
added
condition
to
that
effect
on
both
permissions
and
also
what
we'd
like
to
do
is
just
explore
the
possibility
of
this
Western
pedestrian
route
and
the
width
of
that
potentially
to
see
if
there's
an
opportunity
to
make
it
a
dual
path,
cycle,
route
and
I.
Think
it's
fair
to
say
there
are
challenges
because
that's
it's
very
close
to
cockbeck.
There's
levels,
issues,
there's
a
number
of
trees,
and
so
what
we
don't
want
to
do
is
sort
of
compromise
those
those
particular
elements.

Obviously,
and
the
cycle
route
is
primarily
provided
through
the
spine
Road,
but
we're
proposing
to
add
a
condition
just
to
look
at
see
if
there's
any
potential
and
that
again,
that
would
go
on
both
both
applications,
and
so
the
applications
are
recommended
for
approval
on
that
basis,
with
those
two
additional
conditions.

it's
often
you
get
dogs
around
playgrounds,
so
I
couldn't
quite
see
whether
there
would
be
any
fencing
around
the
playground
area
that
might
protect

area

dogs.

issue
is
about
one
of
the
new
builds
in
in
our
Ward.

in

spirit

trying
to
tackle
climate
change
by
2030
or
perhaps
2015..
What
sort
of
I
couldn't
see
any
solar
panels
on
the
on
the
houses.

playground,
I
think
we
it's
fair
to
say
we
haven't
got
final
details
regarding
that
I
think,
there's
a
tendency,
certainly
for
the
smaller
areas.
That
might
only
have
you
get.

two
items

I
suspect
they
probably
wouldn't
be
looked
to
be
fun
stuff,
but
we
could
maybe
look
for
the
main
area.

sort
of
majority
of

play
equipment

look

that
perhaps
take
advice

Parks
and
Countryside
over
what
they'd,
they'd
sort

generally
expect

see
in
terms

Highways

thought

normal
to
put

in

day

provision

deemed

application

for
the
demolition
of
an
existing
part

erection
of
a
two-story
front
extension
with
part
to
canopy
to
front.

there

it's
a
semi-detached
property
set
within
a
rectangular
plot.
The
property
is
constructed
from
Red
Brick,
with

property
currently
benefits
from
several
extensions

within
the
roof
space.
There's
the
Domo
window
to
rear
roof
extension
side,

single
story,
rear
extension,
detective
garage
to
rear
and
a
detached
outbuilding

representations
would
be
received
for
the
application,

impacts
to
the
design
and
character

the
host
dwelling
in
The
Wider
area,
the
council's
detailed
guidance
within
the
householder
design
guide
sets
out
that
front.
Extensions
are
generally
not
acceptable.
This
is
because
they're
normally
on
the
most
prominent
part
of
the
invisible
part
of
the
property.

in
this
instance,
where
two-story
front
extensions
are
not
original
features
of
the
Kingswood
Crescent,
there
are
multiple
examples
of
a
similar
front
extension
which
have
been
constructed
and,
given
the
amount
that
are
present,
it

the
disrupted
that
they
have
disrupted
the
original
uniformity
to
the
extent
that
where
they
now
form
part
of
these
established
character
of
the
Stream.

parched
front
will
be
considered
a
modest
Edition,
which

not

uncommon
feature

the
streets,
so
this
would
be
acceptable
with
regards
to
residential
amenity.
The
Proposal
replaces
an
existing
porch
of
a
similar

scale

proposal,
it's
not
considered
that
this
would
impact

significantly
impact
any
neighbors
in
terms

dominance
not
overshadowing.
