panel

their

impact
of
lighting,
further
information
on
the
lifespan
of
pitches,
including
the
impact
on
climate
emergency
of
the
material
to
be
used,
and
also
further
information
on
the
community
use
of
the
proposed
facilities.

people
attended
throughout
the
day

total
of

forms
were
completed
and
the
comments
recorded
and
submitted
to
the
local
planning,
Authority

they're
contained

supported

in
those

responses
broadly
reflect
those
raising
their
representations
to
the
planning
application
and
further
representations

starting
with
the
next
of
those
technical
topics
in
terms
of
parking
members
will
recall
that
previously
they
were
concerned
about
the
potential
for
visitor
parking
along
or
slow
plane
and
baraby
Lane.
So
if
I
attempt
to
point
here

plane
to
the
west
of
the
site,
Barbary
Lane
along
the
South,
so
the
concern
was
essentially
that
visitors
may
not
necessarily
use
the
proposed
car
parking
facilities
available,
which
are
at
the
the
site
entrance
on
the
Eastern
side.

is
cars
traveling
from
the
North
Via
e-law,
so
approximately
12
minutes
from
winmore
schools
that
area
of
the
city,
the
green
line,
which
is
across
the
top
along
manston
Lane,
is
from
the
manston
direction,

approximately
four
to
seven
minutes
and
then
on.
The
South
Side
by
the
Orange
is
various
routes
from

and

a
slight
exception
to
that
that

Zone

is

adjacent

go
through
the
Hub

it,

essence,
it
demonstrates

remotely

walking
is

inconvenient

parking

designated

residents
spoken
to

deeply
opposed

that
idea.

facility

the
designated

on
the
potential
effects
of
lighting
and
the
flood
lighting
from
the
development.
So
the
applicant
has
produced
a
further
light
spill,
drawing
which
is
probably
a
bit
more
helpful
to
to
see
and
understand
so.

appreciate,
you
can't
see
the
numbers,
but
if
I
told
you
that
over
the
actual
pitch
areas,
those
numbers
are
in
the
regions
of
the
200,
so

kind

quite

pipped
areas
that

the

they
dropped
considerably

existing

notwithstanding
that
that's
the
the
height
of
the
lighting
columns
off
to
the
right,
so
the
line
of
sight
is
over
the
top
well
over
the
top
of
those
lighting
columns.
Additionally,
when
you
look
at
the
the
lights,
build
drawing
that
I
showed
previously,
as
I
say,
the
high
intensity
lighting
is
over
the
pitch
and
then
you're
into
the
very
low
numbers
coming
back
here
to
the
red
line.

So,
although
this
drawing
also
includes
a
lot
of
additional
vegetation
which
is
to
be
planted
as
part
of
the
Green
Park
scheme,
which
isn't
currently
there
but
will
be
planted,
that's
that's
not
required
in
order
to
mitigate
the
effect
of
the
lighting.
The
light
spill
stops
well
short
of
that,
and
the
existing
existing
vegetation
helps
to
obscure
that
view
as
well.

then
again
with
the
planting
and
then
labeled,

again,
the
height
of
the
pitch
fencing,
the
height
of

fog
lighting

then
the
height
of
new
tree
planting,
and
it's
acknowledged
that

planting

time

establish
and
to
grow
to
its

its
full
height.
But
it
does
help
to
at
least
obscure
the
the
views
longer
term.

terms
of
other
aspects,
members
asked
last
time
if
there
could
be
some
CGI
work
done
on
the
effects
of
the
lighting,
what
it
might
look
like
so
they've,
given
this
artist's
impression
in
terms
of
the
supporting
document
but
they've
also
provided
some
real-life
Drone
footage
that
I
mentioned
earlier.
This
is
actually
the
boddington
site
in
North
Leeds
between
cook,
Ridge
and
adult,
and
you
can
see
here.

The
problem
is
it's
clear
on
my
screen,
but
hopefully
you
can
see
again
the
higher
intensity
light
over
the
pictures
themselves.
You
can
make
out
there
the
the
floodlights
and
very
quickly
behind
the
pitch
areas,
you're
into
very
low
levels
of
light
and
that
reducing
to
pitch
darkness
in
in
this
instance.

So,
moving
on
to
the
other
area,
where
members
ask
for
further
information-
and
that
was
in
relation
to
the
lifespan
of
the
pitches
and
issues
around
the
material
to
be
used
and
specifically
that
around
the
use
of
rubber
Chrome.

Firstly,
since
the
last
plans
panel,
the
applicant
has
reviewed
the
technical
specification
of
the
grills
to
be
used
to
mitigate
against
the
potential
for
rubber
crumb
to
escape
from
the
pitch
areas
and
into
the
wider
environment.
And
secondly,
the
details
indicate
the
use
of
track
boards
to
prevent
the
use
of
rubber
crumb.
Sorry
to
prevent
the
spread
of
rubber
crumb
between
the
pitches
and
outside
the
fence
lines.
And
it's
noted
that
boot,
wipers
and
scrapers
will
be
provided
along
pedestrian
and
player
access
points.

So
it's
understood
that
the
surface
of
an
artificial
grass
pitch
has
a
lifespan
of
approximately
10
years,
although
that's
dependent
on
factors
such
as
the
picture
type
and
the
quality
and
usage
and
maintenance,
and
the
football
Foundation
has
developed.
An
approved
list
of
recycling
criteria,
which
means
only
the
recycling
companies
and
their
listed
processes
will
be
authorized
for
for
use
on
AGP
framework
funded
projects
such
as
this.

Ultimately,
the
recycling
processes
are
regulated
by
other
statutory
bodies
and
legislation
as
with
any
type
of
waste.
It's
the
responsibility
of
the
waste
Keeper,
in
this
case
the
city
council's
applicant,
to
ensure
that
the
waste
is
disposed
of
properly,
and
this
is
regulated
by
the
environment
agency.

The
applicants
have
provided
this
diagram
which
effectively
seeks
to
use
set
out
where
the
various
teams
are
and
where
they
come
from,
and
the
numbers
involved
in
terms
of
expected
use
of
the
park
life
scheme.
So
it's
intended
that
will
be

Affiliated

across
seven
clubs,
including
122
junior
teams,
21
women
and
girls
teams
and
10
adult
male
teams.

So
the
proposals
also
include
now
a
children's
play
area
and
that's
to
be
located
to
the
east
of
the
community
hub.

would
be
the
area
as
I
say
well
overlooked
by
The,
Hub,
Building
and
accessible
from
the
adjacent
paths
and
wouldn't
encroach
into
the
groom
Stitch
scheduled
monuments
of
the
East
as
a
result
of
the
overall
changes
factoring
in
the
reduced
land,
take
of
the
play
zone
and
factoring
in
the
introduction
of
the
playground,
there's
a
very
marginal
impact
on
the
biodiversity
net
gain
associated
with
the
development
and
actually,
as
you'd,
expect,
it
increases
slightly.

So
that
concludes
the
matters
that
members
raised
last
time
in
terms
of
asking
for
further
information,
as
I
mentioned
earlier,
I
have
been
a
number
of
additional
representations,
so
obviously
to
summarize
those
for
members.
So,
since
the
publication
of
the
report
13
further
letters
of
objection
have
been
received,
one
letter
has
been
received
from
Leeds
Friends
of
the
earth
who
object
on
the
basis
that
the
traffic
forecasts
are
inaccurate
and
therefore
the
impact
on
the
local
Road
network
has
been
significantly
underrepresented.

This
is
because
the
traffic
forecasts
do
not
address
the
combined
traffic
generation
when
competitions
or
events
are
held
at
The,
Sports
Hub.
In
this
circumstance,
all
the
pictures
could
be
used.
At
the
same
time,
all
players
will
arrive
and
leave
at
the
same
time,
and
in
addition,
coaches,
managers
and
Spectators
can
be
expected
at
the
same
time
as
well.
This
scenario
isn't
modeled
in
the
application
and
in
these
circumstances,
traffic
within
excess
of
the
maximum
forecast
will
be
generated.
B
This
means
additional
concentrated
potential
for
accidents
and
therefore
the
accident
forecasts
are
also
likely
to
be
inaccurate.
We
strongly
suggest
that
the
traffic
and
accident
forecasting
are
Revisited.
Once
this
has
happened,
it
should
be
factored
into
the
sustainability
appraisal
to
assess
whether
the
development
can
be
provided
in
line
with
climate
change
objectives.

There
are,
then,
a
number
of
other
representations
from
local
residents
and
I'll
again.
I'll
summarize
those
some
of
the
less
apparent
environmental
implications
of
sports
facilities
include,
for
example,
disposing
of
200
tons
of
rubber
crumb
fill
from
every
third
generation,
artificial
pitch
after
say
just
five
years
of
use,
both
the
Rubber
and
the
Synthetic
Turf
itself
could
be
cleaned
and
recycled,
but
it's
not
a
cost
effective
operation.
So
in
reality
it
rarely
happens.
B
Artificial
pictures
are
usually
laid
on
a
300
millimeter
thick
Stone
base,
we're
crying
around
3000
tons
per
pitch
whilst
often
found
up.
There's
no
reason
why,
with
the
appropriate
certification,
recycled,
stone
or
crushed
concrete
could
not
be
used
for
this
purpose,
but
virgin
stone
is
usually
cheaper
and
Remains
the
Preferred
Choice.

This
is
in
contrast
to
the
documents
available
at
the
exhibition
and
the
claims
made
by
the
football
Foundation
about
having
an
approved
list
of
recyclers.
The
document
merely
sets
out
the
criteria
for
recycling,
not
the
actual
companies.
Misleading
Recycling
services
can
lead
to
worse
environmental
problems.

While
the
panel
report
refers
to
a
pitch
lifespan
of
10
years,
this
is
really
a
maximum,
given
the
use
it
will
get.
The
plans
panel
report
makes
statements
that
are
inaccurate
and
wrong
in
several
instances.
With
regard
to
the
previous
statement
that
health
concerns
cannot
be
considered,
all
officer
and
counselors
have
a
duty
of
care
under
UK
law
and
therefore
the
material
used
should
be
assessed
more
carefully
and
to
request
that
the
applicant
uses
another
material.

At
the
present
time,
the
environment
agency
have
stated
this
sort
of
started
to
study
into
the
revision
of
safety
guidelines
of
the
materials
used
in
the
construction
of
AstroTurf
pictures.
The
study
is
being
led
by
the
EA
themselves,
with
assistance
from
Professor
Andrew
Waterson
of
Sterling
University.

The
reference
is
being
used
on
the
safety
and
use
of
rubber
in
the
construction
of
pitches
is
out
of
date
by
six
years
and
in
the
time
since
this
research,
knowledge
and
further
research
has
advanced,
confirming
the
harmful
chemicals
within
the
rubber
crumb
and
I
should
mention
that
in
many
of
the
representations,
there's
lots
of
additional
research
and
evidence,
and
so
on
that's
been
submitted.
That's
that's
ongoing.
B
Therefore,
since
both
councilors
and
officers
have
been
served
with
this
information,
it
is
reconfirmed
under
the
laws
of
Duty
of
care
that
the
planning
team
must
review
the
materials
to
propose
to
be
used.
Alternative
materials
such
as
natural
grass,
coil
or
cork
should
be
investigated.
Instead,
the
development
is
not
sustainable
development.
It
will
destroy
mature
habitats
and
have
the
potential
for
a
profound
negative
impact
on
protected
species.

The
Brienne
report
considers
only
the
Pavilion
building
and
not
the
impact
of
plastic
pitches
or
their
upper
Chrome
base.
Latter
outweighing
the
positive
aspects
of
the
Pavilion
Construction
is
odd
that
the
health
impacts
of
rubber
current
cannot
be
considered.
Yet
the
health
benefits
of
The
Proposal
have
been.

Reference
is
also
made
to
the
executive
board
report
of
the
18th
of
September
2019,
expressing
concern
that
some
of
the
Green
Park
section

money
from
the
thought
Park
development
could
be
used
to
fund
the
park
life
scheme
in
lieu
of
the
grass
pitch
he's
originally
proposed
of
the
153
teams
referred
to
only
21
are
women
are
girls,
the
location
of
the
Hub
will
cater
for
white
middle-class
teams,
and
not
those
from
black
minority
ethnic
communities
or
those
in
Social.
Lower
socioeconomic
groups
would
have
to
travel
out
of
their
area
at
their
own
cost.

then
pay
and
use
the
facilities,
an
unlikely
scenario
in
The
Current
financial
climate.
There
are
currently
plenty
of
other
grass
pitches
and
artificial
pitches
in
the
surrounding
area.
Increased
traffic
and
floodlighting
of
pitches
and
the
utilities
crisis
is
unnecessary
and
irresponsible.
Adding
to
noise
and
light
pollution
with
a
significant
impact
on
residents.

Traffic
is
a
significant
concern
and
this
hasn't
been
addressed
by
the
revised
proposals.
The
consultation
event
was
a
biased
exhibition
and
not
a
consultation.
Residence
views
were
dismissed
and
the
questionnaire
data
has
no
validity.
It
is
noted
that
complaints
have
been
made
to
the
council
about
the
nature
of
the
consultation
events
and,
furthermore,
complainants
are
dissatisfied
with
the
responses
to
those
complaints.

It's
requested
that
members
visit
the
site
in
the
hours
of
Darkness
to
appreciate
the
damage
that
will
be
done.
There'll
be
an
unacceptable
impact
on
flora
and
fauna,
including
protected
species
whereby
everyone
can
otherwise
enjoy
the
natural
beauty
of
the
area
as
it
is
Yorkshire
Wildlife
trusts
are
familiar
with
the
scheme
and
state
that
the
biodiversity
net
gain
is
likely
to
only
be
around
4.6
percent
rather
than
10
leads,
should
show
leadership
and
exceed
those
minimum
standards,
while
games
on
grass
pitches
had
to
be
canceled.

mean
that
the
artificial
Park
pictures
are
the
answer.

may
be
an
option
but

not
necessary.

also
noted
that

pictures
are
too
hot,

they
cannot
be
played
on
commentators
supporting

application

facilities,
such

at

plenty
of
pitches
to

on
having
visited
a

on
each
pitch

enormous.

in
summary,
many
of
those
issues
are
ones
which
have
been
flanked
to
members
previously,
either
in
the
original
reports
verbally
at
the
last
panel
or
in
the
current
updated
report
before
members,
noticeably
there's
been
a
significant
amount
of
Correspondence,
particularly
regarding
the
use
of
rubber
crumb
and
argument
about
the
use
of
the
most
accurate
and
up-to-date
evidence
base,
together
with
the
submission
of
further
research
papers
and
reports,
as
I
mentioned.

issues
raised
were
either
covered
in
the
original
plans
panel
report
and
or
were
discussed
at
the
last
plans.
Panel
meeting
highways
officers
have
also
reconfirmed
that
they
are
satisfied
with
the
robustness
of
the
transport
assessment.
The
proposals
will
not
go
through
eyes
to
highway
safety
concerns.

need

far

clubs

struggle,

have
far
more
children
and
adults
wanting

join

capacity

just
don't
have
the

playing

provision
allow
open
up

more
people

join
the
clubs
and
have
more
teams
playing.

spare
capacity
for
all

pitches

durations

development
is
provide
sustainable
sport
throughout

whole

the

the
park
life
developments
where
that
will
support

lot

training
use,

remove

use
from
the
grass
pictures
around
the
city,
which
can
then

submitted
the
original
expression
of
interest
for
parklife
some
time
ago.
The
public
program
is
an
all-weather
pitch
provision
across
a
number
of
cities
across
the
country.
It
is
all
weather
pitch
because
it's
designed
to
alleviate
the
pressure
on
grass
pitch
provision.
There
is
no
other
grass
material
that
can
actually
alleviate
the
pressure
and
accommodate
the
wear
and
usage
of
an
all-weather
pitch.
Hence
the
Thunder
would
pull
out
foreign.

So
section
78
of
the
Town
and
Country
planning
act
does
say
who
can
appeal
a
decision
and
that
is
down
to
the
applicant.
Obviously,
in
this
case,
is
the
council
separate
from
the
councilor's
local
planning
Authority?
So
theoretically
it
could
be
the
applicant

could
appeal.

in
reality,
has
that
ever
been

to

park

that
