our
statutory

general
purposes
committee

asked

recommend
the
approval
of
pay
policy
at
full
Council

22nd

February
2023.

highlights
of
the
peer
policy
include
the
recommended
rate
of
the
living
wage
Foundation
announced
in
September.

and
subject
to
approval.
This
will
become
the
lowest
period
on
our
pay
structure
and
therefore
match
the
living
where
living
wage
Foundation
rate
from
the
1st
of
April
2023..

is
committed
to
continue

match
a
living
wage

subject
to
affordability
for
future
years.
The
pair
multiple
is
that
of
the
highest
paid
in
the
authority
and
the
median
salary
the
highest
paid
salary

the
chief
executive
as
at
December
2022.
The
ratio

the
chief
executive's
current
salary

the
median
pay

addition
to
the
statutory
pay,
multiple

organization

calculates

with
the
chief
executive

lowest

Community
governance
review
of
thorpark
Parish
Council.

parish
council
requested
an
increase
in
the
number
of
councilors
from
five
to
six,
so
we
consulted
on
this
as
part
of
the
community
governance
review,
that's
been
underway
and
no
responses
were
received.

recommendations
take

We
are
that's
great

on

which
is
Community
government's
review
of
Lexington
Parish
Council.

Right,
so
just
to
give
some
background
on
this
and
Leicester
Parish
have
had
considerable
issues
for
nearing
a
period
of
10
years
now.
I
know:
we've
been
to
general
purposes
committee
with
this
before
the
struggle
to
recruit
and
retain
a
chair
and
a
Parish
Clerk,
and
also
to
attract
residents
to
standards.
Candidates
they've
repeatedly
failed
to
comply
with
rules
surrounding
their
finances
and
for
the
past
three
sets
of
all-out
parish,
council
elections.
No
nominations
have
been
submitted
for
people
to
fill
the
five
Council
of
vacancies
that
they
have.

Lead
city
council
had
to
make
entry
orders
to
appoint
temporarily
councilors
to
the
parish
council,
and
we've
had
to
do
this
this
again
for
a
fourth
time
recently,
when
some
of
the
parish
councilors
resigned
and
once
again
the
council
became
inquirate
and
we've
looked
at
this
Council
before
in
2017
as
part
of
a
wider
review
to
consider
all
parishion
Town
Council
arrangements,
and
at
that
time
we
looked
at
whether
the
parish
should
be
abolished
because
of
the
issues
they've
been
experiencing
the
chair
of
the
parish.

At
that
time
was
Keen
for
it
to
continue
so
a
set
of
conditions
were
agreed
with
the
parish,
council
and
Leeds
city
council,
which
they
initially
did
meet.
But
then
again,
this
soon
lapsed.
In
early
2021,
the
clerk
of
neighboring
Legend
Parish
Council
volunteered
to
become
temporary
Clerk
of
Winston
and
with
instrumental
in
resolving
many
issues
that
existed
residents
were
appointed
by
an
intern
order
made
by
lead
city
council
to
become
councils
temporarily,
until
elections
were
held
in
May
2021.

We
did
consult
on
this
during
the
consultation
period
of
the
review
and
received
five
responses
which
are
in
the
appendices
to
this
report
of
the
five
responses
received
forward
from
residents
in
Redstone
look
and
one
from
the
leadston
area.
Overall,
the
responses
were
in
favor
of
the
parish
council
continuing,
but
it
was
a
very
small
amount
of
responses.

electorate
of
around

comments,

there's
somebody

the

comment
on
this,
one
I
don't
see
anybody
else
so
I,
just
as
I
mentioned
earlier,
it's
in
my
ward
and
we've
had
a
lot
of
involvement.
With
this
a
support.
The
recommendation
myself
and
Council
Highland
and
Council
Mitchell
will
work
to
set
up
an
alternative
residence
Association.

That's
what
people
want
in
lessons,
so
they
still
have
a
voice,
even
with
the
recommendation
here
and
finally,
I
think
having
been
through
this
over
a
number
of
years,
I've
been
some
people
who
have
worked
really
hard
to
keep
the
parish
council
going
particularly
like
to
thank
all
of
those
particularly
Wendy
Jones
and
Bev
Kirk,
who
are
the
currently
taking
the
parish
council
forward.

if
the
committee
agrees
with
the
recommendations

report
take

with
those
recommendations
and
we
are
on

that

recommends

the
appointment

a
Mrs
Claire
McManus
as
the
additional
independent
person,
with
effect
from
the
1st
of
April
for
a
period
of
two
years
and
an
option
to
extend
that
by
further
two
years,
a
summary
of
Mrs
mcmanus's
career
and
experience
set
out
in
paragraph
five
of
the
report
and
I
can
confirm
that,
since
the
interviews
we
have
received
references
which
are
more
than
satisfactory.
