bylaws

walks

spaces,
and
we've

richard

going
to
just
quickly
highlight
a
couple
of
items
in
the
report.

legal
services
and
I
leave

prosecutions
and
also
in
charge
of
bylaw
enforcement
and
review.
The
bylaw
that
is
intended
to
be
reviewed
or
is
being
reviewed.
Is
the
pleasure
grounds,
public
walks
and
open
spaces
by
lord,
which
was
created
back
in
2008
and
has
never
been
reviewed.

Being
governed
by
the
local
government
act
of
1972.,
the
bylaws
alternative
procedure,
england
regulations
didn't
come
in
until
2016,
and
the
amendment
or
benefits
of
using
the
model.
Bylaw
format
were
only
to
the
process.
They
perhaps
weren't
as
wide-reaching
as
we
had
hoped
it's.
As
a
consequence
of
that
that
we
are
having
to
trouble
this
committee
with
what
is
on
the
face
of
it
a
fairly
small
and
we
hope
routine
review,
the
bylaws
themselves
are
lengthy
and
they
affect
parks
and
public
space
areas
across
the
city.

result
of
this
review,
the
council
is
suggesting
the
removal
of
only
nine
of
those
sites,
I'm
here
today
if
there
are
any
questions
relating
to
the
bylaw
review
process
and
also
because
we
are
effectively
removing
protection
of

bylaws
from
these
nine
open
spaces.

there
are
any

to
enforcement
options
which
might
still
exist
or
exist

the

to
the

what
what's
within
this
report,

I
think
there
might
have
been
could
have
been
a
bit
more
clarity
about
the
background
to
it
in
in
the
written
report,
but
the
verbal
report
you
just
covered
it

three
matters
in
this
report.
Firstly,
an
update
for
members
in
terms
of
the
changing
circumstances,
following
the
the
ending
of
the
remote
meeting
regulations
and
the
additional
steps
that
we're
needing
to
take
at
present
time
due
to
the
the
current
covered
restrictions,
just
highlighting
to
members
paragraphs
17
to
21,
where
the
legal
implications
are
set
out
and
paragraphs
22
to
25,
where
the
risk
management
arrangements
are
summarized
as
well
again
link
to
our
previous
experience
during
the
the
pandemic.

report
also
looks
at
webcasting.
Members
will
recall
that
previously
webcasting
was
limited
to
executive
board
and
meetings
of
full
council
there's
been
a
lot
more
public
engagement
and
viewing
of
meetings,
since
we
took
them
online,
and
this
report
asked
members
to
endorse
the
extension
of
webcasting
to
all
meetings
that
take
place
in
in
this
room
in
committee,
room
six
and
seven,
and
also
in
the
council
chamber,
where
we
have
the
webcasting
technology
installed
but
also
finally
chair.

was
a
government
call
for
evidence
following
the
cessation
of
the
remote
meeting
regulations
government
asking
for
views
from
local
authorities
on
whether
legislation
should
be
introduced
to
enable
remote
meetings
in
the
future
to
continue
appendix
1
to
this
report
provides
a
copy
of
the
council's
response
to
that
consultation.
That
call
for
evidence
which
was
informed
by
discussions
with
lead
officers
and
through
them
with
chairs
of
committees
and
members,
are
asked
to
approve
the
recommendation
set
out
on
on
page
one
of
the
report.

a
small
thing:
really
we
had
a
plans
panel
meeting
yesterday
in
the
in
the
council
chamber,
and
it
was
quite
hard
to
hear
people
the
and
the
planning
officers
said
that
in
1930
they
had
to
suspend
the
meetings
because
of
the
acoustics
not
being
good
enough,
and
I
don't
think
things
have
changed
so
counselor
campbell.
I
think
he
he
couldn't
hear
what
was
being
said,
and
so
so
I,
if
there's
any
way
in
which
the
acoustics
could
be
improved
or
even
everything
being
a
bit
louder.

get
older,
it
does
become
a
bit
more
difficult.
