development

in

I
am
the
interim
government's

interesting

a

There

too
many

the

I'm
going
to
keep

I
want
to
set
some
context
here,
because
I've
been
talking
about
some
themes
over
the
course
of
months.
Actually,
when
I
keep
on
dropping
and
I
muscle
refining
this
mean
as
we
go,
but
here
here
it
is
again.

This
is
the
cycle
that
I've
been
talking
about,
is
urgency,
apathy,
distraction
and
denial,
and
that
this
is
a
meta
cycle
that
we
go
through
in
the
ecosystem
as
a
whole,
but
also
again
in
the
governance
community
as
a
microcosm
cycle
or
pattern
of
behavior.
And
what
that
looks
like
is
something
happens,
and
then
we
need
to
furiously
address
that
issue
and
it's
all
hands
on
deck
and
we're
laser
focused
on
what
just
occurred
and
the
ways
that
we
can
go
about.

Fixing
the
thing
that
just
occurred
and
then
once
the
the
disaster
has
passed
or
the
urgency
is
over
as
an
ecosystem
and
as
community
we
sort
of
breathe
a
sigh
of
relief
and
then
seven
days
later
come
back
to
the
table
and
start
with
the
next
thing
and
frequently
believe
miss
these.
These
dangling
threads
that
we
have
lying
around,
so
the
something
that
just
happened.
We
got
through
that
thing
and
now
we're
not
talking
about
anymore,
that's
kind
of
weird,
so
the
an
apathy
phase
can
kick
in.
Like
thank
God
it's
over.

Let's
move
on,
then
we
start
hitting
distraction
phases
every
once
in
a
while,
where
we
find
a
new
emergency
comes
along
or
at
the
shiny
object
or
any
important
initiative
happens,
and
then
we
try
to
get
through
that.
And
then
we
lose
track
of
these
initiatives
that
we
have
in
the
past
and
and
this
may
sound
a
little
esoteric.

But
it's
not
because
I
made
a
list
and
I'm
gonna
prove
it
to
you.
I
wanna
make
you
sit
through
a
huge
list,
but
here's
here's
a
brief
example:
we
these
are
some
of
the
things
we've
been
talking
about,
not
over
the
course
of
westby
two
years
or
a
year
or
six
months,
but
literally
over
the
course.
The
last
two
months,
possibly
three
months,
the
sed
shut
down
the
GSM
delay,
the
dark
fixes.
A
I,
don't
know
if
anybody
remembers
that
that
was
a
pretty
big
deal
maker
token
authority,
huge
the
zero
bid
response
from
the
community.
That's
a
big
issue,
rich
other
rich,
potentially
smarter,
rich
than
me
as
an
initiative
for
the
d-flat
consortium.
That's
a
big
deal.
We
have
USD
got
on
board
it.
Those
those
parameters
need
tweaking.
We
have
collateral.

As
a
major
initiative
in
depth
flip
and
flop
options,
those
all
need
tweaking.
We
have
PR
teams
that
are
self
organize,
which
is
an
enormous
the
important
initiative.
That's
super
healthy,
it's
outside
the
scope
of
technical
and
administrative
responsibilities
to
be
generally
talked
about,
but
it's
a
type
of
important
government
spoke
cadence
super
important
question
that
we
need
to
deal
with,
there's
first-past-the-post
and
ranked
choice.
Another
major
thing
we
need
to
continue
to
discuss
delegation.
How
do
we
handle
engagement
that
so
the
list
of
threads
go
on
and
on
and
on?

the
question
is:
how
do
we
handle
this
this
world
that
we
live
in?
That's
that's
far
more
complex
than
the
one
we
lived
in
six
months
or
12
months
or
18
months
ago.
How
do
we
move
forward
in
a
way?
That's
rational,
and
that
maintains
momentum
increases
security.
It
allows
us
some
agility,
but
there's
also

These
are
all
very,
very,
very
complicated
questions
fully.

we've
launched
multi-level

We
should
have
delivered
the
big
technology
that
the
foundation
existed
to
deliver.
So
what
is
like?

the

this
step
after
that
right
and

even
what
sort
of
the
final
face
of
the
foundation
right
and
the
answer
is
that-
and
this
is
always
been
the
goal
of
the
foundation
right.
That

We
need

fully
make

it

self-sustainable
and
the
governance
fully
empowered
to
the
point
where
the
foundation
can
disappear
entirely
and
ultimately,
maker
can
can
reach
its
full
potential
as
a
decentralized
project,
but
so
I'm

to
be
doing
this
presentation
and
go
through
the
slides.

you
know
decentralizing
the
project
further
and
further,
because
again,
this
is
a
call.
It's
a
call
goal
of
the
whole
project
and

again,
like
I,
said

multilateral

It's
time
to
accelerate
this
element
of
decentralization,

actually
we
are
not
because
we
have
multi-barreled
I
deliver.

pointless
thing
that
it's
not
necessary
because
to
compute
the
community
and
handle
everything
on
the
zone,
which
is
what
we
call
self-sustaining
wave
it
out,
and
for
that
we
need
a
new
generation
right
for
core
governance,
contributors

technical
contributors
of
people
just
being
more
active
and
more
empower
than
with
the
tools
nest
for
them
to
and
to
deal
with
this
new
world
of
self-sustaining
down.
And
that
point
that's
important
to
make
is
that
the
foundation
does
have
a
finite
runway,
and
this
it
was
up
to.

has
a
lot
of
capital
right
because
it
distributed
all
of
them

But
at
some
point
that
you
know
that

meant
to
run
out
right
and
stretchy
and
spin
that
the
foundation
takes
a
lot
of
action.
That's
a
lot
of
stuff

has
a
lot
of
employees
ultimately,
because
we
want
to
very
quickly
get
to
the
point
where
there's
where
the
community
is
fully
empowered.

yeah,
that's
why
that's
sort
of
the

I
guess
you

say
this
is
a
static
point
right,
and
this
is
why,
of
course,
the
foundation
is
not
dissolving
anytime.
Soon,
it's
going
to
happen
like
there's
gonna,
be
several
there's
several
years
left
where
the
foundation
will
be
operating
at
full
steam
and
then
from
there.
This
process
of
dissolution
will
begin,
but
it's
important
that
we
already
now
in
the
community
that
you
know
begin
as
a
community
to
prepare
governance
for
taking
over
full
responsibility
of
the
system,
so
so
yeah
I'll
just
open
it.

so
I
guess,
I

I,
think
it's
very
important
to
know
that
the
rollout
of
the
self-sustaining
may
be
damaged.
It's
going
to
be
very
much
a
step-by-step
process
process.
Right,
that'll
happen
carefully
and
deliberately
together
with
the
community
right,
as
we
make
sure
that
we
do
it
safely,
which
is
I.
Think
it's
the
most
important
thing
right.
We
shouldn't
just
like
jump
off
a
cliff
or
something
take
some
drastic
action
without
fully
understanding
the
consequences.

the
timeline
also
can't
really
be
fits
in
stone
right,
but
but
generally
their
gear
is
that
about
two
years
from
now.
That's
when
the
foundation
will
begin
to
solving
and
then
the
dissolution
process
will
itself
be
a
gradual
process.
So
it's
not
just
gonna,
be
like
from
one
day
to
the
other,
the
Foundation's
gone,
but
rather
you
know
the
whole
process
will
be
taken
again
slowly
and
and
in
handled.

one
example
is

actually
you

a
very
popular

idea
is
that
over
time,
once

assets

community

elected

triggers
and
the
main
to
use,
and
so
what
this
is
okay,
this
is
actually.
This
is
what
most,
because
we
already
have
several
communities
and
we
have
the
risk
team
that
has
been
collected

government's
facilitator.
We
have
the
Oracle
team.
All
of
these
already
operate,
based
in
this
somewhat
formalized
and
responsibilities
that
they
have
been
empowered
with
by
the,
and
that
just
has
to
be
developed
further.

course,
right
and
the
crucial
element
of
compensation
by
the
protocol
needs
to
be
added
to
it,
so
that
governance
really
has
full
autonomous
control
over
these
resources
in
the
moment,
and
then
the
second
pillar
is
major
group
opposes
and
that's
actually
what
we
really
like.
That's
what
this
this
week
is
all
about
such
a
loose
and
with
a
heavily
involved
with
the
middle
group.
Rosen's
initiative
made
a
a
forum
post
yesterday,
where
he
introduced
the
concept
and
the
foundation
is
right
now
prepared
to
release
a
whole
number
of
a
bundle
of
making
permanent
posts.

That
will
then
begin
precision
to
bootstrap
this
entire
concert,
which
is
edit,
call
the
content.
The
goal
is
to
formalize
and
structure
again,
what's
already
organically
happening
in
the
community,
that
you
see
in
the
forum
today
with
signal
requests,
forum
polls
and
these
kind
of
processes
where,
through
a
grassroot
process
at
this,
decision-making
begins
in
this
ideation
conception
stage
and
then
becomes
more
formal
proposals
and
then
ultimately
goes
to
vote
and
major
improvement.

anyone
can
be
part
of
it,
but
and
also
you
know,
make
it
very
accessible
and
easy
for
voters,
for
instance,
to
to
consider
whether
it
really
is
a
good
idea
and
so
on
and
just
like
see
the
whole
process
into
it.

then,
finally,
we
have
vote
delegates
and
servo
delegates
means
you
know
in
the
people
or
entities
that
that
are
assigned
votes
by
here
holders
so
that
they
themselves
can
can
vote
on
their
behalf
right
and
it's.

think
this
is
one
of
the
things
that
needs
to
be
put
up
for
debate
right
in
and
I.
Think
one
thing
that
importantly
replaced
it
maker
improvement
proposals
will
allow
us
will
allow

as
a
community,
together

clarify

figure
out
how
we
want
roots
and
that
sort
of
concept
such
as
what
you're
describing
to
be
fine

decided
on
by
the
community.

so

mean,
from
my
perspective,
I
think
that
domain
teams
will
be.

know
sort
of
doing
that.
All
the
different
operations
that
that
a
government
needs
to
do,
and
then,
on
the
other
hand,
you
have
the
book
delegates
and
they're
kind
of
like
the
politicians
right,
so
they
make
the
they
make
the
big
decisions
where
decisions
have
to
be
made
and
where
you
know
where
the
when
the,
when
the
when
the
course
of
action
isn't
totally
clear,
then
it's
ultimately
up
to
mki
holders
and
gets
to
to
then
make
a
decision.

I
mean
that
leads
to
be
just?
We
need
to
this,
the
community
as
a
whole.
We
need
to
discuss
that
when
we
start
defining
the
major
Kreuger
proposals
that
define
elected
making
figures
and
domain
teams
and
figure
out
the
you
know
the
pros
and
cons
and
any
whether
you
even
you
know
whether
they
even
should
be
anything
for
define
for
for
these
two
different
questions.

That's
really
focused
on
on
coming
up
with
some
ideas
for
how
the
community
could
decide
to
actually
structure
this
and
and
I
mean
one
idea:
that's
been
floating
around
a
lot
and
that
then
I'm
a
I'm,
a
fan
of
is
that
any
bridge
essentially
is
a
broader
concept,
but
basically
the
idea
that
that
down
may
anyway
want
to
have
a
decentralized
network
of
legal
entities.
So,
basically
a
lot
of
like
potentially
having
a
lot
of
foundations
around
the
world
that
are
funded
and
that
are
able
to
be
funded
directly
from
the
protocol.

The
the
protocol
is
just
going
to
pay
out
money
through
the
code
and
that's
it,
and
then
you
have
to
figure
out.
What's
doing
it
when
you
receive
it
or
the
community
might
want
to
go
the
other
way
and
say
the
the
Dow
is
going
to
try
to
take
care
of
money
much
as
possible
and
panel
trying
to
make
it
as
easy
as
possible
to
be
a
contributor
in
order
to
attract
more
contributors
and
the
foundation
will
again
will
come
up
with
with
some
data
points
of
this
income.

So
first,
let's
just
talk
about
long-run
prominence
and
like
this
concept
of
why
it's
so
important
to
get
started
now
and
and
what
we
in
the
foundation
believe
should
be
a
really
important
objective
of
this
transition
with
the
dissolution
of
the
foundation
right
so
and
I.
Think
number
of
party
should
be
that
when
the
foundation
starts
dissolving-
and
that
should
not
have
some
like
it
should
not
have
a
negative
impact
on
the
performance
of
the
project
right.
But
basically
the
community
should
be
fully
set
up
to
handle
everything
and
cover
all
risks.

To
advantage
of
all
opportunities
like
them
and
really
the
dissolution
of
the
foundation
should
be
an
inflection
point
that
sees
the
project
improves
significantly
right.
It
should
not
be
kind
of
a
setback
where
we
aren't
quite
ready,
and
then
we
then
the
community
will
it
sort
of
goes
into
a
tailspin
and
have
to
react
to.
You
know
figuring
out
now
that
things
are
now
that
we
don't
have
all
the
bases
covered,
how
we're
going
to
do
all
that
and
so
on.

this
we
will
need.
We
need
very
clear
provenance
processes
that
are
well
defined
and
formalized.
So
that
is
the
main
room
of
proposals,
but
that's
that
by
itself
is
not
enough.
There
also
needs-
and
this

actually

most
important
thing
like
we
need
practical
experience,
but
the
community
needs
to
have
already
had
this
experience
of
governing
the
system
through
formalized
processes.
So
it's
not
like
one
day
from
one
day
to
the
other.
Suddenly,
it's
like.

It
might
reach
a
point
where
would
be
unsafe
to
leave
the
protocol
running
if
we
lose
the
skills
in
the
community,
we
lose
the
skills
to
autonomously
keep
the
protocols
safe
right.
That
would
not
be
a
very
good
situation
to
be
in
and
because
it's
so
complex
and
there's
so
many
there's
so
much
unique
knowledge
required
to
create
the
secure
smart
contracts
and
ultimately,
I
just
think
is
a
very
important
stress
right
that
this
is
an
exercise
in
doing
things
practically
right.

community
does
described
as
the
there
and
the
foundation
is
clearly
us
and
to
me
it
almost
seems
as
if
the
metaphor
that
you
would
rather
go
with,
is,
like
you
know,
a
glass
of
sugar
water
right,
so
where

foundation

syntactic
sugar
that
makes
stuff
work
at
the
moments.
But
ultimately,
the
dissolution
of
the
foundation
is
precisely
that
it
merges
into
the
community
so
that
this
barrier
between
us
and
them
is
something
that
falls
away.

something
that
we've
seen
that,
for
instance,
status
alerts,
rights,
something
that
we've
struggled
with
for
years
is
like
a
linguistic
barrier
between
us
and
them,
even
though
we're
big
on
talking
about
the
community
this
or
remains
a
big
difference
between
like
core
contributors
and
them
ie
the
community
which
they
serve.
So
it's
interesting
in
these
kind
of
discussions
to
be
careful,
I.

That
I
mean-
and
from
my
perspective
I
mean
you
know
those
of
us
who
work
for
the
foundation
we
sort
of.
We
I
mean
we
have
to
always
make
it
work.
You
have
to
always
make
this
decision
very
clear
right,
I
mean
that's
very
important
for
a
lot
of
reasons.
Wait
when
you
think
about
how
the
foundation
does
a
lot
of
external
representation.
You
know
a
lot
of
external
interaction,
even
with
regulators
and
so
on,
right
in
media.

But
we
also
need
to
be
cognizant
about
having
outsized
impact
on
that
decision,
making
process
and
making
sure
that
there's
a
clear
delineation,
that's
being
a
little
that
people
in
the
world
of
foundation
and
so
balancing
all
these
dichotomies
can
be
very
tricky
sometimes
and
trying
to
bring
those
two
dichotomies
back
together
at
the
end,
once
the
foundation
dissolves
and
once
we
sort
of
like
only
to
flower-girl
explorers
that
go
into
the
community
and
begin
seeding
the
ecosystem
from
the
community.
It's
a
it's
a
weird
distinction
to
make.
But
it's
something:
yeah.

get
into

meat
of
what
we
basically
already
talked
about
quite
a
bit,
but
so
basically
the
slide
describing
elected
paid
contributors
and
domain
teams,
and
so
the
first
pillar
of
of
self-sustaining
long-run
governance
and
yeah.
So,
like
the
point
I
already
made
earlier
right,
that's
a
security,
technical
security
I
take
no
maintenance
and
protocol.

It
would
be
totally
disastrous
if,
if
major
governments
had
to
rely
on
some
single
entity
to
keep
the
technology
safe,
we'd
be
kind
of
like
the
sword
of
Damocles
right,
where
you
rely
on
some
external
entity
that
can
then,
if
it
gets
hit
by
bus
or
whatever,
then
suddenly,
the
whole
protocol
might
become
unsafe
right.
So
this
is
really
a
critical
reason
why
we
need
to
get
started
with
elected
paid
contributors
and
domain
teams
as
soon
as
possible.
So
we
can
begin
this.
This
knowledge
share
and
begin
reducing
this.

This,
like
this,
you
know
the
single
point
of
concentration,
of
the
technical
knowledge
within
the
foundation
and
then
there's
the
risk
seems
right.
I
mean
we
already
know
that
quite
well,
because
that's
a
concept:
that's
existed
in
the
community
for
really
four
years
at
this
point
and
I
think
that
the
technical
side
and
then
the
risk
and
collateral
on
bottom
side.

know
to
actually
be
experts
on
on
that
question
right:
it's
not
just
a
completely
random
proposal
with
with
no
sort
of
Senate
shake
whatsoever,
and
so
basically
it
like
to
pick
your
triggers
and
the
main
teams
of
different
concepts,
but
that's
overlap
a
lot
right,
so
just
to
reiterate
right
so
like
to
pay
contributors.
That's
someone
who's
being
paid
by
the
protocol,
not
necessarily
given
special
access
over
in
a
process
right,
so
it
might
just
be.

know
basically
the
ability
to
to
elect
collateral
that
has
been
signed
off
by
them
and,
of
course,
you
wanna
have
both
with
elected
Baker
trivialism,
but
the
main
teams
you
want
to
have
them
diversify.
At
the
long
run
like
with
everything
with
maker,
it
needs
to
be
a
diverse
and
broad
group
of
people
that
so
we
can
spread
the
risk
and
we
can
spread
the
bus
factor
a
lot,
a
lot.

potentially
the
community
needs
to
consider
whether
this
and
a
gap
that
needs
to
be
filled
through
these
tools
as
well,
and
so
that
could
be
like
a
decentralized
marketing
team,
for
instance,
which
actually
amazingly
there's
already
a
proposal
in
the
community.

now
related
to
this-
which
I
think
is
really
cool,
but
maybe
even
like
HR
so
to
deal
with
the
epcs
and
the
domain
teams
and
our
legal
teams
to
deal
with
things
like
real-world
assets
being
included
as
collateral
and
so
on.

quite

bit

why
doesn't
that
work?

so

proposals,
the
the
big
theme
of
what's
happening
now
right.
So
this
is
really-
and
this
is
the
step
that
we
occurred-
the
ad
in
the
rollout
of
self-sustaining,
make
it
out,
and
it's
going
to
make
a
big
it's
going
to
really
be
a
very
important
tool
for
the
community
to
use
and
because,
as
we
all
know,
maker,
even
today,
it's
juggling
all
these.

need
to
be
locked
at
like
well,
not
a
lockdown

Obviously,
you
need
to
be
flexible
and
evolve
all
the
time,
but
it
needs
to
be
very
clear
exactly
what
the
what
how
a
particular
process
works
at
a
given
point
in
time
right.
So
there's
no
ambiguity
and
confusion,
because
that
will
very
quickly
become
a
big
risk,
as
the
system
increases
in
complexity
and
it's
also
important
to
increase
accessibility
right.
So
everyone
knows
how
to
participate
in
processes
or
how
to
participate
in
creating
or
changing
processes
and
wrote
in
the
bullets
right
girl.

say
a
year
from
now
it's
going
to
work
right,
it's
kinda!

meant!

it'll

be
good
enough
to
actually
run
governance,
but
obviously
it's
not
going
to
be
good
enough
for

next
100
years

needs
to
adapt
over
time.
It
needs
to
evolve
and
both
based
on
just
