A
And
welcome
to
the
August
22nd
2017
meeting
of
the
architecture
review
board.
The
architecture
review
board
is
a
nine-member
board
appointed
by
the
City
Council
and
served
on
a
voluntary
basis
without
compensation.
Our
procedure
for
conducting
business
is
the
petitioner
for
each
item
will
be
asked
to
come
forward
state
your
name
or
the
record
and
present
his
or
her
request.
The
board
will
ask
any
questions
they
may
have.
Then
anyone
wishing
to
speak
to
the
proposal
will
be
asked
to
come
forth
and
voice
their
opinions.
A
Each
side
will
have
ten
minutes
to
speak
once
your
request
is
heard
and
the
Board's
decision
is
rendered.
You
may
leave
the
meeting.
However,
if
you
have
questions
for
staff,
please
wait
until
after
the
meeting
is
over
to
ask
them
or
you
may
contact
staff
at
the
office
the
following
day,
once
public
testimony
and
discussion
for
a
particular
item
has
concluded,
the
members
of
the
world
will
deliberate
and
we're
rendered
its
decision.
Members
with
the
personal
or
financial
interest
in
any
request
are
required
to
recuse
themselves
from
voting.
A
A
We
have
seven
members
present.
It
takes
five
votes
to
pass
a
motion
because
of
the
number
of
the
board
members
present.
If
you
would
like
to
delay
your
request,
please
let
us
know
annual
request.
Is
announcement
I
like
take
this
opportunity,
introduce
the
members
of
the
architectural
review
board,
Miss
Elizabeth

mr.

A
H
Billy
guy
yet
I
own,
the
property
at
1612,
Madison,
Avenue
I,
came
here
last
month
to
to
get
to
seek
counsel
on
some
windows
that
I
installed
that
were
that
were
not
period
correct.
The
windows
are
on
the
screen
right
now
and
anyway,
I'm
not
asking
you
guys
to
approve
the
windows
you
guys
have
already.
Let
me
know
that
they're,
the
wrong
windows,
so
I
I
know
that
I
made
a
mistake
once
again,
I'm
just
kind
of
echoing
what
I
said
last
time
that
those
are
not
period-correct
windows
and
I'm,
not
denial.
H
I
know
that
you
guys
do
not
approve
of
them,
so
I
do
apologize
for
him.
I
have
installed
all
of
them.
Cost
me
about
$16,000.
That's
material
and
install
I
had
three
different
options.
When
it
came
to
replacing
the
windows
like
with
anything
in
construction,
you
can
choose
economy
mid
grade
or
our
premium,
my
bad
sorry,
our
premium
windows
I
chose
premium
windows.
These
are
these
are
the
best
windows
that
you
can
get
and
they
are
the
wrong
design.
H
Therefore,
over
four
and
not
six
over
six,
so
I'm
not
asking
you
guys
to
approve
of
it.
Only
just
just
to
let
me
just
just
to
let
this
one
slide
and
I
hate
using
terms
like
that,
if
you
guys
were
humoring
for
a
few
minutes,
I
don't
do
I
had
ten
minutes
or
probably
about
nine
and
a
half.
Now
eight
and
a
half
I'm.
H
H
Eventually,
any
property
that
I
have
will
go
to.
My
children
will
go
to
my
progeny
I
when
I
bought
this
house
I
wanted
to
build
it
right
and
we
we
did
save
this
house.
This
house
will
be
passed
down
to
her,
so
I
am
doing
it
with
with,
with
a
long
term
in
mind,
I'm,
not
just
trying
to
slap
paint
on
it
and
throw
some
tenants
in
there.
I
didn't
make
a
mistake.
H
You
know,
I
I
really,
don't
know
what
else
to
say.
I
know
that
they're
not
period-correct
I
know
they're,
not,
but
it's
it's.
It's
been
done,
I.
Something
else
too.
That
I
wanted
to
talk
about.
Is
the
last
meeting
I
I
kind
of
told
you
guys
what
our
family
does
and
stuff
and
we
we
own
the
duplex
next
door
and
we're
going
to
we're
going
to
reduce
the
duplex
into
a
single
family
home?
Nobody
else
in
Capitol,
Heights,
I,
think
Christie
and
richer
are
doing
something
similar.
H
But
you
don't
get
that
from
a
lot
of
investors.
We
really
do
care
we're
going
to
reduce
it
from
two
units
to
one
unit
and
we
had
one
on
Pennsylvania
Avenue.
That
I
think
is
also
in
the
historic
district
I'm,
not
sure,
but
it
was
a
three
unit
that
we
reduced
to
two
units.
We
really
do
care
about
the
neighborhood
and
as
far
as
I
know,
my
my
brother,
Jonathan
I,
are
the
only
Millennials
in
Capitol
Heights,
putting
this
kind
of
money
in
Capitol
Heights.
H
H
I
made
a
mistake,
but
there's
I
just
want
you
guys
to
see
the
bigger
picture
and
I
know
that
I
know
that
you
don't
approve
of
these
windows,
but
just
just
understand
that
I
was
trying
to
do
the
right
thing
and
this
property
will
be
passed
down
to
my
daughter,
scarlet
and
you
know
I
I
messed
up
so
I,
don't
know
what
else
to
say:
I'm
Paula,
jeddak
remorseful!
This
house
was
on
the
was
on
the
brink
of
being
raised
by
the
city.
I
saved
it.
It
sat
on
the
market
for
a
solid
year.
H
Any
one
of
you
could
have
saved
the
house.
Nobody
did
I
saved
the
house
and
I
just
want
you
guys
to
to
think.
Is
the
house
better
or
worse
for
me
being
the
steward
of
it?
Is
it?
Is
it
better
than
I
bought
it
or
is
it
worse
than
I
bought?
It
I
think
the
city
was
going
to
raise
it
and
I
think
that
it's
better,
so
that's
it
I.
D
G
H
H
H
B
On
this
board
appreciates
what
you
do
in
the
neighborhood,
but
the
fact
remains
is
that
these
are
not
the
appropriate
windows
for
the
building
and
we
have
an
obligation
to
treat
everybody
fairly,
whether
we
like
them
or
not,
and
to
let
you
get
by
with
this,
when
I
can
remember,
people
that
that
have
not
that
is
charming
are
done
as
much
for
leveling
as
you,
as
does
similar
things
we
and
we
we've
denied
them.
So
it's
really
hard
if
you're
going
to
treat
everybody
the
same
to
treat
you
differently
in
this
respect.
It's
nothing.
B
H
D
G
F
And
this
is
not
easy
for
us.
Billy
understand
our
you
know.
You
said
your
big
picture
and
that
that's
commendable
our
big
picture
and
three
months
from
now
six
months
from
now
we're
going
to
get
someone
else.
That's
done
something
incorrect
they're
going
to
come
in
here
and
if
we
let
one
slide
or
two
slide,
they'll
be
out
the
door
wanting
to
do
things,
which
is
the
purpose
of
the
Historic
Society.
Our
historic
districts
is
not
to
let
these
things
get
out
of
hand.
I.
H
F
H
H
F
F
E
H
Is
this
is
the
way
that
I
see
it
that
this
house?
Let
me
let
me
do
if
you
guys,
would
give
me
two
minutes
if
you
humor
me
for
two
minutes,
I
want
to
give
kind
of
an
analogy
that
I
think
will
resonate
with
a
lot
of
people
and
and
the
historical
neighborhoods
I
know
a
lot
of
people
like
cats
and
then
store
neighborhoods
I,
like
cats,
my
mom
likes
cats
and
she
doesn't
really
but
anyway
imagine
that
a
that
a
cat
is
trapped
in
a
sewer
drainage.
H
It's
got
its
leg
and
pin
somehow
you
had
all
these
people
walking
by
the
cat.
Nobody,
this
cat's
been
abused,
his
whole
life,
just
a
feral
wild
cat,
no
one's
ever,
given
it
any
attention
and
he
loved
and
everyone
to
walk
past
this
cat.
This
cat
is
stuck
in
a
sewer
drains
flooding
the
waters
about
to
cover
its
head.
Everyone
walks
past
the
cat,
including
you
guns,
I,
see
the
cat
I
saved
the
cat,
but
in
so
doing,
I
had
to
sever
the
cat's
leg.
H
C
H
The
cat
would
have
died
without
me.
The
house
would
have
been
raised
without
me.
I
saved
the
house,
I
saved
the
cat,
we're
arguing
about
windows,
I
I
care.
We
invest
in
the
Stork
neighborhoods,
not
in
spite
of
you
guys,
but
because
of
you
guys
it
we're
working
in
conjunction
with
you,
guys,
I
missed
up,
but
I
I
don't
have
time
to
go
through
all
of
these
municipal
courts,
I'll
fight
it
to
as
far
as
I
can
I'll.
Take
it
at
odd,
strange
I
respect
you
guys,
I,
just
I
I,
shouldn't
I
used
the
term.
A
D
D
H
D
C
Ones
one
was
broken
or
whatever
and
you'd
replace
the
other
three
sides
and
we've
discussed
being
that
the
front
face
is
the
most
important
phase
for
the
streetscape
that
the
six
over
six
might
be
an
important
feature
for
the
house
that
c6
the
four
over
four
may
or
may
not
be
appropriate
for
the
sides.
But
the
front
feature
is
what's
important
to
the
streetscape,
which
is
Madison
Avenue,
a
very
prominent
location
on
the
you
know,
going
down
the
street.
Yes,.

A
I
Hello,
my
name
is
Dwight.
Olive
and
I
represent
the
property
at
31
41
LeBron
Road.
This
house
was
a
private
sale
that
was
not
sold
through
a
realtor.
However,
we
did
not
know
the
rules
and
regulations
of
the
historical
thing
we
do
now.
The
house
stood
an
inspection
and
the
garage
for
a
termite
infestation.
House
passed,
the
garage
did
not.
B
I
Okay
about
that,
anyway,
we
called
in
mr.
Fisher,
which
is
present
here
to
look
at
this
garage.
He
looked
at
it
and
it
was
in
the
proximity
between
26
and
30
thousand
dollars,
just
about
a
complete
rebuild
after
that
the
garage
failed
fell
down,
so
we
removed
it
again,
not
knowing
that
I
needed
to
save,
take
a
permit
out
or
whatever
you
know,
I
had
that
done,
and
then,
after
that,
we
hauled
in
gravel
to
put
the
garages
on
18
by
24
and
the
driveway
that
we
were
trying
to
do
when
Christie
got
called
out.
I
What
we're
wanting
to
do
is
replace
where
the
concrete
is
broken
up
and
gone
so
prob
the
dimensions
are
9
by
75.
You
only
want
to
go
up
to
the
existing
solid
concrete,
not
all
the
way
back.
So
we
want
to
do
right
and
certainly
would
like
to
we
have
them.
Both
are
fixed
to
be
occupied,
got
2
year
leases
on
there.
They
are
duplexes,
31,
31,
91
and
31
41
ones,
a
2-1
ones.
The
one
one.
G
Way
he's
asking
for
an
advisory
review,
because
there's
a
pile
of
gravel
in
the
driveway
that
no
one
can
get
around
is
whether
or
not
they
can
proceed
and
make
official
application.
Well,
I
do
have
an
application
for
next
month
to
put
the
gravel
in
the
location
of
the
old
garage
and
in
the
driveway,
where
the
concrete
broken
just.
I
F
I
D
B
F
D
I
F
Mean
we
can't
approve
your
project
tonight,
because
if
there
is
a
time
limit
by
law,
yes
has
to
be
noticed
for
amount
of
time.
This
is
an
advisory
that,
when
you
come
back,
we're
not
going
to
object
to
this
will
give
you
an
opportunity
to
go
out
finish
pregnant,
so
your
your
tenants
can
go
ahead,
and
certainly
certainly
okay.
I
C
I
I
D
G
D
E
Ladies
and
gentlemen,
John
fishy-fishy
architecture
representing
mr.
gay
black
men,
owner
of
21
South
Court
Street
owner
recently
purchased
the
building
the
roof.
Existing
roof
consisted
of
a
hipper
ease
with
perimeter,
valleys
all
slope
in
each
corner
and
there
was
a
internal
restrain
in
each
corner
rusev
in
leakin.
For
quite
some
time.
Sections
and
interior
of
the
building,
including
the
floor,
joist
the
whole
front
of
the
floor
system
and
the
roof
system
in
the
front
of
the
building
had
deteriorated
and
collapsed.
E
The
adjacent
neighbor
was
complaining
about
mold
and
mildew
in
their
basement
due
to
the
water
coming
from
this
building
seeking
through
the
basement
owners
had
history
and
the
local
contractors
had
the
history
with
and
some
bad
experience
in
the
past,
with
some
less
slip,
roofs
and
internal
restrain.
So
he
wanted
to
install
a
single
sloped
roof
slip
in
front
to
the
back.
In
order
to
protect
the
building's
like
fossil
I
wanted
to
leave
the
existing
roof
in
place
as
he
replaced
and
put
a
new
roof
on
top
a
new
brew
structure
on
top.
E
So
in
doing
so,
he
framed
the
parapet,
extensions
and
concealed
one
to
conceal
the
roof,
roof
structure
behind
that
and
then,
as
he
was
doing
so,
he
received
notice
from
Miss
Christy
Anderson,
saying
that
he
was
supposed
to
come
forward
ARB
and
he
just
did
not
realize
that
this
building
was
subjected
ARB
review.
So
officially
architecture
was
asked
to
help
the
owner
through
the
process
and
to
requesting
reviser
review.
I've
got
some
handouts
for
you.
E
All
right
quickly,
the
building
is
highlighted
in
red.
There
has
a
red
box
around
it
and
the
first
couple
pictures
you
can
see
the
second
floor
clearly
has
three
windows
across
the
front
when
you
turn
to
page
three
going
from
1880s
roughly
to
the
1950s,
all
of
a
sudden,
it
had
a
plating
window
in
the
center
so
that
the
side
was
replaced
at
some
point
and
then
the
if
you
keep
flipping
through
these
photographers,
actually
replaced
in
the
80s
or
90s
again,
and
it
tried
to
match
that
1950s
Palladian
window
style.
E
To
conceal
this
roof
he's
got
a
parapet
in
the
front
and
then
parapets
along
the
sides.
The
sides
would
be
covered
in
metal
panels
and
the
front
he
wants
to
cover
in
brick
and
try
to
match
the
brick.
If
he's
not
successful,
he's
open
to
painting
the
whole
front
facade
to
make
sure
it
all
matches,
so
we're
looking
for
advisory
reviews
from
y'all
on
any
thoughts
comments,
suggestions,
especially
on
that
facade,
because.
G
D

E
B
A

H
B
Looks
like
the
main
that
to
me
this
seems
to
be
in
the
tradition
of
the
traditional
building
types
that
this
really
represents.
It's
not
like
the
fifties,
but
the
decision
is
or
even
made
that
it's
not
look
like
the
fifties,
so
I
think
expenses
importance
in
40,
see
here
on
this
in
the
history
of
there
certainly
looks
better
than
the
giant
picture
when
the
OMA
second.
