B
B
Our
procedure
for
conducting
business
is
that
I
will
call
out
the
item
on
the
agenda.
If
you
would,
the
petitioner
comes
forward
comes
to
the
mic
and
speaks
clearly
into
the
mic,
so
that
we
can
all
understand
your
presentation
and
please
be
prepared
to
any
to
answer
any
questions
or
comments
that
we
might
have
once
we
receive
public
testimony
on
a
particular
item.
The
members
of
the
board
will
deliberate
and
we
will
render
our
decision
I'll
remind
any
member
with
a
personal
financial
interest
in
any
particular
item,
you're
required
to
recuse
yourself
from
voting.
B
Any
testimony
that
is
submitted
by
the
petitioner
on
behalf
of
the
petitioner
during
the
presentation
of
the
exempt
item
will
be
binding
as
to
any
decision
board
makes
relative
to
the
motion
remind
the
members.
If
a
motion
to
deny
on
any
particular
item
is
made,
a
reason
must
be
given
at
this
time
I'll
introduce
the
members
of
the
board,
who
are
here,
miss
kt
brown,
our
vice
chairman,
mr
regina
culley,
who
is
our
newest
member
joining
us
tonight?
B
Our
staff
lynn,
you
staff.
That's
here
tonight,
mr
tommy
tyson,
our
executive
director
executive
secretary,
mr
james
center
and
ms
jovan
hines,
our
recording
secretary.
As
I
mentioned,
we
have
seven
here
tonight.
It
requires
five
votes
to
approve
a
motion.
I
think
we
have
one
other
member
on
the
way.
Any
questions.
B
I
think
mr
perkins
board
member
is
having
trouble
getting
someone
to
do
the
survey
on
the
property
that
we've
requested.
B
So
I
I
recommend
with
your
approval,
if
I'd
have
a
motion
that
will
roll
him
over
to
the
next
meeting
and
a
second
second,
mr
brown
moves
it.
We
move
him
to
the
next
meeting.
Mr
howell
seconds,
all
in
favor
say:
aye
aye
raise
your
hand,
mr.
A
B
B
B
B
B
A
A
B
Year
four
per
year,
yes
got
it:
okay,
all
right,
and
then
you
there
are,
let's
see,
there's
a
paved
area
that
would
allow
at
least
23
parking
spaces.
Is
that
correct.
B
B
C
A
A
A
Parking
it
does
and
the
23
is
based
on
john.
If
you
look
at
it
the
lot
next
door
that
is
striped
on
the
aerial
is
almost
identical
to
this
this
slot.
So
that's
that's
how
how
we
were
able
to
come
up
with
the
23
spaces
right?
Okay,
you
got
that.
I
got
that,
but
I'm
just
wondering.
Oh
you
know,
even
though
she
just
had
25
to
50
members
in
the
congregation
other
people
are
going
to
come
to
the
meeting
and
everything
where,
where
are
they
going
to
talk
on
the
street?.
B
E
B
D
B
C
B
Be
sure
that
you
strike
those
spaces
before
you
start
your
services,
okay
and
and
our
approval
does
not
allow
any
parking
on
on
harrison
road,
okay,
okay
and
it
doesn't
require-
allow
any
parking
on
any
adjacent
property
you've
got
to
park
on
this
lot.
Okay,
okay,
thank.
A
B
First,
mr
perkins,
james,
let
me
show
you
this.
B
B
E
E
B
C
C
B
C
B
B
Yes,
sir,
is
this
a
problem
as
it
re
it
doesn't
have
a
residence
on
it,
not
not,
since
it's.
B
B
C
It's
going
to
be
a
aluminum
carport,
just
as
if
you
know
you
got
a
carport
at
home,
you
will
pull
your
vehicle
up
on
it.
It's
going
to
be
an
open
carport
as
similar
to
a
tent.
If
you
were
putting
a
tent
on
our
land
to
have
a
revival,
it's
gonna
be
a
symbol
so
that
it's
gonna
be
open.
Do
you
have.
C
Well,
I
was
waiting
to
get
the
okay
before
I
go
forward
or
I
spoke
to
someone
or
I
was
going
to
put
grabber
down.
If
I
can
put
a
slab
that
will
be
even
better.
C
Okay,
I
got
a
driveway
coming
in
up
on
the
property,
so
I
will
have
some
gravel
down
for
parks.
I
a
park
on
the
lot.
C
C
B
C
C
Yes,
that's
what
I
was
starting
off
with,
or
you
know,
with
the
number
of
you
know,
10
to
12
members.
It's
going
to
be
more
hard.
You
know,
then
it
got
on
here
through
the
fire
gravel
parking
space,
I'm
gonna
have
more
space.
I
know
we
still
in
the
pandemic,
so
I
know
we
got
have
to
keep
the
numbers
down
so
for
future.
In
the
years
the
park's
gonna
be
there.
You
know,
for
you
know,
other
members
to
come,
but
that's
what
I'm
starting
off
with
because
of
the
pandemic
is.
C
B
B
B
Board
members,
I
think,
there's
a
lot
of
unanswered
questions
and
it's
customary
when
we
approve
a
church
on
a
lot
that
we
get
some
kind
of
a
schematic
development
plan.
We've
got
nothing
here.
This
doesn't
show
completely
how
she's
going
to
ingress
and
egress
the
lot.
It
doesn't
show
what
she's
going
to
do
with
gravel
parking
spaces.
It
doesn't
show
about
lighting.
I
request
we
delay
this
until
she
comes
back
with
a
development
plan.
B
C
Not
really,
I
don't
understand
what
you
I'm
thinking
that
you're
saying
mr.
B
Mr
mr
center
can
get
with
you
on
it,
but
we
need
a
some
kind
of
a
development
plan
that
show,
even
though
this
is
nothing
but
a
cover,
okay
or
a
covered
garage
metal
building.
We
need
to
know
how
you
intend
to
use
the
lot
where
how
are
people
gonna
come
and
go?
What
are
you
gonna
do
about
lighting?
What
are
you
gonna
do
about
landscaping
where
you're
going
to
put
your
parking?
B
We
normally
require
that
if
you're
going
to
have
a
gravel
parking
lot
that
you're
going
to
have
bumpers
there
marking
where
people
are
going
to
park-
okay,
it
just
can't
be.
You
know
you
just
can't,
go
out
there
and
throw
gravel
out
and
no
nobody
knows
where
to
park.
You
know.
C
B
D
B
There
it's
you
want
to
maintain
it,
it's
already
there.
Yes,
sir,
was
this
something
brought
to
our
attention
by
a
property
owner
out
there,
james
or.
A
No,
so
I
believe
they
went
to
get
power
to
it,
and
it
was
excuse
me
they
went
to
get
power
to
it
and
it
was
discovered
that
they
hadn't
gone
through
us.
B
Okay,
so
mr
perkins
you're
gonna
be
back
22
feet
from
your
front
property
line.
D
That's
what
they
requested
but,
like
I
said
I
didn't,
I
didn't
know
anything
about
it.
How
far
to
put
it
back.
B
D
On
this
problem,
yes,
sir,
I
got
one
they're
installing
it
now.
D
B
D
D
Okay,
I
see
what
you're
saying
like
I
said:
it's
it's
already
tired
down
and
then
putting
the
supper
tank
in
and
they're
hooking
all
the
pipes
up.
A
Hey
james
is
there
anything
that
the
city
can
do
for
the
in
order
to
get
the
guy
that
put
it
in
illegally
to
can
y'all
find
him
or
do
anything,
whereas
he
could
put
some
pressure
on
the
guy.
Mr
holmes,
there's
it's
probably
in
the
fine
print,
but
it's
probably
in
the
fine
print
that
mr
perkins
was
going
to
have
to
secure
anything
like
that.
I
mean
that's
the
norm.
Okay,
according
to
what
I
noticed,
I
didn't
see
a
problem
with
it.
B
E
A
D
B
C
D
C
F
District,
hello,
I
appreciate
you
all
having
me
today,
I'm
my
name
is
ray
williams
and
I'm
bargaining,
davis,
williams,
architects.
Good
to
see
you
again.
B
F
F
And
here
representing
helen
crump
wells,
jim
barganier,
my
partner,
who
deceased
in
december,
designed
this
residence
for
helen
and
we
completed
it
after
his
death-
and
we
are
here
today-
request
a
variance
for
front
yard
setback
and
a
variance
for
a
rear
yard.
Sat
back.
This
is
the
last
remaining
lot
in
rosemont
that
faces
the
montgomery
country
club
golf
course,
and
there
are
approximately
12
houses
along
that
property
line
of
rosemont,
with
varying
degrees
of
structures
and
setbacks.
F
And
so
we
presented
in
the
documents
the
residents
to
the
to
the
north
and
the
south
of
helen's
proposed
residence
for
for
reference.
B
C
F
A
B
C
Good
evening
I
had
a
fire
in
february
and
I'm
just
requesting
that
I'm
able
to
start
renovations
on
my
home
right
so.
B
C
B
C
A
B
E
A
B
Board
members,
mr
howell,
what
happened.
A
C
A
B
B
B
B
We
need
you
to
need
your
name,
please.
Yes,
I'm
sorry,
my
name.
A
Is
joe
taylor,
joe
taylor,
taylor,
joe
taylor,
okay,
I'm
here
to
represent
actually
the
pickler,
mr
pigler,
and
what
we're
trying
to
do
is
he
has
been
approved,
given
a
grant
to
you
need
to
have
his
house
handicapped,
accessible
he's
in
he's
confined
to
a
wheelchair,
and
the
only
way
we
could
do
it
is
to
go
from
the
back,
no
other
options,
no
space
inside
the
house.
A
The
only
other
option
we
have
is
to
bring
him
bring
it
from
the
back
and
also
get
my
car
put
on
the
back
and
this
that
corner
of
the
house
is
within
that
10
foot
setbacks.
B
Okay,
well,
we
always
ask
the
question:
the
water
coming
off
of
this
edition
is
going
to
be
retained
on
this
property,
yes,
and
not
spill
onto
the
adjacent
property
owner.
Absolutely
right!
Yes,
sir!
Yes,
okay,
any
questions
board
members.
B
B
E
We
cater
to
city
of
montgomery
employees,
state
employees,
maxwell
air
force,
war,
college
students
and
the
actual
long-term
maxwell
air
force
base.
Members
we've
got
plenty
of
private
sector
clients
that
we
see
on
a
daily
and
weekly
basis,
but
currently
our
predicament
is.
We
are
right
now
located
at
444
south
hole
street,
I'm
right
in
downtown
montgomery,
just
a
few
blocks
from
the
capitol
and
a
few
blocks
from
the
interstate
we're
located
in
a
2500
square
foot.
E
Building
that
we
have
certainly
been
blessed
with
the
fact
that
we
have
expanded
at
a
such
expedited
rape
to
where
we
are
in
desperate
need
for
more
space.
So,
as
luck
would
have
it,
the
lab
corp
of
america
has
had
a
full
block
of
property
right
down
the
street
from
us
at
the
500
block
of
south
pole
and
south
decatur.
E
That
has
been
for
sale
and
we
are
currently
under
contract
set
to
close
on
it
and
about
two
weeks
from
now
and
we're
looking
at
having
this
actual
back
building
property
on
the
side
of
south
decatur
for
our
property.
This
is
the
building
that
they
used
that
they
had
built.
I
believe
in
the
early
or
sorry
late,
80s
early
90s
time
frame
that
was
built
for
laboratory
use.
E
It's
exactly
what
we
need
in
the
fashion
of
it's
got
drains
in
the
floors.
It's
got
pool
wash
eye
stations,
water
connections,
literally
everything
you
would
need
for
this
type
of
business.
So
it's
about
14,
000
square
feet,
we're
gonna
literally.
You
know
the
plan
is
to
pick
up
our
current
facility
and
just
move
it
right
down
the
street
as
far
as
operation
wise,
everything
will
remain
the
same.
We're
looking
at
doing
the
same
football
grade,
astro
turf
outside
we
won't
have
any
outdoor
runs
that
will
be
used
for
boarding
or
anything
of
that
fashion.
E
Our
hours
of
operation
will
remain
the
same
from
7
a.m.
All
the
way
till
6
pm
at
night,
as
well
as
from
7
a.m,
to
12
o'clock.
During
the
on
saturdays
and
kind
of
thing,
any
other
specific
questions
you
guys
would
like.
Oh
one
other
point
I
want
to
actually
address
as
well
is
the
fact
that,
ironically,
right
now,
we
are
currently
in
the
middle
of
several
lobbyists.
E
Attorneys
architects
offices,
we're
in
the
middle
of
the
very
corporate
part
of
our
block,
which
we
have
not
had
any
issues
or
noise
complaints
over
the
last
six
years
that
we've
operated
and
we're
actually
moving
now
to
a
more
industrial
area
where
this
section
of
south
decatur
is
completely
vacant
all
the
way
down.
I.
B
E
E
Oh
yeah,
they
do
they
talk
without
a
doubt,
but
as
far
as
all
of
those
people,
you
know
the
architect's
office,
the
attorney's
office
and
even
a
duplex
or
sorry
quad,
plex
next
door.
You
know:
we've.
Never
single,
never
once
had
an
issue.
As
far
as
somebody
complaining
about
the
level
of
noise.
B
So
no
outside
runs
no
outside
runs
and
and
no
outside
kennels,
no
outside
kennels
or
runs.
B
E
Will
be
the
the
building
of
operation,
the
others
with
the
lab
court?
The
situation
was
either
we
purchased
the
whole
block
or
nothing
at
all,
and
we
just
wanted
the
one
building
so
we'll
be
doing
some
renovations
on
some
of
the
other
buildings
of
just
kind
of
getting
them
back
up
to
bar
to
where
they
can
be
sold
off.
Good.
