From YouTube: Montgomery Board of Adjustment (7/18/19)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Board
of
Adjustment
is
a
nine-member
board
and
we're
appointed
by
the
City
Council,
and
we
serve
on
the
voluntary
basis
without
compensation.
Our
procedure
for
conducting
business
is
that
I
will
call
the
petitioners
name.
If
you
would
please
come
forward,
speak
clearly
into
the
mic
and
be
prepared
and
make
your
presentation
and
be
prepared
to
answer
any
questions.
Anyone
on
the
board
might
have
or
anyone
in
the
audience.
B
Once
we
received
that
public
testimony
and
we
discussed
that
particular
item,
the
members
of
the
board
will
deliberate
and
we'll
render
our
decision
I'll
remind
members
with
a
personal
or
financial
interest.
In
any
request,
you
required
recuse
yourself
from
voting.
Any
testimony.
That's
submitted
by
the
petitioner
on
behalf
of
the
petitioner
during
the
presentation
of
the
agenda
item
will
be
binding
as
the
indecision
Board
makes
relative
to
the
motion.
I
remind
the
members
of
the
board.
If
a
motion
to
deny
an
item
is
made,
you
must
give
a
reason.
B
B
Okay,
it
takes
five
votes
to
approve
a
motion.
We
don't
have
five
members
here
tonight.
That
means
that
if
you
are
here
to
get
your
present,
your
item
approved,
it
will
take
all
five
votes.
If
you
feel
as
though
that
might
affect
the
outcome
of
your
presentation,
you
can
delay
your
item
to
the
next
meeting,
which
will
be
the
third
Thursday
of
August.
Otherwise,
we'll
hear
you
emotion
or
hear
your
item
any
questions,
if
you
care
to
do
that,
please
seat
talking
your
Ingram
over
here
to
my
left.

B
C
There's
a
house
there
now
that
you
can
see
where
it's
cut
out.
You
know:
they've
got
an
easement
to
the
house,
Bank
of
America
donated
that
to
a
nonprofit
organization.
We
don't
know
who
owns
it,
but
that's
the
status
of
that
little
other
little
house
that
you
see
right
there
in
the
front
and
then
there's
an
old
there's,
a
barn
back
there
with
a
with
a
ride
in
the
arena
right.

all

please
raise

Thank

Thank
You.
Mr.
chairman,
you
got
your
work
item.
Three
is
presented
by
Lucretia
Brees,
requesting
any
special
exception
for
a
mobile
home
for
living
purposes,
to
be
located
at
1205,
seventh,
where
Mont
court
and
an
Ag
one
zoning
district
there's
raised
is
that
how
do
you
pronounce
that
raise.

See
where
I'm
going
I'm
trying
to
figure
out
why
what
you
got,
and
so,
when
your
neighbor
comes
up
here,
I
want
to
be
able
to
figure
out.
What's
going
on,
we
did
we're
gonna
figure
out
what's
going
and
we
need
to
know
that
before
we
ground,
that's
right,
a
mission,
anything
else
you
want
to
say
sorry.
We
want
to
love
that
neighbor.
D
B
E
E
E
Gotcha,
my
property
line
is
right:
the
red
line
next
today,
that's
my
property.
Okay,
oh
I'm,
very
nervous,
I've,
never
done
anything
like
this
before
so
out.
Did
you
do
them?
Fine
cut
me
off
if
you
need
to
sir
first
of
all
I.
Thank
you,
sir,
and
the
rest
of
you
all
for
being
here
tonight.
I
know
you
want
to
go
home
and
also
I.
Try
to
make
this
quick
I'd
like
to
thank
free
timing
consideration,
but
the
proposed
abatements
will
violate
the
setback
ordinance
of
the
city
of
Montgomery.
E
First
of
all,
the
ordinance
if
enforced,
would
not
deprive
the
home
owner
of
the
applicant
of
the
Rights
commonly
enjoyed
by
other
properties
in
the
same
zoning
district
and
would
not
cause
unnecessary
undue
hardships
on
the
applicant
in
any
way
that
I
can
see.
The
sheds
are
supposed
to
be
accessory
structures
and
are
not
actually
required
for
a
family
home.
The
sheds
and
other
structures
could
be
relocated
on
the
parcel,
it's
a
big
yard
and
they
had
been
moved
contrary
to
popular
belief,
they've
been
moved
several
times,
especially
a
since
it's
been
they.
E
My
objection
to
the
shares
is
that
they're
making
their
contention
ongoing
nuisance
because
our
houses
are
between
13
and
15
feet
apart
bedroom
windows,
my
bedroom,
I,
don't
know
what
when
did.
This
are
very
close
and
shredder
right.
Excuse
me
very
what
they're
very
close
13
to
15
feet
and
numerous
trucks,
unknown
people,
etc,
etc.
E
All
hours
of
the
day
and
night
back
trucks,
trailers,
except
the
first
structure,
I
believe,
was
moved
in
around
2013
and
then
they
put
a
spotlight
camera
between
the
homies.
Several
machines
which
he
alerted
to
the
machines,
were
loaded
into
the
building
in
the
middle
of
the
night,
clanking
on
by
the
plank
Clank
Clank
Clank.
E
So
I,
reluctantly,
at
this
time,
put
up
cameras
of
my
own
because
the
ongoing
noise
continued
problem
of
unknown
people
in
and
out
between
the
houses,
the
14-foot
distance
or
whatever
it
is.
So
we
install
security
cameras
and
when
we
did
that
it
seemed
that
the
noise
seemed
ceased
for
a
while
we've
been
in
the
house
since
2006
and
I
think
they
came
approximately
four
years
four
half
years
later.
At
that
time,
there's
a
chain-link
fence
and
nothing
in
their
backyard
and
then.
E
The
first
building
came
around
2013
and
was
put
on
the
property
line
close
to
the
back
of
the
house.
It's
a
very
large
building,
first
of
all,
and
they
tore
down
the
gulley
he's
talking
about
was
a
city
easement
I.
Guess
you
called
it
and
they
put
tore
down
a
fence
that
was
not
put
up
by
me
of
them,
and
it
was
right
in
the
middle.
This
is
the
property
line,
fence,
I,
guess
and
they
tore
that
down,
and
then
they
proceeded
put
up
a
privacy
fence.
It
was
unpermitted,
so
I
called
it.
E
Let
them
get
a
permit,
they
found
out.
It
was
encroaching
at
our
expense.
We
and
higher
survey
company
come
out
and
do
a
survey
and
sure
enough
the
building's
moved
at
that
time.
The
fence
was
moved
back
over
at
that
time,
and
so
we
had
to
do
that
spent
the
first
year,
I'm
telling
you
has
been
moved
at
least
three
times
a
foot
and
a
half
from
the
side
yard
property
line
and
approximately
14
to
16
feet
from
my
bedroom
window.
E
B
To
make
a
decision
on
noise
that
might
be
created
by
trucks
backing
in
now,
okay,
we're
only
here
for
three
points,
and
that
is
separation
and
setback.
Okay,
well,
and
in
building
aid,
and
we're
not
here
for
a
courage,
variance
he
he
could.
He
can
have
these
square
footages
of
buildings,
okay,
without
our
proof:
okay,
okay,
the
building
aim
according
to
this
is
two
feet
off
that
property
line
he's
at.
He
needs
a
three
foot
bench.
So
if
he
moves
the
building
over
three
feet,
he's
compliant
you
with
me:
yes,
sir,
the
next
building.

A
building
is
causing
a
nuisance
to
me
as
far
as
I
can't
go
to
bed
at
8
o'clock
to
get
up
in
the
morning
to
go
to
work
in
the
morning,
because
I'm
up
all
night
because
of
the
construction,
the
mechanicing
going
on.
That's
a
noise
problem
and
that's
what
these
sheds
to
me
are
causing
is
a
noise.
Okay,
crawl.

F
F
Would
like
to
build
a
building,
and
this
is
going
on
hoping
that
we
get
approval
for
the
RFP
from
the
Alabama
Department
of
Human
Resource
to
house
pregnant,
teen,
girls
coming
from
the
DHR
and
the
foster
care
system,
and
if
we
do
get
approval,
we
would
like
to
develop
a
home
that
meets
the
standard
criteria
for
a
group
home
and
heard
a
minimum
standard
for
a
group
home
for
a
teen
pregnancy.
You
have
to
have
a
minimum
seven
and
are
seven
rooms
with
three
bathrooms.
F
B
F
F
B
F
F
B
Once
you
operate
it,
then
you
have
to
meet
their
standards.
Requirements
correct,
yes,
and
you
have
to
maintain
your
license
and
certifications.
Yes,
otherwise
they
could
take.
You
shut
you
down,
absolutely
correct.
Absolutely
all
right!
Now
you
got
eight
women
update
women
here,
plus
a
staff
member.
Where
will
everybody
park?
That's.
F
A
great
question,
so
we
had
to
modify
this
particular
drawing
and
I
can
provide
you
with
a
new
drawing
and
what
we
have
done
was.
We
would
like
to
develop
our
purchase,
a
garage
and
to
purchase
this
garage.
That
meant
that
we
had
to
reduce
that
square
footage
that
you
guys
have
up
there.
It
actually
is
smaller
and
the
garage
would
be
on
the
side.
Will
you
see
the
kitchen,
but
we
don't
know
for
sure,
because
we
haven't
purchased
the
garage,
yet
we
purchased
the
building
for
the
framing,
but
we
have
not
purchased
the
garage.
B
F
F
F
We
we
can't
there's
nowhere
in
the
proposal
that
says
that
we
can't
allow
them
to
have
their
own
vehicle
if
they're
driving
they
should
use
it.
So
we
have
to
use
a
lot
of
discretion
on
what
our
rules
and
our
regulations
would
be
for
individuals
having
vehicles,
but
if
need
be,
we'll
purchase
only
one
vehicle
and
leave
one
garage
door
open
so
that
if
there's
one
that
has
a
car
she
can
park
in
the
garage.
A
C
B
C
A
B
Short
shelf
full
of
stats
right,
miss
mine.
You
got
a
thing
you
have
to
PS
shelves
here
and
shelves
here.
B
A
F
Okay,
thank
you.
Mrs.
Brown
forgiving
me
light
on
that.
Okay,
so
mrs.
Li,
she
developed
it
was
a
sketch
and
if
I
mean
that's
like
cabinets,
linen
cabinet
doors
kind
of
for
the
girls,
if
we
need
to
add
more,
we
can
definitely
add
more
to
make
sure
we
have
the
proper
storage
availability
for
the
girls.
That.
F
Absolutely
we
did
not
know,
we
were
gonna,
get
question
on
that
schematic
part
of
it,
but
I
can
change
it.
Hopefully
you'll
be
able
to
revise
or
use
my
revised
version.
But
yes,
she
was
noting
that
she
wanted
shelves
for
the
girls
and
had
made
a
comment
on
at
least
four,
but
there's
nothing
in
the
standard
manual
for
the
group
home
housing
that
states
how
many
shelves
we
are
required
to
have
so
we
weren't
we
weren't.
A
F
D
Hello,
my
name
is
Betty
sharp
and
I
live
on
Warwick
Drive
I
live
in
the
area
where
this
is
being
proposed.
I've
been
there
about
21
years,
so
I
came
to
see
exactly
what
they
are
proposing
to
put
up
and
I
was
told
about
the
eight
teen
pregnant
were
they
foster
care
children.
So
she
answered
that
one.
But
this
lot
is
not
a
very
big
blind
and
also.
D
F
We're
still
waiting
the
purple,
the
Department
of
Human
Resource
has
changed
their
due
date
to
be
from
the
evaluation
of
July
21st
through
the
July
25th,
and
we
won't
know
who
gets
awarded
until
August
9th.
We
with
that
being
said,
we
only
haven't
talked
Oprah
first,
if
any
event
we
do
get
awarded,
we
would
be
absolutely
needed
to
have
it
open
by
October
1st,
so
we're
just
on
prayer,
I'm
literally
on
faith
building
this
hoping
that
all
doors
open.
F
That's
my
heart
is
to
open
it
up
for
our
teen
pregnant
girls
coming
through
the
system
hooray.
But
if
we
don't
get
approval,
then
it
does
change.
Who
will
be?
You
know
what
what
what
we
can
do,
but
hopefully
we
can
and
you're
right
the
lot
that
we
develop
the
house
to
be
64
by
70.
So
there's
not
going
to
be
a
huge
backyard,
but
that's
okay,
because
we
are
utilizing
the
space
that
we
have,
but
more
so
we're
gonna
have
them
doing
so.
F
Many
activities
in
the
community
that
they're
not
gonna
have
time
to
be
hanging
out
around
the
house.
They're
not
going
to
be
able
to
unless
they
are
walking
around
and
getting
exercise
which
they
will
be
with
a
supervised,
a
staff
member.
They
you,
you
should
never
Steven
lordy.
You
should
never
see
them
hanging
out
outside.
You
should
never
see
them
out
unless
it's
a
specific
person-
and
there
is
an
adult
that
is
a
company.
C
D
C
F
Mr.
Williams
and
yes,
this
program
is
the
mother
and
infant
care
service
program
proposal
that
DHI
is
requesting
proposals
for
so
what
they
have
done
is
they
have
stated
that
everything
that,
if
we
get
awarded,
we
must
follow
the
standards
of
the
group
home
for
the
group
home
facility
in
Alabama,
which
means
that
there's
I
mean
then
they
have
strategic
guidelines
that
we
have
to
follow,
that
that
are
in
lieu
of
the
group
home
and
also
with
the
ISP
program,
and
everything
is
coordinated
together,
but
all
spearheaded
with
the
DHR
system.
Okay,
thank
you.
Thank.
C
C
C
B
D
D
So
that's
not
my
intention,
but
I
just
want
to
make
sure
that
you're
putting
them
in
a
safe
place
and
where
you're
putting
them
there
is
enough
place
where
they
can
be
there
safely
and
there's
no
harm
to
them.
Getting
out
of
getting
hurt
on
the
corner
or
just
enough
space
because,
like
I
said,
I
lived
in
our
homes
are
like
three
bedrooms
baths
kitchen
then
combined,
not
a
big
living
area
and
where
you're
putting
eight
young
people
and
then
another
adult
you
need
room
in
that
facility.
D
B
D
D
F
F
F
A
A
B
F
A
Understand
what
you're
saying
what
I'm
saying
is
you
are
telling
us
about
what
you
hoped
to
do
would
like
some
more
actualities,
such
as
that
eight
shelves
for
the
eight
girls,
such
as
a
parking
space
such
as
some
of
the
other
things
that
we've
asked
questions
on
and
you're
saying
that
you're
hoping
that
this
actually
happens
and
I'm
asking.
Would
you
agree
when
you
get
this
together
to
come
back?
We
love
what
you're
trying
to
do,
but
we
want
to
make
sure
that
it
can
be
done.
A
B
A
B
C
A
C
May
I
make
a
comment
sure
the
way
I
look
at
it,
and
somebody
correct
me
if
this
is
not
right.
We
are
simply
approving
this
use
when
they
move
forward.
Ms
Brown
they're
going
to
have
to
be
in
compliance
with
everything
that
DHR
is
requiring.
So
to
me,
it's
okay
to
approve
this
because
they
can't
move
forward
unless
they're
in
compliance
