Hadn't
been
here
in
person
in
quite
some
time,
probably
a
little
over
a
year
and
a
half
or
so
since
we've
been
reorganized,
but
still
doing
planning
work
just
in
a
different
area.
So
I've
been
asked
tonight
to
come
in
and
give
you
kind
of
a
brief
update
on
where
we
are
with
our
citywide
Comprehensive
Plan
Update.

So,
as
Cruz
said,
we
do
have
two
particular
city
council
districts
that
are
meeting
in
the
public
open
house
format
tonight,
at
Dao
rate
a
Church
of
Christ
off
of
Atlanta
Highway.
So
what
I'm
going
to
take
you
all
through
is
what
he's
actually
going
to
go
through
in
open
houses
will
start
that
meeting
at
about
six
o'clock
and
I.
Think
Tanya
may
have
passed
you
all
out.

house
dates

all

the
city
council
districts
citywide.
So,
instead
of
really
going
through
this
large

page
document
that
I
that
I've
wanted
to
provide
you
all

As

actual
draft

I've

a

the

is
the
information
that
we're
sharing,
presenting
in
the
open
house
meetings
that
were
as
we're
going
around
the
city
of
Montgomery.
Just
to
give
you
a
little
bit
of
a
background.
The
name
of
our
Comprehensive
Plan
process
is
envision.
Montgomery
2040,
that
name
and
vision
was
basically
borrowed
from.
If
you
all
remember
envision
2020,
that
was
run
by
Miss
Lynn
Beshear
for
several
years,
that
name
basically
was
absorbed
and
and
basically
that's
what
we
call
our
actual
city
of
Montgomery
comprehensive
plan,
envision
Montgomery
2040
comprehensive
plan.

Just
to
give
you
a
little
background
of
why
we're
doing
this
now,
the
last
time
the
city
of
Montgomery
had
a
comprehensive
plan
done
the
first
and
only
time
was
the
year
1963,
and
so
the
city's
gone
about
55
years
without
a
comprehensive
plan.
Update
state
of
Alabama
law
says
that
whatever
your
plan
is
no
matter
the
age.
That
is
your
your
actual
plan,
even
though
it's
as
outdated
as
it
was,
but
it's
outlasted,
its
useful
life
and
and
and
so
we're
in
the
process
of
updating
that
plan.

We
started
the
process
back
in
February
of
2018.
We've
got
about
a
50
member
steering
committee.
That's
made
up
of
some
of
the
elected
officials,
all
of
the
college
and
university
presidents,
all
of
the
hospital
CEOs
from
Baptists
and
Jackson,
one
of
your
members
from
the
Industrial
Development
Board.
Mr.
Hardwick
is
actually
on
the
steering
committee
and
many
many
other
interested
parties
that
are
on
the
on
the
committee.

That
night
some
of
you
may
have
been
at
that
particular
meeting.
We
had
a
lot
of
really
good
input
and
basically,
we
use
that
as
kind
of
a
springboard
of
announcing
the
actual
comprehensive
planning
process
with
major
input
from
from
people.

you
go

numbers
slide

letter
see
on
that
third
page.

It
just
gives
you
some
some
basic
stats
of
about
Montgomery
as
it
stands
today
from
a
people
standpoint
looking
at
Montgomery's
population
in
comparison
to
some
of
our
peer
cities,
whether
that's
mobile
or
Huntsville,
or
Birmingham,
and
then
shows
Montgomery.
We're
slowing
in
growth,
increasing
in
diversity,
smaller
families,
younger
but
aging,
and
also
we're
seeing
a
huge
increase
in
the
hispanic
population
roughly
about
a
hundred
and
eighty
two
percent
and
our
average
household
size
is
two
point
three
from
a
prosperity
standpoint,
a
little
bit
of
economics.

The
diverse
places,
large
planting
areas,
we've
got
168
square
miles
within
the
city
of
Montgomery,
as
corporate
limits,
we've
got
limited,
housing,
aging
infrastructure
and
major
crossroads,
and
basically
the
miles
of
our
regional
network,
that's
inclusive
of
Montgomery
and
the
regional
network
that
we
managed
through
the
Metropolitan
Planning
Organization.
We
maintain
about
1800
miles
on
that
next
page
challenges
and
opportunities
under
D.
E
This
just
lists
some
of
the
challenges
that
we
have
here
in
the
city
from
combat
combat
in
population
stagnation.
All
the
way
to
educational
related
issues
and
and
growing
with
with
demographic
shifts,
all
the
way
down
to
the
opportunities
capitalizing
on
strong,
stable
employers
that
we
have
and
basically
what
is
a
very
dynamic
mega
region
all
the
way
to
connecting
our
community
through
green
belts
and
blue
ways.
Mostly,
though
those
are
transportation,
bicycle
pedestrian,
related
related
facilities.
All
that
next
page
is
a
letter.

plan
structure,
a
typical
plan
structure.

We've
got
the
basic
goals
and
objectives
and
actions
the
vision
itself.
We've
got
about
six
chapters
and
those
chapters
are
basically
down
at
the
bottom.
You
see
great
places:
chapter
a
people,
chapter
assets
and
amenities
chapters,
connections,
chapter
prosperity,
chapter
and
supporting
our
foundation
as
as
a
chapter
letter

on
the
next
page.

But
that's
the
vision
that
we've
come
up
with,
and
the
next
series
of
documents
is
basically
the
recommendations
that
that
is
roughly
about
over
a
hundred
proposals,
plans
and
programs
through
those
particular
six
chapters.
I
won't
read
all
of
those
things
to
you,
but
probably
the
most
I'm,
not
saying
that
all
of
us
not
related
to
you,
because,
because
it
is,
it
is
the
city's
comprehensive
plan.
But
one
most
relative
to
you
is,
if
you
look
under
there
great
places
after
that
letter
e,
the
next
page
you'll
see
the
the
action
agenda
items.

The
zoning
regulations
and
development
codes,
with
the
exception
of
the
smart
code,
are
about
as
old
as
the
1963
comprehensive
plan
and
it's
time
passed
time
for
a
major
update
of
those
regulations.
But
the
next
one
relative
to
you
modernize,
the
subdivision
regulations
same
same
sort
of
set
of
circumstances,
and
it
just
goes
on
all
the
way
through
to
the
to
the
very
end
and
again,
I.
Won't
I
won't
read
to
read
this
information
to
you
because
you
I'll,
let
you
crew
cruise
over
this
yourself.

Lastly,
with
the
foundation
chapter
with
recommended
actions
to
go
forward
with
over
the
course
of
the
next
20
years,
again,
it's
a
20
year
plan
year,
one
would
basically
be
once
we
get
this
plan
adopted,
would
be
this
particular
year
in
2020
and
we'll
go
all
the
way
out
to
the
year
2040,
because
it
is
a
2040
plan
and
it
will
require
a
specific
set
of
actions
year
by
year
by
year,
until
we
reach
the
completion
of
those
actions.
Typically,
a
comprehensive
plan
is
supposed
to
be.

It's
recommended
that
it's
updated
every
minimum
five
years,
ten
years
maximum,
so
we've
gone
on
cities
known
a
long
time
without
actually
updating
its
comprehensive
plan.
But
the
good
thing
is:
it's
done,
some,
some
good
planning
in
terms
of
areas
and
neighborhoods
and
in
certain
spots
and
as
we've
come
before
you
in
the
past,
with
with
past
plans
for
improvements
to
to
certain
particular
areas
like
the
downtown
plan
was
a
particular
area
plan
and
the
information
and
data
in
those
plans
will
basically
will
basically
be
incorporated
and
considered
in
this
particular
plan
draft.

And
so
we
anticipate
coming
to
you
soon
with
the
actual
draft
plan
to
present
it
to
you
for
an
approval
or
some
sort
of
a
recommendation
for
approval.
After
we
complete
the
series
of
City
Council
District,
open
house
meetings
to
give
people
two
prior
give
the
people
the
opportunity
to
prioritize
each
one
of
these
actions
in
each
one
of
these
particular
chapters
and
then
after
we
complete
that
will
actually
bring
it
to
you
for
your
consideration
and
hopefully
that's
a
favorable
consideration.

after
that
we'll
take
it
to
the
City
Council,
get
it
adopted
and
move
on
with
the
implementation
of
the
actual
comprehensive
plan
for
the
next
20
years,
and
that's
all
I
had
any
questions

This

basically
your

really

it's
brand
new
to
some
of
you
and
to
really
have
any
intelligent
questions

wouldn't
necessarily
expect
that
expect

since
you're,
just
not
getting
this
you've

the
western
area

not
have
a
lot
of
attendance,

may
be
because
a
lot
of
a
lot

the
people

down

the
initial
open
house
meeting

five
last
night
and
not
a
lot
of
attendance
at
that
particular
meeting.

and
now
we
now
were
actually
headed
to
City
Council
District
one
and
two
over
at

to
Church
of
Christ
tonight.

recommended
changes

administration

mayor

involved

the
planning

we

anticipate

which
is
building
meals
in
Cawood,
which
is
a
local
subcontractor
which
everybody
here

familiar
with,
and
there's
a
transportation
consultant
by
the
name
of
Kimberly
horn.

nationally
recognized
firm,
there's
an
there's,
an
economist,
that's
on
board.
The
name
escapes
me
off
the
top
of
my
head
right
now
and
there's
a
disadvantaged
business
enterprise
firm
by
the
name
of
the
name

slade
land

environmental
transportation
out
of
Birmingham,
but
they've,
but
they've
been
they've,
been
on
board
with
us,
they're
contracted
at
about
three
hundred

sixty-five
thousand
dollars

this
comprehensive
plan
update.

the
January
time
frame

business

we

the
