Rezoning,
revised
master
plan,
Street,
renaming
and
text
amendments
require
a
public
hearing,
and
once
the
public
hearing
is
completed,
the
Planning
Commission
will
deliberate
and
render
their
decision
Planning.
Commission
members
with
the
personal
or
financial
interest
in
any
petitioners
request
are
required
to
recuse
themselves
present
tonight
we
have
Frank
cook
and
Clemens
Cruz
Reeves
Patrick
Moss
drawn
more
and
myself
James
Reed,
the
members
of
the
land.
New
staff
are
Tommy,
Tyson,
James
center
Tania,
Ingram
and
Adina
Kramer
members
and
petitioners
are
requested
to
please
speak
directly
into
the
microphone.
A
The
minutes
are
recorded
for
legal
purposes,
and
this
is
the
only
way
to
accurately
pick
up
audio
tonight.
We
have
six
members.
It
will
take
five
votes
to
pass
a
motion
because
of
the
number
of
board
members
present.
If
you
would
like
to
delay
your
request,
please
let
us
know
when
you're
brought
forward.

Afternoon
my

with
Jayden,
Garrett
and
son.
We
were
representing
the
Fairview
Plaza
Inc
y'all
have
just
recently
heard
about
a
plant
on
the
southwest
corner
here.
The
Mobil
diocese
that
owns
all
of
the
property
made
a
decision
they'd
like
to
see
a
single
plant
that
showed
all
their
remaining
property
in
that
tract,
whether
it's
a
single
lot
or
more.
So
that's
what
this
plants
coming
back
before
you
actually
just
joined
the
existing
shopping
center.

My
name
is
Walter
Thomas
I
own
locked,
in
that
their
building
right
behind
just
got
a
couple
questions
and
course
I'm
done
so
much
against
it.
The
burn
area,
that's
right
behind
my
house.
That's
an
area!
That's
that
was
developed
and
I'm,
trying
to
figure
out
who's
gonna
be
responsible
for
cleaning
up
that
area,
also
I'm
trying
to
figure
out
how
far
will
be
property
line,
how
far
with
a
deal
from
the
burn
area
and
how
they
gonna
address.
D
A
I
Maxval
and
good
and
rosin
Cawood:
this
is
the
site
plan,
the
development
plan
here
and
in
the
plans
for
this
project,
the
berm
is
to
be
maintained
as
part
of
this
project.
The
berm
is
actually
what
he's
meant
that
the
auto-owners
site
will
acquire
will
be
their
property
and
it
will
be
maintained
in
its
current
state.
Any
areas
there
may
be
some
slight
modifying
against
the
edges
of
it.
That
would
be
replaced
to
the
burn
to
be
maintained.
The
building
itself
would
be
40
feet
from
the
property
line
and
go
ahead
a
slide
there
previously.
I
D
The
tree
that
he's
talking
about
there's
a
fence
in
between
our
sets
of
all
those
trees
and
I,
don't
know
who
owns
the
property
now
I
know:
Jim
Wilson
owned
the
property
before
and
Jim
Wilson
sold
the
property.
The
berm
hadn't
been
maintained
in
in
the
past
and
I
seriously.
Doubt
it's
going
to
be
maintained
in
the
future.
I
Previous
owner
was
the
east
chase
development
and
they
were
responsible
for
the
burn
that
has
recently
changed
hands
and
the
other
owners
who
had
owns
the
property.
Now
who
isn't
developed
in
this
site,
so
they
will
be
responsible
for
maintenance
of
the
berm
and
everything
there.
They'll
maintain
all
the
grounds
on
the
property.
D
F
To
kind
of
bring
a
little
bit
of
clarity,
you
guys
are
building
a
great
building.
It's
in
a
pod,
it's
zoned
for
that
it
was
planned
for
that
when
you
bought
your
property,
it
was
anticipated
that
there
would
be
something
like
that.
But
having
said
that,
anything
that
you
can
do
to
to
reduce
the
noise
pollution
and
to
ensure
them
that
it's
gonna
be
maintained
better
than
it
has
been
cuz.
H
Will
tell
you,
after
40
years
off
of
Carmichael
Road
and
I've,
been
there
33
of
the
40
years.
We've
always
maintained
our
property,
beginning
with
our
neighborhood
matter-of-fact
people
stopped
in
and
asked
us
whose
landscaping
it
and
you
know
want
to
hire
them
because
we
do
keep
it
immaculately
maintained
and
as
far
as
the
air
condition,
I'm
sure
that
you
know
we
will
have
our
people
look
into
it
as
much
as
possible
that
we
can
reduce
the
noise
I'm.
Actually,
a
member
of
wind
lakes,
myself
so
I
can
appreciate
where
you're
coming
from
yeah.
F
I
Actually
been
something
that's
been
discussed
since
the
very
beginning
in
terms
of
doing
everything
that
can
be
done
for
that.
So
that's
not
something!
That's
a
new
concept
for
the
architects
and
mechanical
engineers
working
on
this
project
and
every
consideration
is
being
given
to
that
exact.
I,
assure
you
that's
being
done
and.
A
B
H
Good
evening,
I'm
Todd
Thompson
with
Gonzales
strength
and
associates,
address
1550
woods
and
River
chase
Drive
Hoover
Alabama,
three
five,
two
four
four
representing
Delaney
Property
Group.
They
just
want
to
put
a
small
retail
center
on
the
vacant
piece
of
property,
which
appears
to
be
a
out
parcel
of
the
Home
Depot.
Although
it
wasn't
applied
it
that
way,
but
it
just
like
to
take
some
vacant
property
and
turn
it
into
tax
dollars.
G
H
D
A
B
A
B
F
C
C
F
D
Sir
dual
zone
is
prevalent
all
over
the
place
in
this.
This
is
just
a
planning
on
the
other
change.
They'll
have
to
come
back
in
and
have
it
rezone
I
did
have
a
discussion
earlier
there
they're
going
to
use
it
in
conjunction
with
the
daycare
that
is
qualified
and
I
explained
to
them
that
they
would
probably
have
to
qualify
that
as
well,
because
just
keep
it
in
useful,
but
that's
that's
going
from
down
line,
got
it
okay.
Thank
you.
K
Gunner
21:30
Capitol
Avenue
in
the
capitol
heights
community
I
have
some
exhibits,
I'd
like
to
distribute
to
the
board.
If
it's
permissible,
the
secretary
have
them,
they
have
a
okay.
The
first
thing
is
I
have
an
original
plan
of
Capitol
Heights.
It
was
developed
in
1904
and
it's
historically
significant
to
the
Capitol
Heights
community,
and
we
would
not
want
anything
on
this
plat
change,
and
this
is
one
reason
we
want
you
to
disallow
the
Reap
lat,
because
I
don't
understand
exactly
what
he
intends
to
do
with
the
property.
K
K
K
The
the
page
1
of
the
plan
speaks
against
spot
zoning,
ensuring
that
the
decision
will
not
create
an
arbitrary
development
pattern.
So
the
next
page
of
the
neighborhood
plan
is
looking
at
the
observed
land
use
for
Capitol
Heights.
If
you'll
notice
that
right
there
at
Mount,
Meigs
Road
is
a
business
and
then
there's
a
buffer
area
that
should
be.
K
K
Too
old
one
South,
Madison
terrorists
is
the
house
that
was
torn
down
and
that's
the
lot
1880
that
you
see
there.
The
preschool
next
door
207
is
constructed
across
three
Lots.
The
same
way
that
one
is
213,
which
is
part
of
the
preschool,
also
is
constructed
across
three
Lots.
Just
like
that,
one
is
so
there's
nothing.
That's
changed
in
a
hundred
and
fifteen
years
in
this
area,
except
for
that
one
life
there,
and
we
would
ask
that
you
disapprove
it
because
of
the
uncertainty
of
what
they're
going
to
do
with
it.
A
K
F
K
Questionable
whether
the
due
process
was
ever
done,
involving
the
preschool
there,
of
course,
we're
glad
to
have
them
in
the
neighborhood.
That's
not
a
problem.
They're,
not
the
ones.
That's
asking
for
a
plat
a
plant
is
very
different
from
just
a
rezoning
or
whatever.
That
means
that
none
of
the
rules
apply
to
him
anymore.
I,
don't.
F
C
F
C
C
K
K
K
B
K
Well,
in
doing
a
plan,
there's
a
name
change.
The
address
is
different
you're
dealing
with
a
lot
instead
of
street
address.
They
want
to
put
it
in
his
name,
which
I
don't
want
his
name
on
our
capital,
haunt
splat
at
all
and
combining
in
three
Lots
without
having
a
development
plan
which
is
required
for
new
plants.
It
leaves
me
with
a
lot
of
questions
well,.
A
K
Well,
you
know,
I
would
think
that
also
notice
to
the
adjoining
property
owners
about
this
would
be
advisable
also
and
I
haven't
seen
anything
that
shows
that
anybody
else
in
the
neighborhood
knows
anything
about
it,
a
matter
of
fact
they
want
even
a
sign
put
up
on
the
property.
Let
them
know
this
everything
here
and
today
here:
okay,.
C
A
K
D
A
point
of
clarification:
I
spoke
to
the
fact
that
I
talk
to
young
man.
This
is
the
Thomas
group.
They
are
the
indicators
they.
There
may
be
several
several
entities
that
own
the
properties
that
we
are
surrounding
aware,
but
we're
talking
about
one
group,
one
family,
that
owns
the
daycare,
have
a
vested
interest
in
the
neighborhood
and
are
trying
to
bring
this
together
for
whatever
reasons
to
clean
it
up,
and
it's
probably
before
you
has
been
properly
advertised,
has
been
properly
staked
and
signed.
You
know
it
is
where
it
is.
Oh.
K
A
K
A
G
K
G
F
In
the
interest
of
everyone's
time,
because
it's
not
required,
we
can
go
ahead
and
plat
this
and
then
then
look
at
the
development
plan.
If
the
development
plan
doesn't
meet
the
code
or
if
it
creates
such
a
buzz
in
the
in
the
community
that
it's
going
to
create
a
lot
of
issues,
then
we're
gonna
have
to
reapply.
F
M
I'm
Cynthia
McAllister
my
address
55
South,
Capitol
Parkway
I'm,
a
resident
of
Capitol
Heights
Civic,
Association
I
saw
you
guys,
I
understand
what
James
trying
hit
the
house
is
tore
down
and
it
was
tore
down
surprising
us.
We
we
fit
well
as
a
neighborhood
association
with
that
strong
and
wants
to
protect
the
what
we
have
today.
We
will
be
very
upset
about
that.
M
So
now
we're
think
we're
pre-planning
and
we
didn't
know
what
was
coming
next
until
he
was,
but
just
a
second
ago
reference
that
the
deck
here
it's
going
to
become
involved
in
something
like.
So
that's
one
of
the
reasons
we
didn't
want
the
plan
to
go
forward.
It's
not
knowing
I!
Think
now
we
know,
and
now
you
assured
us
that
the
the
rezoning
issue
has
to
come
back
here
and
we'll
be
here
to
make
sure
that
we
get
what
what
we
need
for
the
neighborhood
as
a
whole
and.
F
Mr.
Tanner
I
would
strongly
suggest
that
you
get
with
the
neighborhood,
so
when
they
show
up,
we
don't
have
to
have
a
conversation
at
that
time
and
everybody's
on
the
same
page,
because
the
nape
the
neighborhood,
wants
to
see
something
good
for
the
neighborhood.
Some
might
as
well
make
it
right
to
the
zoning
can
pass
through.
C
A
G
Absolutely,
and
just
so
you
know
mr.
mr.
Tanner-
there's
no
sense
in
coming
down
here
with
a
development
plan
until
he
gets
it
rezone
for
the
proper
zoning
for
what
you
won't
know.
This
don't
just
come
down
here
with
a
development
plan.
I
mean
I,
assume
that
you
that
you
and
the
city
officials
will
get
together
on
that,
whatever
get
the
proper
zoning
and.
M
A
C
A
D
C
C
D
A
C
C
O
This
is
mr.
Hicks,
don't
all
right!
Yes,
I'm
Grady,
Hicks
I
just
bought
the
property
for
a
peace,
investment,
property
and
I've.
You
know
cleared
it
off,
it
was
grown
up,
real
bad
cleared
it
off
and
just
put
a
sign
for
sale
a
lease,
but
we
were
just
gonna.
Do
you
know
have
its
own
b2
and
just
whatever
someone
would
rent
it
for
for
that
that
that's
only
the.
A
O
After
I
bought,
it
I
put
it
up
there,
the
we
checked
on
it
and
that
there
was
not
a
dedicated
easement,
nothing.
It
was
all
private
property
and
to
my
understanding
and
mine,
I
really
didn't
realize
that
buttons
on
b2,
because
it
was
a
business
and
been
there
a
long
time
we
just
assumed
it
was
on
that
and
we
bought
it.
We've
cleared
it
up
and
cleaned
it
off
and
did
all
that
to
it.
But
before
we
did,
that
I
mean
it
was
hard
for
people
even
to
drive
through
there
were
the
pot
hoes.
O
A
G
O
No
sir,
well,
we
I've
seen
him
drive
through
there
before
and
we
talked.
It
was
very
little
conversation
about
it
because
when
we
was
looking
at
it,
I
asked
I
asked
that
I
said.
Is
that
a
any
type
of
city
easement
right
away,
Street,
anything
and
before
I
purchased?
I
said
no?
It's
not
it's
four
point,
six,
six
acres
of
private
property
and
they
said
mr.
Grady,
you
do
what
you
want
to
with
it
block
it
off
fencing
in.
It
is
not
no
kind
of
you.
G
O
O
Would
you
just
fix
it
up
and
like
the
city
lease
or
sell
the
piece
of
property,
we
went
over
and
cleared
it
off.
It
was,
you
know,
growed
up
a
bunch
of
pine
trees
on
it,
and
everything
and
people
were
dumping.
Things
back
behind
the
trees
and
and
a
lot
of
the
people
that
was
in
the
back
side
of
the
Boston
community
was
real
glad
that
we
got
over
and
clean
it
up.
So
they
could
have
more
visibility
and
things
there.
O
So
well,
like
I
said
this
just
fix
the
building,
get
the
got
the
power
on
water
on
just
fix
it
up
a
little
bit
see
what
the
next
step
would
be,
but,
like
I
said,
once
we
got
into
this
and
seen
it
was
it
still
zoned
the
way
it
was,
then
you
know
I
can't
lease
it
for
somebody
to
get
a
city
license
without
being
zoned
b-two,
regardless.
What
you
know
may
put
there:
okay.
L
A
N
Just
have
one
spokesperson,
mr.
chairman,
my
name
is
ICS.
Thank
you.
I
met
313
milder
street
I'm,
the
County
Commission
for
the
district,
whether
this
proposed
rezoning
has
taken
place
and
I'm
here
to
represent
those
elderly
people
who
live
in
the
community.
Who
cannot
be
here
due
to
health
reasons
and
who
feel
very
intimidated
by
this
process.
So
I
want
to
stand
in
on
behalf
of
the
elderly
people
who
live
there
in
New,
Hope
Village.
Well,
we
have
a
spokesperson
here.
L
L
We
were
told
that
we
could
use
the
warehouse
for
to
have
our
meeting
since
we
had
started
our
neighborhood
association
and
then
we
could
put
playground
equipment
out
there,
so
the
kids
does
have
somewhere
to
play,
we're
in
the
process
of
trying
to
get
our
neighborhood
association
established
and
sent
to
where
we
could
maybe
get
donations
for
computers
and
equipment.
Stuff
like
that,
so
we
could
do
like
an
after-school
program
as
well
as
have
our
neighborhood
association
and
meetings
and
stuff
there.
L
The
property
that
is
there
was
donated
to
Habitat
for
Humanity's,
and
it
has
on
the
plant
that
that
property
is
not
to
be
for
sale
and
the
use
of
it
is
residential,
and
any
of
that
lot
could
be
for
something
like
a
community
center
or
something
like
that.
It
would
have
been
small,
but
it
was
very
hopeful
for
us
to
do
something
like
that.
L
The
trees
were
tore
down
around
the
where
the
construction
warehouse
is
those
trees
were.
There
would
have
been
a
nice
area
for
playground,
equipment
to
put
a
shelter
there,
our
kids.
We
also
have
an
issue
with
that
was
always
our
street.
We
have
never
not
known
that
to
not
be
our
street
to
have
our
access
in
and
out
of
our
neighborhood.
We
used
it
only
one
time
there
was
a
sign
up
about
platting,
and
that
was
when
I
first
moved
out.
L
There
I
moved
in
May
in
99
and
I
was
wondering
first
homeowners
to
move
out
there
when
I
saw
the
sign
or
from
the
Parkway
I
called
the
number,
and
someone
answered
the
phone
and
I
said.
What
is
that
planning
about,
and
she
said
where
are
you
and
I
told
her
my
location?
She
said:
oh
that's
about
paving
Millard,
fuller
to
the
Parkway
I
said:
oh
well,
I
live
on
Miller,
fuller
can
I
come
to
the
meeting.
She
said?
No,
no!
No!
You
don't
have
to
come
to
me.
L
That
was
the
only
time
something
like
that
was
done.
We
we've
been
before
the
city
trying
to
get
our
street
paid
through
different
City
Councilman.
We've
been
told
different
stories
about
the
city's
waiting
on
habitat
hepatitis
waiting
in
the
city
just
back
and
forth,
so
just
being
a
new
inner
new
neighborhood
being
a
new
neighborhood
association,
just
getting
started
just
getting
established,
we're
waiting
on
leaders
to
do
what
they're
telling
us
that
they're
gonna
do
and
we
were
waiting
on
either
habitat
or
city,
to
come
to
some
decision.
So
we
can
get
our
street
paint.
L
They
didn't
pay
that,
but
habitat
has
some
people
to
come
out
and
put
some
kind
of
gravel
or
something
on
there
and
where
the
potholes
are
that
those
potholes
are
there
for
a
reason.
Not
because
people
are
traveling
through
there
and
making
those
potholes
it's
just
when
it
rains
and
the
way
the
property
was
before
he
went
through
and
cleared
it
all
off
and
stuff.
The
water
would
just
stand
there
and
being
in
different
sections
over
so
habitats.
L
Put
this
big
tube
on
the
ground
and
covered
it
over
with
rocks
and
things
to
try
to
make
the
passage
easier,
but
it
was
never
like
paid
to
anything
and
when
I
first
moved
of
mechanic,
told
me
ask
me:
did
I
live
it
on
dirt
road,
then
I
said
no,
because
he
was
checking
my
car
and
he
said.
Well,
you
got
a
lot
of
grit
on
him
and
I
said
well
parked.
My
street
is
a
dirt
road.
He
said
you
need
to
stay
off
from
dirt
road
unless
you
want
me
to
keep
taking
your
money.
L
I
don't
want
to
keep
taking
money
until
you
stay
off
the
dirt
road,
because
the
rubber
that
they
make
on
these
would
eat
up
this
thing
in
the
great
gets
in
here
and
you
don't
have.
These
bearings
is
knocking
in
you're
part
of
me
going
clock
well,
I'm,
one
of
the
ones
that
didn't
travel
up
the
road
as
much
well
being
set.
That
said,
we
traveled
through
the
North
past
community,
a
very
dangerous
community,
my
daughter's
when
they
were
in
school,
came
down
through
that
community
three
times
getting
off
the
bus
with
people.
L
Neighbors
had
an
altercation
and
gunshots
going
across
the
neighborhood.
We
always
take
a
risk
going
in
out
of
there,
because
I'd
rather
take
a
risk
like
that
to
have
to
keep
spending
money
and
I.
Don't
have
my
car
trying
to
keep
a
car
in
a
good
enough
condition
to
get
back
and
forth
to
work.
Then
we
have
the
issue
with
the
train
coming
through
there.
L
If
the
train
is
on
the
track
and
if
the
train
holds
look
and
about
five
or
six
months
ago,
a
lady
got
killed
right
there,
trying
to
come
out
of
the
north
Pass
area,
because
train
was
on
the
track,
some
atoms
shoot.
She
gets
caught
up
in
the
crossfire
gunshots,
and
this
lady
loses
her
life,
dropping
her
kids
off
for
someone
to
watch
them.
So
she
could
go
to
work,
sometimes
I'm
late
for
work,
I
work
in
Lowndes,
County,
I'm,
driving,
30-some
mouse
every
day,
going
to
work.
L
When
the
traders
on
the
track
you
were
trapped
in
there.
We
can't
even
get
in
and
get
out
to
go
around
and
take
the
other
exit,
it's
safer
for
us
to
keep
our
property
and
care
about
access.
In
and
out
of
neighborhood
we're
gonna
have
some
legal
issues,
I
think
going
on
with
Vince
right
now.
We
don't
need
our
area
rezone,
because
it
is
according
to
the
plant
it
is
thrown
for
residential
home.
It's
only.
A
N
I'm
not
familiar
with
the
legal
issue,
mr.
chairman,
but
but
I
am
concerned
that
these
people
all
will
have
one
way
in
and
one
way
out
and
I,
don't
know
any
other
community
in
Montgomery
that
has
those
type
of
restrictions
they
have
to
drive
through
another
neighborhood
to
gain
entrance
out
of
that
neighborhood
and
I
was
a
miss.
Aylesh
was
talking
about.
What's
the
fact
that
the
only
one
way
in
and
one
way
out
and
God
forbid
has
an
emergency
where
you
have
to
have
an
emergency
vehicle
and
the
trainers
on
the
track?
N
Who
are
you
talking
about
compromising
lives?
So
if
this
is
approved,
then
you
know
you're,
locking
the
people
in
to
that
neighborhood.
Well,
they've
been
there
for
over
20
years,
purchase
these
home
trying
to
have
a
decent
place
to
live
at
and
to
think
that
one
citizen
can
come
in
and
just
redo
the
entire
landscape.
It's
a
problem
for
me
as
well
as
for
the
residents,
so
we're
really
concerned
that
that's
gonna
be
only
one
way
in
and
one
way
out
and
if
you're
familiar
with
mr.
N
Hicks
and
his
operations,
he
have
a
salvage
yard
on
the
Lord
Wetumpka
Road
that
a
lot
of
citizens
complain
about
in
flatware
because
he
was
allowed
to
bill
that
up
with
no
supervision
from
officials
who
are
responsible
for
supervising
that
and
now
the
water
is
flowing
off
of
his
property
on
a
lower
tonka
road
into
the
neighbor's
yard
and
flatwood,
because
he
was
allowed
to
build
that
up
that
service
yard.
So
we
have
reason
to
believe
that
this
is
another
service
yard.
If
you
allow
this
rezoning
as.
G
N
G
C
A
B
A
J
Sir,
before
we
even
attempted
to
list
the
property
for
sale,
we
made
it
a
point
to
talk
to
the
folks
in
City
Planning.
To
make
sure
we
understood
the
two
different
properties,
the
one
that's
in
question
here,
as
well
as
the
other
ones
coming
south,
that
we
do
build
the
habitat
homes
on
to
make
sure
that
that
was
something
we
could
do,
because
we
weren't
going
to
list
it
for
sale.
If
there.
J
J
Homes
that
are
up
there
now
or
Habitat
homes,
just
south
of
this
property,
those
are
Habitat
homes
and
there's
ten
lots
left
that
we
are
still
intending
to
build
on
in
that
other
part
of
that
neighborhood.
But
with
this
particular
property
we
made
sure
that
it
was
something
we
could
sell,
because
obviously
we
don't
want
to
sell
something.
G
J
That
was
something
that
was
simply
a
convenience
that
was,
and
again
this
is
been
going
on
since
longer
than
I've
been
a
part
of
habitat.
This
land
that
part
of
that
land
was
a
convenience
simply
because
habitat
happened
to
own
that
land
adjacent
to
that,
if,
I'm
being
perfectly
honest,
it
would
have
benefitted
habitat
at
times
if
we
could
have
afforded
it
to
put
up
a
fence
of
some
sort,
because
the
problems
in
mr.
Hicks
addressed
it
as
well.
Our
ability,
as
a
small
nonprofit,
to
maintain
that
property
was
very
difficult.
J
The
gravel
that
was
talked
about
that
was
very
costly
at
the
times
that
we
attempted
to
do
that,
but
there
were
constant
problem.
Our
warehouse
was
broken
into
multiple
times,
and
our
construction
equipment
stolen
people
would
drop
trash
sofas
things
that
just
they
didn't
want
to
leave
on
that
property,
and
that
was
something
that
was
an
additional
challenge
for
us.
J
J
J
But
we,
like
I,
said
we
made
sure
to
research
through
the
city
and
city
planning
to
make
sure
if
we
wanted
to
list
this
property
for
sale,
which
our
border
directors
decided
to
do.
If
that
was
even
something
we
were
allowed
to
do,
which
it
was.
And
then
the
follow-up
question
was
about
that
road
and
was
it
an
official
road
and
I?
J
Have
confirmation
I
had
confirmation
from
the
city
that
that
particular
road
was
not
an
official
road
and
if
a
private
purchaser
purchased
that
property
and
decided
they
wanted
to
put
up
a
fence
or
whatever
it
was
within
their
right
to
do
so,
because
the
official
road
ended
at
the
paved
road.
We
clarified
all
that
before
we
ever
listed
it
for
sale.
Mr.
F
F
So
full
price
is
0%
interest.
Okay
and
I
had
a
question
for
Commissioner
Sankey.
We
obviously
see
the
problem.
Let's
assume
mr.
Hicks
bought
it
as
he
as
he
stated,
for
an
investment,
and
you
know
he
assumed
everything
was
going
to
be
copacetic
with
it,
and
it's
not
now,
because
he
has
people
that
have
been
using
this
road
for
years
and
they
want
to
continue
using
it.
F
What's
a
what's
a
possible
solution
out
there
is
anybody
sat
down
because
in
these
situations
it's
very
difficult
for
us
to
mediate
because
we're
talking
about
a
zoning
change
of
a
piece
of
property,
that's
in
dispute
and
that
that
makes
it
very
difficult
for
us
to
operate.
Have
you
guys
missed
me,
mr.
Hicks,
sir
mr.
Burkett
can
speak
to
this
as
well?
Has
anybody
sat
down
to
try
to
figure
out
a
solution?
Well,.
N
The
first
of
all
the
the
residents
were
not
really
made
aware
of
what
was
going
on
before
they
do
anything
to
probably
already
been
sold
and
I
believe
that
the
resident
had
tried
to
make
some
contact
with
mr.
Higgs
to
no
avail.
Now
he
may
have
tried
to
reach
out
after
he
found
out
that
they
were
very
unsatisfied
with
this
potential
rezoning,
but
we
don't
have
a
problem
sitting
down.
N
It
seems
to
me
that
if
anybody
cared
about
these
folks
that
they
would
have
said,
okay
sell
the
property
but
provide
these
people
access
in
and
out
of
that
community.
You
know,
I
see
anything
wrong
with
having
a
road
in
here
now.
Mr.
Hicks
can
held
a
property.
You
know
on
both
sides
of
the
road,
but
it
seems
like
nobody
cared
about
whether
these
people's
trapped
in
their
neighborhood
or
not
after
they
had
been
promised
that
the
neighborhood
would
be
build
out
and
that
they
had
used
this
road
for
a
number
of
years.
N
Thinking
that
it
was
access
in
another
community.
So
they're
just
you
know
it's
just
a
bad
situation
for
the
people
who
live
there
and
if
so,
many
people
who
involved
in
Habitat
for
Humanity
who
let
these
people
to
believe
that
there
was
a
community
that
they
would
be
able
to
call
home
for
a
number
of
years.
And
now
all
of
those
dreams
have
been
shattered
because
they're
gonna
be
blocked
in
and
no
doubt
a
salvage
yard.
If
you
all
approve,
this
will
be
the
next
thing
that
you
see
there.
Mr.
A
O
G
G
J
Were
in
a
position
with
our
board
of
directors
to
feel
to
make
the
decision
we
felt
was
best
for
the
future
of
our
habitat
affiliate
and
what
we've
been
doing
and
working
on
was
consolidating
our
resources
because
we
had
a
construction
warehouse
out
north.
That's
been
a
construction
warehouse
for
as
long
as
I've
been
there
and
much
longer
on
this
property.
G
G
G
L
L
We
were
first
approved
for
our
home
for
Habitat
for
Humanity's
we
had
what
was
called
a
homeowner's
association
that
was
through
habitat,
a
part
of
that
was
for
homeowners
to
get
sweat
equity
hours
so
that
our
you
know
price
would
be
disarmed
and
our
mortgage
we
were
asked
as
homeowners.
What
did
we
want
to
name
the
street?
We
said
that
we
wanted
to
name
the
street
Miller
full
of
dry.
I
was
the
first
one
to
present
that
in
a
vote
and
it
got
approved.
L
L
C
L
Over
20
years,
over
20
years,
when
they
spill
started
building
my
house
in
January
of
99,
there
were
already
two
houses
out
there.
In
Montgomery,
public
school
system
had
built
a
house
for
the
Oprah
Winfrey's
house
was
being
built.
I
worked
on
that
house
and
the
Junior
League
house
in
my
house.
My
sponsor
was
First
United
Methodist
Church.
L
We
were
trying
to
get
at
least
half
our
area
fenced
in
and
gated
we
wanted
to
sign
like
you
see,
signs
and
other
neighborhood.
It's
like
I
said:
we've
been
going
through
this
for
a
long
time
through
different
City
Council
people
and
expecting
to
get
things
done
and
we
were.
We
were
told
that
we
would
get
the
brick
sign
where
it
was
a
new
whole
village,
but
we
had
to
do
a
design.
L
How
we
wanted
to
do
it.
They
had
came
out,
someone
from
habitat
or
habitat,
got
someone
donating
a
sign.
It
had
a
sign
put
up.
So
what
was
is
weird
to
us
was.
The
sign
was
then
painted
over.
The
habitat
part
was
painted
over
the
new
oak
village
part
was
painted
over
then
the
sound
was
taken
down
and
he's
saying
that
he's
gonna
think
that
he's
saying
I
spoke
to
mr..
He
excited
invited
to
our
neighbors
Association
meeting.
He
did
not
show
up.
L
You
know
we
kind
of
had
a
brief
discussion
about
what
he's
gonna
do.
He
said
he's
not
gonna
block
the
road.
Well,
he
took
trees,
he
told
the
trees
down
and
blocked
the
road,
and
so
none
of
their
neighbors.
None
of
homeowners
had
access
in
and
out
of
there
and
we're
not
responsible
for
people
just
passing
along
the
Parkway
and
want
to
pull
in
there,
because
that's
an
open
spot
and
drop
trash
and
put
things
out
there,
because
we
complained
about
that
too.
L
At
one
time
the
city
used
to
pick
that
stuff
up,
but
they
need
to
stop
doing
it.
So
we
have
done
so
many
things
in
our
neighborhood
to
represent
our
neighborhood.
It's
smaller
they're,
only
twenty
five
homes
in
that
neighborhood.
Now
we
were
told
in
ten
years
it
would
be
at
least
40
something
house
it's
out
there
at
one
time
they
just
stopped
completely.
It
was
ten
years
before
they
started.
Building
the
last
three
homes
that
they
built.
We
got
an
aide
was
frustrated.
L
I
have
a
neighbor
that
had
seizures
the
paramedics
and
emmalin's
come
out
there.
The
fire
department
come
out
there
quite
a
bit
to
give
her
care.
It's
gonna
cause
a
problem
for
her.
She
couldn't
even
come
to
the
meeting
today
because
she's
been
having
seizures
and
she
has
polio
and
her
has
problems
walking.
So
we
just
trying
to
get
this
roam
corrected.
That's
all
we're
here
for
the.
I
J
H
A
O
Very
happy
to
do
that,
but
also
I
will
let
you
know
something
else
so
y'all
aware
of
it.
The
board,
though
we
put
signs
up
when
we
bought
it,
no
through
traffic
private
property,
so
they
knew
this
from
the
day
one
we
bought
it.
I've
got
some
of
my
own
equipment.
I
go
out
there
and
clean
a
lot
of
it
myself
and
hire
somebody
by
the
hour.
I
didn't
hire
company
and
going
in
two
days
and
clear
all
these
trees
and
do
all
this.
O
We
probably
worked
on
this
property
to
two
and
a
half
months
to
get
it
cleared
up
and
clean.
Nobody
stopped
doing
my
guys
to
talk
to
him.
We
put
some
trees
over
the
roadways
because
my
guys
was
on
the
dozer
and
loaders
moving
dirt
and
they
would
looked
up
and
there'd
be
a
car
ten
foot
from
them.
So
we've
done
that
for
a
safety
reasons,
but
all
someone
who
had
to
do
is
stop.
My
guy
called
me
at
that
time.
O
When
we
wouldn't
in
took
down
the
trees
would
say:
okay,
we're
stopped,
we'll
hold
up,
I'll,
be
happy,
I,
do
understand
where
y'all
coming
from
and
we'll
try
to
resolve
some
type
of
matter,
but
none
of
that
had
took
place
okay,
but
we
will
be
happy
to
postpone
the
next
meeting,
see
what
we
do.
Okay,.
A
N
I'll,
be
more
than
happy
to
mr.
chairman
to
assist
with
that
again
if
these
resident
had
known
if
someone
I've
been
right,
interested
involving
them
in
the
conversation
we
may
not
be
standing
here
today
understand
so
we
don't
have
any
problem,
but
I
and
I
do
believe
that
the
this
particular
Commission
understands
that
these
people
are
opposed
to
rezoning
residential
property
to
some
other.
A
L
Our
last
meeting,
we
were
offered
assistance
from
someone
to
help
us
because
we
were
told
by
a
mere
strange
in
some
of
the
board
that
it
appears
to
be
a
legal
matter.
So
at
this
point
we
don't
know
how
things
are
gonna
play
out.
We
were
offered
some
assistance
from
an
attorney
and
also
on
our
next
Neighborhood
Association
meeting
is
going
to
be
July,
the
11th
as
sure
tonight's
community
center
at
5:30.
A
B
New
the
trail
mobile
Mildred
strength
generally
appreciated
and
part
of
its
gonna
be
run
and
supervised
by
Tuskegee
University.
It's
going
to
be
a
growing
facility
for
for
vegetables,
and
we
also
in
sold
that
there's
a
need
in
the
code
to
allow
this
for
people
in
in
the
smart
code.
Zoning
for
residential
areas
that
won't
fly
one,
a
small
green
house
and
just
some
basic
housekeeping
editing
for
the
smart
code,
I'm
sorry
giving
that
green.
