A
B
Compensation,
please
note
that
we
have
seven
members
present
tonight.
The
procedures
for
conducting
business
is
the
petitioner
for
each
item
who
come
forward
to
the
microphone
and
present
his
or
her
request
and
to
answer
any
questions
the
members
of
the
Planning
Commission
may
have
next.
Anyone
for
or
against
the
request
will
be
asked
to
come
forward
to
the
microphone
and
express
their
opinion.
Each
side
will
have
a
total
of
ten
minutes
to
speak.
The
development
plans
require
a
public
hearing.
B
However,
no
action
will
be
taken
by
the
Planning
Commission
members,
Platts
reasonings,
revised
master
plans,
Street
renaming
and
text
amendments
require
a
public
hearing
and
once
the
public
hearing
is
completely
planning,
commission
members
will
deliberate
and
render
their
decisions.
Planning
Commission
members
with
a
personal
or
financial
interest
in
any
petitioners
request
are
required
to
recuse
themselves.
B
The
members
of
the
Planning
Commission
President
Knight
R
and
Clemens
Frank
cooker
buddy,
Hardwick
crews,
reads
tactic
Marvel,
and
we
would
like
to
welcome
a
red
man
to
our
newest
member
of
the
Planning.
Commission
welcome
red
and
yours
truly
keep
your
Tait.
You
might
note
that
James
Reid,
our
Chairman
is
not
here
tonight,
nor
is
the
vice
chairman,
Jerome,
more
so
I
am
acting
as
your
chairman
tonight.
Believe
me,
I
am
just
acting
after
changing
tonight.
The
members
of
the
planning
control
staff
are
Tommy
Tyson.
B
B
The
minutes
are
recorded
for
legal
purposes,
and
this
is
the
only
way
to
accurately
pick
up
audio.
So
what
you'll
find
from
us
is
different
people
up
here
will
tell
you
to
do
it
speak
into
the
mic.
So
please
do
something
tonight
we
have
several
members
present
and
it
takes
five
votes
to
pass
a
motion
because
of
the
number
of
members
present,
meaning
that
we
only
have
seven
of
the
nine.
If
you
would
like
to
delay
the
request,
please
let
us
know
when
your
request
is
announced
right
now
we
will
take
the
minutes.
B
C
C
B
D
B
D
E
There
are
actually
three
buildings
that
sit
side
by
side
that
fronting
on
Commerce
the
addresses
thirty
five
to
forty
six
commerce
they're
in
the
process
of
renovating
those
buildings,
one
for
a
restaurant
and
meeting
venue
and
we're
proposing
to
plat
all
those
buildings
into
one
lot.
That
is
the
plat.
The
point
two
six
acres
thank.
B
F
B
D
C
Good
good
morning,
good
evening,
I've
got
through
Jeff
go
difficult
engineers
and
surveyors
and
I
think
this
is
a
effort
to
divide
in
the
state
with
four
lots
that
are
roughly
75
foot
frontage
by
210
foot
deep
on
Carter
Hill
Road
zone,
though
one
and
they
no
particular
plan
for
any
development.
Right
now
and
ok.
B
B
C
B
B
E
You,
sir,
this
is
for
development
plan
approval
of
a
building
addition
in
the
existing
Bellwood
Village
Shopping
Center,
located
corner
of
Vaughan,
Road
and
Dell
road,
there's
an
existing
pad
out
there.
That
was
part
of
the
existing
original
development
and
that's
where
the
building
is
going
to
be
located.
It's
going
to
be
approximately
sixteen
thousand
five
hundred
square
foot
one
and
two-story
building
it's
going
to
be
occupied
by
restaurant
space,
retail
space
and
professional
office
space.
B
D
G
B
You
Sara
remind
you
again.
This
is
a
development
plan,
so
we
will
not
be
taking
a
vote.
However,
questions
may
be
asked
to
Ryan.
Are
there
any
questions
from
members
of
the
Commission
saying
none
any
questions
or
comments
from
members
of
the
audience
said.
None.
Thank
you
for
your
presentation.
Good
luck
with
your
project,
Thanks.
B
B
D
G
G
That
better,
that's
much
better!
Okay!
Sorry
about
that.
My
name
is
Carol
hall
and
I'm
employed
with
professional
engineering,
consultants
and
I'm,
representing
John
who's,
saying
with
ask
incorporated
and
I'm
presenting
a
commercial
development
on
Poplar
Street,
it's
at
the
corner
of
poplar
and
chestnut,
and
it
is
a
nine
thousand
thirty
square
foot
small
strip
home
and
it's
going
to
have
a
laundromat,
a
liquor
store
into
small
retail
stores.
C
B
F
This
is
it's
not
part
of
the
that's
right
in
front
of
it
into
the
and
Street
right.
I
didn't
I
didn't
know
that
we
had
approved
I
guess
we
had
sometimes
going
back
into
the
neighborhood.
This
is
a
development
plan.
That's
off
of
the
end
street.
It's
not
part
of
development
to
trot
on
industry.
It's
a
separate
shopping
center.
It
is
okay.
G
C
B
D
A
C
B
A
Cook,
it's
been
there
long,
it's
it's
been
zoned.
Dad
ian
has
been
his
own
very
long
time
as
we
got
further
up
towards
Highland
when
we
started
getting
qualifications
and
cutting
off
getting
in,
but
there's
a
hotel,
that's
even
further
back
than
this
yeah
and
Haynes.
Amis
is
back
here
and
I.
My
knowledge
we're
talking
25
years
or
so.

B
G
E
Chairman,
my
name
is
Richard
banjul,
James,
Garrett
and
senemo
stepped
in
on
behalf
of
Kyle
Keyser,
representing
that
to
my
dog
jr.,
and
try
to
answer
any
questions
on
this
particular
project.
They
have
three
buildings
on
that
site
right
now.
What
they
would
like
to
do
is
is
basically
add
a
40
by
80
covered
what
they're
calling
a
pole
barn
right
now.
It
may
be
later
and
closed,
but
right
now
it's
not
going
to
be.
B
B
C
Good
afternoon,
I'm
Daryl
Strickland,
with
Google
Music
Cawood,
requesting
develop
plan
a
hearing
on
the
building
addition
to
the
endoscopy
unit,
which
is
the
southwest
corner
of
the
bat
disease
complex
that
pulling
the
front
of
the
building
out
a
few
feet
and
just
enough
that
we
have
to
come
get
development
plan
because
it
is
before
you
be
glad
to
answer
any
questions.
Hey
Daryl
eyes,
going
buddy
doing
time
as.
B
We
know
this
is
a
development
plan.
We
will
not
be
voting
on
this
item.
This
is
the
public
king.
Any
members
of
the
Commission
have
any
questions
for
Daryl,
seeing
none
any
members
of
the
audience
wish
to
speak
for
or
against
this
item.
Please
come
forward,
so
you
know
we're
declared
public
hearing
has
been
hill.
Thank
you
for
your
presentation.
D
C
Hey
you
know:
request
final
plan
approval
for
a
one,
a
lot
flat
out
of
fun
of
ditch
forty
goods.
Restaurant
will
be
convenient
for
us,
but
any
way
to
enter
any
questions
that
I
can
we
did
not
do
the
development
plan
on
this
I.
Don't
know
if
it's
been
submitted
yet
so
I
don't
have
any
details
on
what's
good.
What
they're
gonna
put
there
alright.
C
B
D
B
B
D
B
E
B
D
H
Good
evening,
Brad
flower
as
far
as
white
engineering.
Basically,
what
we've
got
here
is
a
replay
of
a
couple
Lots
over
in
Hampstead
the
owners
just
trying
to
get
the
lot
sizes
set
for
the
product
that
they
want
to
put
in
there.
So
we're
shifting
a
lot
line
between
24
and
25
a
little
bit
replac.
Those
two
locks.
H
Sir,
the
original
plan
on
these
two
lights-
if
you
look
at
what
we
got
now,
but
a
whole
lot
lines
still
shown
on
there,
25
was
a
whole
lot
smaller
than
what
so
they
had
it
set
up
initially
to
have
large
a
lot
smaller,
a
lot
larger
lot
and
they
just
want
to
come
back
in
and
replant
these
two
closer
to
the
same
size.
I'm.
B
H
Again,
what
we've
got
on
this
one
over
in
Hampstead
same
type
situation,
except
what
they're
doing
here
is
there's
a
private
alley
on
the
West,
Side
west
side
of
lights,
2a
and
3a,
and
when
the
cars
are
trying
to
back
out
right
there
in
that
private
ally.
It
is
just
a
little
bit
too
tight.
So
what
they've
done
is
take
a
lot
line
down
from
39a
and
1a
and
just
reconfigured
those
a
little
bit
so
they've
given
more
room
into
the
alley.
B
D
Motion
carries
seventeenth
items,
flowers
and
white
engineering
will
have
the
park
place,
limited
request
approval
of
a
revised
master
plan
to
change
from
maintenance.
You
start
maintenance
and
office
use
for
one
lot.
It's
the
North
End
of
flame.
Fourth
quarter
three
hundred
feet,
north
of
faint
Park,
a
loop,
it's
a
PUD
district,
oh.
B
E
D
A
B
A
Dining
names
and
I'm
on
the
board
of
directors
of
the
food
bank.
You
know,
but
you'd
be
very
helpful
for
us
to
get
this
approved,
we're
we
provide
over
half
a
state,
the
food
bank
services
here
in
Alabama.
This
is
one
of
the
best
run
food
banks
in
the
nation,
and
so
this
would
help
us
with
the
operations
if
we'd
be
able
to
connect
the
to
the
new
building.
B
B
H
Ready
all
right
so
Brad
flowers,
fires
morning
what
we've
got
at
the
end
of
faint
part
court
right
there
in
Park
Place
when
Park
Place
was
built
many
years
ago.
They
built
a
building
on
the
backside
at
the
end
of
that
cul-de-sac
that
they
were
using
for
their
maintenance
shop,
but
inside
of
it
they
built
an
office
and
have
been
using
it
as
such.
H
When
the
tenant
came
back
to
renew
the
lease
and
came
down
to
get
some
permits,
it
was
realized
that
the
initial
master
plan
said
maintenance,
parcel
and
did
not
say
maintenance,
slash
office
parcel,
so
the
use
of
my
office
is
prohibited.
So,
basically,
if
you
see
the
building
on
the
aerial,
it
was
initially
built
more
than
just
a
barn
for
a
maintenance
shed.
It
is
built
with
the
intention
of
having
office
to
correct
everything
up
we're
trying
to
add
maintenance
/
office.
Then
we
use
it
for
what
it
was
initially
built
for.
H
From
my
understanding
and
all
the
time,
I
could
probably
clear
me
up
but
I
believe,
since
it
was
just
listed
as
a
maintenance
parcel.
You
could
not
have
an
office
use
inside
of
that,
but
it's
been
there
from
day
one
it
just
wasn't
put
on
the
master
plan
correctly.
That
was
omitted,
so
they're
wanting
to
add
the
office
into
the
master
plan.
It
really
doesn't
affect
anything
other
than
the
fact
that
can
only
gali
be
used
as
an
office.
It's.
B
E
D
H
All
right,
so
what
we've
got
this
lot
is
located
right
there
at
the
corridor,
the
lower
intersection
of
the
6585
ramp
to
become
south
off
of
a
Maxwell
Boulevard
I'm,
not
in
high
school,
but
anyway,
what
other
Street
is
back
on
you're
65
round
day,
Street.
Sorry
right!
When
you
come
off
a
day,
Street
headed
65
downs,
headed
south
down
65,
that's
right
there
to
the
right.
The
school
property
is
just
to
the
north
west
of
it
vacant
lot
to
the
west
and,
as
you'll
see
it's
in
the
middle
of
a
block
of
vacant
property.
H
This
area
was
put
into
an
opportunity
zone
not
too
long
ago,
and
the
owner
of
the
property
has
reached
out
to
several
people
around
with
the
up
with
the
proposition
to
try
to
take
some
of
these
parcels
and
do
something
with
them.
Try
to
reinvest
in
this
area
we're
seeing
a
whole
lot
of
activity
in
downtown
Montgomery,
which
is
an
opportunity
zone
government
was
originally
a
lot
of
residential
and
things
are
going
into
those
residential
areas
because,
quite
frankly,
I
don't
know
that
you're
gonna
build
a
residential
dwelling
underneath
the
65
ramp
right
there.
H
Next
to
a
vacated
school,
so
what
they're
trying
to
do
is
move
to
try
to
get
some
activity.
You've
got
a
visibility
from
65
they're,
looking
for
some
commercial
B
to
type
stuff,
and
you
know
the
sky's.
The
limit
they've
had
several
people
approached
them
about
buying
this
for
small
office,
lots
or
retail-
or
you
know
things
of
that
nature.
So
what
they're
trying
to
do
is
get
this.
H
They
want
to
partner
it
with
the
lights
all
the
way
up
and
down
that
street
right
there
to
the
north
of
the
Blanca
Mason
Street
and
then
see
if
there's
any
way
to
tag
it
in
with
the
old
loveless
school
and
do
something
in
this
area.
So
this
is
the
first
step.
I
know
want
to
come.
This
was
that
the
master
or
the
Land
Use
Plan
was
residential
for
this
area.
But
I'll
be
honest
with
you,
I,
don't
see
anybody
building
residential
here
you've
got
to
start
somewhere.
H
C
H
H
Young
kid
was
likes
now.
He
he
owns
the
one
right
there.
The
d-o-t
owns
the
one
to
the
south
of
him.
There's
a
lot
to
the
north
that
he's
trying
to
reach
out
to
the
person
that
owns
that
one
and
then
the
one
north
of
that
and
far
triangle,
it's
owned
by
the
deity
as
well.
He
has
made
contact
with
deity
and
already
trying
to
work
on
purchasing
those
DMT
had
to
buy
them
from
the
landowners
when
they
ended
up
widening
him
55
ramp
in
right
there.
So
that's
how
that
became
what
it
is
so.
H
It
is,
it
becomes
a
situation,
though
I
I
get
where
you're
going
on
land
he's
looking
at
one
little
lot
and
trying
to
rezone
that
one
little
bitty
lot,
but
it
becomes
a
situation.
Where
do
you
want
to
go?
Take
all
of
your
money
and
invest
it
in
three
four
or
five
lakhs
with
the
unknowing?
What's
going
to
happen,
we
just
feel
like
it's
a
spark
well.
B
H
B
B
Talking
about,
we
have
a
better
chance
of
seeing
how
this
commercial
development
that
you're
speaking
of
would
be
advantageous
to
us
to
rezoning,
yeah
I'm
speaking
just
for
kicking
tape.
Of
course,
we
got
a
lot
more
smart
people
up
here
than
I
am
but
I'm
just
looking
at
it.
That's
a
whole
piece
of
property,
no.
C
H
H
This
area
thrive,
I,
think
in
the
economic
zoning.
If
you
can
economic
development
area,
if
you
can
take
this
work
it
with
those
three
Lots
adjacent
to
it,
work
something
in
the
school
that
is
completely
vacating
abandoned
at
this
point,
I
know
the
city
still
has
it
the
school
system
has
it.
But
what
are
you
gonna
do
with
it?
So
if
you
don't
start
it
somewhere.
