maps

out
during
the
interim
with
the
listening
tour.
Yet
it
went
four
different
places.

Not
one
citizen
was
able
to
look
at
a
map
and
start
to
actually
understand
the
concept
of
redistricting
and
it
is
very
complex
and
having
to
sit
down
and
try
to
draw
maps
as
you're
drawing
congressional
maps
which
only
allow
a
population
deviation
of
one
person
up
or
down
one
person,
you're
building
this
map
and
as
you
go
along,
you
think
you're
getting
to
the
end
of
your
total
population.
That
is
necessary
and
you
find
out.

We
got
a
proclamation
from
the
governor
literally
three
hours
for
a
special
session
that
we're
having
a
special
session
on
redistricting
and,
sadly,
a
lot
of
the
public
didn't
know
anything
about
that
until
that
proclamation
came
out,
then,
literally
during
this
process.
Just
yesterday,
an
adjustment
was
made
to
ab450
which
ships
individuals
that
are
currently
in
prison
not
physically,
but
takes
their
count
for
the
census
purpose.
Back
to
the
last
known
address
that
correction
came
in
yesterday
that
corrected
1868
individuals,
thus
invalidating
and
deleting
every
map
that
people
had
made.

Our
caucus
director
had
actually
put
forth
52
maps.
One
of
them
sought
to
expand
this
legislative
building
to
its
maximum
capacity
of
75,
thus
creating
more
opportunities,
more
opportunities
for
people
to
have
a
voice,
more
majority
minority
districts,
more
representation
gone.
We
cannot
access
that
map
in
any
way,
shape
or
form,
and
we
just
sadly,
don't
have
the
time
to
try
to
rebuild
that.

Our
maps
are
also
more
diverse.
We
created
more
majority
minority
opportunities,
more
hispanic
districts,
more
asian
districts,
more
opportunities
for
individuals
to
be
represented
by
people
who
more
represent
them.
Our
maps
are
also
more
compact.
They
preserved
existing
political
communities,
which
this
map
does
not.

I've
crossed
the
aisle
on
critically
important
legislation
regarding
equality,
women's
rights,
education
and
more
sometimes,
I
voted
at
the
as
a
lone
republican
senator
to
do
what
I
believe
is
right
for
washoe
county
and
for
the
entire
state.
My
constituents
expect
and
deserve
to
have
someone
who
reflects
their
values
with
balanced
representation.

My
district
senate
district
15
fully
reflects
the
broader
washer
county,
where
registration
between
republicans
and
democrats
is
almost
equal
with
a
growing
number
of
non-partisan
and
other
voters.
Both
washer
county
and
st-15
have
approximately
one-third
democrat
one-third
republican
and
one-third
non-partisan
other
voters.
So
two-thirds
of
the
registered
voters
in
washoe
county
are
not
democrats.

That
said,
the
democrats
have
drawn
maps
where
the
super
majority
will
have
the
two
holy,
the
two
districts
that
are
holy
in
washoe
county
super
majority
democrat.
So
two-thirds
of
the
voters
of
washoe
county
cannot
be
heard
and
will
be
disenfranchised,
and
I
want
to
break
that
down
and
be
more
specific
with
you.

If
you
were
to
look
at
ncsl's
guidelines,
they
have
six
tenets,
compactness,
preservation
of
counties
and
other
political
subdivisions,
preservation
of
communities
of
interest,
preservation
of
core
the
cores
of
the
primer
of
the
prior
districts
contiguity
and
a
voting
pairing
of
incumbents,
and
if
you
were
to
look
at
the
2011
lawsuit
that
this
state
faced
over
redistricting,
the
tenants
were
very
similar.
The
guidelines
given
by
the
court
master
or
to
the
court
masters
were
continuous
districts,
political
subdivisions,
communities
of
interest,
general
appearance
and
incumbents.

So
again,
ncsl's
guidelines
in
the
2011
court
case
are
very,
very
similar
in
how
they
direct
redistricting
to
happen.
I
firmly
believe
the
principles
of
compactness
preservation
of
political
subdivisions,
keeping
communities
of
interest
together
and
preservation
of
core
districts
were
violated
in
in
the
maps,
especially
in
northern
nevada
and
washoe
county.
The
majority
maps
also
ignored
making
districts
competitive,
as
also
mentioned
by
my
colleague,
I'd
like
to
briefly
tell
you
why
or
how
these
were
violated.
We
look
at
compactness,
uncsl
defines
it
as
having
the
minimum
distance
between
all
parts
of
constituency.

Usually
a
circle
square
or
a
hexacon
is
the
most
compact
district.
When
you
look
at
the
map
for
sd15,
this
portion
here
used
to
be
in
senate
district
15
and
now-
and
you
can
see,
this
is
actually
the
west
side
of
reno.
The
west
side
of
reno
is
right
here,
and
it
stands
up
to
washer
county.
This
is
the
current
st-15,
but
now
it's
been
shifted
to
the
west,
and
this
is
actually
now
part
of
senate
district
14,
which
stretches
all
the
way
to
oakland
county
to
carlin.

All
of
them
are
in
the
city
of
reno,
if
not
fully
large
parts
and
in
an
area
like
verdi,
growing
parts
are
in
the
city
of
reno,
so
a
city,
a
city,
has
been
broken
on
the
western
side
to
basically
attach
that
district
to
the
east
side
of
the
state,
and
that's
really
to
dilute
the
voting
power
and
to
disenfranchise
washer
county
voters,
communities
of
interest.
When
you
look
at
community
of
interest
somerset's
a
community
of
interest,
verdi,
is
a
community
of
interest.

Cold
springs
is
community
of
interest,
but
so
is
the
university
of
nevada,
reno
and
its
students.
The
university
of
nevada
reno
is
now
on
the
east
side
of
center
district
14,
but
where
all
the
the
dorms
are
and
where
students
live
on
the
west
side
has
been
fractured
from
that,
and
so
is
the
south
end.

So
when
you
look
at
communities
of
interest,
not
only
are
certain
areas
of
reno,
but
also
the
university
of
nevada
reno,
and
then,
when
you
look
at
preservation
of
core
districts,
as
I
mentioned,
I
served
as
the
assembly
member
for
this
area
before
from
2004
to
2010
as
assembly
for
district
25,
and
so
now
that
district
basically
has
been
manipulated
to
be
shifted
as
well,
and
so
I've
been
honored
to
serve
and
I
have
earned
that
trusted
the
voters.

And
now
it's
going
to
be
impossible
to
win
that
district
because
of
the
political
manipulation
of
those
districts.
I
think
washoe
county
voters
deserve
to
have
districts
where
good
ideas
win,
not
districts,
tailored
to
ensure
pre-sected
command.
Excuse
me,
candidates
win.
We
also
talked
a
little
bit
about
competitiveness.
C
When
you
look
over
all
the
maps,
one
of
the
tenants
that
mcsl
suggests
and
that's
an
emerging,
tenant
or
guideline
is
that
there's
competitive
districts,
many
many
districts
are
no
longer
competitive
because
of
the
way
these
maps
are
drawn.
C
Nevada
really
is
a
purple
state
and
when
you
have
a
purple
state,
you
need
to
make
sure
that
the
representatives
reflect
who
those
those
members
are
the
different
districts.
If
you
were
to
look
at
the
u.s
house
of
representatives,
there's
something
called
the
cook
political
index
and
in
1997
there
were
164
u.s
house
seats
that
were
split.
They
could
have
gone
one
way
or
the
other.
Now
that's
down
to
78.,
and
what
do
we
have
in
dc?
We
have
gridlock.
C
I
don't
think
we
need
that
here
in
nevada
and
these
maps
will
drive
us
towards
gridlock.
It'll
drive
us
towards
more
partisan
choices.
With
the
majority
maps,
voters
in
washer
county,
a
county
with
nearly
equal
republican
and
democrat
registration
and
rising
numbers
of
nonpartisan
and
other
voters.
Voters
will
be
disenfranchised.

The
majority
maps
were
created
with
a
clear
intent
to
secure
these
artificial
supermajorities
in
both
legislative
houses
for
the
next
decade.
They
employ
raw
political
engineering
to
draw
lines
to
pre-determine
the
outcome
of
future
elections
and
to
send
a
message
to
voters
that
their
vote
does
not
count
to
be
clear.
This
is
not
about
how
an
election
is
run.
This
is
about
the
creation
of
artificial
supermajorities
that
silence
the
voices
of
non-partisan,
republicans
and
other
voters.

The
constitution
guarantees
the
opportunity
for
equal
participation
by
all
voters.
In
the
election
of
legislators,
the
majority
maps
deprive
citizens
of
the
rights
to
participate
equally
in
the
political
process
to
join
with
others,
to
advance
political
beliefs
and
to
choose
their
political
representatives.
These
maps
represent
the
suppression
of
voters,
voices.

Those
voters
are
the
ones
who
are
registered,
nonpartisan
republican
and
other
future.
Further.
The
majority
maps
clearly
abandon
the
one-person
one-vote
principle
that
expresses
that
individuals
should
have
equal
representation
in
voting
in
the
united
states.
This
principle,
one
person,
one
vote,
is
fundamental
to
fair
elections.
These
maps
make
fair
elections
impossible,
reflecting
back
to
the
80th
legislative
session.
Governor
sisolak
vetoed
assembly
bill
186,
because
the
national
popular
vote
could
leave
a
sparsely
populated
western
state,
like
nevada,
with
a
greatly
diminished
voice
in
the
outcome
of
national
electoral
contests.

The
majority
has
abandoned
its
responsibility
to
represent
voters
in
a
just
and
fair
manner,
if
approved
and
signed
by
the
governor.
These
maps
are
an
abomination
to
the
redistricting
process
and
will
make
elections
for
the
next
decade
a
sham
I've
been
honored
to
serve
as
a
representative
from
washer
county
for
years.
As
a
member
focused
on
policy,
not
partisan
ideals.
I've
crossed
the
aisle
to
work
with
my
colleagues
of
both
parties.
Time
and
again,
I
call
on
you
now
my
colleagues
to
make
sure
that
washer
county
voters
are
heard,
non-partisans,
republicans
and
other
voters.

first
wanted
to
begin
my
remarks
with
sort
of
a
new
to
this
body
that
there
is
a
possible
amendment
or
draft
amendment
that
is
being
worked
on
currently,
as
we
speak
to
address
some
of
the
concerns
that
really
were
outlaid
during
the
hearing
yesterday
that
we
heard
from
the
public
some
of
those
concerns-
and
I
did
want
this
body
to
be
aware
of
it,
although
that
amendment
will
happen
over
on
the
assembly
side
of
things,
assuming
that
this
bill
makes
it
across
the
way
to
our
colleagues
down
the
hall,
we'll
account
for
the
adjustments
for
some
of
the
ndoc
inmates
addresses
that
were
received
after
an
additional
attempt
by
ndoc
to
get
those
addresses,
and
so
we
are
accounting
for
those
individuals.

We
did
so,
while
also
maintaining
role
in
northern
nevada
representation
and
again,
I
think,
with
the
addition
of
this
amendment,
are
going
to
avoid
splitting
up
some
of
our
tribal
nations,
and
that
was
definitely
something
that
we
wanted
to
focus
on
in
these
maps.
I
think
that,
with
this
increasing
ethnic
and
racial
diversity,
it's
incumbent
upon
us
to
have
maps
that
do
accurately
reflect
that
and
even
the
proposed
maps
in
senate
bill
1
include
a
number
of
ways
in
which
we
have
done
so
in
the
legislature.

of
the
63
proposed
districts
have
a
majority
non-white
population,
whereas
in
2011
only
seven
of
those
had
that
these
maps
include
29
legislative
districts
where
hispanic
or
latino
nevadans
make
up
greater
than
25
percent
of
the
population
and
also
increases
the
number
of
majority
hispanic
or
latino
districts.
In
both
the
state
senate
and
assembly.

African
americans
make
up
greater
than
25
percent
of
the
population
in
five
of
our
proposed
state
legislative
districts,
which
is
an
increase
from
the
three
from
the
previous
maps.
An
asian
and
american
american
and
pacific
islanders
make
up
greater
than
25
of
the
population
in
five
different
legislative
districts,
which
is
an
increase
from
one
based
on
our
current
maps.

And
so
I
do
believe
that
these
these
particular
maps
not
only
balanced
and
accounted
for
what
are
traditionally
thought
of
as
criteria
for
redistricting,
but
are
both
fair
and
legal,
and
I
think,
do
accurately
reflect
the
nevada
that
I
was
born
and
raised
in
the
nevada
that
I
I
love
so
deeply
and
are
growing
diversity.
And
I
would
urge
my
colleagues
to
support
senate
bill
one.

separated
in

bill
and

shouldn't

partisan

constituents

district

reach
out
to
those
constituents,
but
they
are
friends
and
neighbors.

our
constituents.
Second,
and
clearly
we
have
seen
some
better
better
maps
out
there
that
I
believe,
do
a
better
job
of
consolidating
creating
compact
districts
and
giving
those
people
the
representation
they
need.

the

from

double
it
to

process

understanding
I'm
not

input

comment

maps,
make
adjustments
as
necessary
to

them
more
fair.

deviations,
my
understanding
is,
are
minimal

better
than
what
we've
seen
in

maps,

wanted

commend

that
put
that
together.
