introduction,
I

miss
fisher
for
a
brief
presentation
and
question
in
order
to
best
serve
my
constituents
and
the
state
of
nevada.
I
use
the
interim
to
reach
out
to
stakeholders,
cultivate
dialogue
and
understand
the
challenges
of
the
institution
and
industries
that
we
oversee,
especially
those
areas
that
come
through
this
committee.

with
the
rest
of
the
nevada
state
board
of
professional
engineers
and
land
surveyors,
have
been
excellent
partners
and
worked
diligently
on
this
legislation.
Today.
I'd
like
we'd
like
to
present
assembly
bill
173,
which
revises
provisions
relating
to
the
licensure
of
professional
engineers,
who
are
employees
of
certain
public
utility
companies
and
examinations
relating
to
the
licensure
of
professional
land,
surveyors
vice
chair.
With
your
permission,
I
will
turn
it
over
to
ms
mamola
and
mrs
fisher
to
walk
you
through
the
bill.

Good
afternoon,
madam
chair
vice
chair
and
members
of
the
committee
for
the
record,
my
name
is
susan
fisher,
s-u-s-a-n,
space
f-I-s-h-e-r
with
mcdonald
carano
and
I'm
speaking
on
behalf
of
the
nevada
state
board
of
professional
engineers
and
land
surveyors.
I
have
with
me
on
my
right,
your
left,
paddy
mamola
professional
engineer,
who
is
the
executive
director
of
the
board
and
on
my
left,
your
right
karen
purcell,
also
a
professional
engineer,
who
is
the
president
of
the
board?

So
number
one
in
october
of
2019
as
a
result
of
a
tragic
accident
in
massachusetts
involving
over
pressurization
of
a
natural
gas
distribution
system
and
a
resulting
explosion,
the
national
transportation
safety
board
or
ntsb
issued
a
safety
recommendation
to
all
50
states
or
to
all
the
states
that
had
a
certain
provision
in
their
statutes,
which
nevada
had
the
recommendation
went
out.
That
has
and
there's
we
have
an
exemption
from
licensure
for
a
professional
engineer
who
is
an
employee
of
a
public
utility?
Now
that
sounds
a
little
bit
backwards.

What
we're
asking
to
do
is
remove
that
exemption,
so
in
other
words,
the
removal
of
the
exemption
means
that
all
future
natural
gas
infrastructure
projects
will
require
a
licensed
professional
engineer
in
approval
and
stamping
these
provisions.
Removing
the
exemptions
are
found
in
sections
one
and
three
of
ab-173
with
the
guts
of
it.
In
section
three
of
the
bill.

And
the
public
utilities,
commission
of
nevada
will
be
tasked
with
adopting
regulations
identifying
the
type
of
projects
that
will
require
the
use
of
a
licensed
professional
engineer
to
approve
and
stamp
the
plans.
We
worked
with
the
pucn
profession
or
the
public
utilities
commission,
which
was
instrumental
in
drafting
the
original
language,
along
with
both
southwest
gas
and
mv
energy,
as
well
as
with
our
licensees,
the
professional
engineers
that
are
licensed
here
in
nevada.

did
want
to
note
that
under
the
exhibits
you
will
find
the
letter
of
support
for
miss
mamola
and
the
letter
from

national
transportation
safely

a
couple

other
letters

support
from
our
public
utilities
commission
and
from
nevada
energy.

wanted
to
clarify
this
bill
specifically
for
the
exemption
for
folks
who
work
on
natural
gas
lines.
So
does
that
mean
that
there
is
no
exemption
for
any
other
public
utilities?

The
exemption
has
been
in
the
law
for
quite
some
time,
and
now
that
it's
been
in
the
law,
the
utilities
companies
would
not
take
kindly
to
trying
to
get
it
removed
from
the
law.
That
would
be
very
challenging
prospect
and
there's
actually
good
reasons
why
the
exemption
exists.
Utility
companies
are
cross-border
in
inter
enter
and
intra-state
utility
companies,
and
so
they
work
across
borders.

They'd
have
to
get
licensed
in
each
of
those
states,
but
we
want
to
do
here
at
the
board.
Is
we
want
to
do
our
best
to
perfect,
protect
nevadans
from
what
happened
in
merrimack
valley
massachusetts
and
support
the
ntsb's
recommendation
to
remove
that
exemption
for
gas
natural
gas
utility
work
that
those
utility
companies
do
so
at
this
time
we
would
not
want
to
pursue
removing
the
entire
exemption
for
all
of
the
utility
companies
that
would
be
electric
and
gas
and.
