Listening

you
know,
amendments
exhibits,
testimony
and
writing
all
has
to
be
turned

by

The
day
before
the
committee,
if
you
have
written
testimony
that
you
would
like
to
send
in
please
email
it
to
the
assembly
committee
on
commerce

If
you'd
like
to
attend
meetings
virtually
you
must
pre-register
on
the

members.
A
Please
remember
to
keep
your
cameras
on
on
at
all
times,
especially
during
a
work
session,
so
that
we
can
ensure
that
we
have
a
quorum
and
then
just
mute
yourself.
If
you
are
not
speaking
and
thank
you
committee
members
for
being
here
again
at
6
00
p.m.
I
know
this
is
a
long
day
for
many
of
you
guys.
We
are
going
to
go
get
in
right
into
our
first
agenda
item
because
I
know
I
have
members
that
need
to
get
to
other
meetings
as
well
on
our
agenda.
A
D
D
13
of
them
were
discussed
during
the
committee
hearings,
so
I
will
not
go
into
detail
on
those,
but
the
two
most
recent
ones
begin
with
amendment
number
14
and
that
would
be
to
delete
section
76
of
the
bill,
which
provides
the
limited
powers
of
a
peace
officer
to
certain
agents
of
the
fraud
unit
within
the
division
and
proposed
amendment.
D
15
would
be
to
amend
sections
12,
15
and
54
of
the
bill
to
delete
provisions
allowing
the
commissioner
to
revoke
a
license
of
a
managing
general
agent,
an
insurance
consultant
and
an
escrow
officer
for
not
updating
his
or
her
contact
information.
There
are
two
additional
informations
sorry,
two
additional
amendments
that
were
also
discussed
during
the
hearing.
The
first
one
was
from
terry
chambers
with
the
nevada,
self-insured
group
consortium,
and
that
would
be
to
amend
section
616b
407
of
nrs
to
revise
provisions
relating
to
the
standard.
A
Thank
you.
Miss
pass,
love,
thomas
members,
any
discussion
on
the
bill
before
you
assembly
member
tolls.
E
Thank
you
so
much
chair.
First
of
all,
I
I
want
to
thank
the
commissioner
again
for
all,
as
we
can
see
by
the
work
session
document,
all
of
the
amended
work
on
this
just
phenomenal
work,
working
with
all
the
stakeholders,
and
I
also
want
to
acknowledge
just
on
the
record,
because
I
had
asked
some
questions.
E
Some
third
groups-
and
I
wanted
to
just
follow
up
on
the
record
that
I
did
have
a
follow-up
conversation
with
the
commissioner,
and
I
do
know
that
the
commissioner
has
had
follow-up
conversations
with
the
self-insured
groups
and
that
the
clarifications
that
about
the
sic
codes
had
that
the
commissioner
did
follow
up
with
a
document,
as
well
as
with
conversations
with
those
interest
groups
or
those
those
self-insured
groups.
So
I
appreciate
that
that
satisfied
my
questions.
E
I
wanted
to
just
make
sure
I
followed
up
on
the
record
on
that
and-
and
I
appreciate
that,
the
commissioner's
continuing
to
work
with
those
groups
to
get
that
implementation
process
right,
and
so
I
did
have
a
question,
though,
before
we
vote
on
this,
and
that
was
on
section
59,
subsection
3
and
I
just
didn't
know
if,
with
the
amendments,
so
we
amended
out
section
2,
which
had
some
due
process
concerns
and
the
sub
section
3
still
says:
suspend
or
revoke
the
license
of
the
captive
insurer,
and
I
just
didn't
know
if
that
got
amended
to
to
make
sure
that
we
weren't
skipping
any
due
process
on
that.
E
So
if
I
could
just
get
that
clarification,
I
didn't
see
it
in
the
amendments
and
it
may
be
in
there
and
I
just
missed
it
or
if
I
could
just
get
clarification
that
that
is
there's.
C
Thank
you
for
the
question
on
yeah.
This
is
barbara
richardson
for
the
record
and
there
are
no
due
process
issues
that
are
that
are
brought
up
by
that
particular
issue,
because
we
have
to
follow
nrs
233b,
which
is
the
administrative
procedure
code,
which
puts
us
in
a
whole
series
of
due
process,
issues
that
all
get
taken
care
of
before
we
ever
end
up
at
that
last
spot.
So
it's
it's!
That's
like
the
final
note,
so.
E
A
Questions
or
discussions,
okay,
I
just.
I
also
want
to
take
a
point
to
thank
the
commissioner
for
addressing
the
concerns
of
all
the
members
on
on
here
who
had
concerns
and
working
with
the
stakeholders
to
get
ab45
to
the
place
it
is
today
with
that.
I
would
accept
a
motion
to
amend
and
do
pass
assembly
bill.
45
still
move.
A
C
C
C
A
D
Thank
you,
ma'am
chair
assembly,
bill
47,
was
sponsored
by
the
committee
on
behalf
of
the
attorney
general.
It
was
heard
on
march
14th
or
march
15th,
and
it
revises
provisions
relating
to
unfair
trade
practices.
There
is
a
an
attachment
loaded
on
nellis,
with
an
additional
exhibit
behind
this
work
session.
Page
mark
krueger
with
the
ag's
office,
proposes,
I
guess
your
ten
amendments.
D
The
first
would
be
to
amend
sections
two
through
ten
of
the
bill.
I
won't
read
that
since
you
guys,
probably
all
read
it,
but
it
it
would
amend
those
sections.
The
second
proposed
amendment
is
to
delete
section
11
of
the
bill.
The
third
proposed
amendment
is
to
delete
sections
12,
22
and
24
of
the
bill.
A
E
Yes,
ma'am.
Thank
you
so
much
chair
and
I
I
had
some
great
conversations
with
the
attorney
general's
office
and
and
and
some
of
the
interested
parties,
and
I
understand
that
there's
some
specific
language
that
we're
looking
at
still
under
within
this
provision.
So
I'm
waiting
to
see
that
final
lcb
language
and
you
know,
may
may
need
to
address
something
on
the
floor.
E
I'm
a
yes
out
of
committee
on
this,
but
I
just
wanted
to
say
on
the
record
that
I'm
waiting
for
some
specific
clarification
on
a
couple
of
those
points
that
are
still
being
worked
out.
So
thank
you.
A
C
Thank
you
chair.
I
still
too
have
some
serious
concerns
with
this
bill
and
I'm
having
a
hard
time
at
the
moment.
So
I'm
going
to
vote
no,
but
I
may
change.
C
Thank
you
chair.
I
was
having
trouble
typing
I'll
vote,
yes,
but
I'm
going
to
observe
my
right
to
change
on
the
floor,
because
I
want
to
hear
some
clarifications
on
a
few
bills
and
talk
to
the
hospital.
Also.
Thank
you.
A
Okay
assembly,
member
kasama,
I'm
a
ditto
to
that
as
well.
Thank
you
for
your
brevity
and
members.
You
know
if
it's
just
letting
you
know
that
you're
going
to
reserve
your
right.
That's
the
assumption,
always
if
you're
going
to
vote
one
way
we
assume
you're
going
to
vote
that
way
on
the
floor.
Unless
you
tell
us
the
other
way,
so,
okay,
I
would
with
that.
I
would
accept
a
motion
to
amend
and
do
past
assembly
bill
47,
so
moved.
Madam
chair,
I
have
a
first
by
vice
chair
carlton.
A
Do
I
have
a
second
second
assemblywoman
duran?
Thank
you.
I
have
a
second
by
assemblywoman
duran,
madame
secretary,
will
you
please
take
a
roll
call
vote.
C
C
F
B
A
D
Thank
you,
ma'am
chair
assembly,
bill
61,
was
sponsored
by
the
committee
on
behalf
of
the
attorney
general.
It
was
heard
on
february
24th
and
it
revises
provisions
relating
to
trade
practices.
Again,
there
are
several
amendments
and
they
were
proposed
by
mark
kruger
with
the
attorney
general's
office.
D
D
The
sixth
proposed
amendment
amends
section
seven
of
the
bill
to
amend
the
definition
of
unconscionable
practice.
D
The
seventh
proposed
amendment
amends
section
12
of
the
bill
to
revise
the
circumstances
under
which
a
court
is
required
to
issue
an
order
enforcing
the
provisions
of
an
order
issued
by
the
director
of
the
department
of
business
and
industry
concerning
a
deceptive
trade
practice.
The
eighth
proposed
amendment
amends
section
17
of
the
bill
to
allow
an
employee
of
the
consumer
affairs
unit
of
the
department
of
business
industry
or
an
employee
of
the
attorney
general
to
serve
process
in
certain
civil
actions
related
to
deceptive
trade
practices.
D
F
Thank
you
chair.
I
know
it's
hard.
You've
got
a
lot
of
little
faces
to
look
at
there,
so
I
just
wanted
to
thank
the
attorney
general's
office.
I
did
have
communication
back
and
forth
with
some
concerns
I
had
about
the
bill.
Many
of
those
were
answered,
but
I
still
have
concern
with
some
of
the
products.
A
Thank
you
assembly,
member
kasama
members,
any
other
discussion.
What
is
this?
Okay?
With
that,
madam
secretary,
will
you
please
take
a
roll
call
vote.
A
I
would
accept
a
motion
to
amend
andy
pass.
Thank
you
vice
chair,
carlton
you're.
Welcome.
Would
you
like
to
make
that
motion?
Mr
carlton,
you
got
it.
Okay,
now,
first
by
vice
chair,
carlton,
to
amend
and
do
past
assembly
bill
61
do
I
have
a
second
second.
I
have
a
second
by
assembly,
member
marzola.
Madam
secretary,
would
you
take
a
roll
call
vote?
Please.
C
C
C
D
D
Assemblyman
watts
proposes
one
amendment
and
that
would
be
to
amend
the
definition
of
online
establishment
in
subsection
three
of
section,
one
of
the
bill
to
specify
that
a
business
whether
or
not
conducted
for
profit
that
offers
goods
or
services
to
the
general
public
in
the
state
through
an
internet
website,
mobile
application
or
other
electronic
medium
is
an
online
establishment
unless
the
business
is
operated
from
a
physical
location
in
this
state.
Thank
you.
A
Taking
all
my
little
boxes,
okay
with
that,
I
would
accept
a
motion
to
amend
and
do
pass
assembly
bill
207
so
moved.
Madam
chair,
thank
you.
I
have
a
motion
to
amend
you
pass
by
vice
chair
carlton.
Do
I
have
a
second
second
assemblywoman
martinez?
Thank
you.
I
have
a
second
by
assemblymember
martinez.
Madam
secretary,
will
you
please
call
a
roll
call
vote.
B
Yes,
assemblywoman
considine,
yes,
assemblywoman
dickman,
no
assemblywoman.
C
D
A
Yes,
thank
you,
madam
secretary,
for
doing
that
motion
carries
seeing
that
mr
watts
is
here.
I
will
assign
that
floor
statement
to
assembly
member
watts.
A
Okay,
ms
pascal
thomas,
would
you
walk
us
through
assembly
bill
298,
the
next
bill
on
our
work
session
document.
D
Thank
you,
ma'am
chair
assembly,
bill
298
was
sponsored
by
assemblyman
flores
and
it
was
heard
on
april
2nd.
It
revises
provisions
relaying
to
non-commercial
vehicle
leases.
The
assemblyman
has
proposed
five
amendments
which
she
went
over
in
detail
during
the
committee
hearing,
so
I
can
walk
through
them,
but
I
think
he
already
did
it
during
the
hearing.
A
A
C
C
B
D
A
Seeing
none,
I
would
accept
a
motion
to
do
pass
so
moved.
Madam
chair,
I
have
a
motion
by
vice
chair
flora
and
so
vice
chair
carlton
to
do
pass.
Second,
it's
late
for
all
of
us.
How
do
I
have
a
second
second?
I
have
a
second
by
assemblymember,
kasama
and
again
just
for
our
secretary.
That
was
a
motion
to
amend
and
do
pass
by
vice
chair
carlton
and
the
second
by
assemblymember
kasama.
A
C
C
A
D
D
The
first
is
to
amend
subsection
3c
of
section
2
of
the
bill
to
remove
the
phrase
who
provides
psychiatric
care,
thereby
requiring
all
nurses
licensed
pursuant
to
chapter
632,
to
complete
the
cultural
competency
training.
The
second
proposed
amendment
is
to
remove
references
requiring
certain
health
care
professionals
to
complete
at
least
six
hours
of
instruction
and
replace
with
at
least
two
hours
of
instruction
relating
to
the
cultural,
competency
and
diversity.
D
A
C
C
C
A
D
Thank
you,
ma'am
chair
assembly,
bill
359,
was
sponsored
by
assemblywoman
constantine.
It
was
heard
on
april
2nd
and
revises
provisions
governing
trade
practices.
This
was
another
amendment
that
was
very
well
explained
during
the
committee
hearing.
I
would
like
to
point
out.
One
thing,
though,
is
the
assembly
woman
did
provide
clarification
and
that's
on
amendment
number
four,
which
would
in
terms
of
amends
subsection,
3b
of
section
4
for
the
purposes
of
specifying
the
transactions
involving
a
credit
instrument
which
is
defined
in
nrs
463.01467.
D
D
F
Yes,
thank
you
assemblywoman
constantine,
I
just
had
a
question:
did
you
add
an
effective
date
or
what
would
be
the
effective
date
of
this?
I
was
looking,
and
maybe
I
missed.
C
That
thank
you
assemblywoman
kasama.
Yes,
we
made
sure
I
want
to
believe
that
the
effective
date.
A
C
C
C
A
D
Thank
you,
ma'am
chair
assembly,
bill
442,
was
sponsored
by
the
committee
on
behalf
of
the
legislative
committee
on
health
care
and
was
presented
by
assemblyman
or
liquor
during
the
hearing
on
april,
2nd.
It
revises
requirements
concerning
training
of
certain
providers
of
health
care.
D
Brief
intervention
and
referral
to
treatment
in
order
to
obtain
an
initial
license
in
nevada
instead
require
health
care,
health
professionals
who
are
currently
licensed
in
the
state
to
obtain
two
hours
of
continuing
education
by
january
1st
2024
and
receive
a
license
to
practice
in
nevada
after
the
effective
date
of
this
bill
to
obtain
two
hours
of
continuing
education
during
their
first
period
of
licensure
in
the
state.
Thank
you.
A
A
C
C
C
C
A
Yes,
motion
carries
and
I
will
assign
that
floor
statement
to
assembly
member
orient
linker
and
then
I'm
going
to
assign
assembly
member
duran
as
backup
as
since
he
isn't
here
that
carries
us
through
our
work
session.
For
this
evening
members
we
do
have
one
last
item
on
the
agenda,
which
is
public
comment
and
just
we're
going
to
read
through
our
public
comments
instead
of
sitting
in
silence,
while
we
give
people
time
to
call
in
remember
public
comments
is
our
public
comment
is
not
a
time
to
oppose
or
support
a
bill.
A
We
open
and
close
hearings
on
bills
so
that
we
establish
a
public
record
of
the
testimony
on
bill.
Therefore,
public
comment
is
not
a
continuation
of
a
bill
hearing.
I
would
like
to
remind
people
listening
over
the
internet
that
we
limit
public
comments
to
two
minutes.
Please
address
your
remarks
to
issues
that
fall
within
the
jurisdiction
of
this
committee.
If
you
direct
your
remarks
to
issues
over
which
this
committee
has
no
oversight,
I
will
ask
you
to
redirect
them
or
to
terminate
them
be
respectful
of
committee
members
and
other
witnesses.
A
C
F
A
Thank
you
broadcasting,
thank
you,
commerce
and
labor
on
committee
staff
and
thank
you
members
for
another
long
evening.
Our
next
committee
meeting
is
scheduled
for
friday.
Please
look
out
for
the
agenda
and
please,
as
always
note
the
time
that
we
will
be
starting
we'll
be
starting
earlier
than
our
scheduled
start
time.
We
are
adjourned.
Thank.
