A
C
A
Here,
thank
you
very
much.
Please
note
that,
for
the
record
that
we
do
have
a
quorum,
I
welcome
everyone
who
is
attending
online,
so
we're
going
to
start
with
some
housekeeping
measures
be
sure
to
mute
your
microphone
when
you're,
not
speaking
to
minimize
the
background
noise,
kneading
materials
can
be
accessed
in
the
committee's
web
page
on
nellis.
A
A
This
is
a
new
virtual
format
and
it's
important
that
we
keep
everyone
safe,
but
I
want
the
public
to
know
that
we
encourage
them
to
be
involved
and
that
there
are
five
ways:
five
different
ways
that
they
can
be
involved.
They
can
email
their
comments
to
asm
ed
at
and
then
it's
all
of
our
the
emails
for
all
of
us.
A
Asm.State.Nv.Us,
you
can
also
click
the
participation
button
on
the
committee
meeting
webpage
and
register
to
call
in
and
participate
by
phone.
You
can
submit
your
opinion
on
the
committee
meeting
webpage
using
the
submit
submit
opinion
button.
You
can
mail
a
written
comment
to
the
research
division
at
401,
south
carson
street
person,
city
nevada,
89701.
A
775-684-6600
and
we
will
be
making
the
public
comments
available
to
all
committee
members,
so
they
will
have
a
chance
to
look
at
that
as
well
with
that,
let's
get
started
so
we're
going
to
start
with
public
comment.
Public
comment
will
be
limited
to
two
minutes
per
speaker.
That
will
staff
will
time
each
speaker
during
public
comment
to
ensure
everyone
is
given
a
fair
opportunity
to
speak.
In
addition,
any
additional
opportunities
to
make
public
comment
will
be
available
at
the
end
of
the
meeting.
A
D
A
A
Before
we
begin,
I
would
like
everyone
to
be
familiar
with
our
committee
members,
myself
and
the
staff,
so
I
will
start
with
myself
so
we're-
and
I
know
everyone
loves
introducing
themselves
so
we're
just
going
to
say
our
name
and
where
we're
from
our
district,
when
we
were
elected
and
just
something
fun
in
the
spirit
of
our
former
chairperson
tyrone
thompson,
maybe
something
that
maybe
we
might
not
know
about
you.
So
I
am
shannon
bilbray
axelrod.
I
was
first
elected
in
2016,
so
this
is
my
third
session.
A
I'm
very
excited
to
be
chairing
this
committee.
I
am
a
mother
to
a
amazing
13
year
old
little
girl
named
molly,
and
it's
been
an
interesting
year
for
for
us,
my
husband
and
I
having
a
virtual
school
and
I'm
sure
many
of
you
guys
can
relate
the
thing
that
I'm
going
to
tell
you
about.
I
I
asked
my
husband
about
this.
I
actually
met
my
husband
when
I
was
a
barista
at
starbucks
and
he
would
come
in
every
morning
at
5
30
a.m.
A
He
was
my
first
customer
of
the
day
on
his
way
to
teach
kindergarten
in
compton,
so
we
had
a
little
romance
over
over
the
counter
for
several
months
before
he
got
the
nerve
to
ask
me
out
and
the
rest
is
history,
but
so
I
have
a
a
long
line
of
educators
in
my
family
and
everything
from
street
educators
all
the
way
up
to
administration
and
even
at
the
collegiate
level.
So
that's
something
kind
of
fun
about
me.
I
think
and
we'll
move
on
to
my
amazing
vice
chair,
brittany,
miller.
E
Hi,
thank
you
chair.
I'm
excited
to
be
here
and
again
excited
to
have
the
opportunity
to
serve
as
vice
chair.
This
is
also
my
third
session.
I
represent
assembly
district
five
down
in
las
vegas
in
the
I
I
say,
midwestern
because
I'm
not
technically
considered
southwestern,
but
it's
like
the
summerlin
lakes
area,
and
this
is
of
course
also
my
third
session
on
education
on
the
education
committee
and
two
sessions
of
interim
education
committee.
E
As
many
people
know,
I
am
a
clark
county
school
teacher,
so
education
is
obviously
something
that
I
live
and
breathe
pretty
much
close
to
every
minute
of
the
day.
So
I'm
glad
to
be
here
and
looking
forward
to
the
work
that
we'll
be
able
to
do.
You
know
during
this
session
to
again
to
continue
to
continue
to
advance.
You
know
a
goal
that
all
of
us
nevadans
have,
which
is
to
advance
education
for
everyone
in
the
state.
So
thank
you
and
I'm
glad
to
be
here.
A
E
Not
know
about
me,
I
I
can't
think
of
anything
very
interesting,
but
if
I
I
think
of
something.
A
A
All
right,
that's
okay,
because
I
forgot
to
say
that
I,
my
district,
which
I
told
you
guys
emma
assembly
district
34,
which
is
part
of
summerlin
part
of
desert
shores
area
next
next
to
the
community
college
of
southern
nevada.
So
sorry
about
that,
we're
all
we're
a
little
loosey-goosey
today,
all
right!
Next,
I
will
call
on
assemblyman
flores.
C
Thank
you,
madam
chair,
and
I'm
assembling
medicare
floors.
I
represent
assembly
district
28
yeah
here
in
the
great
state
of
nevada
and
represent
northeast
las
vegas,
and
I've
had
the
pleasure
of
serving
on
on
this
committee
since
2015,
and
I
look
forward
to
working
alongside
of
all
of
you.
I
know
we
have
some
very
passionate
human
beings
here
and
hopefully
we
can
do
some
good
work
for
our
students,
something
fun.
C
F
Thank
you,
madam
chair,
and
it's
so
wonderful
to
to
see
everyone
old
faces
and
old
friends
and
new
friends,
and
I'm
glad
that
we
could
all
come
together
virtually
here
and
I'm
assemblywoman
jill
tolls.
I
represent
assembly
district
25,
which
is
in
northern
nevada.
It's
west
reno
all
the
way
to
the
california
border,
and
I
am
have
some
experience
in
education
myself.
I
teach
at
the
university
of
nevada.
F
I
also
taught
at
the
turkey
meadows
community
college
up
north
as
well
for
five
years,
I've
been
teaching
at
unr
for
about
16
years
now,
and
I
am
a
proud
mom
of
two
two
beautiful
daughters.
One
who
graduated
from
high
school
now
is
attending
college.
F
The
other
one
is
in
her
senior
year
at
in
washa
county
school
district,
so
we
are
experiencing
all
the
joys
of
online
education,
ourselves
and
and
transitioning
and
and
I've
been
able
to
make
that
transition
as
a
teacher
and
and
have
had
all
those
experiences
myself
as
well
as
a
mom
of
a
student.
So
I
bring
that
to
to
this
committee
this
session
and
just
gosh
something
that
you
might
not
know.
I.
I
was
not
a
great
student
in
a
high
school
and
I
actually
went
to.
F
I
got
my
start
at
community
college,
which
is
why
it's
so
near
and
dear
to
my
heart.
It
was
at
community
college
that
I
had
a
few
teachers
that
just
really
poured
into
me
and
I
ended
up
doing
well
my
first
semester
away
from
home
and
got
good
grades
and
thought
wow.
F
I
never
thought
I
would
ever
graduate
from
university,
let
alone
teach
at
one,
and
I
can
just
tell
you
very
specifically
that
it
was
some
teachers
that
believed
in
me
more
than
I
believed
in
myself
and
and
really
changed
my
life
and,
and
so
one
of
the
reasons
why
I'm
so
passionate
about
education
is
because
it
didn't
always
come
easily
to
me,
and
I'm
really
grateful
for
people
who
invested
in
me
and
the
opportunity
to
invest
in
others,
and
I
want
to
see
every
every
student
in
nevada
have
that
same
same
chance
to
succeed.
D
Hi,
chair
bilbray
axelrod,
it's
such
an
honor
to
be
on
the
assembly
education
committee.
Again,
I
again
assemblywoman
lisa
krasner,
first
elected
november,
2016.
D
I've
served
three
regular
sessions
in
the
nevada
legislature
and
two
special
sessions
chair
bilbray
axelrod,
and
I
were
freshmen
the
same
year
when
we
entered
the
legislature.
I've
been
on
this
committee
for
all
three
sessions.
Education
is
so
important
to
everybody,
because
our
children
are
the
future
of
our
state
and
our
country.
D
I
also
have
a
background
in
education
teaching
at
the
university
of
phoenix
in
political
science
and
advocacy
and
mediation
business,
a
lot
of
the
mba
students
and
also
at
trekkie
meadows,
community
college
teaching
courses
on
the
united
states,
constitution
and
nevada
constitution
for
more
than
a
decade,
something
that
you
don't
know
about.
Assembly
district
26
is
the
district
that
I'm
proud
and
honored
to
represent
and
something
you
don't
know
about
me
is
I
don't.
I
can't
really
think
of
anything.
A
G
G
I
am
we've
been
specialist
for
the
culinary
union.
I
work
rank
and
file
in
the
hospitality
industry.
I
represent
any
workers
through
the
grievance
process
and
trying
to
get
resolution
and
make
a
happy
medium.
We
have.
G
An
underserved
community,
which
is
one
of
my
districts,
is
my
district
and
I
think
education
is
going
to
be
key
for
all
of
us
that
we
have
many
uncharted
territories
to
overcome,
and
I
think
we
can
do
that
in
this
committee
and
education
is
key
for
all
our
children,
our
future.
G
I
am
a
mother
of
two
grand
grandmother
of
four,
so
it's
a
vested
interest
for
me
for
my
grandchildren
to
have
the
best
education
possible
and
I
look
forward
to
working
with
everybody,
and
the
thing
about
me
is:
I
have
over
the
years
my
nickname
is
b,
so
I
get
a
lot
of
b's,
so
I
have
quite
a
collection
not
only
here
in
reno,
not
as
much
up
here
but
in
las
vegas.
I
have
a
lot
of
bees
surrounding
me.
A
H
Oh
good
afternoon,
well
again,
my
name
is
assemblyman
michelle
gorlow
and
I
represent
assembly
district
35,
which
is
in
the
southwest
of
las
vegas.
If
you're
familiar
with
the
area,
it's
mountains
edge
in
southern
highlands
area,
known
as
coronado
ranch,
I
was
first
elected
in
2018,
so
this
is
my
second
session
and
also
my
second
session
on
education
committee
and
then
I
was
also
on
the
interim
education
committee,
so
very
excited
to
be
here
and
continue
our
hard
work.
H
H
I
don't
play
it
very
often,
but
every
once,
while
I
do
still
pick
it
up
to
probably
the
chagrin
of
my
neighbors,
because
I'm
sure
they
can
hear
me-
and
I
also
play
the
piano
and
so
with
this
pandemic
and
having
to
stay
home.
I've
picked
up
a
couple
extra
pieces
of
music,
and
so
now
my
repertoire's
a
little
bit
bigger
so
you're
around
my
neighborhood
around
5
30
6
o'clock.
That's
when
I
play
for
about
a
half
an
hour.
A
I
Hanson,
thank
you
chairman
bilbray
axelrod,
that
has
a
lovely
ring
to
it,
I'm
so
honored
to
be
on
the
education
committee
with
you
under
your
leadership,
and
I
was
first
elected
in
2018.
I
This
is
my
second
session
and
also
my
second
chance
at
being
on
the
education
committee,
which
is
really
important
to
me.
I
represent
assembly
district
32,
I
live
in
sparks
nevada
and
so
that's
washoe
county.
But
my
my
district
covers
seven
counties,
so
it's
washoe
all
the
way
up
to
the
border
where
I
live
in
sparks
and
then
it's
lander
humboldt,
pergine
mineral
esmeralda,
a
chunk
of
nye
that
includes
tonopah,
where
I
got
to
live
for
a
little
bit
as
a
child,
and
I
think
I
mentioned
israel
county,
I'm
not
sure
so.
I
38
000,
wonderful
square
miles
love
the
district.
I
have
an
urban
and
a
rural
feel
to
my
district
and
I'm
I'm
honored
to
represent
my
constituents
and
and
everybody
in
the
state,
I'm
the
mom
of
eight
kids
and
they're
grown
and
all
all
college
graduates.
Education
is
important
to
us.
My
youngest
is
just
about
ready
to
graduate
from
nursing
school,
so
we're
very
proud.
I
I
One
last
thing
I
I
have:
we
all
missed.
We
all
miss
chairman
thompson
very
much-
and
I
know
he's
here
with
us
in
spirit,
and
he
gave
us
these
little
key
rings
last
session
and
I
keep
it
on
my
legislative
key
ring
and
it
says
it
takes
a
big
heart
to
help
shape
little
minds,
and
so
I
hope
we
keep
that
spirit
about
us
on
the
education
committee
that
it's
about
these
children,
these
wonderful
kids
in
our
state
and
to
do
what
we
can
to
help
and
support
them
and
their
families.
Thank
you.
I
A
You
thank
you
for
sharing.
Next,
we
will
go
to
assemblywoman.
A
J
Thank
you,
chairwoman,
bilbray
axelrod.
I'm
really
excited
to
be
on
this
committee
again.
This
is
my
second
session
I
was
elected
in
2018
and
I
served
on
the
education
committee
last
session.
J
It
was
wonderful
to
be
on
that
committee
as
we,
I
think
we
all
agree
education's
so
important.
It
opens
the
doors
or
whatever
you
know.
The
future
is
and
gives
you
those
opportunities.
If
you
have
that
background
of
a
good
education,
so
I
think
we
all
agree
in
our
effort.
That's
why
we
want
to
be
on
this
committee
and
do
what
we
can
for
education
in
nevada,
I'm
glad
to
be
on
the
committee
with.
I
think
everyone
was
their
return
this
time
and
I'm
excited
to
work
with
the
new
new
folks.
J
J
So
it's
fun
to
have
her
up
here
and
my
youngest
daughter
also
goes
to
unlv
she's,
a
senior
studying
criminal
justice,
so
they've
experienced
the
online
schooling
as
well,
which
is,
I
can
tell
you
a
challenge
trying
to
do
that
through
law
school,
but
they're
both
doing
really
well
some.
I
have
two
fun
little
things
I
wanted
to
share.
One
is
about
me
and
our
chairwoman,
we've
known
each
other,
since
we
were
children,
because
our
our
dads
are
best
friends.
J
So
when
we
both
tried
out
for
a
musical
one
year,
annie
the
musical-
I
don't
even
know
if
she
remembers
this,
but
we
were
both
went
to
the
little
tryout
and
sang
tomorrow
and
they're,
probably
like
10
or
11..
So
that's
a
fun
memory
that
I
have
of
her
and
then
something
else.
That's
kind
of
unique
people.
A
lot
of
people
don't
even
know
about
this,
but
they
have
in
washington
dc
at
the
national
cherry
blossom
festival
and
each
state
has
a
princess.
J
So
I
was
the
cherry
blossom
princess
from
nevada
in
1990,
and
I
followed
chairwoman
bilbray
axelrod's
sister
aaron,
being
the
representative
from
nevada.
So
you
get
to
go
back
and
spend
a
week
in
dc
during
that
cherry
blossom
festival
and
go
to
all
these
wonderful
events
at
the
capitol
and
they
have
receptions
and
balls
and
and
all
kinds
of
things,
and
I
was
able
to
represent
nevada,
that's
something
I
always
cherish,
and
it
was
also
the
year
that
unlv
won
the
basketball
championship.
J
A
Thank
you
so
much.
I
was
actually
a
cherry
blossom
princess
myself
in
1996,
so
we
have
that
in
common
as
well.
Next,
I
will
call
on
assemblyman
macarthur.
C
Oh
hello,
thank
you.
Madam
chair.
My
name
is
richard
macarthur
I
represent
assembly
district
4,
which
is
in
the
far
northwest
part
of
las
vegas.
I
don't
have
a
background
in
education.
It's
just,
I
think,
is
very
important.
I
mean
I
have
kids,
I
have
grandkids
and
things
keep
going
along.
You
find
out
how
important
education
really
is,
and
I
want
to
get
things
done
in
education.
C
I
know
a
lot
of
us
have
different
ideas,
belief,
systems
and
backgrounds,
but
hopefully
we
can
come
together
and
get
some
good
things
done
as
far
as
the
education
system
goes
here.
That's
what
I'd
like
to
do
and
that's
why
I
wanted
to
get
on
the
education
committee
as
far
as
something
interesting
about
me.
C
I
don't
know
nothing
too
interesting
I'll.
Just
give
you
a
quick
in
my
background
after
college,
I
did
play
a
lot
of
sports,
but
after
college
I
joined
the
air
force.
I
was
in
the
air
force
for
six
years.
I
was
a
pilot
after
that
I
joined
the
fbi.
I
was
an
fbi
agent
for
25
years
and
my
last
15
years
with
the
fbi
was
in
the
fbi
office.
In
las
vegas,
nothing
too
fascinating
about
me.
I
do
ride
dirt
bikes!
That's
about
it
glad
to
be
here.
Madam
chair.
A
K
Hi
there,
everyone
rochelle
nguyen
representing
assembly
district
10
in
central
las
vegas
kind
of
the
heart
of
the
medical
district
down
there
if
you're
familiar
with
southern
nevada
in
that
area.
This
is
my
second
legislative
session
and
my
first
time
on
the
education
committee.
It
kind
of
sounds
like
I'm,
the
first
everyone's
a
return
seasoned
legislator
in
this
area.
So
I'm
really
excited
to
learn
from
all
of
you
and
I'm
glad
that
I
will
have
resources
to
go
to
with
any
questions
that
I
have
about
this
area.
K
I
have
two
kids
that
are
in
the
clark
county,
public
school
district
right
now
they
are
in
the
third
and
fifth
grade
so
watching
them
go
through
virtual
learning
and
me
learning
fifth
grade.
Math
have
been
quite
the
challenge,
probably
more
so
for
parents.
I
always
say
that
my
sister
is
a
educator
in
washington
state
and
she
also
has
young
children
and
she
always
tells
me-
and
I
tend
to
agree
with
her.
K
She
said
the
kids
are
more
adaptable
and
they
are
learning
the
technology
much
faster
than
the
parents
and
the
teachers
ever
will
be
able
to.
So.
I
kind
of
agree
with
that
and
watching
us
try
to
maneuver
through
this
virtual
session
start.
I
think
that
is
a
very
fair
statement
to
say,
but
yeah.
I
look
forward
to
this
committee
and
everything
that
we're
going
to
be
able
to
move
forward
this
year.
K
Oh
something
interesting,
here's
my
one
interesting
thing:
I
don't
really
collect
a
lot
of
stuff,
I'm
minimalist,
but
I
do
love
records
and
I
do
love
plants
so
like
behind
me.
There's
plants
already
that
I'm
propagating
and
I
do
have
a
record
player
in
quite
a
record
collection
here
in
my
office
in
carson
city
as
well.
A
That
is
very
cool.
Next,
I
will
call,
I
think
we
have
two
more
assemblywoman
taurus.
K
Hi,
thank
you
chair
good
afternoon.
Everybody
I'm
excited
to
serve
on
the
education
committee
for
the
second
time.
I
am
a
little
bit
about
me.
I
am
the
representative
for
assembly
district
3
in
the
heart
of
las
vegas,
and
I
grew
up
in
that
community.
I
also
come
from
a
family
of
teachers.
My
mom
is
a
teacher.
My
grandpa
on
my
dad's
side
is
an
educator.
Both
my
siblings
are
teachers,
and
I
too
am
an
educator.
I
teach
middle
school
and
high
school
reading
or
ela
additionally,
something
interesting
about
me.
K
I
have
a
lifelong
commitment
to
learning
so
during
the
pandemic.
My
like
pandemic
skill
has
been
yoga,
so
I'm
trying
to
keep
that
up
during
this
session,
I'll,
let
you
know
how
long
it
lasts,
but
I've
been
doing
daily
yoga
even
before
school.
So
it's
six
o'clock,
six
fifteen
in
the
morning
and
oftentimes
assembly
woman
win,
would
meet
me
there.
I'm
so
excited
to
continue
to
serve
on
this
committee.
L
Hi
elaine
marzola,
I
represent
assembly
district
21,
I
have
part
of
henderson
and
part
of
las
vegas.
This
is
my
first
time
serving.
I'm
really
excited
to
be
on
the
education
committee.
Education
has
been
super
important
in
my
life
as
well
as
my
son's
life.
It
has
definitely
opened
me
up,
especially
coming
here
from
another
one.
L
I
do
have
a
24
year
old
son.
He
attends
unr
medical
school,
so
at
least
I'm
close
to
him.
45
minutes
away
just
want
to
make
a
difference.
I
really
understand
the
ins
and
outs
of
how
education
can
change
your
life,
and
so
that's
why
it
was
so
important
for
me
to
be
in
this
committee
again.
Thank
you
for
having
me
a
fun
fact.
L
A
A
Well,
thank
you.
So
at
this
time
I'd
like
to
introduce
our
committee
staff
I'll
start
with
our
legal
counsel,
her
name
is
amanda
marincic.
A
A
After
moving
to
nevada,
she
worked
for
nevada's
division
of
public
public
and
behavioral
health
before
joining
the
research
division
of
lcb
in
march
of
2020..
This
will
be
her
first
session.
So
welcome
our
committee
manager
is
nick
christie.
He
was
born
in
san
jose
california,
however,
as
a
toddler,
he
moved
to
france
and
then
to
the
uk,
where
he
grew
up
after
graduating
from
the
university
of
wales
and
traveling
across
the
u.s
in
2019.
A
He
decided
to
spend
a
weekend
in
las
vegas
that
ended
up
lasting
10
years
happens,
while
in
vegas
he
met
his
wife
marcy,
who
was
born
and
raised
in
las
vegas
a
few
years
ago.
They
decided
to
change
one
extreme
climate
to
the
other
and
move
to
lake
tahoe,
and
they
have
two
young
boys
wesley.
Who
is
two
and
felix
who
just
joined
them
in
december,
so
excited
we
have
a.
We
have
babies
for
the
committee.
A
This
is
nick's
first
session
in
the
nevada
legislature
and
he's
beyond
excited
to
be
working
to
help
this
important
committee.
With
this
this
essential
work.
We
also
have
three
committee
secretaries.
A
Sarah
baker
is
a
native
nevadan
born
and
raised
in
reno,
where
she
studied
literature,
writing
and
five
foreign
languages,
french,
spanish,
italian,
german
and,
of
course,
russian
at
unr.
She
also
has
a
master's
degree
in
creative
writing
from
the
universe
from
ohio
state
university
and
a
masters
in
journalism
from
unr
and
hopes
to
one
day
be
a
published
novelist
when
she's
not
reading
or
writing.
She
enjoys
knitting
hiking
cooking
pending
to
her
house
plans
like
assemblywoman
win,
and
this
is
also
her
first
legislative
session.
A
We
have
laurie
mccleary.
This
is
her
fifth
session
in
the
legislature,
she
retired
in
2011,
from
the
department
of
taxation
after
32
years
with
the
state
of
nevada
five
years
ago,
joan
I'm
sorry.
Five
years
ago,
she
bought
a
older
home
that
she's
been
working
on
non-stop
when
she's,
not
working
in
the
legislature.
A
She
enjoys
woodworking
and
building
things
from
wood
and
making
cute
and
funny
signs
for
family
and
friends
on
her
her
cricket
cutting
machine,
oh
I'm
so
jealous
during
the
pandemic.
She
built
her
first
potting
table
and
recently
made
a
fun
bar
and
grill
area.
Oh
I
I
that
is
so
cool,
that's
so
cool
and
finally,
we
have
joan
walden,
joan
spent
most
of
her
time
in
the
pacific,
northwest.
A
A
This
is
her
fourth
legislative
session
and
she
is
happy
to
help
the
assembly
committee
on
education.
Thank
you
so
much
joan.
Oh,
we
have
one
more.
Additionally,
we
have
a
committee
assistance
assistant,
melissa,
loomis.
She
was
born
and
raised
in
oakland
california,
but
has
lived
in
nevada
for
so
long.
She
considers
herself
a
nevadan
at
this
point.
We
will
too
she
received
her
ba
from
unlv
and
put
it
to
work
in
a
career
with
nevada
magazine
at
the
nevada
department
of
tourism
and
cultural
affairs.
A
She
is
a
proud
mom
of
a
u.s
air
force
airman
and
is
the
firm
mom
to
a
cute
but
deranged
homicidal
cat
that
are
that
her
son
left
behind
when
he
joined
the
military
melissa,
looks
forward
to
serving
this
members
of
her
par
pardon
me.
Melissa,
looks
forward
to
serving
the
members
of
the
in
the
staff
of
this
educational
committee.
This
session
feel
free
to
reach
out
to
her
anytime
by
skype.
If
you
need
her
assistance,
I
just
realized
that
I
didn't
say
that
I
am
actually
a
third
generation
nevadan
as
well.
A
My
father
was
born
in
nevada
in
las
vegas
in
1938,
so
everyone's
talking
about
their
roots
in
nevada,
and
I
would
be
remiss
if
I
didn't
okay,
so
that
was
the
fun
part.
Now
we
adopt
the
committee
policies,
you
have
all
the
members
have
access
to
policies
and
the
public
does
as
well.
It's
on
nellis
they're
posted
on
our
on
our
nellis
page.
So
if
people
want
to
read
along-
and
I'm
just
going
to
remind
you-
we
are
going
to
update
nellis
as
much
as
possible.
A
I
I
know
it's
difficult
with
these
virtual
meetings,
so
we
really
want
the
members
of
the
public
to
know
that
we
will
be
updating,
as
as
often
as
we
get
information,
we
will
put
it
up
there.
So
you
know
what
we're
doing
committee
work
is
governed
by
the
standing
assembly
rules
that
were
adopted
on
the
first
day
of
session
yesterday,
the
proposed
policies
in
front
of
everyone
simply
add
more
details
about
our
meetings.
A
Highlights
of
the
priority
components
of
the
policy
are
getting
exhibits
on
time
and
why,
once
again,
just
really
we
want
to
be
very
transparent
during
the
session.
We
always
want
to
be
transparent,
but
this
is,
I
think,
paramount,
especially
when
we're
dealing
with
virtual
meetings.
We
are
creating
an
atmosphere
of
respect,
courtesy
and
professionalism.
A
We
may
have
differences
of
opinion
from
time
to
time,
but
that
is
no
reason
that
we
can't
be
courteous
and
respectful
to
one
another,
and
I
would
like
everyone
to
make
sure
they
show
up
on
time.
We
only
have
120
days
who's,
counting
to
get
these
policies
passed.
So,
let's
show
up
ready
to
work
on
time.
C
G
A
Any
discussion,
okay,
I
will
call
for
a
vote.
Madam
secretary.
C
C
A
My
I
somehow
got
muted
am
I.
Can
you
hear
me
now?
Okay,
sorry,
I
don't
know
where,
when
I
got
muted
but
motion
passes
next,
we
will
move
on
to
our
committee
brief.
Our
committee
policy,
analyst
christie
robusto,
will
now
review
the
background
committee
brief
and
provide
updates
on
the
legislative
legislation
passed
in
the
2019
legislative
session.
Following
the
presentation,
we'll
ask
questions
so
go
ahead.
M
Hi,
thank
you,
madam
chair
christie,
robusto
committee
policy,
analyst
with
the
research
division
of
the
legislative
council
bureau.
So
as
a
chair,
bilbray
axelrod,
said
today
I'll
provide
an
overview
of
the
committee
brief,
as
well
as
a
slightly
expanded
review
of
key
education
legislation
that
was
passed
during
the
2019
session
and
the
2020
special
sessions.
M
Finally,
I'll
provide
a
very
brief
update
on
the
status
of
implementation
efforts
related
to
some
of
the
legislation
passed
last
session
that
was
presented
during
the
interim
legislative
committee
on
education
for
the
members.
You
received
an
email
from
me
with
a
copy
of
the
committee
brief
for
the
assembly
committee
on
education,
and
it
is
also
available
on
the
committee's
meeting
page
on
nellis
as
an
exhibit
for
today's
meeting.
M
So
the
committee
brief
gives
an
overview
of
the
activities
and
significant
legislation
enacted
by
this
committee
last
session.
It
also
serves
as
a
good
resource
and
may
help
provide
added
context
for
this
session
by
highlighting
an
overview
of
the
committee.
So
you'll
find
some
of
the
committee
staff
contact
information
as
well
as
a
summary
of
the
research
division
topics
covered
in
recent
sessions
in
education
committees.
M
Some
recommendations
made
by
the
interim
legislative
committee
on
education
as
well
as
a
link
to
that
committee's
bulletin
and
links
to
some
of
the
other
interim
study
reports
and
recommendations
that
came
out
during
interim
there's.
A
list
of
the
current
pre-filed
bills
for
your
review,
as
well
as
some
required
reports
to
the
legislature
and
other
relevant
publications
related
to
the
committee.
M
M
Some
highlighted
bills
enacted
begin
on
page
two
of
the
committee
brief
and
are
outlined
by
the
two
sessions
by
regular
session
from
2019,
as
well
as
a
couple
of
highlighted
bills
that
were
enacted
during
the
31st
special
session
and
that
impact
education,
specifically
for
pre-kindergarten
through
12th
grade
you'll
notice.
A
range
of
topics
that
were
addressed
from
the
health
and
safety
of
pupils
such
as
ab114
sb,
80,
sb,
89
and
sb
204
you'll,
see
there
were
programs
or
requirements
for
addressing
gaps
in
achievement.
M
For
english
learners,
such
as
in
ab219
and
sb,
467
and
highlighted,
are
it
measures
that
enacted
teacher
incentives
at
for
title
1
or
underperforming
schools
in
ab-196
in
ab-304,
people-to-teacher
ratios
for
the
k
through
three
third
grade
population,
as
well
as
people
counselor
people
to
counselor
pupils
of
psychologists
and
people
to
social
worker
ratios?
M
Additionally,
you'll
see
on
page
five
of
the
brief
related
to
post-secondary
education
and
the
assembly
joint
resolution,
5
and
sb
350,
as
well
as
two
pertinent
bills,
enacted
during
the
31st
special
session
ab3,
which
was
the
major
appropriation
bill
passed
during
special
session
as
a
response
to
the
covid19
pandemic
and
its
impacts
on
the
state's
budget
and
sb2,
which
allowed
the
board
of
regents
in
response
to
the
state
emergency
to
temporarily
waive
or
modify
certain
eligibility
requirements
for
a
student
to
receive
the
governor
gwynn
millennium
scholarship,
so
2019
legislation
in
addition
to
summarizing
it.
M
It
also
charged
the
interim
legislative
committee
on
education
with
various
activities
that
needed
to
be
completed
throughout
the
interim,
and
some
of
this
is
outlined
for
you.
On
pages
five
and
six
of
your
brief.
If
you're,
following
following
along
so
sb
332
directed
the
committee
to
conduct
a
study
concerning
the
provisions
of
a
safe
and
respectful
learning
environment,
that's
free
of
bullying,
cyber
bullying
and
discriminatory
harassment,
so
that
we
could
ensure
that
students
enrolled
at
all
levels
of
the
education
system
or
provided
equal
access
to
education.
M
The
committee
was
charged
to
consult
with
and
solicit
input
from
various
persons
and
organizations
with
specified
expertise
and
experience.
However,
due
to
coven
19
interruptions,
instead
of
doing
it
through
the
committee.
Initially,
the
staff
for
the
lce
worked
with
stakeholders
and
facilitated
a
working
group
and
then
presented
the
findings
and
recommendations
which
are
acknowledged
in
the
lce
bulletin.
M
Additionally,
ab462
was
the
committee
was
charged
to
review
the
charter,
school's
five-year
growth
management
plan
developed
by
the
charter
school
authority,
and
the
lce
did
this.
M
They
received
and
reviewed
updates
on
the
plan
at
three
of
the
committee's
meetings,
so
in
addition
to
what
the
lce
was
charged
with
doing,
they
heard
a
number
of
updates
on
efforts
related
to
a
number
of
the
bills
that
were
passed
during
2019
legislative
session
and
after
review
of
many
of
the
minutes
and
the
meetings
they
had
a
very,
very
busy
interim,
with
the
number
of
updates
that
they
heard
from
the
2019
session.
As
well
as
the
31st
special
session.
M
The
committee
heard
updates
on
the
millennium
scholarship
eligibility
waivers
mentioned
in
sv2
from
special
session
from
nevada
system
of
higher
education
and
received
a
final
report
on
some
of
the
decisions
and
steps
that
were
being
taken
in
order
to
enact
that
they
also
received
updates
on
29
bills,
enacted
during
the
2019
legislative
session
about
half
were
senate
bills
that
were
enacted
and
half
for
assembly
bills
that
were
enacted
with
six
of
those
that
were
presented
and
discussed
at
more
than
one
meeting.
M
M
Sb
314
was
actually
heard
twice
with
regard
to
the
status
of
the
state's
financial
literacy
advisory
council
and
then
sb
475
required
that
nevada's
department
of
education
present
information
on
the
evaluation
that
they
were
required
to
do
during
the
interim
of
the
impact
and
validity
of
the
statewide
performance
evaluation
system
and
then,
as
you
would
expect,
they
also
heard
multiple
updates
on
progress
from
the
commission
on
school
funding,
as
the
commission
met
and
started
to
put
together
its
recommendations
for
the
governor
other
key
2019
legislation
was
discussed
and
heard,
and
many
of
the
required
reports
were
submitted
to
the
lce
and
discussed
during
interim,
such
as
reports
from
ab114
on
student
suicide
ideation,
as
well
as
attempts
and
as
well
as
many
others.
M
So
I'm
happy
to
pull
additional
information
on
that
for
the
committee
or
for
anybody
else.
But
with
that
I
would
simply
just
like
to
finish
this
presentation
by
saying
that
as
research
division
staff,
we
are
your
professional,
non-partisan
staff.
So
please
don't
hesitate
to
reach
out
with
any
questions
and
with
that.
Thank
you,
madam
chair,
for
the
opportunity
to
give
a
brief
summary
for
the
committee.
A
Thank
you
very
much.
This
is
a
a
great
report
and
I
would
like
to
highlight
page
10
and
11
glossary
of
education
acronyms.
So,
if
you
please
refer
to
that
and
it
it
will,
I
think
I
believe
everyone
will
find
it
very
helpful
with
that.
Are
there
any
questions
or
discussions
on
the
committee
briefing
from
any
members.
A
Which
my
views,
so
I
can
see
everyone
any
questions,
comments,
okay,
alrighty,
then!
Well,
then
we
will
move
on
to
our
final
public
comment.
Please
remember
to
clearly
state
and
spell
your
name
and
limit
your
comments
to
two
minutes.
Staff
will
be
timing.
Each
speaker
during
public
comment
to
ensure
everyone
is
given
fair
opportunity
to
speak
broadcasting.
Do
is
there
anyone
in
the
queue
for
public
comment.
A
E
I
am
chair
because
of
I
thought
that
usually
that's
the
okay,
you
got
out
of
it,
but
since
since
she
came
back
to
me,
I
I
guess
what
I'll
say
is.
I
think
one
thing
that
most
that
many
people
are
many
nevadans
don't
realize
about
me
is
because
it's
interesting
that
once
you
become
a
teacher,
your
identity
and
classification
is
that
of
a
teacher,
and
I
don't
think
that
most
people
actually
understand
how
diverse
and
robust
my
professional
background
in
education
actually
is.
E
I've
worked
in
many
many
different
fields,
including
years
in
workforce
development,
prisoner
reentry,
education,
as
not
a
teacher,
but
at
in
in
in
administrative
roles.
As
you
know,
a
program
developer
an
evaluator
and
I
have
hired
and
trained
and
supervised
hundreds
of
people
and
also
have
some
years
in
as
a
trainer
in
banking
and
in
finance,
and
so
I'm
also
a
little
older
than
most
people
generally
think
I
am
so
all
of
those
years
do
actually
add
up.
E
E
Where
I
could
make
an
impact
and
and
where
I
really
was
needed,
because
I'm
a
public
servant
at
heart,
it
was
very
clear
that
it
was
in
education,
and
so
I
felt
that
the
best
thing
that
I
could
do
was
to
you
know
I'm
one
of
those
put
your
money
where
your
mouth
is
kind
of
people,
and
so
I
actually
became
a
teacher
to
become
part
of
the
solution
here,
and
so
my
perspective,
when
it
comes
from
education,
is
not
just
from
a
singular
perspective
as
being
a
teacher,
but
it's
actually
from
these.
E
You
know
20
plus
years,
25
years,
almost
26
years
of
professional
experience
and
and
again
diverse
education
and
professional
experiences,
and
I
think
that
that's
what's
necessary
for
for
really
a
well-rounded,
comprehensive
point
of
view
on
education.
So
if
there's
anything
that
that
people
don't
know
about
me,
I
think
that's
probably
the
one
thing
that
most
people,
especially
in
the
education
world
or
education
committee,
don't
know
about
me.
Sorry,
it
wasn't
that
fun
or
silly,
but.
A
Well,
no,
I
I
don't
think
anyone
would
disagree
that
you
are
definitely
put
your
money
where
your
mouth
is
for
sure.
So
thank
you
for
for
sharing
that.
We
appreciate
your
diverse
background
and
I
I
I
appreciate
you
sharing
that
I'm
gonna
throw
it
to
assembly
woman
krasner
too,
who
says
she's
an
open
book.
Did
you
think
of
anything.
D
Yes,
okay
tell
you
that
I
have
a
bachelor's
degree
and
a
juris
doctor
degree.
I
didn't
tell
you
that
I'm
married,
I
didn't
tell
you
that
I
have
two
adult
children
and
something
few
people
know
I
used
to
be
the
president
of
the
reno
philharmonic
guild.
A
You
we're
we
got
piano,
plays
so
wow
all
right,
something
to
think
of
the
last
thing
I
will
say
if
there's
no
other
comments
from
members
today,
actually
it's
this
week,
but
we're
going
to
celebrate
it
today
is
counselor
appreciation,
day
counselor
appreciation
week.
So
if
there
are
counselors
out
there
that
you
know
or
if
any
of
you
are
watching,
we
thank
you.
We
thank
for
you
for
what
you
do
for
kids
and
and
parents.
A
To
be
honest,
so
thank
you
for
doing
what
you
do
so
with
that
we're
going
to
go
ahead
and
adjourn.
The
next
meeting
will
be
thursday
february
4th
at
1
30
and
that
concludes
their
meeting
for
today.
Meeting
is
adjourned.
