B
Good
morning,
ways
and
means
committee
I'll
go
ahead
and
call
this
meeting
to
order.
I
have
established
a
quorum.
We
are
gathered
together
to
introduce
two
bills
this
morning,
keeping
in
mind
that
a
vote
for
an
introduction
of
a
bill
is
not
a
commitment
to
voting
for
the
bill.
It
merely
allows
it
to
be
introduced
printed
and
referred
to
the
appropriate
committee.
Our
first
bill
today,
if
I
could
have
the
committee's
attention
please
the
first
bill
today
is
bdrs.
B
1047
makes
an
appropriation
to
the
nevada
center
for
civic
engagement
to
support
the
we,
the

and

The
second
bdr
I
have
today
is
bdr

provisions
relating
to
motor
vehicles.
I'll
accept
a

from

any

D
E
Mr
speaker,
members
of
the
assembly,
after
the
ihop
shooting
years
ago,
st
peters,
hosted
a
an
acupuncture
clinic
for
the
nevada
guard,
their
families
and
any
who
had
been
traumatized
in
the
community.
By
that
event,
and
a
woman,
lovely
woman
from
the
methodist
church
would
come
over
every
tuesday
afternoon
and
play
her
harp
and
you
could
literally
watch
as
the
grief
and
the
anguish
released
from
people's
bodies
from
the
acupuncture
and
the
healing
sound
of
that
harp.
So
imagine
that
sound
in
the
background
as
we
pray
today.
E
We
wake
in
our
souls
at
the
harp
of
harmony
cord
of
grace,
cord
of
gladness,
cord
of
glory
beautify,
our
being
awaken
our
hearts
inspire
our
souls.
The
court
of
peace
preserve
our
souls
this
lovely
day
of
pandemic
spring.
We
invoke
blessing
and
protection
upon
this
assembly
and
upon
all
who
work
herein
and
the
people
said.

According

D
H
Thank
you,
mr
speaker.
Today
march
30th
is
national
doctor's
day.
In
addition,
it
is
still
women's
history
month
and
I
thought
it
would
be
very
appropriate
to
honor
my
mentor.
Dr
mary
hill
fullstone,
dr
mary,
as
we
all
affectionately,
knew
her
was
born
august
3rd
1892
in
eureka,
nevada
as
a
second
child
of
john
and
ella
riley
hill
john
hill
worked
for
reinhold
sadler
as
a
manager
of
his
large
mercantile
store
in
eureka.
H
After
sadler
became
governor
of
this
state.
He
offered
mr
hill
position,
so
mr
hill
moved
his
family
and
two
young
daughters
to
carson
city
in
1896..
Mary
began
her
education
at
the
north
ward
school
on
north
carson
street.
She
graduated
from
carson
high
with
the
class
of
1911
and
enrolled
that
fall
at
the
university
of
california
berkeley.
H
She
intended
to
become
a
math
teacher,
but
after
she
got
to
berkeley,
she
decided
to
switch
to
medicine
after
earning
a
bachelor's
degree
in
1915
she
enrolled
in
medical
school
and
graduated
from
there
in
1918.,
dr
mary
served
her
residency
period
at
san
francisco
county
general
hospital
and
county
hospital.
Children's
hospital
nationwide
flu
epidemic
hit
san
francisco
hard
that
year,
dr
mary
remembered
that
period
as
a
dreadful
time,
one
which
she
could
never
forget.
H
In
those
days
there
was
little
any
doctor
could
do
for
a
person
that
had
the
flu
in
july
1919
dr
mary
married
fred
folston
after
finishing
final
year
of
training
she
moved
to
in
the
sticks
out
to
fred's
ranch
in
our
beloved
smith
valley.
He
had
a
hundred
acre
ranch
out
there
in
the
heart
of
the
valley.
That
was
the
center
of
a
sheep
operation.
H
H
H
She
also
had
a
deep
interest
in
education
and
was
all
a
member
of
the
state
board
of
education,
and
it
was
not
until
I
returned
to
smith
valley
in
1984
that
she
actually
retired
60
years
later,
I
was
honored
to
make
house
calls
on
her
every
wednesday
when
I
was
heading
to
yarrington,
and
she
would
tell
me
how
I
knew
nothing
about
how
to
practice
medicine
and
in
her
days
she
would
do
it.
This
way,
dr
mary
received
wide
recognition
recognition.
H
H
D
A
D
Thank
you,
so
many
women,
and
undoubtedly
there
are
more
so
I
don't
know
if
it
was
a
failure,
but
as
they
become
known
to
us,
we
certainly
acknowledge
the
folks
that
have
served
our
country.
We
go
to
assemblywoman
tolls.
D
I
Thank
you
I'd
like
to
take
a
moment
to
remember
someone
who
was
a
friend
to
many
in
this
room
and
across
the
state
and
I'd
like
to
present
this
joint
proclamation
with
my
colleague
and
friend,
from
assembly
district
31
on
behalf
of
brent
boynton,
and
I'd
like
to
just
highlight
a
few
moments
from
his
life
and
then
with
his
final
proclamation.
I
I
I
Vice
president
of
news
and
production
at
knpb,
reno
and
community
outreach
coordinator
at
the
reno
housing
authority,
brent
gave
his
time
freely
as
a
volunteer
of
many
organizations.
One
was
the
education
alliance
of
washoe
county,
where
I
had
the
privilege
of
serving
with
him.
Along
with
my
colleague
from
assembly,
district
31.
I
An
admired
and
respected
professional
journalist,
a
mentor
with
a
big
heart
and
having
an
incredible
capacity
for
forgiveness,
who
impacted
many
lives
with
his
personal
skill
of
listening
based
in
empathy,
he
is
survived
by
his
loving
wife,
patricia
boynton
of
reno
son
nicholas
boynton,
steele,
extended
family
and
personal
and
professional
friends
and
now
and
forever
may
he
be
proclaimed
as
somebody
special
to
remember
in
the
state
of
nevada,
along
with
so
many
that
we
have
lost
this
past
year.
Thank.
D
A
Thank
you,
mr
speaker.
I'm
acknowledging
another
special
day.
It
is
national
social
work
month
and
leave
it
to
me
to
forget
to
acknowledge
it
until
the
very
last
day.
So
I'm
making
up
for
it.
Hi
social
workers
don't
be
mad,
so
it
is
national
social
work
month.
In
particular,
one
of
the
areas
that
we
want
to
highlight
are
our
school
social
workers,
so
actual
school
social
worker
week
was
march
17th
through
the
13th.
A
And
as
well
just
a
couple
points
of
clarification,
so
I
want
to
thank
so
much
my
colleague
from
southern
nevada
for
acknowledging
our
staff,
who
are
veterans.
We
did
stand
for
them
and
acknowledge
them
during
national
veterans
month,
including
our
vietnam
veterans,
but
I
think
acknowledging
them
twice
is
just
extra
nice,
so
I'm
so
glad
and
always
willing
to
acknowledge
all
them,
including
sergeant
of
arms.
What
we
did,
mr
guernsey,
but
also
pollock
sergeant
arms
pollock
as
well
as
well.
A
I
want
to
make
sure
that
I
add
to
the
comments
from
my
colleague
from
northern
nevada
regarding
mr
brent
boynton,
who
was
a
member
of
the
nevada
broadcasters
association
hall
of
fame
in
order
to
be
allowed
into
the
national
broadcasters
association
hall
of
fame.
You
have
to
work
in
broadcasting
for
more
than
20
years,
which
is
really
hard
to
do,
and
I
know
that
my
family,
especially
my
husband,
considered
him
a
close
friend
and
he
was
such
a
kind
congenial
person
and
absolutely
feel
his
loss.
