A
F
I
rise
in
recognition
of
indigent
defense
day
here
in
nevada,
as
the
governor
said
in
his
proclamation
declaring
today
march
18th
indigent
defense
day.
Maintaining
the
fundamental
principles
of
equality
and
fairness
cannot
be
fully
realized
without
public
defense
system
that
is
considered
an
equal
and
valued
partner
in
our
criminal
justice
system.
F
F
Mercy
is
just
when
it
is
rooted
in
hopefulness
and
freely,
given
mercy
is
most
empowering,
liberating
and
transformative
when
it
is
directed
at
the
undeserving,
the
people
who
haven't
earned
it,
who
haven't
even
sought
it
are
the
most
meaningful
recipients
of
our
compassion.
That
is
how
grace
works.
Thank.
F
H
Thank
you,
mr
speaker.
Pro
tem
today
marks
one
year
since
governor
sislek
made
the
brutally
difficult
decision
to
shut
down
the
las
vegas
strip
to
protect
the
lives
of
nevadans.
That
choice
was
absolutely
one.
I
could
never
imagine
anyone
ever
having
to
make.
H
H
The
next
morning,
hard-working
nevadans,
who
kept
over
40
million
annual
visitors
entertained,
fed
and
comfortable
and
secure
in
their
lodgings,
were
facing
a
very
uncertain
future.
The
folks
in
this
chamber
and
the
chamber
at
the
north
end
of
the
building,
all
of
our
neighbors
and
friends
around
the
state,
stepped
up
to
help
our
fellow
nevadans.
H
H
I
knew
we
were
going
to
make
it
through
this,
because
I
saw
how
nevadans
had
all
come
together.
They
stepped
up.
They
didn't
wait
for
someone
to
call
they
asked
what
can
I
do
now?
You're
one
year
later,
we're
seeing
a
light
at
the
end
of
the
tunnel,
and
I've
said
before
in
this
chamber,
and
it's
not
a
train.
H
We
hold
them
in
our
thoughts
and
hearts
every
day
and
the
nevadans
that
are
still
fighting
the
disease
right
now
and
suffering
its
long-term
side
effects,
but
there
is
hope
as
more
and
more
nevadans
get
vaccinated
and
our
positivity
rates
fall.
We
are
slowly
beginning
to
see
small
traces
of
normalcy
for
the
first
time
in
a
year
like
totally
packed
southwest
flights.
H
There's
so
many
people
to
thank
that
when
you
start,
you
always
are
at
a
hazard
of
missing
someone
but
to
those
businesses
that
reached
out
and
emptied
their
refrigerators
and
pantries
and
made
sure
that
it
got
to
nevadans
who
were
going
to
be
hungry.
Thank
you
very
much
to
my
friend
friends
at
metro.
G
H
Directed
traffic
in
a
lot
of
different
places
in
las
vegas
to
make
sure
that
people
were
safe
when
trying
to
access
food.
Thank
you
very
much
and
to
all
the
state
employees
who
figured
out
a
way
to
do
their
job
because
they're
the
safety
net
providers
and
they
couldn't
stay
home
and
not
do
their
jobs.
H
They
still
had
vital
functions
and
to
my
brothers
and
sisters
in
labor
who
stepped
up
and
brought
truckloads
of
food
into
the
state
and
unloaded
it
and
stacked
food
high,
so
that
folks
could
be
fed.
We
do
appreciate
we
still
have
a
long
way
to
go
and
there's
a
lot
of
issues
out
there
that
have
been
brought
about
by
this
pandemic.
It's
not
going
to
be
a
short-term
fix,
but
in
my
short
three
minutes,
hopefully
today
to
reflect
on
where
we
were
a
year
ago
today,
the
future
is
much
brighter
and
here
comes
the
sun.
H

Thank
you,
