F
A
President,
thank
you.
Madam
secretary
looks
like
we
have
the
whole
team
on
here.
First
of
all,
I
want
to
just
say:
welcome
to
everybody,
and-
and
I
know
these
are
unprecedented
times,
but
I
look
forward
to
serving
alongside
of
all
of
you
as
we
move
forward,
I
want
to
remind
members
to
continuously
mute
your
microphone
whenever
the
meeting
has
commenced,
as
sometimes
we'll
get
feedback
and
or
you'll
have
members
or
other
folk
coming
in
and
out
of
your
office.
A
In
addition
to
that,
I
want
to
remind
folk
that,
because
we're
having
such
a
difficult
a
year
here,
that
I
ask
that
you're
very
patient
with
our
staff
everybody's
working
tires
tirelessly
to
to
make
this
as
easy
as
possible
for
folks
to
participate
virtually
and
for
us
to
be
able
to
conduct
the
meeting,
but
there
will
always
be
unforeseen
circumstances.
A
A
We
have
assemblywoman
duran,
assemblywoman
martinez,
assembly,
men,
macarthur
and
assemblyman
ellison,
who
are
coming
back,
and
I
look
forward
to
serving
alongside
of
you
for
those
of
you
who
don't
know
assemblyman
ellison
was
actually
the
chair
was
my
chair
on
this
government
affairs
committee
back
in
2015,
and
I
had
the
pleasure
of
serving
with
him
and
I
now
have
the
honor
of
working.
Alongside
of
him
beyond
our
our
members.
A
We
have
returning
members
to
the
nevada
state
assembly
who
haven't
served
on
on
the
government
government
affairs
committee,
and
I
want
to
welcome
them
back
first.
I
want
to
say
thank
you
to
assemblywoman
torres
for
agreeing
to
serve
as
the
vice
chair
of
this
important
committee,
and
I
look
forward
to
working
alongside
of
her
so
that
we
can
get
a
lot
of
great
work
done
and
also
we
have
assemblywoman
dickman
who's
coming
back
to
the
assembly,
but
we'll
have
the
pleasure
of
serving
in
this
committee
for
the
first
time
then.
A
Lastly,
I
want
to
welcome
our
new
legislators:
assemblywoman
anderson,
assemblywoman,
considine
assemblywoman,
thomas
assemblywoman,
black
assemblyman
matthews,
and,
as
many
of
you
know
today,
down
south
our
county
commission
is
in
the
process
of
appointing
a
new
member
who
will
very
likely
be
joining
our
committee
and
so
soon
enough.
We'll
know
who
that
is
and
we'll
welcome
her
him
with
open
arms.
A
So
at
this
time
I
want
to
give
the
audience
those
of
you
who
are
following
virtually
members
of
the
community
stakeholders,
lobbyists
and
and
a
whole
host
of
other
folk
who
are
here
with
us
today
to
get
an
opportunity
to
know
who
your
committee
is
and
what
the
vision
is
for
2021,
and
so
with
that
I'd
like
to
hand
off
and
ask
that
our
vice
chair
assemblywoman
torres
go
first,
you
could
just
please
I
am
getting
a
feedback,
I
believe
from
assemblyman
ellison.
My.
A
So
with
that
I'd
like
to
start
with
our
vice
chair,
assemblywoman,
taurus,
anything
you,
you
want
to
share
what
your
vision
is
for
this
upcoming
cycle
and
if
you
could
let
everybody
know
a
little
bit
about
your
background
so
that
they
understand
what
what
you
bring
to
the
table
and
and
how
fortunate
they
are
to
have
you
on
this
committee.
Somebody
vice
chair,
taurus,
please.
F
Thank
you
chair
and
thank
you
to
the
members
of
the
committee
and
really
to
our
staff
and
broadcasting
and
everybody
that's
really
making
this
work
during
these
very
challenging
times
and
very
different
times.
I
know
this
isn't
the
legislative
session
that
most
of
us
are
accustomed
to.
So
I
really
appreciate
everybody's
flexibility.
F
I
look
forward
to
serving
on
the
government
affairs
committee.
This
will
be
my
first
time
serving
on
government
affairs.
Nonetheless,
I'm
very
excited
to
serve
with
each
and
every
single
one
of
you
and
to
continue
to
really
dive
into
the
difficult
topics
that
we
will
be
discussing
this
session
a
little
bit
about
me.
F
I
am
an
educator,
so
I
work
as
a
middle
school
and
high
school
english
teacher
when
I'm
not
legislating,
and
so
this
time
has
been
a
little
challenging
for
me
to
leave
my
classroom
aside
for
the
next
couple
months
so
that
I
can
serve
with
each
and
every
single
one
of
you.
F
With
my
grandparents
that
are
surviving
the
pandemic
over
in
el
salvador
with
their
surrounded
by
their
loved
ones,
I'm
excited
to
get
to
know
each
and
every
single
one
of
you.
Thank
you,
chair.
A
And
thank
you,
madam
vice
chair
and
next
we
can
go
in
alphabetical
order
if
we
could
have
assemblywoman
anderson.
If
you
could
go
next,
please.
G
Good
morning
and
thank
you,
mr
chair,
I'm
so
excited
to
be
here
on
this
side
of
the
table.
My
name
is
nathan,
anderson
and
I
represent
assembly
district
30,
which
is,
I
believe,
the
heart
of
sparks.
I
have
a
feeling
that
assembly
member
dickman
and
I
might
have
a
little
bit
of
a
disagreement
about
that.
That's
okay.
We
can
have
friendly
rivalry
when
it
happened
a
little
bit.
It's
the
heart
of
sparks
and
a
little
bit
of
reno
I
am
similar
to
vice
chair
torres.
I
am
an
educator
in
my
real
life.
G
I
attempt
to
teach
high
school
english
and
there
are
so
many
different
areas
of
nevada
that
are
important
to
me.
I
am
a
native
nevada
in
the
second
generation
my
grandparents
on
my
father's
side
came
from
ireland.
My
mother's
family
has
been
here
in
america
for
a
few
more
generations,
so
there
are
numerous
issues
that
are
of
interest
to
me.
I
know
very
little
about
government
affairs,
except
for
how
to
spell
it,
so
I
am
looking
forward
to
our
adventure
together
as
a
committee.
Thank
you
so
much.
F
F
Obviously
this
is
my
first
time
on
government
affairs,
I'm
hoping
I'm
expecting
that
we're
all
going
to
work
together
and
get
a
lot
of
great
bills.
Out
of
this
committee,
a
little
bit
about
me,
like
the
other
gals
before
me,
born
and
raised
in
las
vegas,
well
in
nevada
and
in
summerlin
actually,
and
then
I
moved
to
mesquite
about
five
years
ago
to
raise
my
boys
in
a
more
small
town,
environment,
they're
now
19
and
16
for
work.
F
I
am
a
real
estate
agent
and
I
own
a
small
kind
of
growing
medical,
related
business
and
so
yeah.
I'm
excited
to
be
here,
excited
to
serve
with
all
of
you,
fine
people
and
thanks
for
allowing
me
to
introduce
myself.
A
Thank
you
assemblywoman.
If
next
we
can
have
assemblywoman
consonant,
please.
E
Thank
you,
chair
and
vice
chair.
I
appreciate
the
opportunity
to
be
here.
I'm
excited
to
get
started
and
represent
district
18,
which
is
in
sort
of
southeast
las
vegas,
a
little
bit
of
henderson.
It
includes
boulder
highway
and
the
wetlands.
So
it's
a
great,
diverse
district,
and
I
want
to
thank
anyone.
That's
listening
here
for
electing
me
to
represent
you.
I
I
wanted
to
be
on
government
affairs.
E
C
Sorry,
I
forget
that
unmute
thing,
so
I
represent
district
31..
C
I
I
don't
have
any
issues
with
assemblywoman
anderson
in
our
competition
because
I
have
about
half
of
sparks
she's
probably
got
the
other
half
and
then
I
also
have
the
north
valleys
of
reno,
and
I
was
first
elected
in
2014
and
actually
I
was
lucky
enough
to
sit
on
the
floor
next
to
our
chairman
and
we
had
a
lot
of
fun.
C
We
have
some
great
pictures,
but
I
served
on
ways
and
means,
and
so
I
learned
a
lot
on
ways
and
beings
about
government,
city,
government
and
county
government
and
state
government
issues.
So
so
I
think
that
helps
me
with
this
committee,
even
though
I
have
not
served
before
I
was.
C
I
also
bring
the
perspective
of
I'm
just
going
to
say:
30
plus
years
of
private
sector
business
experience,
I've
owned
and
managed
businesses
really
all
my
life
and
grew
up
in
the
upper
peninsula
of
michigan.
So
this
little
bit
of
snow
is
like
nothing
and
for
this
committee.
C
A
H
Good
morning
my
name
is
assemblywoman
b
duran.
I
am
originally
from
cheyenne
wyoming,
so
I
do
know
this
type
of
weather.
I
grew
up
there
like
I
said,
but
I've
been
sorry
about
that.
My
lighting's
awful
I've
been
in
las
vegas
for
35
years.
I
started
as
a
rank
and
file
in
the
hospitality
hospitality
industry
and
I
eventually
moved
during
the
culinary
union.
I've
been
a
member
for
probably
ever
for
22
years.
I
still
am
agree
with
specialists
work.
H
My
way
up,
I
represent
people
that
have
issues,
so
I
feel
that
in
district
11
we
have
lots
of
issues
in
east.
Las
vegas.
Part
of
downtown
is
my
area,
so
I
would
like
to
continue
to
help
and
make
things
better
for
all
our
constituents
in
las
vegas
in
the
casino
industry,
because
that
is
the
root
of
our
economy.
At
this
point,
so
I
look
forward
to
bringing
a
new
perspective
and
how
we
can
get
people
up
and
running.
H
You
know
we
have
a
lot
of
issues
with
our
kids
going
virtual,
so
there's
a
lot
of
issues
that
we
need
to
address
and
I
look
forward
to
working
with
everybody
and
getting
their
perspective
on
it
and,
let's
make
nevada
number
one.
Thank
you.
D
All
right,
thank
you,
mr
chair.
It's
it's
great
to
be
back.
I
can
tell
you
that
government
affairs
is
one
of
my
favorite
committees
to
be
in
the
reason
that
is,
is
it's
so
involved
in
such
a
large
committee
and
probably
some
some
years
it
puts
out
more
bills
than
most
so
we
got
a
good
chair,
everybody
I
think
you're
going
to
enjoy
it
and
I'm
looking
forward
to
working
with
him
again
and
working
for
looking
forward
to
working
with
everybody.
D
But
to
give
you
some
information,
I
served
on
the
city
council
for
eight
years
and
county
commissioner
for
10
years
in
10
years
here.
So
this
will
be
my
last
term
here
as
a
state
assemblyman.
D
But
I
I've
got
a
lot
of
love
for
this
building
and
the
people,
and
also
for
government
affairs,
I'm
a
private
business
person.
I've
been
an
electrical
contractor
in
ranching
and
we
own
commercial
property
residential
properties.
That's
what
I
do
for
a
living
every
day.
So
I'm
glad
to
be
back
and
mr
chair,
I
I
look
forward
to
working
under
you
and
I
think
we
got
looking
at
the
bills.
We
got
a
lot
of
very
controversial
issues
that
will
come
up
and
I
look
forward
to
working
with
them
with
you.
G
Okay,
sorry
so
anyways
good
morning,
everybody
I'm
really
excited
to
be
here.
This
is
going
to
be
my
second
session.
This
is
a
great
committee
to
be
on.
I
think
we
have
a
lot
of
wonderful
people
that
are
on
it
and
a
lot
of
we're
going
to
be
able
to
get
a
lot
of
work
done.
You
know
we
all
got
to
remember.
Our
constituents
sent
us
up
here,
so
they
they
put
trust
in
us
and
I
think
we're
capable
of
doing
a
good
job
for
them.
I'm
working
currently
at
the
flamingo.
G
It's
been
affected
so
much
because
of
the
pandemic,
but
you
know
we're
gonna
get
by
and
you
know
as
long
as
we
all
just
stick
together
and
keep
doing
what
we
need
to
do
to
get
to
get
through
this
we're
gonna
be
fine,
I'm
also
in
my
very
much
heavily
involved
in
my
in
my
union.
I've
been
a
teamster
for
over
30
years,
I'm
kind
of
like
bee.
G
You
know
I'm
a
grieving
specialist
as
well,
so
I
help
my
team
member
whenever
anybody
needs
any
assistance
so
but
yeah
I'm
really
really
excited
to
be
on
this
committee.
I'm
happy
to
be
back
again
and
I'm
looking
forward
to
a
lot
to
all
of
us
doing
some
amazing
work.
So
thank
you,
edward
and
selena.
E
Thank
you,
mr
chairman,
good
morning
to
you
and
to
the
others
serving
on
this
committee.
It's
an
honor
to
be
here.
I
look
forward
to
serving
with
all
of
you.
My
name
is
andy
matthews.
This
is
going
to
be,
of
course,
my
first
session
and
also
my
first
time
holding
elected
office.
I
have
the
honor
and
pleasure
of
representing
district
37,
which
is
in
northwestern
las
vegas,
includes
parts
of
summerlin
originally
from
massachusetts,
and
so
like
assemblywoman
duran.
E
I
am
no
stranger
to
the
cold
and
the
snow,
although
I
will
say
it
does
get
old
pretty
quickly
and
I
will
be
looking
forward
to
to
april,
or
so
so.
Thank
you
all
for
being
here
and
thank
you
for
the
opportunity
to
serve
with
you
all.
I
look
forward
to
it.
A
Thank
you
assemblyman
next
assemblyman
macarthur,
please.
Oh
thank.
F
You,
mr
chairman,
my
name
is
richard
macarthur
I
represent
assembly
district
4,
which
is
in
the
northwest
part
of
las
vegas.
This
is
my
fourth
session,
but
it
hasn't
all
been
in
a
row.
I
wasn't
here
last
session,
but
what
I'm
looking
forward
to
is
to
get
a
lot
of
things
passed.
That's
going
to
help
our
state.
I
know
there's
an
awful
lot
of
different
opinions
from
everyone,
so
hopefully
we
can
work
together
and
get
a
few
things
done.
F
As
far
as
my
background,
I
probably
bring
a
little
different
perspective
than
other
people.
I
was
in
the
air
force
for
six
years.
I
was
a
pilot
and
then,
after
that
I
spent
24
years
as
an
fbi
agent,
so
I
have
a
little
different
background,
a
little
different
perspective.
Maybe,
but
hopefully
we
can
all
work
together
and
get
a
little
something
done
so
glad
to
be
on
this
committee
and
thank
you
very
much,
mr
chairman,.
A
And
thank
you
assemblyman
and
lastly,
but
not
least
if
we
could
have
assemblywoman
thomas
go
next.
C
Thank
you,
mr
chairman,
and
vice
chairman.
My
name
is
claire
thomas
and
I
represent
family
district
17
in
beautiful
north
las
vegas.
I've
been
in
the
valley
for
about
36
years,
and
the
air
force
did
bring
me
there.
I
am
retired
air
traffic
controller
and
I've
raised
two
children
and
I
have
four
grandchildren,
and
I
am
the
first
time
elected.
I
guess
grandmother,
mother
and
I
am
too
excited.
C
You
have
no
idea,
and
I
am
really
excited
about
government
affairs
and
politics
has
been
my
life
for
such
a
great
portion
of
my
life,
and
I
look
forward
to
being
with
all
of
my
colleagues
here.
C
I
also
am
a
union
steward
and
I
know
what
both
assembly
women,
how
we
all
feel
about
our
partners
as
far
as
our
unions
are
concerned-
and
I
feel
the
same
way
about
my
constituents
and
I
believe
that
some
of
the
things
that
we
will
be
handling
will
be
for
the
betterment
of
our
constituents
and
whenever
you
get
a
chance,
please
visit
beautiful
north
las
vegas.
Thank
you.
A
And
thank
you,
assemblywoman
and
I'll.
Take
this
personal
point
of
privilege
now
to
say
that
I've
had
the
privilege
of
serving
this
committee
now
for
my
fourth
term-
and
this
is
my
third
term
serving
as
the
chair
I
like
many
other
folk.
This
pandemic
has
been
very
difficult
for
us.
I
practice
law
and
we
have
a
small
practice
in
las
vegas
nevada.
A
I
represented
some
district
28,
that's
northeast
las
vegas,
and
I
make
that
point
only
to
make
it
abundantly
clear
for
those
of
you
following
us
virtually
that
a
lot
of
us
here
on
this
committee,
but,
more
importantly,
in
this
building,
have
gone
through
incredibly
difficult
times
during
this
pandemic.
Like
many
of
you,
our
businesses
are
struggling,
our
families
are
struggling.
We
have
a
lot
of
ill
family
members.
A
We
have
folk
who
need
to
get
back
to
work,
so
we
feel
a
lot
of
that
same
pain,
and
I
just
want
you
to
know
that
you
just
saw
that
you
have
a
very
wide
range
of
experiences
and
talent
in
this
committee
and-
and
I
am
100
percent-
convinced
that
you're
going
to
have
a
committee
of
folk
working
for
you
endlessly
and
trying
to
do
the
very
best,
and
I
say
that
because
I
think
it's
important
for
us
to
remind
ourselves
that,
while
this
is
going
to
be
a
very
difficult
and
challenging
session,
you
know
this
isn't
new
to
nevada.
A
A
The
last
thing
I
ever
want
to
hear
is
getting
a
phone
call
that
a
member
can't
show
up
because
somebody's
incredibly
ill,
we're
going
to
be
very
stressed.
We
work
in
a
very
high
stress
environment,
but
I
need
you
to
take
care
of
yourself
so
that
you
can
do
the
very
best
work
for
your
constituents
and
you
can
go
back
to
your
families
after
this.
A
I
also
one
of
the
things
that
I
consistently
remind
myself
is
that
we
ourselves
are
not
all
that
important,
but
the
work
that
we
do
is,
and
we
are
more
alike
than
we
are
different,
even
when
we
share
different
teams
or
we
wear
these
badges
on
our
shoulders.
A
A
I
ask
that
all
of
you
take
the
opportunity
to
more
more
importantly,
this
session
than
any
other
time
that
you,
your
door,
is
open
and
what
I
mean
by
that
is
folk,
unfortunately
can't
walk
into
this
building
like
they
traditionally
would
so
there's
going
to
be
a
lot
of
requests
for
virtual
meetings,
there's
going
to
be
a
lot
of
requests
for
folk
to
talk
to
you
over
the
phone
and
via
email
more
now
than
ever,
it's
important
that
we're
extra
vigilant
and
paying
attention
to
to
technology
so
that
we
make
ourselves
accessible.
A
This
is
a
people's
building.
This
is
the
people's
committee,
and
I
just
ask
that
the
last
thing
I
ever
want
to
hear
is
that
we're
getting
phone
calls
and
presenters
of
bills
or
agencies
or
entities
are
reaching
out
to
us
saying
that
you
know,
members
of
the
committee
are
unwilling
to
meet
or
have
conversations
we
were
sent
here
to
have
very
difficult
conversations
specifically
to
speak
with
people
that
sometimes
we
often
don't
agree
with.
So
I
just
ask
that
you
make
yourself
accessible.
A
We
have
an
obligation,
I
think,
there's
nothing
more
important.
We
can
do
as
elected
officials,
then
listen.
I
I
think.
Often
we
take
this
title
and
think
it's
our
obligation
to
try
to
fix
the
world,
but
the
most
important
thing
we
can
do
is
listen
to
nevadans.
A
I
also
wanted
to
just
very
quickly
reach
out
and-
and
I
know,
there's
a
lot
of
folk
who
are
following
us
virtually.
I
want
to
remind
you
that,
as
you
come
before
this
committee
and
present,
we
we
ron.
We
want
to
make
sure
that
you
gave
yourself
an
opportunity
to
speak
to
the
opposition.
A
If
you
oppose
a
bill
that
you
previously
reached
out
to
the
bill
presenter
and
let
them
know
that
you
had
an
opposition,
I
think
we
don't
do
a
great
service
to
any
anyone
or
any
process
when
the
first
time
somebody
finds
out
that
there's
opposition
or
their
bill
is
during
a
bill
presentation,
or
vice
versa,
that
the
first
time
somebody
finds
out
that
there's
a
an
issue
out
there
is
that
when
they
hear
about
that
bill,
so
we
have
to
be
proactive
reaching
out
to
folk
and
making
sure
that
we're
being
as
transparent
as
possible.
A
With
that
you
know,
I
I
have
the
most
confidence
that
we're
gonna
do
an
amazing
job
and
it's
not
necessarily
because
of
the
elected
officials,
but
it's
because
of
the
amazing
staff
we
have.
I
think
I
say
this
often,
but
I
don't
know
that
I
say
it
enough.
This
building
is
blessed
with
the
most
talented
of
staff
members.
You
can
imagine,
I
think
if
they
ran
a
business,
it'd,
probably
be
the
most
profitable
business
in
the
state
of
nevada.
A
That's
how
talented
the
humans
that
work
around
us
are,
and
so
I
want
to
give
them
an
opportunity
to
introduce
themselves
and
the
reason
I
want.
I
want
them
to
do
that.
I
know
some
folks
don't
like
doing
that.
A
They
like
being
behind
the
scenes,
and
they
just
work
real
hard,
but
I
think
it's
important
for
those
of
you
following
virtually
and
for
those
of
you
in
this
committee
to
recognize
just
you
know
how
talented
these
folk
are
and
that
we're
in
incredibly
good
hands
here,
I
always
say,
jokingly,
we're
the
hardest
working
committee
in
this
building
and
I
don't
say
that
to
downplay
other
committees
they're
all
equally
incredibly
hardworking,
but
I
I
do
say
it
because
I
I
just
feel
so
honored
and
blessed
to
have
such
talented
folk
around
us.
A
So
with
that.
If
I
could,
please
ask
our
committee
policy
analyst
jared
mcdonald,
who
I've
had
the
pleasure
and
honor
to
have
had
helping
me
here
for
the
past
couple
years.
He's
done
an
amazing
job
and
nothing
that
I
do
in
this
building
would
flow
as
well
as
it
does
if
it
wasn't
for
his
help.
So
please,
mr
jared
mcdonald,.
I
Good
morning
this
is
jared
mcdonald,
I'm
a
committee
policy,
analyst
principal
police
analyst
with
the
research
division.
I've
been
with
the
legislature
now
for
about
we're
coming
up
on
nine
years.
This
is
my
fifth
session
staffing,
a
committee
fourth
staffing,
the
committee
on
government
affairs.
I
did
previously
staff
senate
transportation
way
back
in
2013..
I
A
F
I
have
been
with
the
legislative
council
bureau
since
2014,
I'm
a
senior
deputy
legislative
council,
I'm
here
to
provide
the
committee
with
legal
counsel
to
the
extent
you
need
it,
and
I
have
spent
the
previous
two
sessions
as
counsel
to
the
senate
committee
on
natural
resources.
So
this
will
be
my
first
time
working
with
government
affairs.
A
And
thank
you
next.
If
I
could
ask
that
our
committee
manager
judy
bishop,
if
you
could
please
go
next.
J
Good
morning
everybody
I'm
going
to
take
my
mask
off,
so
I
can
talk
a
little
better,
I'm
happy
to
be
on
the
government
affairs
committee
again
this
session.
I
worked
with
chair
flores
last
session
as
well
and
part
of
that
with
mr
ellison.
As
chair
my
background,
I
moved
to
nevada
in
1980
with
my
daughter
and
husband.
J
I
worked
for
the
commission
on
economic
development
for
several
years
in
a
local
development
authority
for
10
years
I
retired
in
2012,
and
have
been
at
the
legislative
sessions
ever
since
I've
been.
I
don't
know
if
any
of
you
know
this
some
of
you
from
last
session.
Remember
I
do
clog
dancing
if
anybody
is
interested
in
knowing
how
that
works.
I
also
enjoy
crocheting
and
last
year,
based
on
this
covet
and
not
being
able
to
go
anywhere.
J
A
And
thank
you
if,
at
any
point
anything
ever
goes
wrong.
You
blame
me
and
everything
that
comes
out
right.
It's
always
because
of
miss
bishop.
So
I
I
am
honored
to
have
you
on
the
team
again.
Thank
you.
Thank
you.
If
I
could
have
from
our
committee
secretaries,
we
have
four
of
them.
If
I
could
have
kyla
beecher
go
next,
please.
G
Hi,
I'm
kyla.
This
is
my
first
time
working
for
the
legislative
session
for
the
assembly
session.
I
was
born
and
raised
in
las
vegas.
I
moved
up
here
for
the
session.
I
recently
graduated
from
regis
university
in
denver,
magna
laude
english
lit,
so
that
was
fun
graduating
into
a
pandemic,
but
I'm
you
know
we're
working
through
it
and
I
will
be
getting
my
master's
in
political
psych
from
asu
next
fall.
Thank
you.
A
And
thank
you
and
welcome
to
the
team.
If
next
we
could
have
lindsay
howell,
please
go
next.
F
Howell,
as
assemblyman
flores
just
said,
I
am
a
native
in
nevada,
in
nevada
in
more
ways.
F
K
Please
thank
you
chair
good
morning.
Everybody.
My
name
is
zachary
khan.
I
am
a
committee
secretary
for
government
affairs,
as
you
all
could
guess,
moved
out
of
here
out
of
out
of
sacramento
to
reno
in
2015.
That's
when
I
attended
unr,
so
I
graduated
with
an
anthropology
degree
and
then
got
into
the
world
of
electioneering
and
campaigning.
K
So
I
think
this
committee
will
serve
serbia
very
well
in
terms
of
just
like
sussing
out
that
that
future
endeavor
very
happy
to
be
here.
Thank
you.
So
much.
A
And
thank
you
and
welcome
to
the
team,
and
next
we
could
have
gigi
stranger
go
next.
Please.
B
Hello,
this
I'm
gigi
stringer.
I
will
be
your
minutes
taker
on
wednesdays
and
every
fourth
friday.
B
B
So
I
love
anything
related
to
to
to
law
and
policy
making
and
so
government
affairs
is
a
great
fit
and
chair
flores
and
all
and
yeah,
primarily
a
big
fan
of
I'm
a
big
fan
of
chair
flores
and
everybody
sounds
so
very
interesting,
and
I
look
very
much
forward
to
working
with
you.
Thank.
A
You
thank
you
and
welcome
back
to
the
family.
Next,
if
we
could
have
our
committee
assistant,
the
most
outspoken
team
member
here,
cheryl.
H
Williams,
I
like
to
say
that
I'm
a
double
native
nevadan,
I'm
a
proud
member
of
the
pyramid,
lake
paiute
tribe.
This
is
my
eighth
session
government
affairs
is
my
favorite
committee.
I'm
really
kind
of
boring.
My
only
interests
are
really
horses
and
anything
connected
to
them,
and
I
look
forward
to
working
with
all
of
you.
A
Thank
you
cheryl
and
welcome
back,
thank
you
and
last
but
not
least,
you
all
will
have
the
opportunity
at
some
point
to
interact
with
my
attache
peters
hatchery.
I
am
honored
to
have
him
on
the
team.
He
brings
an
abundance
of
knowledge,
and
so
please
peter,
if
I
could
have
you
go
next.
K
Thank
you,
chair,
hello
and
good
morning.
Everybody.
My
name
is
peter
satrey,
I'm
the
personal
assistant
to
assemblyman
flores.
This
will
be
my
my
first
time
working
with
the
legislature,
I'm
originally
from
from
reno
as
born
and
raised
there,
and
I
just
recently
moved
back
after
several
years,
working
out
of
state
and
and
abroad
prior
to
joining.
K
Here
I
I
worked
mostly
in
non-profit
and
humanitarian
work,
and
I
have
a
an
undergraduate
degree
in
history
and
a
master's
in
human
rights
and
humanitarian
policy,
but
I'm
I'm
really
excited
to
be
here.
I'm
excited
to
take
on
the
new
challenges
that
will
come
with
this
job
and
and
to
work
with
all
of
you.
So
it's
nice
to
meet
all
of
you
virtually.
A
And
thank
you
for
being
on
the
team,
so
for
our
first
order
of
business.
For
today
we
have
to
adopt
the
committee
policies.
A
I
ask
that
you
please
just
become
familiar
with
those
rules
and
and
those
that
govern
the
committee
just
so
that
if
there
are
any
unique
differences
that
you
understand
them
so
at
this
time
I
don't
know
if
any
of
the
members
have
any
questions
about
the
the
committee
policies.
A
A
I
don't
believe
I
see
anybody
with
any
questions
being
raised
at
this
time,
so
at
this
time
I
would
like
to
entertain
a
motion
to
adopt
the
committee
policies.
If
I
could
have
an
assembly
member,
please
make
a
motion.
A
A
And
if
I
could
have
you
state
your
name.
A
Okay,
perfect,
I
think
I
heard
assemblywoman
martinez
has
second
that
motion
members.
Any
discussion
on
the
motion
before
us
to
adopt
the
committee
policies.
A
Seeing
none,
madam
secretary,
will
you
please
conduct
the
roll
call
vote.
F
D
E
I
A
Yes,
thank
you,
madam
secretary.
All
members
have
voted
yes
to
adopt
the
committee
policies
with
that
I'd
like
to
move
on
and
hand
over
the
floor
to
our
committee
policy.
Analyst,
mr
mcdonald,
who's
going
to
be
presenting
the
committee
brief.
I
I
The
committee
brief
provides
information
on
this
committee,
including
staff
workload,
statistics
committee
reports,
a
list
of
pre-filed
bills
and
important
deadlines
and
beginning
on
page
one.
We've
got
a
listing
of
important
deadlines
and
for
the
purposes
of
committee,
work
the
dates
we're
most
concerned
about
are
friday
april
9th.
This
is
going
to
be
first
committee,
passage
deadline
and
the
other
date
we're
really
concerned
about-
or
I
look
forward
to
is
friday
may
14th.
I
This
is
our
second
committee
house
passage
date
so
going
to
be
very
busy
leading
up
to
those
two
days
during
the
2021
session.
This
committee
is
going
to
meet
five
days
a
week,
we'll
have
about
49,
regularly
scheduled
meetings
before
that
first
committee
deadline
and
another
19
before
the
second
committee
deadline.
I
If
we
receive
the
same
number
of
bills
as
last
session,
we'll
have
to
hear
about
three
two
three
four
bills
per
meeting
the
committee
usually
starts
out
a
little
slow
and
then
builds
up
to
as
we
get
closer
to
those
committee
deadlines.
I
The
jurisdiction
is
very
broad,
covering
all
a
range
of
state
and
local
government
issues,
to
name
just
a
few
of
the
bigger
ones
that
this
committee
reviews
all
things
related
to
cities,
counties
general
improvement,
districts,
military
and
veterans
issues,
public
records.
I
If
you'd
like
to
review
any
of
that
legislation,
we
always
recommend
the
summary
of
legislation
which
can
be
found
on
the
legislative
website
or
by
contacting
the
lcb
publication
office
or
contact
me
directly
if
you
would
like,
and
we
can
get
a
copy
to
you
very
briefly-
about
population
classifications.
This
is
kind
of
an
interesting
and
unique
feature
that
relates
to
the
government
affairs
issues
and
local
and
state
government.
I
I
So
when
you're
reviewing
legislation
that
addresses
population
size
for
cities
and
counties,
you'll
find
the
tables
located
on
five
and
six
could
be
a
good
resource
to
see
exactly
what
cities
and
counties
are
being
affected
by
legislation
or
bills
that
come
before
this
committee
quickly.
Reviewing
some
of
our
anticipated
topics,
this
session,
based
on
a
review
of
the
pre-filed
bills,
which
there
is
a
list
on
page
seven
and
then
also
the
bdr
list,
we're
going
to
have
a
lot
of
issues
related
to
city
charters
veterans
is
always
a
big
issue.
In
this
committee.
I
Public
records
open
meeting
law
state
financial
administration
is
going
to
be
big
this
session.
So
those
are
a
few
things
that
we'll
have
to
look
forward
to.
I
can
draw
your
attention
to
the
top
of
page
four.
We've
got
a
list
of
some
reports
put
out
by
the
research
division.
You
may
find
useful
and
provide
some
background
on
some
topics
that
you
may
not
be
that
familiar
with
including
collective
bargaining,
the
nevada,
public
employees
benefits
program
which
is
going
under
a
lot
of
changes
at
this
time.
Due
to
the
pandemic.
I
We
have
a
nice
brief
on
the
prevailing
wage
law,
which
is
a
topic
for
this
committee
and
then.
Finally,
I
did
want
to
draw
your
attention.
We
have
the
directory
of
state
and
local
government,
which
has
been
you
know
if
you're
interested
in
looking
up
the
name
or
contact
information
for
any
government
official
in
the
state.
This
is
a
great
resource,
so,
if
you're
interested
in
finding
anybody
inspects,
particular
dig
in
there
yourself
or
maybe
have
your
attache
look
up
their
contact
information
for
you.
I
Finally,
I
wanted
to
draw
your
attention
to.
We
do
have
a
glossary
of
selected
government
affairs
related
terms
at
the
end
of
the
brief.
These
are
some
terms
that
most
people
probably
don't
use
in
their
everyday
life
and
perhaps
you're
not
all
that
familiar
with
those
but
starting
on
the
bottom
of
page
seven.
We
have
a
number
of
terms
and
definitions
that
you'll
be
hearing
a
lot
during
session
and
once
we're
upon
reviewing
that-
and
maybe
we
get
into
session,
if
there's
any
terms,
you
think
we're
missing
in
there.
I
I
We
provide
information,
timely
information
on
public
policy
and
other
issues,
we're
available
to
provide
information
to
the
committee
and
its
members
with
any
issue
that
come
before
the
committee,
and
then
you
know
offline
out
of
committee,
we're
here
to
provide
individual
members
of
the
legislature
legislature
with
information
and
assistance
on
a
confidential
basis
on
any
topic.
I've
got
some
contact
information
here
on
page
four,
so
please
feel
free
to
reach
out
to
me
directly
or
or
the
research
division
and
generally
at
our
on
our
phone
number
or
research
at
lcb.state.nv.us.
I
That's
all.
I
have,
on
the
brief,
be
happy
to
answer
any
questions
if
there
aren't
anything.
Thank
you,
mr
chairman.
A
A
A
I
myself
do
not
pretend
to
understand
every
single
one
of
those
topics
at
a
level
that
I
feel
that
I
can
say
I'm
incredibly,
I
don't
know
a
master
or
whatever
you
want
to
call
it
there's
just
so
much
material,
and
it's
so
complex,
give
yourself
an
opportunity
if
you
ever
have
some
extra
time
between
meetings
or
before
a
meeting
like
to
familiarize
yourself
with
some
of
those
terms.
A
The
other
thing
is
I'm
going
to
try
to-
and
I
say
this
more
for
the
public
for
the
next
couple
of
weeks
as
a
lot
of
these
presentations
will
likely
be
short,
we'll
likely
be
starting
at
nine
as
we
move
further
into
the
session
and
meetings
get
a
lot
longer
and
heavier
at
that
point,
we'll
be
moving
to
an
earlier
start
time,
but
for
now
I
think
we
can
start
at
nine
and
give
an
opportunity
to
folk
to
jump
in
on
other
meetings
that
are
happening
earlier
in
the
morning,
and
then
you
can
jump
on
two
hours.
A
The
only
last
thing
I
wanted
to
remind
folk
is:
please
please,
before
you
present
a
bill,
give
yourself
an
opportunity
to
sit
down
with
us
and
give
me
a
heads
up
on
what
you're
doing
the
intent
always
tell
us
the
history
of
that
bill,
there's
nothing
worse
than
a
bill.
That's
been
before
this
committee
12
times
and
and
we
try
to
sneak
it
in
as
something
different
right.
So
I
just
ask
that
you
be
transparent.
A
Give
yourself
an
opportunity
to
meet
not
only
with
myself,
but
also
with
all
the
members,
specifically
our
vice
chair,
but
that
you
reach
out
to
everybody
ahead
of
time.
It's
good
practice
and
it's
good
for
you.
It
gets
a
lot
of
those
questions
out
in
the
open
early.
So
I
just
think
it's
to
everyone's
benefit
that
you
do
that
and
with
that
we
we
have
I'll
close
it
out
with
public
comment.
That's
the
last
item
on
our
agenda
for
today.
A
Understood,
thank
you
and
with
that
we'll
go
ahead
and
close
out
public
comment
members.
I
I
look
forward
to
serving.
Alongside
of
you,
it's
going
to
be
an
honor
to
work
together
again,
be
sure
to
reach
out
before
I
adjourn
members.
Is
there
anybody
that
has
any
remarks
before
we.
A
Do
seeing
none
we'll
be
meeting
tomorrow
morning
at
9?
00
am
again
thank
you
broadcasting.
This
was
a
very
smooth
meeting.
You
all
obviously
did
an
amazing
job
and
I
think,
we're
in
great
hands
here
with
that
the
meeting's.
