A
Today
we
have
a
work
session
on
the
agenda
and
I'm
just
going
to
jump
right
into
it.
We're
going
to
start
with
assembly
bill
345.
Mr
ashton,
can
you
please
summarize
the
bill
and
any
of
the
amendments.
C
Thank
you,
madam
chair,
for
the
record
patrick
ashton,
comedy
policy
analyst
of
the
legislative
council
bureau
just
my
usual
reminder
as
non-partisan
staff.
I
can
neither
advocate
nor
oppose
any
measures
that
you
will
consider
today
for
abe
345.
I
will
go
straight
to
the
amendment
section
of
the
work
session
document.
C
Dr
stephanie
woodard,
department
of
health
and
human
services
proposes
the
following
amendments.
Commandment
1
delete
all
the
existing
provisions
of
ab345
amendment
2
provides
that
the
term
drug
paraphernalia
set
forth
an
nrs
453
554
does
not
include
any
type
of
fentanyl
strip.
The
amendment
would
also
make
conforming
changes
to
ensure
that
a
person
who
delivers
sells
or
possesses
a
fentanyl
strip
is
not
guilty
of
any
crime
and
see
also
the
attached
conceptual
amendment
to
the
work
session
document
members.
C
I
would
like
to
emphasize
this
amendment
completely
replaces
the
provisions
of
the
introduced
version
of
the
bill,
that
is,
none
of
the
provisions
of
the
bill
as
introduced,
will
appear
in
the
amended
version.
To
my
knowledge,
dr
woodard
is
on
the
zoom
and
you
can
res
and
can
respond
to
any
question.
Members
may
have
chairwin.
A
Thank
you,
and
obviously
this
is
a
completely
different
thing
and
I
will
ask
kind
of
the
first
question
because
this
was
asked
from
several
members
when
they
received
this
proposed
conceptual
amendment.
Dr
woodard,
would
you
mind
unmuting
and
turning
on
your
camera,
there
is
indication
in
the
work
session
document
and
it
talks
about
sentinel
strip.
Can
you
describe
what
that
means
for
the
committee,
so
they
are
aware
sure.
D
Thank
you,
chair
stephanie
woodard,
for
the
record,
so
just
to
clarify
language.
We're
actually
talking
about
fentanyl
test
strips
fentanyl
test
strips
have
been
established
to
assist
individuals
in
the
community,
including
law
enforcement,
to
be
able
to
detect.
If
a
specific
substance
in
fact
contains
fentanyl.
D
A
You,
dr
woodard,
and
I
don't
know
if
it
needs
clarification
in
that
proposed
amendment,
but
if
there
are
any
other
questions
from
committee
members
do
we
have
any
other
questions
regarding
the
assembly
bill
345
and
its
corresponding
amendment.
A
C
A
D
A
Any
of
those
opposed,
say,
nay,
seeing
none.
The
motion
carries
unanimously
and
I
will
assign
that
floor
statement
to
assemblyman
or
in
liquor.
Thank
you
so
much
for
working
on
that
with
dhhs
and
getting
something
out
of
this
bill.
I
think
it's
great.
Next.
We
can
go
to
the
next
bill
on
work
session
that
is
assembly
bill
347..
C
Record
patrick
ashton
committee
policy
analyst
for
this
bill
assembly
bill
347.
I
will
also
go
straight
to
the
amendment
section
of
the
workstation
document,
so
assemblyman
orton
liquor
proposes
the
following
amendments.
Amendment
1
lead
all
the
existing
provisions
of
ab347
and
amendment
2
replace
the
deleted
provisions
of
the
bill
with
the
attached
conceptual
amendment.
C
I
and
I
will
review
this
contract
conceptual
amendment
now,
so
the
first
amendment
would
be
to
require
the
legislative
committee
of
healthcare
legislative
committee
on
healthcare
during
the
2021-2022
legislative
interim
to
study
and
examine
all
these
items
outline
outlined
in
a
to
d,
and
then
the
legislative
committee
on
healthcare
shall
submit
its
findings
and
any
recommendations
for
legislation
to
the
82nd
session
of
the
nevada
legislature.
C
So
again,
members
the
same
procedure
would
apply
here.
This
conceptual
amendment
will
replace
all
the
provisions
of
the
introduced
version
of
the
bill.
Children.
A
Titus,
thank
you.
I
have
a
second
from
assemblyman
assemblywoman
titus.
Do
we
have
any
comments
on
the
motion?
A
Seeing
none
again,
I
will
do
it.
I
won't
do
a
roll
call
vote
I'll
just
have
everyone
turn
off
their
mute
turn
on
their
camera.
All
those
in
favor
of
the
motion
on
assembly
build
347,
say
aye.
D
A
Seeing
none
the
motion
carries
unanimously
and
again
I
will
assign
that
floor
statement
to
assemblyman
or
liquor.
Thank
you
for
your
hard
work
on
such
difficult
policy
topics
and
I
look
forward
to
the
continued
conversation
in
the
interim
on
those
topics
as
well
one.
Second,
let
me
look
at
this
time.
We
will
move
to
assembly
bill
351
and
if
I
can
take
a
motion
on
that
bill,.
D
C
Thank
you
so
much
for
the
record.
Patrick
ashton,
comedy
policy
analyst
assembly
bill
351
authorizes
a
patient
under
certain
circumstances,
to
self-administer
a
medication
that
is
designed
to
end
the
life
of
the
patient
and
authorizes
a
physician
to
prescribe
such
a
medication.
If
the
patient
meets
certain
criteria,
the
bill
outlines
certain
requirements
concerning
the
manner
in
which
a
patient
may
request
and
a
physician
may
prescribe
and
dispense
a
medication
designed
to
end
the
life
of
the
patient.
C
The
bill
requires
the
division
to
annually
review
these
reports
and
compile
a
report
that
includes
certain
data
concerning
the
implementation
of
the
provisions
of
this
bill
assembly.
Bill
351
also
exempts
certain
healthcare
providers
from
professional
discipline,
provides
immunity
from
civil
and
criminal
liability
and
clarifies
that
they
do
not
violate
any
applicable
standards
of
care
for
taking
certain
actions
associated
with
assisting
a
patient
with
acquiring
a
medication
to
use
designed
to
end
his
or
her
life.
A
D
Care
as
discussed
previously
with
with
yourself
and
and
the
the
sorry
bill
sponsor,
I
would
move
that
we
report
the
bill
out
of
committee
without
recommendation.
A
Second,
I
have
a
second
from
assemblywoman
danitas
thompson.
Just
for
some
clarification
we
will
not
be
the
vote.
The
motion
on
the
floor
is
to
recommend
this
bill
out
of
committee
without
recommendation
to
the
full
floor
of
the
assembly
for
a
vote
on
the
policy
at
this
time,
because
I'm
not
sure
where
everyone
is
I'm
going
to
do
a
roll
call
vote.
Madam
secretary,
will
you
I'm
sorry?
Is
there
any
discussion
on
the.
D
D
So
this
vote
is
going
to
be
to
move
it
without
a
vote.
That's
what
we're
voting
on
not
on
this
bill
itself.
A
D
A
Yes
and
having
received
a
seven
to
five
vote,
the
motion
passes
and
with
that
we
will
finish
up
our
work
session
agenda.
I
don't
anticipate
that
we
will
have
anything
further,
that
we
will
be
doing
as
our
committee,
but
I
will
have
health
and
human
services
stand
in
recess
until
call
of
the
chair.
A
I
would
encourage
everyone
to
kind
of
check
their
emails
if
we
are
able
to
adjourn-
and
we
don't
have
to
come
back
for
any
other
additional
committee
business,
I
will
have
my
committee
staff
notify
you
that
we
are
being
adjourned.
So
at
this
time
again,
health
and
human
services
will
stand
and
recess.
