work
session

measures

considered
can

has
happened

working
on

are

considering

session

measures
previously
considered.

I
think
before
we
take
the
last
bill
that
we
have
today,
there
were
a
couple
of
members
who
wanted
to
raise
matters,
and
I
guess
we
can
go
first
to
assemblyman
o'neil.

it

we

important
bill

parts

lost
on
due
to
part
of
this
bill,
and

would
ask

indicate
that
we
are
going

consider
the
bill
now

although
the
document
in
front
of
you,
I
believe,
you're
correct
it's
about
18
pages

so

only

language

added
is
the
language
that
you'll
find
in
green.

truthfully,
it's
not
very
much
in
terms
of
the
amendment,
but
we'll
have
a
chance
to
go
through
that
and
answer
any
questions
that
you
might
have
so

prohibits
certain
acts
relating
to
firearms.
There
is
one
amendment
proposed
by
assemblywoman
houdigi
and
it
does
the
following.

Before
I
took
questions
I
did
want
to
give
our
sponsors
of
the
bill.
We
have
assemblywoman
how
to
get
who's
the
sponsor,
and
I
think
we
have
a
couple
other
representatives
on
the
zoom
with
us.
If
you
wanted
to,
I
wanted
to
give
you
a
chance
to
just
sort
of
state
in
your
own
words
what
the
amendment
effectively
does
in
relation
to
the
bill,
as
we
heard
it
in
committee
assemblywoman.
How
do
you
would
you
like
to
do
that.

Yes,
thank
you,
chair
for
the
opportunity
to
walk
the
committee
members
through
the
amendments.
I
had
many
meetings
post-hearing
with
the
members
and
took
many
of
their
concerns
into
consideration
and
many
concerns
that
we
are
still
working
through.
But
amendment
number
one
revises
the
requirements
of
the
sign
in
the
original
language.
You
noticed
that
there
was
just
verbiage
that
was
needed
to
be
included
in
a
conspicuous
space,
and
it
said
it
only
had
to
be
in
one
inch
block
letters.

We
also
spoke
with
our
law
enforcement
officers
and
took
their
recommendation
that
they
wanted
to
include
an
observance
of
meal
or
authorized
break
so
that
if
the
language
already
stated
that,
if
they
were
acting
within
the
scope
of
their
work,
that
they
were
allowed
to
be
on
premise,
they
wanted
to
make
sure
that
their
breaks,
15,
minutes
breaks
and
lunch
breaks
were
also
covered.
So
we
were
happy
to
accommodate
that
request.

And
third,
we
revised
the
definition
of
covered
premise
to
include
only
those
that
have
non-gaming
non-restricted
gaming
licenses
and
their
affiliates,
so
that
would
limit
the
people
who
could
opt
in
to
this
policy
and
third,
in
the
ghost
gun
portion
we
had.

We
we
further
defined
on
who
an
importer
manufacturer
was
to
clear
up
that
it
would
be
illegal,
not
just
for
a
manufacturer
to
sell
a
ghost
gun
to
an
individual
but
to
sell
it
to
another
manufacturer
as
well,
and
those
were
the
only
four
amendments
we
made
to
this
bill
post
hearing
chair
yeager.

really
coming
a
long

dealing
with
the
officers
you're
still
talking
about
only
on
duty
officers
about
off-duty
officers
that
carry
a
firearm,
particularly
officers
from
visiting
from
out
of
state
that
are,
tourists
that
have
hr

privileges.

answer
remained
the
same

we're

changing
anything.
That
is
current
policy
right
now.
An
off-duty
officer
cannot
be

a
private
premise

has
a
no
firearm
policy,
whether
or
not
they
are
an
officer
who
happens
to
be
off
duty
or
have
a
ccw.
So
what
we
don't
want
to
do
is
change
what
current
practices
were
only
strengthening
it
by
adding
teeth,
very
good.

concerns
lie
with
the
lack
of
verbal
notice
to
visitors,
who
are
open,
caring
or
or
who
are
discovered
to
be
concealed
caring
as
they
are
coming
onto
property,
specifically
as
this
legislation
and
its
impact
and
how
it
could
be
on
the
black
community
and
other
communities
of
color.

I
have
had
several
opportunities
to
speak
with
you.
You
have
assured
me
that
this
particular
issue
of
verbal
notice
we'll
have
discussions
beginning
monday
of
next
week.
I
just
want
to
make
it
clear
on
the
record
that
the
issues
that
I'm
concerned
about
have
to
do
with
verbal
notice,
so
that
we
can
make
sure
that
those
folks
who
may
not
see
a
sign
or
may
not
understand
the
full
import
of
the
sign
can
at
least
have
some
conversation.

I
think
so
many
issues
that
have
to
do
with
how
we
interact
with
one
another
when
we
don't
speak
to
one
another,
when
we
don't
have
conversation
when
we
omit
that
portion
of
our
interactions
as
humans
lead
to
confusion,
I
don't
want
anyone
to
be
at
risk,
but
I
think
that
there
are
opportunities
for
those
who
are
professionals
at
these
large
hotels
and
and
holders
of
a
full
casino
privileges.

opportunities,
and
I
would
just
like
to
see
that
happen
so
that
we
don't
have
people
inadvertently
hemmed
up
in
the
criminal
justice
system,
since
the
first
trespass
under
this
would
be
a
misdemeanor.
