comment
at
the
end

the
agenda
on
today's
agenda.
We
have
two
bills
and
we're
taking
them
a
bit
out
of
order.
The
first
one
will
be
senate
bill
176
and
then
sjr
six
with
the
first
bill
we
have.

is

is

to
present
the
bill,
so
I
would
like

on

176.

jim
haning,
I'm
the
purchasing
manager
at
the
las
vegas
valley,
water
district
and
I'm
the
former
chair
of
the
nevada
public
purchasing
study
commission,
which
is
the
group
that
was
created
in
nrs
332.1215.

And
we
are
made
up
of
the
purchasing
managers
from
all
of
the
large
local
government
and
state
entities
within
the
state,
and
we
we've
been
created,
since
I
think
was
about
2005-
is
when
we
were
created.
But
we
never
had
the
opportunity
and
the
our
purpose
is
to
study
the
laws
and
that
relate
to
governmental
purchasing
and
then
to
bring
it
to
the
legislative
session.

We
had
never
had
the
ability
to
bring
forth
a
bdr
to
make
any
changes.
We
went
about
10
years
attempting
to
find
sponsors
for
some
changes
we
wanted
to
make
the
last
session,
the
state
of
nevada
had
put
forth
a
bdr
and
we
were
able
to
tag
on
with
them
as
they
were
changing
nrs
333,
which
relates
particularly
to
state
purchasing
but
trying
to
make
changes
to
332.
We
were
never
able
to
do
it
because
we
did
not
have
the
ability
to
have
a
bdr
so.

Senator
spearman
and
her
committee
had
gone
through
a
bunch
of
these
commissions
and
councils
over
the
last
year
and
we're
looking
to
see
what
we
could
do
and
one
of
our
recommendations
was
that
we
needed
a
bdr
to
be
able
to
put
forth
any
changes
that
we
would
like
to
propose
to
the
legislature
and
it
went
through
the
senate.
They
made
a
couple
of
amendments
were
okay
with
these
amendments
and
we
highly
recommend
that
the
assembly
also
passes
this
bill
and
with
that,
if
you
have
any
questions,
I'd
be
happy
to
answer
them.

we've
also
approached

legislators
that
we
thought
were
going
to
help
sponsor
something
and
then
they

back
out

minute.

possibly

inconsistencies
that
they

piggyback
onto

totally

hopefully

those
two
merge

little
closer.

the

members

commission

all

major
public
entities
in
washoe
county
and
clark
county
they're,
the
required
members.
So
you
know
the
purchasing
managers
from
you
know
all
the
cities,
all
the
special
districts,
any
of
the
other
local
government
and

counties.

Some
of
the
smaller
counties
do
occasionally
participate
with
us,
but
the
the
statute
requires
all
the
entities
with.
I
think
it's
the
counties
over
a
hundred
thousand
people,
so
it's
washoe
county
and
clark
county.

to
full
online
meetings,
since
we

people

reno
and
las
vegas

is
there
a
list

them

The
purchasing
managers,
you
know
for
all
the
cities,
the
counties
like
I'm
with

las
vegas
valley,
water,
district,
so
the
special
districts.

las
vegas,
metro,

convention,
centers,
the
regional
transportation
commissions
in
both
clark,
county
and
washoe
county
and
actually
and
in
the
school
districts,
and
many
in
carson
city,
also
participate
both
carson
city,
school
district

carson
city.

them
attend
the
meetings
and
a
quorum
is
established
by
it.

think
the
bylaws
state,
it's
the
number
of
people
at
the
meeting-
establish
a

commission

more
submit
a
report
annually
quarterly
of
findings
or
issues

you

you
see

coming
up?

think
that
that
would
be
helpful
in
knowing
your
issues

you
submitted
a
report
to
some
entity,
but
you
do
you
do
that
at
any
point,
as
you
meet.

think
it

by
laws

the

we

look

it's
pretty
common
practice
for
us
to
put
regular
those
types
of
parameters
for
commissions
inside
the
statute,
so
it
might
make
sense
for
us
to
get
some
of
the
language
out
of
those
bylaws
and
put
them
into
statute,

I
think
it
would
help
us
understand
the
way
that
this
commission
is
currently
functioning
since
we
don't
presently
have
a
copy
of
them
and
I
can't
find
a
website
for
the
commission.
So
if
we
could
get
that
information,

think
it
could
be
helpful.

whole
process,

have.

way

commission
was
formatted,
it's,
it
was
very
loose
from
the
very
beginning,
and
so
we
meet
to
comply
with
the
statute.

We
do
have
co-chairs
one
in
the
north
and
one
in
the
south,
so
both
are
represented
equally
in
chairing
the
commission,
and
we
would
highly
recommend
that
we
approve
this
as
amended
so
that
we
can
bring
forth
those
things.
Otherwise,
oh
and
I
wanted
to
mention
you
said
you
can't
find
a
website.
It's
because
we
don't
have.

don't

a
website,
we
don't
have
any
funds,
we're
not
sponsored
by
any
particular
entity.
So
we
just
we
we
meet.
We
do
our
stuff
according
to
the
open
meeting
laws
and
try
to
find
sponsors
to
the
things
that
we
would
like
to
recommend
for
consideration.

with
that

send

roster,
but
as
representatives
from
all
of
the
local
government
entities
in
clark,
county
washoe,
county
and
some
of
the
other
smaller
counties

carson
city,
but
they're

required

affects
them.
This
legislation
in
332
and
338
affect
them
as
well
as
those
of
us
in
the
larger
counties.

to
better
practices
or
best
practices
that
relate
to
local
government
purchasing,
particularly
in
nrs
332,

possibly
some

nrs
338,
which
is
the
public
works
statute.
For
you
know,
construction
projects,
so
all
the
things
that
we
work
on
all
have
to
do
with
purchasing
for
goods
and
services
and
then
construction
projects
out
of
the
public
works
statute.

I
went
there
yep,
so
I'm
looking
at
332
and
in
332
in
in
sections
section
2,
subsection
2
and
in
section
yeah,
section
2,
subsection
2.
It
says
that
the
commission
shall
make
recommendations
with
respect
to
practices
and
laws
in
the
next
legislative
session.
So
you
kind
of
are
required
to
submit
some
recommendations
or
some
sort
of
report,
and
I
just
wondered
if
that
ever
happens.

So,
in
the
last
legislative
session
we
were
able
to
piggyback
onto
a
bill
by
the
governor's
office
through
the
administrative
department
which
purchasing
the
purchasing
division,
falls
into
state
purchasing,
and
we
were
able
to
make
about
95
of
the
changes
that
we
had
had
been
trying
to
find
a
sponsor
over
the
last
10
years
in
the
last
session.
But
there
were
a
couple
things
that
were
a
little
politically
sensitive
that
we
didn't.

We
wanted
to
make
sure
that
the
majority
of
our
stuff
passed.
So
there
are
a
couple
things
we'd
like
to
put
forth
in
another
bdr.
We
were
not
able
to
find
a
sponsor
for
this
session,
so
none
of
this
happened
one
of
those
things
we
have
a
requirement
to
advertise
all
of
our
bids
in
the
legal
section
of
a
local
newspaper.

Well,
that
has
become
very
inefficient
in
as
much
as
our
suppliers
are
not
looking
in
the
newspaper
for
bidding
opportunities
anymore.
That
used
to
be
something
that
happened.
You
know
20
years
ago
today
we
there's
26
entities,
use
an
electronic
bidding
website
and
we
have
a
supplier
registration
system
and
we
already
have
you
know,
there's
like
six,
seven
thousand
suppliers
that
are
registered
to
receive
all
these
entities
bids
and
public
solicitations
and
they
can
submit
their
bids
electronically.

But
we
still
have
this
requirement
to
advertise
in
the
newspaper
and
it
costs
us.
You
know
tens
of
thousand
dollars
a
year
to
do
such
and
some
entities
are
spending
tens
of
thousand
dollars
a
year
individually
and
if
we
could
remove
that
requirement
and
just
allow
the
us
to
notify
our
bidders
on
the
electronic
system,
if,
if
you're
using
one,
if
you
don't
have
one,
you
would
still
need
to
advertise
in
the
newspaper.

Also,
there's
some
inconsistencies
between
nrs
338-332
as
to
the
ability
to
submit
bids
electronically,
and
if
we
could
clean
up
some
of
that
language
so
that
there
were
no
ambiguities,
it
would
be
helpful
to
everybody,
including
the
suppliers
and
the
bidders
who
want
to
do
business
with
us,
and
they
did
add
something
into
this
bill.
That
was
good
that,
as
well
as
doing
what
we
normally
do
is
studying.
You
know,
practices
in
government
governmental
purchasing
they
want.

They
included
the
language
without
limitation
that
we
would
do
best
practices
for
awarding
contracts
to
companies
that
represent
the
diversity
of
the
state
and
are
located
within
the
communities
served
by
the
governing
body.
That
is
awarding
the
contract
so
basically
doing
more
supplier,
diversity,
outreach
and
and
best
practices
around
awarding
contracts.
For
that.

chapter
associated
general
contractors
representing
the
commercial
construction
industry
in
northern
nevada.
We
are
here
in
opposition
to
sb-176,
not
necessarily
the
idea
of
the
commission
getting
a
bdr,
but
until
there
is
more
transparency
and
structure,
we
have
to
oppose
this
bill.
Many
of
agc
members
engage
in
public
purchasing
unless
we
have
tried
to
engage
with
this
committee
on
their
behalf
over
the
years.
I
We
do
understand
the
frustration
of
the
commission
members
with
the
lack
of
clarity
and
statute
of
what
exactly
they
are
tasked
with
and
why
the
they
think
getting
a
bdr
will
provide
some
purpose,
but
without
transparency
this
should
not
be
allowed
to
happen
per
current
nrs
counties
over
a
hundred
thousand
counties
over
under
100
000.
All
purchasing
agents
of
the
local
governments
must
be
members
of
the
jurisdictions
in
smaller
counties,
maybe
members
so
who
exactly
is
on
the
commission?
