A
Good
afternoon
everyone
I'd
like
to
welcome
you
to
assembly
legislative
operations
and
elections.
Today
we
have
many
no
many
items
on
our
work
session,
but
first
we'll
begin
with
attendance,
so
met
up
secretary.
Please
take
the
role.
A
A
A
C
Thank
you,
madam
chair,
I'm
pepper
sturm
and
as
your
lcb
committee
policy
analyst
I
can't
advocate
for
or
against
legislation.
I'm
just
here
to
walk
you
through
the
work
session.
C
The
first
bill
up
today
is
assembly
bill
443
that
was
presented
by
assemblyman
yeager
and
was
sponsored
by
assembly
ledge,
ops
and
elections.
This
committee,
the
bill
repeals
several
statutory
committees
on
which
legislators
serve
throughout
the
biennium
and
establishes
the
joint
interim
standing
committees
that
parallel
certain
standing
committees
established
by
the
legislature
during
regular
its
regular
sessions,
the
powers
and
duties
of
certain
repealed.
Statutory
committees
are
reassigned
to
the
corresponding
joint
committees.
C
C
And
the
joint
committee
will
consist
of
not
more
than
five
members
of
the
same
political
party.
It
also
provides
for
meetings
of
the
committees
and
authorizes
committees
to
review
matters
within
the
jurisdiction
of
their
corresponding
standing
committees
and
to
conduct
studies
direct
as
directed
by
the
legislature
and
the
legislative
commission.
The
joint
committees
are
required
to
report
on
their
activities
findings
and
they
recommended
legislation
to
each
session
of
the
legislature.
C
Assemblyman,
steve
yeager
proposed
the
following
and
additional
detail
with
his
amendments
are
on
the
next
page,
but
first
to
require
that
the
standing
interim
committee
on
judiciary
also
consider
juvenile
justice
issues
either
as
part
of
its
regular
work
or
through
appointment
of
a
subcommittee.
An
additional
five
bill.
C
Draft
requests
will
be
allocated
in
earmarked
specifically
for
juvenile
justice
issues
and
number
two
require
that
the
standing
interim
committee
on
health
and
human
services
also
consider
child
welfare
issues
either
as
part
of
its
regular
work
or
through
appointment
of
a
subcommittee
and
as
as
with
the
first,
an
additional
five
bill.
Draft
requests
will
be
allocated
and
earmarked
specifically
for
child
welfare
issues.
C
Third,
in
discussions
with
chair
miller
and
the
following
amendment
is
proposed
in
coordination
with
a
proposed
amendment
to
senate
bill
176,
and
that
would
be
to
amend
the
bill
to
authorize
the
joint
standing
committee
on
legislative
operations
and
elections
to
consider
issues
relating
to
government
governmental
purchasing,
including
without
limitation.
Consideration
of
those
recommendations
for
legislation
included
in
a
report
prepared
by
the
commission
to
study
government
governmental
purchasing
created
by
nrs
332.215,
which
is
covered
in
the
next
bill.
C
A
Yes,
that
was
to
amend
all
to
include
all
the
amendments.
Okay,
any
comments
or
yes,
speaker.
D
Thank
you,
madam
chair.
I
I
just
want
to
point
out.
I
I
believe
that
this
bill
is
going
to
result
in
fewer
pieces
of
legislation,
fewer
duplicate
pieces
of
legislation.
D
I
think
greater
efficiency
with
our
limited
staff
and
a
much
more
streamlined
process
for
us
vetting
bills
and
providing
continuity
from
the
interim
to
the
next
session.
I
I
think
it
is
the
quite
frankly
something
that
we
have
talked
about
for
years.
That's
the
epitome
of
of
modernization
to
make
government
more
efficient,
and
I
am
happy
that
we
have
gotten
this
far.
A
Thank
you,
mr
speaker.
I
feel
the
same
way
with
the
continuity
and
the
streamline
approach.
I
know
some
of
us
experience
the
difficulties
in
you
know
well
what
happened
during
interim
and
then
to
discover
that
there
wasn't
an
interim
committee
on
on
some
of
our
standing
committees,
so
I
I
am
in
full
agreement,
any
other
comments.
A
A
I'm
sorry,
I
will
assign
that
floor
statement
to
assemblywoman.
C
Torres
thank
you,
madam
chair.
The
next
bill
senate
bill
176,
was
sponsored
by
this
committee
and
on,
and
it
was
by
the
senate
committee
on
ledge
ops
and
was
presented
by
jim
haning
on
behalf
of
senator
spearman
on
behalf
of
the
sunset
committee
that
met
during
the
interim.
We
heard
the
bill
on
may
6.
C
senate
bill.
176,
expands
the
scope
of
study
for
the
commission
on
to
study
governmental
purchasing
to
include
best
practices
for
awarding
contracts
to
companies
that
represent
the
diversity
of
the
state
or
that
are
located
within
communities
served
by
the
government
governing
body
awarding
the
contract.
The
measure
also
also
authorizes
the
commission
to
request
for
each
regular
session,
the
drafting
of
not
more
than
one
legislative
measure
relating
to
matters
within
the
scope
of
the
commission.
C
There
are
there's
an
amendment
two
amendments
to
the
bill
in
discussions
with
chair
miller.
These
complement
what
was
proposed
in
the
amendments
to
assembly
bill
443.
C
A
Thank
you
that
we
have
a
motion
from
vice
chair,
haudegee
and
a
second
from
a
second
from
assemblywoman
torres
with
that
members.
Are
there
any
comments,
assemblyman
matthew.
B
B
A
Thank
you,
and
with
that
I
will.
I
will
make
a
comment
myself
to
to
explain
just
so
that
we
all
understand
completely
what's
happening.
I
I
I
believe
that
most
of
us
felt
the
same
way
with
senate
bill
176.
A
We
had
a
lot
of
questions.
We
had
a
robust
hearing,
but
there
was
a
lot
of
questions
around
the
struction,
the
structure
and
the
operation
of
how
this
governmental
purchasing
committee
works
and
it
wasn't
a
resistance
necessarily
to
not
provide
a
bdr,
but
it
was
just
some
questions
around
the
structure
of
it,
and
so
in
discussions
with
vice
chair
heidegge
and
with
legal.
A
That's
where
the
amendment
came
from,
because
and
that's
why
you'll
see
the
amendment
was
done.
We
amended
another
bill
in
order
to
be
able
to
do
this,
which
would
provide
just
more
structure,
transparency
because
again
the
goal
for
effective
government
so
that
it
we
would
then
be
able
to
see
the
parameters
around
this
and
then,
of
course,
with
the
report.
We
would
have
better
information
about
what's
going
on
and
the
ability
to
grant
them
the
bdr.
A
So
I
feel
that
most
of
us
that
had
some
concern
there
on
the
bill,
and
so
I
appreciate
everyone
considering
the
amendment
and
also
the
willingness
to
work
with
this
commission
so
that
we
can
keep
moving
forward.
So
with
that
assemblyman.
A
D
Thank
you,
madam
chair,
and
I
just
want
to
express
my
appreciation
to
you
and
the
vice
chair
for
clarifying
the
the
concerns
that
we
had
and
and
just
adding
structure
to
this
to
this
commission
and
very
much
appreciated.
A
A
I
will
provide
this,
give
this
floor
statement
to
assemblywoman
gonzales.
C
Thank
you,
madam
chair.
The
next
bill
for
consideration
by
the
committee
is
senate
bill
82.
That
was
sponsored
by
senator
ratty
and
heard
by
the
committee
on
april
27th
senate
bill
82
amends
the
charter
of
the
city
of
sparks
to
clarify
the
manner
in
which
municipal
candidates
appear
on
the
primary
or
general
election
ballot.
C
If
only
one
candidate
has
filed
for
office
by
the
close
of
candidate
filing
that
candidate
must
be
declared
elected
to
that
office,
and
no
election
shall
be
held
if
more
than
twice
the
number
of
candidates
to
be
elected.
If
filed
the
number,
the
names
of
those
candidates
must
appear
on
the
primary
election
ballot.
C
A
candidate
at
the
primary
election
who
receives
the
majority
of
the
votes
cast,
must
be
declared
elected.
If
no
candidate
receives
the
majority
votes
cast.
The
names
of
the
two
candidates
who
received
the
most
votes
must
be
placed
on
the
general
election
ballot
senate
bill.
82
also
provides
that,
if
not
more
than
twice
the
number
of
candidates
to
be
elected
have
filed
for
office,
no
primary
election
is
held
and
those
candidates
must
be
placed
on
the
general
election
ballot.
C
A
A
C
Thank
you,
madam
chair.
The
next
bill
for
work
session
is
senate.
Concurrent
resolution
number
five
that
was
sponsored
by
senator
spearman
and
heard
on
may
4th
of
this
year
senate
concurrent
resolution
5
declares
the
sys
that
systemic
racism
and
structures
of
racial
discrimination
constitute
a
public
health
crisis,
magnified
by
the
deport
dispersion,
high
impact
of
the
coronavirus
on
to
on
the
2019
on
communities
of
color.
B
A
Thank
you.
I
have
a
motion
to
adopt
from
vice
chair
haudege
in
a
second
from
assemblywoman
torres
members.
Any
comments
on
the
motion
not
seeing
anyone.
I
will
take
a
vote
all
those
in
favor
aye.
Anyone
opposed
will
the
nays
please
okay,
so
I
have
a
name
from
assemblywoman
dickman,
assemblyman,
matthews,
assemblyman,
macarthur
and
assemblyman
levitt
are
those
the
only
four
nays
okay.
With
that
the
motion
passes
and
I
will
sign
the
floor
statement
to
assemblywoman
monroe.
A
C
Thank
you,
madam
chair.
The
next
measure
for
consideration
is
senate
joint
resolution
number
six.
This
was
sponsored
by
the
senate
committee
on
ledge
ops,
on
behalf
of
the
legislative
committee
on
senior
citizens,
veterans
and
adults
with
special
needs.
C
C
B
A
A
I
would
just
like
to
make
a
comment
that
I
think
one
of
my
favorite
parts
of
the
bill
presentation
was
when
the
senator
acknowledged
that
we
would
be
the
first
state
to
actually
send
this
type
of
resolution
to
congress,
and
I
think
that
that's
very
indicative
of
our
state
nevada,
where
we
know
that
we
are
over
10
percent
veterans
and
military
families
and
it's
and
they
are
such
an
integral
ingrained
part
and
population
and
culture
here
in
nevada.
So
I'm
glad
that
I
always
say
we
should
be.
A
You
know
the
state
that
you
know
really
for
veterans
and
so
the
fact
that
we're
able
that
we're
the
first
state
that
would
submit
this
type
of
request-
I
I
think,
really
is
indicative
of
who
we
are
as
nevadans,
and
that
is
something
very
special
to.
I
know
many
of
us
so
with
that
I
will
go
ahead
and
take
a
vote
all
those
in
favor
aye.
Anyone
oppose-
and
I
will
give
this
floor
statement
to
my
colleague,
who's
also
a
veteran
and
that
will
be
assemblywoman.
Thomas
you're
welcome.
C
C
The
date
was
heard
was
may
4th
and
very
simply,
senate
joint
resolution
expresses
the
nevada,
legislature's
support
for
the
elimination
of
discrimination
against
women
and
urges
the
united
states
congress
to
ratify
the
convention
on
the
elimination
of
all
forms
of
discrimination
against
women,
and
there
were
no
amendments
proposed
for
this
measure.
Thank
you,
madam
chair.
A
A
D
A
A
So
I
will
close
the
agenda
item
on
our
work
session
and
move
on
to
our.
Oh,
you
know
I'll,
go
ahead
and
take
the
floor
statement
on
that.
One
I'll
close
this
agenda
item
for
our
work
session
items
and
move
on
to
our
next
item,
which
is
public
comment,
so
everyone
will
have
up
to
two
minutes
to
make
a
public
comment
on
something
that
is
under
the
purview
of
this
committee
broadcasting.
Do
we
have
anyone
on
the
line
to
make
public
comment.
B
A
A
Okay,
thank
you
so
much
so
I
will
close
public
comment
members
just
so
we
have
an
idea.
What
the
next
few
days
looks
like
we
are
at
call
of
the
chair
for
tomorrow.
A
So
do
do
anticipate
being
notified
about
that
and
for
next
week,
because
this
came
up
in
another
committee,
especially
those
new
to
the
assembly,
we're
not
actually
done
with
committees
just
because
tomorrow
is
a
deadline,
there's
still
many
bills
that
are
in
ways
and
means,
and
and
other
types
of
you
know
in
ways
and
means
that
will
eventually
be
making
their
ways
out
or
out
of
finance
that
will
still
make
their
way
out
from
the
other
house.
A
So
I
will
notify
you
when
our
next
meeting
next
week
is
if
there
will
be
one
scheduled
for
tuesday
or
thursday,
and
with
that
we've
covered
all
our
business
for
today.
So
with
that,
this
meeting
is
adjourned.
