the
two
deputies
of
go
ahead:
bob
potts
in
carson
city
and
chris
sanchez,
in
southern
nevada
and
by
eric
price
from
the
film
division
and
jimmy
home
who's
handling
our
legislative
affairs,
this
session
and
they're
available
to
answer
any
questions
about
the
matters
that
are
here.

As
I
said
at
the
first
hearing
we
when
I
became
executive
director,
I
challenged
my
staff
to
look
at
our
statutes
and
look
at
our
organization
and
find
anything
that
needed
updated
because
many
things
dated
back,
you
know
a
decade
or
more
the
division,
and
so
we
brought
this
bill
forward
to
make
some
changes
in
the
in
what
we,
what
is
officially
called
the
division
of
motion
pictures
and
what
we
want
to
call
the
nevada
film
office
and
some
other
procedural
things
with
regards
to
motion
pictures
and
then
some
other
structural
changes
to
go
at,
and
I
think
these
are
pretty
straightforward
and
I'll
just
walk
through
them
quickly.

The
division
of
motion
pictures
was
established
by
the
legislature
in
1983
to
attract
film
to
the
states
filmed
films
to
come
film
here.
In
nevada,
the
bill
seeks
to
contemporize
the
law
to
reflect
the
modern
operations
and
goals
of
the
office,
starting
by
changing
the
name
from
the
division
of
motion
pictures
to
the
nevada
film
office.
We
want
to
specifically
mention
that
this
includes
commercials
and
other
audio
visual
media,
rather
than
just
the
term
electronic
transmission.

This
is
a
constantly
evolving
world
and
we
want
to
make
sure
that
everyone
understands
you
know
we're
we're
doing
reality.
Tv
shows
commercials
and
all
of
those
those
types
of
things
changes
the
name
from
the
division
of
motion
pictures
the
nevada
film
office.
This
is
gives
it
an
updated,
updated
range
so
that
people
understand
that
it
is
covering
a
much
broader
area
than
just
just.
The
motion.

Pictures
section
five
allows
the
film
office
to
make
a
library
of
audio
visual
recordings
and
available
locations
accessible
online,
rather
than
a
requirement
to
produce
a
large
number
of
hard
copies.
The
hard
copies
have
been
expensive,
they're
less
than
environmental
friendly,
and
it's
much
easier
if
we
move
this
database
online
section
five
and
six
update
the
term
motion
picture
to
media
production
company,
as
this
is
again
more
a
turn.

More
relevant
to
the
times
and
then
finally
pertaining
to
the
nevada
film
office,
the
alternative
signature
requirements
removed
requiring
all
registrations
and
approvals
to
come
directly
through
the
office
that
streamlines
the
application
and
signature
process
and
ensures
that
productions
coming
into
the
state
are
monitored
and
approved
by
this
office
and
I'll
walk
through
the
bni
changes.
And
then
eric
can
address
any
questions
about
the
motion
picture
division.

And
I
don't
the
go
at
board
when
it
was
created,
included
three
constitutional
officers,
six
private
citizens
and
two
non-voting
members,
the
director
of
dieter
and
the
director
of
of
the
chancellor
of
the
nevada
system
of
higher
education.

yet
the
director
of
business
and
industry,
which
you
know
ostensibly
in
some
way
shape
or
forms
interacts
with
25
of
the
economy
of
the
state.

Wasn't
was
it
wasn't
a
non-voting
member,
and
yet
the
irony
was
is
that
deputy
director
pox
was
a
was
a
member
of
several
was
a
member
of
one
of
the
key
business
and
industry
boards
dealing
with
private
activity
bonds,
and
so
I
I
built
a
an
informal
relationship
with
paul
anderson
and
then
with
chris
sanchez
when
he
was
interim
director,
but
we
would,
when
I
was
at
business
and
industry,
we
would
have
folks
come
to
us
and
say
you
should
be
doing
more
to
promote
the
banking
industry.

You
know
the
insurance
commissioner,
the
banking
commissioner,
you
know
they're
there
to
make
sure
people
don't
color
outside
the
lines,
they're,
not
there
to
kind
of
do
the
basic
business
promotion,
and
so
then,
when
lo
and
behold,
the
governor
appointed
me
to
be
director
of
business,
appointing
the
executive
director
of
the
governor's
office
of
economic
development
and
then
appointed
terry
reynolds,
who
was
the
deputy
when
I
was
at
bni,
we
came
up
with
a
much
more
formal
once
a
month,
have
a
department
and
office
consultation
and
also
bringing
terry
and
his
his
office
is
much
more
into
our
planning
and
I
thought
well.

We
really
need
to
fix
this
on
an
ongoing
basis
because
in
essence,
business
and
industry
is
this
vast
rolodex
of
of
opportunities
and
contacts
and
industry
ties,
and
so
what
this
would
do
would
be
a
simple
change
which
would
basically
take
the
director
of
the
department
of
business
and
industry
and
make
them
the
third
non-voting
member
of
the
goed
board.
And
at
that
point
he
would
be
in
the
information
flow.

That
nevada
needs
to
be
at
and
promote
doing
business
in
nevada,
but
at
the
same
time
our
regulators
should
not
be
the
ones
kind
of
doing
business,
promotion,
they're,
they're,
regulators,
and
so
I
think,
bringing
terry
reynolds
of
bringing
the
department
of
business
and
industry
onto
the
goethe
board.
You
know
will
have
a
much
more
unified
effort,
and
so
that's
that's
one
of
the
primary
thrusts
of
of
this
bill.
The
second
is:
we've
had
confusion
over
the
years
as
to
what
constituted
a
quorum
of
the
board.

As
they
say,
we
had
six
six
voting
members
in
the
private
sector,
three
constitutional
officers
and
two
non-voting
members
and
madam
chair.
You
know
they
say
that
the
send
button
is
the
best
proofreader
of
a
of
an
email,
and
I
will
say
the
best
proofreading
of
piece
of
legislation
is
about
five
minutes
before
you
have
to
testify
on
it,
because
I
don't
think
that
the
language
we
have
has
still
got
it
right
and
I'd
like
to
to
make
sure
that
jimmy
could
work
with
lgb
staff
and
and
really
get
this
language
right.

The
intent
is
to
define
the
quorum
around
the
voting
members
of
the
board
and
and
so
that
the
board
would
only
have
a
quorum
if
you
had
the
necessary
members
of
the
of
the
voting
board,
not
the
non-voting
board.
So
I'd
like
to
have
the
opportunity
to
come
back
at
a
work
session
and
with
with
cleaned
up
language
in
that
area,
and
then,
finally,
this
one
this
suggested
enhancement
came
from
a
member
of
the
search
committee
that
was
charged
with
recruiting
me
into
this
position.

The
this
is
one
of
I
know,
there's
one
other
cabinet
off
level
office.
The
director
of
the
department
of
agriculture,
where,
before
the
governor
makes
an
appointment,
there
has
to
be
names
brought
forward
for
the
governor
to
choose
from.
There
may
be
other
examples,
but
I
know
that's
specific
with
the
department
of
agriculture
when
I
was
in
the
department
of
business
and
industry,
it
was
strictly
a
direct
gubernatorial
appointment.
There
was
no
review
panel
in
between
well
remember
this.

There
was
a
search
committee
to
try
to
find
when
a
successor
to
paul
anderson,
chris
sanchez
had
stepped
in
as
interim
director
and
and
they
struggled
to
find
a
third
candidate,
because
the
law
required
that
they
submit
at
least
three
names,
and
they
struggled
for
some
time
and
it
actually
delayed
the
proceedings
for
quite
some
time,
and
so
what
this
would
do
is
basically
it
would
leave
a
requirement
that
their
that
their
board
form
a
committee
to
conduct
a
search.

But
basically
it
would
say
now
that
that
they
would
adjust
it
so
that
up
to
three
could
be
submitted
by
the
governor,
but
not
mandating.
Three
and,
like
I
said
they
went
through
quite
quite
a
difficult
time
trying
to
find
a
third
candidate.
For
that
appointment.

us

looking
at
legislation
that
affects
our
agencies
and
cleaning
that
up-
and
this
is
one
kind
of
cleanup
change
for
your
information
offices
around
the
country
in
different
states,
operate
under
a
variety
of
terms.
So
there's
really
no
generally
accepted
term.

just
updating
the
legislation
to
reflect
what
operationally
we
have
been
calling
ourselves,
at
least
for
the
time
that
I've
been
the
director.

don't

maintain

library

provision

that
concerns
the
media.
Production
company
agrees
to
pay
within
30
days
after
the
filming
of
a
motion
picture
is
completed
and
I
immediately
thought
of
ab20
that
we
just
talked
about
on
thursday.
I
So
my
question
opportunity
to
ask
this
question:
if
qualified
production
expenditures
can
be
used
to
pay
on
transferable
tax
credits,
how
does
that
270
days
sort
of
intersect
with
this
provision
where
payments
are
supposed
to
be
made
30
days
after
production,
I'm
just
trying
to
understand
how
they
work
together.

This
is

This
statute
has
primarily
been
for
non-incentive
related
productions.
When
the
incentive
law
was
passed,
it
contained
additional
provisions.

This
section
has
to
do
with
the
registration
in
which
productions
are
required
to
register
with
our
office
before
obtaining
film
permits
or
in
conjunction
with
obtaining
film
permits.
So
you
know
we
were
updating
this,
but
it
is
somewhat
separate
and
distinct
from
the
application
for
tax
incentives.

I
I
believe
so
sure
chairman
may
ask
a
follow-up
go
ahead,
so
then
there
would
be
there
wouldn't
be
a
situation
where
a
production
company
pays
all
of
their
obligations
within
the
30-day
period
and
then
comes
back
later
after
taking
care
of
some
transferable
tax
credits
and
asked
for
any
any
funding
back
or
any
money
back
that
wouldn't
happen
here.

That
that
def
eric

for
the

that
would
not
happen
here
as
the
tax
incentive
program,
has
very
specific
criteria
for
qualified
production
expenditures.
This
intention
of
this
is
for
productions
that
are
that
are
not
incentivized
productions

not
have
to
meet
those
additional
application
requirements.
