section
where
it
talks
about
not
funding
leadership
events
in
the
bill.

concern

able

fund

future
farmers,
america
and
other
school
programs
that
folks
have
reached
out
to
me,
and
unfortunately
I
don't
have
that
bill
in
front
of
me.

familiar

that
concern?

Yes,
that
is
a
provision
that
has
been
in
the
k-12
bill
for
a
number
of
sessions,
and
what
that
relates
to
is,
I
believe,
back
in
the
2015
session.
A
change
was
made
to
statute
to
basically
allow
a
percentage
amount
of
the
general
fund
appropriation
to
be
directed
to
the
leadership
training
programs
and
that
that's
a
five
percent
base.

Five
percent
of
the
total
general
fund
appropriation
and
since
that
past,
after
the
k-12
bill
was
done.
There
was
no
discussion
of
that
change,
and
so
the
subsequent
legislature,
money
committees
had
because
there
was
funding
in
the
k-12.

other
state
education
programs
grant
that
language
was
added
to
the
k-12
bill
so
that
there
wasn't
just
a
a
flat
percentage
allocation
based
on
the
total
general
fund
appropriation
to
the
career
and
technical
education
program,

school
district
programs
for
career
and
technical
education
and
serves
as
a
maintenance
of
effort
for
the
federal
perkins,

leadership
programs

the

grant

nonprofit
organizations

supporting

career

technical
education
programs,
those
dollars
were
rolled

grant.

the

funding

the
current
biennium
from
from
the
state
from
the
state
dollars
for
that

purpose.

believe
that
the
department
of
education

providing
federal

lieu
of
those
state
dollars.

I
don't

sure
if
the
schools
actually
provided
dollars

that
block
grant
to
those
programs.

aware
that
the
department

work
programs

seen
come
through,
have
provided
dollars
for
those
leadership
programs
from
the
federal

department's
allocation
of
the
federal
perkins
grant
funding.
So
it
would

dollars

federal
perkins
grant
has
been
reauthorized.
Those
dollars
are
continue
we'll
continue
through
the
upcoming
biennium,
and

confirmation,
from
the
department

aware

that

we've
done
in
this
committee
to

appropriations
act,

we
just
heard
a
little
while
ago.

bills

me
realize
how
much
everything
is
related
to
everything
else
and
the
work
that
you
do,
and
this
is
very
much
appreciated
by
the
faculty
in
southern
nevada.

We
would
like
to
to
ask
about
the
pay
bill
that
was
brought
forward
this
morning
and
say
we
appreciate
the
cost
of
living
increases.
However,
the
one
percent
for
financial
year
23
has
hit
state
employees
with
a
little
bit
of
disappointment
because
it
doesn't
nearly
come
close
to
offsetting
inflation.

The
last
cola
we
had
was
in
2019
and
our
salaries
just
have
not
kept
pace.
We'd
also
like
to
point
out
that
there
will
be
a
disparity
between
the
three
percent
colas
awarded
to
the
collective
bargaining
units,
especially
to
those
state
employees
who
do
not
have
collective
bargaining,
including
ng
faculty,
given
that
sb
373
has
not
yet
passed,
and
also
your
hard-working
lcb
staff,
who
are
not
represented
as
well
as
managerial
classified
employees.

We
hope
that
you
can
find
a
way
to
fix
this,
to
get
us
close
to
parity
among
all
state
employees.
We're
really
concerned
that
this
is
going
to
create
issues
between
agencies
and
also
affect
hiring
between
italy
might
create
chaos
in
the
state
employee
compensation
system,
based
on
the
testimony
on
the
senate
side
this
morning,
that
would
cost
roughly
15
million
from
the
general
fund.

The
other
issue
that
my
constituents
are
emailing
me
about
a
lot
is
if
there
might
be
any
peb
restorations
anywhere
in
the
process
possible,
whether
it's
going
to
be
adding
to
sb
451
before
it's
finally
approved
or
in
some
other
appropriation
from
the
american
rescue
plan
funds,
the
total
cost
would
be
25
to
30
million
dollars,
which
is
really
the
amount
that
the
state
pulled
back
in
its
employer
contribution
holiday.

Chris

nevada
state
education
association
opposes
sb
458,
which
you
passed
earlier
this
evening.
The
k-12
education
funding
bill
for
coming
up
short
on
per-pupil
funding,
leaving
nevada
students
behind
and
killing
nevada's
model
programs
of
education
equity.
It's
no
secret
k-12
public
education
has
been
woefully
understood
at
nevada,
ranking
48th
among
states
and
per
pupil
funding.
Our
diverse
student
population,
including
significant
numbers
of
english
learners
and
atlas
students
and
the
largest
student-to-teacher
ratio
in
the
country,
compels
nevada
to
do
better
than
48.
I
I
Last
month,
the
commission
on
school
funding
issued
their
preliminary
recommendations
to
the
governor
in
the
legislature
regarding
optimal
and
adequate
funding.
In
order
to
reach
adequate
funding
levels,
nevada
needs
to
add
2
billion
dollars
per
year
to
the
k-12
education.
This
would
require
an
increase
of
200
million
in
each
year
or
600
million
per
biennium
over
the
next
10
years.
The
action
taken
by
budget
committee
was
significant.
However,
even
greater
work
will
be
required.
Moving
forward
to
meet
this
goal.
I
Sb
458
is
the
first
k-12
budget
under
the
new
school
funding
formula,
nfc
has
expressed
numerous
concerns
about
the
new
funding
plan,
including
shortcomings
of
the
hold
harmless
provisions.
Ysb458
adjusts
the
hold
harmless
for
growth
and
student
enrollment.
Nine
nevada
school
districts
will
still
be
impacted
by
increases
in
the
cost
of
doing
business,
inflation
and
utilities.
Health
care
and
other
fixed
costs
will
have
a
squeezing
effect
on
these
school
district
budgets,
effectively
cutting
districts,
budgets
and
inflation
just
at
dollars.
I
While
it
has
been
pointed
out
that
this
only
impacts,
seven
percent
of
their
out
of
students
state
is
responsible
to
provide
sufficient
funding
to
educate
every
nevada
student.
If
a
classroom
teacher
left
seven
percent
of
their
students
behind
they
would
be
rated
ineffective.
Finally,
the
new
funding
plan
transferred
zoom
in
victory.
Funding
from
these
model
equity
programs
to
weights
in
the
new
funding
formula.
Sb458
sets
these
weights
at
0.24
for
english
learners,
0.12
for
gifted
and
talented
and
.03
for
at-risk
pupils.
The
anemic
weight
for
at-risk
will
provide
only
209
additional
dollars
per
student.
I
This
is
not
nearly
enough
money
to
serve
students
with
victory
services
outlined
in
sb.
543
includes
pre-kindergarten
summer
academy,
additional
instruction,
professional
development
for
educators,
hiring
incentives,
employment
of
additional
support
personnel,
a
reading
skills
center
and
integrated
student
supports
with
wrap
around
services.
Zoom
and
victory.
Schools
are
located
in
nevada's,
most
impacted
highest
poverty
communities,
they
have
the
highest
concentration
of
students
in
poverty
and
english
learners,
zoom
in
victory,
resources
and
services
are
concentrated
and
have
a
multiplier
effect
for
students
and
communities
who
need
them
most
and
they've
been
proven.
