A

you
well
good

I'd
like

on
senate
finance
and
assembly

and
means
to
order
committee
secretary.
Will

A
Here,
thank
you.
Please
mark
the
others
present
as
they
arrive,
and
this
morning
I
just
wanted
to
remind
everyone.
Please
keep
your
your
microphones
on
mute
and
your
cameras
on
while
we're
in
the
meeting,
and
so
we
can
maintain
a
quorum,
and
I
also
would
like
to
remind
the
public
that
on
our
agenda,
that
was
posted.
Has
the
information
on
how
you
can
call
in
and
participate
in
public
comment
at
the
end
of
this
meeting
or
you
can
go
to
the
legislature's
website.
A
The
nellis
portion,
the
nellis
portion
now
has
information
for
how
to
register,
to
attend
committee
meetings
in
person
in
the
legislative
building
starting
tomorrow
and
and
then
this
this
meeting,
this
joint
full
committee
meeting
will
be
in
person
in
4100
on
friday,
so
the
the
closing
documents
have
been
posted
and
I
just
want
the
members
to
make
sure
that
they
they
get
them
download
them
print
them
whatever.
A
A
A
Thank
you.
We
are
back
and
ready
to
get
going
on
our
first
agenda
item
and
it's
the
budget
closing
for
the
commission
on
judicial
discipline
and
I
believe
we
have
miss
day
up
to
begin
her
presentation
when
she's
ready.
D
This
budget
was
heard
on
february
17th
pursuant
to
nevada,
revised
statutes,
353
246,
the
budgets
for
the
judicial
branch
are
included
in
the
executive
budget,
but
are
not
subject
to
review
by
the
governor.
Therefore,
the
budgets
present
the
budget
presented
represents
the
budget
request
of
the
nevada
commission
on
judicial
discipline.
There
is
one
major
closing
issue
in
this
account.
It
is
a
new
investigative
attorney.
D
The
commission
requested
a
budget
amendment
on
january,
25th,
2021
to
add
a
general
fund
appropriation
in
fiscal
year,
2022
of
11
088
to
fund
moving
costs,
it's
two
thousand
thirteen
dollars
in
moving
costs
and
nine
thousand
seventy
five
dollars
in
cat
six
voice
and
cabling
costs
related
to
the
move.
Since,
although
the
recommendation
in
the
executive
budget
includes
additional
square
footage
for
the
new
staff,
member
and
meeting
and
conference
room
space,
moving
costs
were
requested
by
the
commission
to
move
locations
but
were
inadvertently
excluded
from
the
executive
budget.
D
During
the
hearing
on
february
17th,
the
commission
indicated
that
it
has
received
allocations
from
the
interim
finance
committee,
contingency
account
and
supplemental
appropriations
for
the
last
three
fiscal
years.
Due
to
the
significant
increase
in
the
number
of
judicial
complaints
filed
and
investigated
by
the
commission,
the
commission
also
stated
that
it
lacks
the
judicial,
the
necessary
staff
to
address
the
increase
in
the
complaints
received
and
to
address
and
defend
the
increased
number
of
legal
disputes
brought
against
the
commission.
D
D
A
See
I
see
no
questions,
so
I
would
entertain
a
motion.

Could
we
move
on
to
the
other
closing
items.
D
Thank
you,
mr
chair.
The
there
are
two
other
closing
items
in
this
budget
that
are
found
on
in
the
table
on
page
five
of
your
closing
packet
that
appear
reasonable
to
staff
fiscal
staff
recommends
the
other
closing
item.
Adjustments
be
closed,
as
recommended
by
the
judicial
branch
and
request
authority
for
staff
to
make
technical
adjustments
as
necessary.
A
I
see
none
take
a
mo.
I
would
take
a
motion.
E
Hi,
mr
chair,
I
would
move
other
closing
items
adjusted
b
closes
recommended
by
the
judicial
branch
and
give
the
staff
authority
to
make
any
technical
adjustments
as
necessary.
Second,.
A
I
see
none,
can
we
please
take
a
roll
call
vote.

C
A
Yes
and
motion
carries
that
brings
us
to
our
next
agenda
item.
We
have
the
closings
of
the
budgets
for
the
judicial
branch.
There
are
12
total
budgets
plus
an
overview
miss
day.
Could
you
go
ahead
and
present
those
closing
recommendations
for
the
judicial
branch
when
you're
ready.
D
Thank
you,
mr
chair.
The
judicial
branch
begins
on
page
seven
of
your
closing
packet.
The
balance
of
the
budgets
they
will
be
presenting
this
morning
are
related
to
the
judicial
branch
and
pursuant
to
nrs
353.246.
The
budgets
of
the
judicial
branch
are
included
in
the
executive
budget,
but
are
not
subject
to
review
by
the
governor.
Therefore,
the
budgets
presented
represent
the
budget
requests
of
the
judicial
branch.
D
There
are
court
administrative
assessments
that
fund
many
of
the
budget
accounts
in
the
judicial
branch
pursuant
to
nrs
176.059,
not
less
than
51
of
the
court.
Administrative
assessment
revenue
deposited
in
the
state
general
fund
must
be
distributed
to
the
administrative
office
of
the
courts
for
allocation
among
various
judicial
branch
budgets
based
on
the
percentage
distribution
set
in
nrs
176.059
8a
and
not
more
than
49
must
be
distributed
to
various
executive
branch
budgets
to
the
extent
of
legislative
authorization.
D
The
table
on
page
8
displays
the
distribution
of
court
administrative
assessments
for
the
2019-21
and
2123
biennia,
as
reflected
in
the
executive
budget.
The
fiscal
year
22
and
23
grand
totals
of
21.7
and
23
million
dollars
respectively,
are
based
on
the
judicial
branches
december
2020
projections.
Updated
projections
are
anticipated
towards
the
end
of
this
month.
D
D
There
are
three
major
closing
issues
in
this
budget
that
are
covered
in
the
judicial
overview.
This
closing
document
does
include
decision
units
that
go
across
multiple
judicial
branch
accounts.
The
first
is
the
shifting
of
court
administrative
assessments
and
impacts
on
the
operating
reserves,
which
is
found
on
page
9
of
your
closing
document.
D
D
To
the
administrative
office
of
the
court's
budget
to
increase
reserves
to
90
days
decision
unit,
e-245
was
recommended
in
the
budget
as
submitted
by
the
judicial
branch
based
on
initial
calculations.
That
indicated
an
operating
reserve
level
of
less
than
90
days
in
the
administrative
office
of
the
court's
budget.
D
The
supreme
court
contacted
fiscal
staff
on
february
9
2021
to
request
that
the
money
committees
consider
a
special
exception
to
allow
for
an
operating
reserve
level
of
120
days
for
the
2123
biennium,
due
to
the
unpredictability
of
the
timing
of
the
economic
recovery
and
the
impact
that
it
will
have
on
cordyceps
administrative
assessments,
the
actual
impact
of
marsey's
law
on
court.
Administrative
assessments
is
also
no
unknown
due
to
the
covet
19
pandemic,
after
consultation
with
fiscal
staff
regarding
excess
reserves.
D
The
budget
also
has
a
special
reserve
category
of
three
hundred
thousand
dollars
to
ensure
funding
is
available
to
continue
transfers
to
the
specialty
courts
and
avoid
reductions
in
the
specialty
court
programs.
In
the
event,
actual
revenues
are
less
than
anticipated
and
the
court
recommends
it
remain
at
the
300
000
level.
D
During
the
hearing
on
february,
17
2021,
the
chief
justice
of
the
supreme
court,
testified
that
the
court
administrative
assessments
have
no
correlation
with
the
functions
of
the
supreme
court.
Since
traffic
tickets
are
heard,
jurisdictionally
by
justices
of
the
peace
and
municipal
courts
and
the
supreme
court
is
not
involved
unless
the
cases
presented
to
it.
It
was
further
stated
that
court
administrative
assessments
are
an
unstable
funding
source
that
is
difficult
to
project.
D
The
generation
of
these
assessments
have
been
impacted
by
the
kobit
19
pandemic,
as
well
as
the
incorporation
of
marsy's
law
into
the
state
constitution
in
29
2018,
which
requires
restitution
be
collected
on
many
charges.
First,
since
the
onset
of
the
pandemic,
the
court
budgets
have
sustained
a
33
reduction
in
court
administrative
assessments.
D
In
addition,
the
governor
requested
a
12
reduction
in
general
fund
appropriations
to
be
incorporated
in
the
executive
budget
due
to
the
unpredictability
of
the
timing
of
the
economic
recovery
and
the
impact
it
will
have
on
the
court.
Administrative
assessments,
as
well
as
the
actual
impact
of
marsey's
law
being
unknown.
D
A
Thank
you
miss
day,
I'll
start
off
with
one
question
I
have
on
on
the
overview.
If
we
go
back
to
just
the
the
first
page
of
the
overview-
and
I
just
want
to
clarify
something
so
I'm
looking
at
the
entirety
of
the
judicial
branch
and
their
funding
supply
or
some
funding
sources
from
general
fund
and
and
all
and
all
other
funding
sources.
A
It
appears
as
if
and
just
please
help
me
understand,
that
between
from
the
2000
21
legislatively
approved
budget
pre-pandemic
to
to
the
proposed
budget
right
now,
there's
a
5.2
percent
increase
and
a
five
percent
of
that
it
comes
from
general
fund
or
the
five
percent
increase
from
general
fund
alone.
Is
that
correct.
D
Thank
you,
mr
chair.
There.
Yes,
there
is
a
yes,
there
is
a
5.1
increase
over
the
from
one
biennium
to
the
next
and
five
percent,
there's
a
total
of
five
percent
increase
in
total
general
fund
and
which
is
the
majority
of
the
the
total
amount.
A
Thank
you.
I
appreciate
that.
Do
any
of
the
members
have
any
questions
on
this
particular
decision
that
that
we've
walked
through
so
far.
A
E
Thank
you,
and
you
know,
for
a
number
of
years,
the
justice
and
I
have
had
a
number
of
conversations
about
living
off
of
assessments,
and
I
think
it's
truly
shined
a
light
on
it.
E
This
last
time
around
with
the
pandemic
that,
if
we're
going
to
fund
our
court
system,
we
gradually
need
to
get
away
from
living
off
the
assessments,
because,
if
everybody
obeyed
the
law,
we
couldn't
run
our
court
system
so
living
off
of
the
bad
guys
in
such
a
way
sometimes
can
cause
budget
issues,
and
I
think
this
is
a
perfect
example
of
it
here.
Because
of
how
things
happen.
E
So
we've
gradually
moved
away
from
it
over
the
last
couple
bienniums
bit
by
bit,
trying
to
address
different
components
of
the
court
and-
and
I
hope
that
work
continues
into
the
future
and-
and
I
have
no
issues
with
120
days,
not
knowing
for
sure
exactly
where
the
court
system
is
going
to
be
a
year
from
now.
We
want
to
make
sure
that
they
have
the
resources
that
they
need
to
operate,
so
I'm
I'm.
I
typically
wouldn't
be
good
with
120,
but
in
this
particular
case
it.
I,
I
think
it's
the
best
path
forward.
A
Thank
you,
chair
carlton.
Do
any
senator
keikofur.
Do
you
have
a
question
yeah.
Thank
you,
mr
chairman,
so
mistake
in
the.
F
In
the
estimates
that
you
provided
for
some
of
these
budgets,
though,
on
pages
nine
and
ten
I
mean
some
of
these-
are
I'm
in
significant
excess
of
120
days
right.
The
uniform
system
and
judicial
records
will
be
averaging
208
days.
So
I
know
the
120
days.
Phrase
is
a
minimum,
so
is:
is
there
any
restriction
on
how
how
high
it
can
go.
D
It
would
be,
it
could
be
up
to
the
committees
on
the
level
of
the
reserves
for
each
of
those
budgets.
If
the
committees
chose
to
have
the
reserve
level
set
as
an
example,
exactly
120
days,
staff
could
shift
some
of
the
administrative
assessments
around
between
budgets
to
ensure
that
occurred.
To
answer
your
question.
Senator
key
kepper
there
is.
There
is
no
restriction
in
any
of
these
budgets
to
for
a
higher
reserve
level.
Unless
the
committees
chose
to
to
put
that
in
place.
F
I
appreciate
that
I,
mr
chairman,
I
think
that
it
makes
sense
to
provide
some
additional
flexibility,
considering
everything
that
we've
talked.
C
About,
but
just
to
make
sure
we're
clear
like
120
days
is
not.
A
That
any
other
discussion
from
any
of
the
members
or
questions
from
any
of
the
members.
A
And
so
I
just
I
again
want
to
clarify
when
I'm
looking
at
this,
that
there
was
in
the
in
the
governor's
requested
budget.
Although
I
I
understand
the
judicial
budget
separate,
there
was
a
request
for
12
percent
decrease
in
general
fund
appropriations
and
instead
we
have
a
five
percent
increase
in
general
fund
appropriation.
D
Thank
you,
mr
chair,
for
the
record.
Stephanie
dave
fiscal
analysis,
division,
the
the
courts,
as
the
other
executive
branch
agencies
had
done
built
in
12
reductions
in
their
operating
budgets
there.
There
are
exceptions
to
that.
When
it
comes
to
the
positions
they
are
fully
funded.
So,
although
there
are
12
reductions
built
in
they're,
they're
all
of
the
budgets,
the
actual
general
fund
could
be
different
than
that
12
reduction
with
with
funding
positions
at
100
and
some
of
the
other
adjustments
that
occur
during
the
budget
building.
A
Processes
I'm
confused,
so
if,
if
the
just
their
their
gross
budget,
all
funding
sources
in
consideration,
grew
5.10
or
excuse
me,
5.2
percent
and
the
general
fund
appropriation
grew
by
five
percent.
A
A
D
Mr
chair,
in,
in
addition
to
the
the
other
items
that
are
included,
the
standard
operating
items
that
are
included
in
all
of
the
judicial
branch
budgets
it
this,
these
amounts
would
also
include
the
some
of
the
one-time
costs,
such
as
the
any
of
the
it
projects
that
are
included
in
the
the
decision
units.
So
there
are
a
lot
of
one-time
costs
that
could
be
included
in
that
five
percent
increase
in.
In
addition
to
those
ongoing.
A
Appropriations
so
they
they
cut
their
operating
expenses
by
12,
but
then
there
were
several
and
we
saw
when
they
presented
their
budget.
Several
one-time
costs
associated
with
this
budget
that
that
built
that
gross
number
up
to
what
it
is
today.
A
D
In
addition,
when
it
comes
to
the
judicial
branch
budget
with
the
reduction
in
the
administrative
assessments,
oh
excuse
me:
stephanie
dave
for
the
record.
With
the
reduction
in
administrative
assessments,
there
would
be
increases
corresponding
increases
to
the
general
fund
to
be
able
to
fund
those
budgets.
A
Thank
you
miss
day,
any
of
the
committee
members
have
any
questions
on
this
decision.
E
D
E
I
believe
that's
fine.
Thank
you
very
much.
I
think
I
think
we're
good
it's
just
a
matter
of
because
they're
in
a
different
world,
just
making
sure
that
we
have
that
on
the
record.
I
don't
want
folks
to
think
that
they
have
not.
So
you
had
said
something
earlier
about
fully
funding
positions,
so
I
just
wanted
to
make
sure
that
we
clarified
that.
So.
Thank
you
very
much.
Thank
you,
mr
chairman.
A
Thank
you.
So
I
see
no
other
questions
or
discussion,
and
so
I
would
entertain
a
motion
on
this
last
decision.
E
And,
thank
you,
mr
chairman,
I'd
be
happy
to
try
and
make
that
motion,
because
it's
kind
of
different
than
what
we
normally
do,
because
I
would
move
that.
E
A
Motion,
I
see

motion.

so

Division
on
page
11
of
your
closing
packet
is
the
second
major
closing
issue
in
the
judicial
overview
closing
document.
It
is
the
multi-county
integrated
justice
information
system,
the
jiu-jitsu,
which
is
also
known
as
maguijis,
and
the
judicial
branch
recommends
enhancements,
totaling
281
079
in
fiscal
year
2022
and
83
616
in
fiscal
year,
2023
related
to
the
multi-county
integrated
justice
information
system.
D
D
There
are
two
decision
units
related
to
the
uniform
system
of
judicial
records,
budget
e-228,
request,
reductions
to
reserves
of
23
sixty
eight
dollars
in
fiscal
year,
2023
for
a
load
balancer,
which
will
be
used
to
enhance
the
system
broker
software.
Since
there
is
a
single
point
of
failure
with
the
current
environment
and
the
case
management
system
for
the
trial
courts,
also
known
as
j
works,
that
project
due
to
the
increasing
number
of
courts
using
the
system
and
e229
is
reductions
to
reserves
of
28
hundred
and
nine
dollars
in
fiscal
year.
D
Fiscal
staff
would
note
that
the
court
requested
the
ability
to
balance
forward
any
funds
remaining
at
the
end
of
fiscal
year,
2022
to
fiscal
year,
2023
for
the
multi-county
integrated
justice
information
system
projects
in
the
supreme
court
budget
to
ensure
the
completion
of
the
projects
according
to
the
court.
The
solution
would
provide
a
oh.
D
I
am
so
sorry.
In
response
to
questions
from
committee
members,
the
court
indicated
that
it
is
currently
the
the
system.
Multi-County
integrated
justice
information
system
is
currently
used
by
80
different
entities,
including
courts,
law
enforcement
agencies
and
other
justice
partners,
and
the
court
expects
the
number
of
users
to
greatly
increase
in
the
future.
No
user
transaction
fees
are
charged
to
the
entities
for
the
use
of
the
system.
D
Do
the
committee's
wish
to
approve
total
funding
of
two
hundred
and
eighty
one
thousand
seventy
nine
dollars
in
fiscal
year?
Twenty
twenty
two
and
eighty
three
thousand
six
hundred
and
eighteen
dollars
in
fiscal
year,
2023
for
changes
to
the
multi-county
integrated
justice
information
system,
as
recommended
by
the
judicial
branch.
A
Thank
you
miss
day.
I
appreciate
that.
Do
any
do
any
of
the
committee
members
have
any
questions
on
on
this
particular
budget
items
or
this
decision.
C
So
talking
to
the
central
repository
before
I
know
they
get,
they
send
and
receive
information
via
fax.
So
would
this
take
care
of
some
of
the
criminal
records
that
need
to
be
transmitted?
You
know
specifically,
domestic
violence,
felonies
mental
health
adjudication,
so
they
would.
D
Thank
you,
mr
chair,
through
you
to
senator
seavers
cancer,
the
the
request
in
decision
unit
e-351
is
related
to
the
public
department
of
public
safety's,
nevada,
criminal
justice
information
system
that
will
include
warrants
dispositions
and
dmv
convictions
to
be
transmitted
electronically
and
then
also
the
decision
unit
related
to
the
temporary
protective
orders.
I
believe
that
would
assist
in
what
you
are
what
you
are
asking
about.
I
do
not
know
what
other
effects
could
be
could
be
realized.
C
C
A
You
that
that
actually
might
be
a
good
if,
if
we
could
have
someone
from
the
judicial
branch,
maybe
clarify
that
for
you
just
so,
we
know
what
these
decision
units
would
affect.
F
Yes,
the
what.
C
A
A
Okay,
at
least
once
it
happened,
thank
you
yeah,
so
I
don't
see
any
other
questions
or
from
the
the
committee,
so
I
would
be
ready
to
take
a
motion.
E
So
with
that,
mr
chairman,
if
if
if
I
may,
I
would
move
to
approve
total
funding
of
two
hundred
and
eighty
one
thousand
seventy
nine
dollars
in
fiscal
year,
twenty
twenty
two
and
eighty
three
thousand
six
hundred
and
eighteen
dollars
in
fiscal
year.
Twenty
three
for
changes
to
the
multi-county
integrated
justice
justice
information
system,
as
recommended
65.
D
In
response
to
questions
from
the
committees,
the
court
stated
that
a
pilot
program
was
implemented
prior
to
the
cobit
19
pandemic.
Therefore,
if
the
remote
desktop
server
solution
is
approved,
the
court
could
move
very
quickly,
beginning
in
fiscal
year
2021
and
would
hope
to
have
the
solution
operational
within
three
to
four
months.
A
E
A
I
appreciate
that
and
miss
day
if
you
wanted
to
go
over
the
other
closing
items
and
then
we
can
make
one
motion
that
encompasses
both
of
these.
D
Thank
you,
mr
chair.
Their
other
closing
items
are
on
page
13
of
your
closing
packet.
There
are
there's
equipment
replacement
in
the
decision
in
decision
unit
e-710
for
the
supreme
court,
court
of
appeals,
law,
library,
administrative
office
of
the
courts,
judicial
programs
and
services,
division,
uniform
system
of
judicial
records,
judicial
education
and
specialty
court
budgets
and
there's
also
e-715,
is
the
upgrade
of
a

of

Server

for
the
supreme
court,
administrative
office
of
the
courts,
judicial
programs
and
services,
division
and
uniform
system
of
judicial
records.
A
Thank
you
miss
day,
any
questions
from
the
committee
on
those
other
closing
items.
A
I
see
none,
so
I
would
like
a
motion
for
the
other
closing
items
and
the
decisions
before.
E
And
thank
you,
mr
chairman,
I'll,
be
happy
to
tackle
that.
So
I
would
move
to
approve
general
fund
appropriations
of
sixty
seven
thousand
six
hundred
and
forty
four
dollars
and
reserve
reductions
of
twenty
four
thousand
six
hundred
and
seventy
one
in
fiscal
year.
22
for
a
remote
desktop
server
solution,
as
recommended
by
the
judicial
branch,
and
I
would
also
move
to
close
other
closing
items
as
staff
recommends,
with
technical
adjustments
as
necessary.

The
current

in
decades,
reflects
the
impact
of
the
pandemic
on
district
courts
around
the
state
not
being
able
to
conduct
trials
in
many
instances.
According
to
the
chief
justice,
there
is
a
significant
number
of
untried
criminal
cases
and
unresolved
civil
cases,
and
it
is
anticipated.
The
supreme
court
and
the
court
of
appeals
will
have
a
backlog
log
of
cases
to
work
through
in
the
2123
biennium.
D
There
is
one
major
closing
issue
in
this
budget
is
a
las
vegas
marshal's
office
restructure.
The
judicial
branch
submitted
a
budget
amendment
to
fiscal
staff
on
february
3rd,
2021
related
to
the
marshals
office
located
in
las
vegas.
That
includes
a
net
decrease
in
general
fund
appropriations
of
twelve
thousand
six
hundred
and
three
dollars
over
the
2123
biennium
compared
to
the
original
budget
submission.
D
Would
increase
by
forty
six
thousand
five
hundred
and
forty
three
dollars
in
fiscal
year?
Twenty
two
and
forty
nine
thousand
one
dollar
in
fiscal
year.
Twenty
twenty
three,
the
court's
requested
amendment,
would
eliminate
computer
hardware,
possib
purchases
recommended
in
decision
unit
e
two
to
five
and
e226,
as
well
as
reduce
hardware

requests
in
decision
units
e248
and
e350
to
cover
the
cost
of
the
las
vegas
office
restructure
in
addition
to
the
reduction
of
the
security
contract
costs.
D
D
In
response
to
questions
by
committee
members,
the
court
indicated
that
the
chief
marshall
position
was
filled
in
the
carson
city
supreme
court
office,
effective
march
1
2021,
which
is
the
chief
marshal
that
they
did
have
retired
due
to

commit
do
the
committees
wish
to
approve
the
restructure
of
the
las

marshals
office
per
the
judicial
branch's
recommendation,
including
the
budget
amendment
for
total
gender
general
fund
appropriations
of

297
in
fiscal
year,
2022
and
27
952
dollars
in
fiscal
year,
2023,
which
includes
a
decrease
in
security
contract
costs,
as
well
as
the
recommended
revision
or
elimination
of
several
information
technology
requests.
A
D
D
Fiscal
staff
recommends
other
closing
items
one
through
four
be
closed,
as
recommended
by
the
judicial
branch
and
other
closing
items.
Five
through
seven
be
closed,
consistent
with
the
committee's
actions
on
the
judicial
branch
overview,
which
was
approval
and
requests
authority
for
staff
to
make
other
technical
adjustments
as
necessary
and
I'd
be
happy
to
answer
any
questions.
E
So,
mr
chairman,
if
I
may,
with
your
permission,
I
would
move
the
restructure
of
the
las
vegas
marshals
office
per
the
judicial
branch's
recommendation,
including
the
budget
amendment
for
a
total
general
fund
appropriations
of
24297
and
twenty
two
and
twenty
seven
thousand
nine.
Fifty
two
in
twenty

which
includes
a
decrease
in
security
contract
costs
with
the
and
also
with
the
recommended
revision
or
elimination
of
the
information
technology
requests
and
also
as
fiscal
staff,
recommends,
other
closing
items
one
through
four,
be
closed
by
the
judicial
branch
and
items.

C
D
C
C
A
Yes,
thank
you
motion,
motions
passed
and
that
will
move
us
to
our
next
item.
The
court
of
appeals
this
day,
please.
D
Thank
you,
mr
chair.
The
court
of
appeals
budget
begins
on
page
19
of
your
closing
packet.
As
discussed
in
the
supreme
court
closing
document,
the
chief
justice
of
the
supreme
court
indicated
the
covet
19
pandemic
has
had
a
significant
impact
on
all
courts
and
anticipates
a
significant
backlog
in
the
2123
biennium,
as
those
cases
work
their
way
through
the
district
courts.
D
D
Since
that
time,
the
court
has
determined
that
the
chamber
staffing
for
the
supreme
court
is
different
than
the
court
of
appeals,
which
has
a
greater
need
for
staff
attorneys
than
judicial
chambers
assistance
which
are
akin
to
paralegals.
Therefore,
the
appropriate
staffing
structure
for
each
of
the
three
judges
would
be
two
law
clerks
and
a
staff
attorney.
D
D
D
The
reclassification
of
the
positions
would
allow
for
an
increase
in
the
court's
output
by
having
attorneys
performing
the
functions
and
working
in
class
and
furthers
the
effort
of
increasing
the
production
of
the
court
of
appeals
at
the
lowest
possible
cost.
Without
increasing
the
number
of
judges.
The
reclassification
of
the
positions
is
anticipated
to
result
in
two
layoffs.
D
Fiscal
staff
would
note
that
the
additional
general
fund
appropriations
of
one
hundred
and
sixty
thousand
eight
hundred
and
fifty
five
dollars
over
the
2123
biennium
would
be
required
to
budget
the
reclassified
positions
at
the
maximum
allowable
unclassified
salary,
which
would
be
consistent
with
the
other
unclassified
staff
attorney
positions
in
the
judicial
branch.
The
original
request
had
those
salaries
at
less
than
the
maximum
unclassified
salaries.
D
The
other
positions
in
the
judicial
unclassified
positions
in
the
judicial
branch
are
set
at
the
maximum
salary.
Do
the
committees
wish
to
approve
the
reclassification
of
three
judicial
chambers
administrator
positions
to
staff
attorneys?
If
so,
do
the
committees
wish
to
add
general
fund
appropriations
of
ninety
thousand
one
hundred
and
fourteen
dollars
in
fiscal
year?
D
Twenty
twenty
two
and
seventy
thousand
seven
hundred
and
forty
one
dollars
in
fiscal
year,
twenty
twenty
three
to
allow
for
the
positions
to
be
budgeted
at
the
maximum
allowable
salary
for
unclassified
staff
attorney
positions
of
107
676
dollars,
each,
which
is
consistent
with
the
other
unclassified
staff
attorney
positions.
Statewide
I'd
be
happy
to
answer
any
questions.
E
And
thank
you
very
much
and
I
I
I'm
always
apprehensive.
When
we
start
talking
about
layoffs,
I
understand
the
rationale
behind
going
to
attorneys,
even
though
sometimes
I
think
having
a
non-attorney
in
the
room
can
sometimes
bring
attorneys
back
to
reality,
so
nothing
against
attorneys,
but
I'm
I'm
just
concerned
about
the
layoffs.
Will
this
will
there'll
be
other
positions
that
might
be
available
for
these
folks
in
in
other
areas?
Are
there
vacancies
someplace
where
they
can
move
over
to?
A
And
if
someone
from
the
judicial
branch
could
try
to
address
that,
I
would
appreciate
that.
F
Thank
you
for
the
question
we
do
have
vacancies,
which
those
folks
would
be
eligible,
probably
not
of
the
salaries
that
they're
currently
earning,
because
the
judicial
chambers,
assistance
salaries
would
not
be
convinced
or
some
of
the
positions
that
are
available
for
them
to
apply
to.
I
will
say
that
one
of
those
folks,
I
believe,
is
seeking
their
law
degree.
So
it's
entirely
possible.
We
can
postpone
the
decision
on
that
individual,
but
I
that's
that's
not
entirely
clear.
E
And
and
chief
justice,
thank
you
very
much.
If
you
could
just
expand
a
little
bit
more
on
why
we
think
these
folks
need
to
be
attorneys
and
not
administrators.
I
mean
there.
There
is
a
position
for
administrators.
You
do
need
those
folks
to
help.
You
manage
the
court
because
you
guys
have
one
thing
to
do
and
then
their
expertise
is
in
another
area.
So
if
you
could
just
expand
a
little
bit
more
on
on
why
you
really
feel
you
need
these
folks
to
be
the
attorneys.
F
F
We
push
those
not
all
of
those
but
many
of
those
down
to
the
court
of
appeals,
and
so
there
is
a
recurring
case
type
that
appears
in
front
of
the
court
having
additional
lawyers.
Reviewing
that
work
and
preparing
those
decisions
and
those
memos
for
the
judges
to
decide
would
make
us
far
more
productive.
F
It's
really
what
we've
learned
over
the
last
six
years
is
having
a
combination.
Paralegal
secretary
court
of
appeals,
judges
chambers,
is
not
all
that
productive
and
not
as
productive.
It
could
be
so
it's
a
vastly
different
concept
than
administering
recorded.
In
fact,
the
court
of
appeals
administration
is
very
minimal,
as
you
will
recall,
because
you
were
involved
in
this
from
the
beginning.
F
E
Okay
and
thank
you
very
much
chief
justice
and
thank
thank
you,
mr
chairman.
It's
knowing
that
the
administrative
work
is
still
going
to
be
handled
and
that
won't
end
up
being
a
barrier
to
getting
through
the
appeals.
Appeals
court
is
is
very
helpful.
We
always
hate
to
see
anyone
get
laid
off,
but
hopefully
we'll
be
able
to
adjust
that
as
we
move
forward.
Thank
you
very
much,
mr
chairman.
A
Thank
you,
sarah
carlton,
thank
you
for
answering
that
for
us,
chief
justice,
hardesty,
any
other
questions
from
the
committee
all
right.
Seeing
no
questions
from
the
committee.
I
would
be
interested
in
a
motion
on
that
last
decision.
E
So
if
you
would
permit
me,
mr
chairman,
I
would
move
to
approve
the
reclassification
of
three
judicial
chambers,
administrator
positions
to
staff,
attorneys
and
add
general
fund
appropriations
of
ninety
thousand
one
hundred
and
fourteen
dollars
in
fiscal
year.
Twenty
two
and
seventy
thousand
seven
hundred
and
forty
one
dollars
in
fiscal
year.
Twenty
three
to
allow
for
the
positions
to
be
budgeted
at
the
maximum
allowable
salary
for
unclassified
staff
attorney
positions
of

each,
which
is
consistent
with
other
unclassified
staff
attorney
positions.

And
yes,
and
that
motion

Thank
you
very
much
so
if
we
could
move
on
to
the
next
item

general

the

as
recommended
by

the

Thank

Do
any
of

this

Senator

I

no
sorry
does
not

any
so.
I
would
be
interested

both.

And
if
I

I

questions
when
I
have
presented
the
last

questions

The

may
wish
to
ask
for
a

for
closing
consideration
on
all
of
the

for
which
fiscal

D
D
A
Well,
we
could,
we
can
take
a
brief
pause.
I
think
I
actually
have
a
question
on
this
budget.
Assemblywoman
miller.
C
Thank
you
chair
just
for
the
sake
of
clarification
in
this
are
what
are
we
saying
according
to
this
budget,
that
this
isn't
actually
increasing
the
salaries
or
the
benefits
other
than
what's
already
in
statute?
I'm
looking
at
is
that
correct?
C
D
You,
mr
chairman,
through
you
to
assembly
woman
miller.
Yes,
there
are
statutes
related
to
the
justices
and
the
judges
that
state
that
they
are
entitled
to
an
additional
salary
of
two
percent
of
his
or
her
annual
salary
for
each
year
of
service
not
to
exceed
22.
In
certain
circumstances,
this
wouldn't
the
budget
does
not
increa
include
any
salary
increases
in
addition
to
that
they're
already
set
in
statute.
A
Thank
you.
Thank
you
miss
day
any
questions
on
this.
D
D
According
to
the
chief
justice
during
the
judicial
branch's
budget
hearing
on
february,
17
26
new
judges
were
recently
elected
and
must
attend
mandatory
training
at
the
national
judicial
college,
which
pursues
produces
a
vacancy
that
must
be
filled
by
senior
justices
and
judges,
and
the
court
also
hopes
to
deploy
some
senior
judges
to
reduce
the
significant
backlog
that
has
been
accumulating
in
the
district
courts.
There
are
no
major
closing
issues
or
closing
items
in
this
budget,
and
the
closing
recommendations
are
included
on
the
summary
page
in
the
closing
packet.
D
D
D
Thank
you,
mr

for
the

stephanie

division.
The
judicial
education
budget
begins
on
page
35
of
your
closing
packet.
That
program
provides
for
the
continuing
education
of
supreme
court
justices
court
of
appeals,
judges,
district
court
judges,
justices
of
the
peace
and
municipal
court
judges.
It
also
provides
educational
and
training
opportunities
to
court
administrators
staff
of
the
nevada
court
system,
senior
judges
and
hearing
masters.
D
C
Thank
you
chair,
yes,
miss
day.
My
question
is
for
the
the
different
roles
that
are
mentioned
here
and
we're
talking
about
the
continuing
education.
C
My
question
is:
first,
is
that
continuing
education,
continuing
education,
that's
required
as
part
of
their
professional
responsibilities,
or
is
that
something
that
the
state
is
requiring
and
with
that
is
the
state
completely
covering
the
cost
of
all
of
the
continuing
ed?
Or
is
this
also
stuff
that
these
professionals
are
paying
for
out
of
pocket.
D
F
Assemblywoman
miller,
this
is
the
chief
justice
hardesty.
F
The
judicial
education
that
is
paid
for
here
is
largely
judicial
education
that
is
part
of
the
judicial
education
curriculum
that
was
established
by
the
judicial
education
committee
that
is
mandatory
for
all
judges
to
participate
in.
In
addition,
all
judges
are
required
in
order
to
maintain
their
law
license
to
participate
in
continuing
legal
education.
A
Thank
you,
assemblywoman
miller,
thank
you,
chief
justice
hardesty,
and
do
we
have
any
other
questions
on
this
budget?
D
Thank
you,
mr
chair,
for
the
record.
Stephanie
dave
fiscal

The
specialty
court
budget
begins
on
page
37
of
your

packet.
The
specialty
court
programs
are
problem-solving
courts
that
help
break
the
cycle
of
drug
and
alcohol
addiction
that
can
influence
adult
criminal
activity,
juvenile
delinquency,
behavior
and
parental
abuse
and
or
neglect
of
children.
There
are
currently
55
specialty
court
programs
funded
by
the
administrative
office
of
the
courts.
D
According
to
the
nevada
judiciary,
2020
annual
report
for
in
fiscal
year
2020
those
programs
served
5866
participants
and
out
of
that
number
2
372
participants
were
new
admissions
to
various
programs
and
1
393
participants
graduated
at
the
conclusion
of
fiscal
year
2020.
The
programs
had
3
207
clients
remaining
as
active
participants
across
the
specialty
court
programs.
D
D
It
also
provides
annual
court
improvement,
grants
for
courts
and
justice
related
organizations
to
fund
technical
technological
improvements,
operational
improvements,
court
security
and
language
access.
There
are
no
major
closing
issues
or
closing
items
in
this
budget
and
the
recommendations.
The
closing
recommendations
are
included
on
the
summary
page
of
the
packet.
A
Okay,
so
I
don't
think
we
have
any
questions
on
this
budget,
so
we
can
go
to
our
last
staff
close
budget
before
we
go
to
the
summary
of
all.
The
staff
closes.
D
D
D
It
funds
the
unfunded
liability
portion
of
the
judicial
retirement
system.
There
are
no
major
closing
issues
in
this
budget.
There
is
one
other
closing
item
an
updated
actuarial
report
came
out
and,
according
to
the
information
provided
to
the
court
by
the
public
employees
retirement
system
on
february,
8
2021,
the
state
share
of
the
unfunded
liability
portion
of
the
judicial
retirement
system
for
each
fiscal
year
of
the
2123
biennium
would
be
1.3
million.
The
original
budget
includes
general
fund
appropriations
of
1.4
million
dollars
per
fiscal
year.
D
Fiscal
staff
recommends
general
fund
reductions
of
87
295
dollars
in
fiscal
year,
22
and
fiscal
year.
23
to
align
funding
with
the
updated
state
share
amount
provided
by
purse.
With
the
noted
technical
adjustment,
this
recommendation
appears
reasonable
and
the
closing
recommendations
for
this
budget
are
included
on
the
summary
page
of
the
closing
packet
and
I'd
be
happy
to
answer
any
questions.
A
Mr,
yes,
is
that
simon
roberts
go
ahead.
Yes,
sir,
so.
C
Thank
you
for
the
question.
Is
this
due
to
actuarial.
D
Thank
you,
mr
chair.
Through
you
to
assembly
roberts.
Yes,
there
was
a
an
updated
actuarial
study
that
was
done.
C
Thank
you
chair,
so
are
there
contributions
modified,
like
other
state
employees,
contributions
based
on
the
actual
actuarial
analysis,
so
I'm
just
kind
of
wondering
because
he
seemed
like
flat
amounts
versus
an
adjustment
in
the
rate,
that
is
a
contribution.
D
Thank
you,
mr
chair,
through
you
to
senator
seaver's
cancer,
the
the
amounts
that
are
included
in
this
budget
is
the
state
share
and
the
amounts
are
set
for
the
biennium
each
each
biennium.
The
amounts
are
set
for
the
two
fiscal
years.
D
I
am
not
positive
if
the
if
the
elected
officials
have
a
contribution
or
if
it's
only
a
if
it's
a
100
percent
state.
A
F
System
as
well
as
the
legislative
and
and
pers
generally
police
fire
always
go
through
the
same
actuarial
analysis.
If
that's
an
answer
to
senator
yanford's
question.
C
Yeah,
I
know
they're
separate,
I
just
didn't
know
they
have
contribution
rates
like
other
state
employees,
even
though
their
fund
is
separate
and
and
whether
they're
affected
by
changes
because
of
the
actuarial
analysis
or
or
maybe
it's
wholly
funded
by
the
state.
I
guess
maybe
that's
the
first
question,
or
is
it
wholly
funded
by
the
state
or
is
there
a
share,
that's
paid
by
members
of
the
court
system
or
the
judicial
system
or
branch.
A
F
Yes,
chairman
brooks
to
senator
siebert
cancer.
This
is
chief
justice
hardesty,
I'm
not
familiar
with
the
details
of
the
actuarial
report
that
reviewed
that
it
resulted
in
a
reduction
in
the
amount
of
state
contribution.
F
I
do
know
that
in
2015
the
legislature
changed
the
contribution
from
a
fully
state
funded
contribution
for
district
court
judges
to
a
shared
contribution.
All
district
court
judges
elected
since
2015
are
paying
half
of
their
contribution.
To
excuse
me
to
the
judicial
retirement
system
and
the
state
pays
the
other
half
so,
as
the
progression
has
occurred
with
new
judges
being
elected,
the
amount
of
contribution
by
the
state
has
declined.
C
Thank
you.
I
appreciate
the
answer.
A
Thank
you,
justice,
hardesty.
Thank
you,
senator
receivers.
Cancer.
Do
we
have
any
other
questions
on
that
budget.

a

Yes,

that
wraps
up
our

with
the

and
I
want

I

and
so
I
wanted
to

also
would

one
purpose,
namely
restoring

nine
hundred
forty
dollars
in
general
fund
to
the
other
budget
in
each
year
of
the
two
thousand
twenty
one?
Twenty
three
biannual.
A
Thank
you,
mr
tower.
Do
any
of
the
committee
members
have
any
questions
on
on
this
budget.
A
I
do
oh
assemblywoman
tolls.
C
Thank
you,
mr
chair,
and,
of
course,
we
know
how
incredibly
valuable
this
is.
We've
learned
through
the
pandemic.
How
important
that
connectivity
is.
I
guess
I
just
wanted
to
note
for
the
record
that
I
I
support
this
and
I'm.
I
also
imagine
that
I
just
want
to
go
back
to
the
state
match
program
and-
and
I'm
sorry,
if
I
missed
it
here,
but
come
in
federal
matching,
did
we
get
as
a
result
of
or
will
we
get
as
a
result
of
this
investment?
Thank
you.
G
So
the
way
the
federal
e
raid
program
works
is
that
local
entities
such
as
schools
get
a
certain
amount
of
reimbursements
for
their
broadband
developments
in
nevada.
That's
an
average
70
percent
and
that's
not
part
of
this
budget,
but
it
needs
that
that
is
what
one
needs
to
know
to
understand
the
program,
so
on
average
nevada
entities
such
as
school
or
library
get
70
reimbursement
for
broadband
development.
G
G
A
dollar
by
dollar
managing
batching
is
basically
added
from
the
federal
e-way
program,
so
the
two
million
dollars
to
which
this
budget
would
be
restored
in
each
in
each
year.
A
Thank
you
assuming
tolls.
Thank
you,
mr
tower.
Any
any
other
questions
from
the
committee
on
this
decision.
A
I
see
none,
so
I
would
be
prepared
to
entertain
a
motion
on
this
decision.
E
C
B
C
C
C
C
C
C
C
C
C
C
C
A
Yes,
motion
carries,
and
so
that
will
take
us
to
our
next
item.
Mr
though,
if
you're
mr
tower,
if
you
would.
G
Thank
you
kristen
towel
for
the
record.
The
second
decision
before
the
committees
concerns
the
restoration
of
stem
workforce
development
grant
program
funds.
E
G
Now,
in
total,
five
other
closing
items
before
the
committee
is
today
the
other
restorations
of
program
funds.
Other
closing
closing
item,
one
concerns
the
restoration
of
funding
for
the
broadband
program.
G
E
So
with
that
committee,
are
there
any
questions
on
the
restoration
of
funding
or
the
other
closing
items
at
this
time.
C
E
C
Program
to
the
levels
approved
by
the
2019
legislature
by
adding
4
451
603
in
general
funds
to
the
to
the
ossets
budget
for
in
each
year
of
the
2021
biennium,
and
that
we
approve
the
restoration
of
funding
for
the
broadband
state
match
program
to
the
2019
legislatively
approved
level
by
adding
947
thousand
nine
hundred.
And
forty
actually
sorry,
madam.
But
let
me
go
back
and
then
that
the
I
recommend
that
the
fiscal.
So
after
the
first
motion.
C

C
E
A
Thank
you
and
thank
you,
chair
carlton,
for
for
helping
me
out
there,
and
that
brings
us
to
our
next
agenda
the
office
of
workforce
innovation.
Mr
tower,
can
you
can
you
walk
us
through
that?
Please.
G
G
This
staff
would
note
that
this
transfer
is
approved,
which
will
require
enabling
regular
legislation
in
order
to
execute
the
recommended
transfer
of
the
oven
to
deter
assembly
bill.
459
has
been
introduced
on
behalf
of
the
governor's
finance
office
for
statutory
adjustments.
A
I
do
not
see
any
questions
on
this
decision,
mr
mr
tower,
could
we
go
through
the
other
closing
items
as
well,
and
maybe
we
can
take
a
motion
on
this
decision
as
well
as
the
other
closing
items
at
the
end
of
that.
G
Chair
christian
tower,
for
the
record,
there
are
several
other
items
also
in
relation
to
this
budget
before
the
committees
other
closing
item,
one
concerns
the
replacement
of
computer
equipment,
other
closing
items
two
and
three
concern
position.
Transfers
one
position
would
be
transferred
out
of
the
office
of
workforce
innovation
to
the
p20
budget,
which
will
be
closed
directly
after
the
orange
budget,
and
one
position
would
be
transferred
in
from
the
p20
budget
to
the
oven
and
this
change
in
positions
between
ovin
and
the
320
budget
is
to
align
the
functions
of
these
positions
with
budgetary
funds.
G
G
This
recommendation
was
amended
through
amendment
a
214
79
1004..
The
position
was
first
at
first
reclassified
into
classified
service
and
now
the
through
the
amendment,
the
position
would
be
reclassified
from
non-classified
into
unclassified
service.
There's
also
a
technical
adjustment
to
this
amendment.
G
Other
closing
item
7
recommends
position,
reclassifications
from
non-classified
service
into
classified
service
and
there's
a
technical
amendment
recommended
by
staff
for
this
measure.
G
On
page
54
on
the
bottom,
there
are
the
recommendations
and
decisions
before
the
committees
concerning
other
items,
mr
staff,
fiscal
staff
requests
authority
to
make
technical
adjustments
as
necessary
and
recommends
other
closing
items.
1
2
and
3
be
closed,
as
recommended
by
the
governor
other
closing
item.
4
he
closed
as
recommended
by
the
governor
contingent
on
passage
and
approval
of
enabling
legislation
other
closing
item.
Five.
He
closed,
as
recommended
by
the
governor's
budget
amendment
eight
two
one:
four:
seven:
nine
one:
zero,
zero!
Four
other
closing
item.
Six.
G
E
Thank
you
and
I'm
not
making
a
motion,
I'm
just
going
to
make
a
a
statement,
so
I'm
very
happy
to
see
that
what
we
have
been
calling
owen
is
going
back
back
into
deaner.
My
motion
would
be
to
do
something
else
with
owen,
but
this
is
the
first
step
towards
I
believe,
what
we
need
to
fix
and
if
we
are
going
to
start
putting
things
back
where
they
actually
belong
under
item
number
six
and
that's
not
for
today.
E
This
will
be
more
for
maybe
459,
which
is
scheduled
for
hearing
in
ways
and
means
this
evening
to
actually
talk
about
putting
the
apprenticeship
director
back
where
we
believe
they
should
be
but
that'll
be
discussed
then.
So
I
I
appreciate
the
discussion
there's
a
lot
of
moving
pieces
in
this.
There
was
a
lot
of
moving
pieces
when
we
moved
it
before
so
we're
going
to
just
work
really
hard
to
make
sure
that
everything
goes
back
to
where
we
think
it
belongs.
Thank
you
very
much.
A
Thank
you
carlton.
I
I
share
your
views
on
on
these
matters
and
I'm
glad
to
see
that
we're
kind
of
realigning
some
things
after
after
trying
some
other
things
for
a
few
years.
So
any
other
comments.
Oh
assemblywoman
tolls.
C
Yes,
thank
you,
mr
chair
and
vice
chair.
I
actually
do
have
a
comment
on
my
position
on
this,
but
would
it
be
better
to
state
this
now
or
after
the
motion.
A
A
Okay,
thank
you.
Any
other
questions
on
these
closing
items.
A
E
So
with
that,
mr
chairman,
I'll
I'll,
give
it
a
good
try,
so
I
would
move
to
approve
the
transfer
of
owen
to
dieter
contingent
a
passage
and
approval
of
enabling
legislation,
and
I
would
also
move
as
a
fiscal,
sta
fiscal
staffs
authority
to
make
technical
adjustments
as
necessary
and
recommends
other
closing
item
one
through
three
be
closed,
as
recommended
by
the
governor.
Other
closing
items
four
be
closed,
as
recommended
by
the
governor
contingent
on
passage
and
approval
of
enabling
legislation.
E
Other
closing
item
five
be
closed.
Does
gov
wreck?
Oh
excuse
me,
recommended
by
the
governor's
budget
amendment
a214791004
other
closing
item
six
be
closed
as
governor
recommended,
as
recommended
by
the
governor
budget
amendment
a
two
one:
four:
seven:
nine
one:
zero
zero.
Four
with
the
noted
technical
adjustments
and
pending
on
passage
and
approval
of
enabling
legislation
and
other
closing
item
seven
be
closed.
As
recommended
by
the
governor's
budget
amendment
8214
791004
and
with
the
noted
technical
adjustments.
C
C
Yes,
chair,
thank
you
for
that
and
I
I
supported
sb
516
back
in
2017.
C
As
I
recall,
it
was
broadly
supported
by
business
and
labor
and
k-12
and
higher
ed,
and
my
understanding
is
that
it's
really
helped
to
have
it
under
that
office
to
be
able
to
be
nimble
enough
to
go
after
outside
funds
and
that
coordinated
effort.
So
I
I
do
not
support
moving
it
back
to
dieter.
I
supported
moving
it
out
of
dieter
into
into
the
governor's
office,
and
I
I
still
think
that
it's
most
appropriate
to
stay
there.
C
E
And-
and
thank
you,
mr
chairman,
I
did
make
the
motion
it's
unusual
to
actually
make
comment
afterwards,
but
I
think
we
want
to
be
clear
about
citing
folks
support
on
something
that
was
a
couple
of
sessions
ago.
We
know
how
negotiations
work
and
how
people
will
stand
down
to
be
part
of
the
process,
but
there
have
been
numerous
issues
on
owen,
a
lot
of
them
brought
forward
by
labor.
E
A
C
Chair
and
I
appreciate
the
discussion
and
look
forward
to
the
discussion
this
evening
with
all
the
challenges
that
dieters
having
now
adding
another,
you
know
another
job
on
to
them
at
this
time.
To
me
is
I
just
I
just
can't
support
it.
You
know
maybe
later
in
a
couple
years,
when
they
get
everything
back
on
their
feet
and
we
we
give
them
the
things
that
we
gave
during
a
special
session
and
probably
some
more
in
some
of
the
funding
this
session.
I
just
think
the
timing
is
bad.
I
can't
support
it.
C
E
C
C
C
C
C
C
C
C
C
C
A
Yes
and
that
motion
passes
with
a
majority
from
the
members
present,
and
that
brings
us
to
our
last
agenda
item
our
last
budget
the
day
and
that
is
going
to
be
the
nevada,
p20,
workforce,
reporting
and
mr
tower.
If
you
could
walk
us
through
that,
I
would
appreciate
it.
G
Thank
you
moving
to
page
55
of
the
closing
package
through
the
nevada,
p20
workforce
reporting
measures,
there's
one
major
issue
and
one
major
decision
for
consideration
for
the
committee
and
that
concerns
the
transfer
of
the
p20
budget
to
deter
the
governor
recommends.
Transferring
the
p20
budgets,
together
with
the
office
of
work
conservation,
which
oversees
p20
from
the
governor's
office
to
deter
contingent
upon
the
committee's
prior
recommendation
to
approve
the
transfer
of
the
oven
to
data.
G
G
The
second
bond
position
reclassification
this
one
position,
that's
associated
with
the
p20
budget,
is
recommended
to
be
reclassified
from
non-classified
service
into
classified
service,
and
there
is,
I
close,
other
closing
items
three
and
four
concern
the
change
of
position,
which
was
mentioned
before
under
the
organs
budget,
one
position
moving
from
p20
to
oving
and
one
position
moving
from
oving
to
the
p20
budget.
A
A
I
don't
see
any
so.
I
would
be
interested
in
a
motion
for
both
the
the
recommendation
to
transfer,
as
well
as
the
other
closing
items.
E
Move
contingent
upon
the
committee's
prior
recommendation
to
approve
the
transfer
of
owen
to
dieter,
to
move
that
we
recommend
the
transfer
of
the
p20
budget
to
dieter
and
also
I
would
move
to
other
closing
items.
One
through
four
be
closed,
as
recommended
by
the
governor
and
and
give
staff
authority
to
make
any
other
technical
adjustments
as
necessary.
C
A
C
C
C
C
C
C
C
C
C
C
C
C
C
C
C
C
C
A
Yes,
and
with
that,
the
motion
passes
with
the
majority
and
of
votes,
and
so
that
is
our
last
budget
item,
and
I
just
want
to
thank.
I
want
to
thank
the
members
today
for
for
this
long
meeting
and
but
very
productive
meeting,
and
I
also
want
to
thank
the
members
in
the
middle
of
a
pandemic
when
the
rules
have
been
hit
so
hard
in
this
budget
that
we
just
voted
on
on
this
last
budget.
A
We
are
transferring
725
000
more
dollars
of
grant
funds
in
each
year
of
the
biennium
to
rural
hospitals,
and
so
I
really
want
to
thank
the
members
who
voted
to
transfer
federal
money
to
rural
hospitals
in
the
middle
of
a
pandemic,
those
who
actually
voted
on
that
thing,
and
so
I
don't
see
any
other
agenda
items
today
today,
so
that
moves
us
to
the
final
agenda
item
and
that
is
going
to
be
public
comments.
A
E
E
A
I
am
I'm
just
waiting
to
to
see
if
we
get
just.
We
have
a
little
bit
of
a
difference,
so
just
giving
them
a
little
bit
of
time.
